School libraries are a vital part of the education system. This article highlights the contribution made by the Education Library Information and Technology Services (ELITS) directorate of the KwaZulu-Natal Department of Education, to the development and resourcing of school libraries in public schools in KwaZulu-Natal. The vision and mandate of ELITS has been realised through its various policy initiatives and programmes. However, like many Department of Education directorates, ELITS has encountered a number of challenges in delivering its mandate. These challenges are discussed together with the strategies that have been employed to overcome them.

Although the roots of the modern school library lie in the past, the movement is rightly considered a twentieth century development of four stages: first, the initial phase which was limited fairly well to ideas such as the one expressed by Benjamin Franklin in 1743 when he proposed the establishment of an academy that would be equipped with a library. Second, a limited amount of concrete evidence of interested citizens resulted in the establishment of a few school libraries that were regarded primarily as depositories for certain volumes, and were under the supervision of a school custodian or clerk. This period began in the middle 1830's and continued until the mid1870's, and featured the rise of school district libraries. Third, during this stage the school library came to be looked upon as an aid in classroom instruction as well as a source for leisure-time reading. A professional librarian was provided, though she was not likely to possess the qualifications of a classroom teacher. Fourth, this stage has seen the school library come to be regarded second only to the teacher as the really important feature of the school. In addition to being a person trained in her profession, the librarian of today is likely to be a qualified teacher, too, capable of instructing not only students but other teachers as well.

The National Library of Indonesia has made a revolution in library development, but not all types of libraries in Indonesia have followed suit. Until now, the results of library development both in terms of quality and quantity have not been optimal. This can be seen in the gap between the number of accredited and unaccredited libraries. The purpose of this study was determine the strategy of the National Library of Indonesia in fostering and developing public libraries, special libraries, school libraries and university libraries in Indonesia. This research method uses qualitative research with a descriptive approach. Data collection techniques using interviews, observation, and literature study. This study examines the strategy of library development in Indonesia is presented in the form of a description or narrative. The development function of the National Library of Indonesia by the work unit of the Public and Special Library Development Center (PPPUK) and the School and College Library Development Center (P3SMPT) with programs are in accordance with their duties and functions as regulators, motivators, and evaluators

Writing paper aims to find and describe: (1) benefits students after reading the materials collection at the Library of Elementary School No. 29 Dadok Black Stubble, and (2) comparison of time it takes students to the time available to visit the SD State Library Number 29 Dadok black stumps. The method used in this study is observation and interviews. Observations and interviews were conducted with stakeholders. Based on the research found that: (1) students utilize library materials in the Library of Elementary School No. 29 Black Dadok stumps to find a school assignment given by the teacher in the classroom and study bidag students to the school library just to find textbooks that are tasked by the teacher, (2) learners in elementary school No. 29 Dadok Black stumps using the breaks to visit the school library, these students expressed the schedule time available to rest like shopping, playing, resulting in a lack of interest and willingness of participants students to visit the school library. In order to use library materials can be used optimally, should Libraries Elementary School No. 29 Dadok stumps Black design a good planning before the addition of library materials. The plan includes: (1) pay attention to the needs of information desired by the student participants who will surely be used later, (2) pay attention to the age and grade level of students in accordance with the latest curriculum, (3) school institutions should provide library materials order form for learners. So that the time spent by students to visit the school library effectively, should the Elementary School Library No. 29 Dadok Black stumps have library staff who are experts in the field of libraries, so that the service schedule can be given to students to be effective . Povijest školskih knjižnica u Dalmaciji počinje u 19. st., kada se one formiraju kao diferencirani i definirani subjekti u okviru sustava obrazovanja u Austro-Ugarskoj Monarhiji. U ovom je radu opisano stanje dalmatinskog pučkog školstva do njegove reforme 1869. i institucionalni okvir djelovanja školskih knjižnica pučkih škola nakon reforme, te je konceptualizirana društvena dimenzija njihova djelovanja. Prikazan je društveni, kulturološki i gospodarski sklop u kojemu su provođene reforme, zakoni i pravilnici kojima je uređen rad knjianica, te se pokušalo procijeniti kulturno stanje na dalmatinskom selu prije i nakon reforme. Pošlo se od teze da je škola, a u sklopu nje i školska knjižnica, modernizacijska ustanova. Kao takva, školska je knjižnica osim obrazovnih i odgojnih imala i šire zadaće koje je definiraju u sklopu modernizacijske tranzicije Dalmacije u drugoj polovici 19. stoljeća. Podloga za takav pristup bila je analiza izabranih referentnih tekstova u stručnoj i drugoj periodici i literatura koja se bavi poviješću školstva u Dalmaciji.O reformi pučkog školstva u Dalmaciji objavljeni su mnogi radovi, ali se organizaciji i djelovanju školskih knjižnica, posebice knjižnica pučkih škola, pridavalo malo pozornosti. Ovaj se rad bavi upravo institucionalnim okvirima izgradnje sustava i uspostave školskih knjižnica u Dalmaciji u sklopu reforme obrazovanja koju je Austro- -Ugarska Monarhija provela u drugoj polovici 19. st., tj. zakonskim i organizacijskim okvirima te konceptualizacijom njihova djelovanja u kontekstu tadašnjih socijalnih prilika.

A survey of teachers' perceptions of school libraries was conducted in 1998 in Ohta-ku in Tokyo, Japan and in the Honolulu District in Hawaii, USA. The results were compared to find similarities and differences and to examine possible influences on the development of school libraries in these locations. Most survey respondents in Ohta-ku and Honolulu acknowledged the importance of the pedagogical role of school libraries and school librarians. Teachers in Honolulu had higher expectations of service from school librarians than did teachers in Ohta-ku. This result was probably due to differences in policy and in the availability of trained school library personnel. There were some other interesting differences between the survey responses of teachers from Ohta-ku and Honolulu, probably because of major differences in the nature of school library development in the two areas.

이 논문은 현재 우리 학교도서관의 변화 과정에서 나타나는 여러 가지 영향 요소를 리더십의 측면에서 규정하고 그 성격과 상황에 대해 탐구하였다. 현재 우리나라 학교도서관의 변화 과정에서 작용하는 계기와 동기를 현장 리더십, 정책 리더십, 학문 리더십으로 구분하여 그 역할과 실체를 다각도로 조명하였으며 학교도서관의 지속적이며 안정적인 발전을 위해 각 리더십의 개선 사항과 요건을 제안하였다. The purpose of this paper is to investigate leaderships for development of school library in Korea at the present developmental state. The writer discusses three kinds of leadership : field leadership, administrative leadership, and academic leadership. Each leaderships, for continuous and stable development of school library In Korea, are needed to be enhanced. Especially, establishment of the academic leadership is indispensible to initiate the development of school library in Korea.

Beta-hemolytic streptococci comprise several species of clinical importance. Streptococcus pyogenes (group A streptococci – GAS) is etiological agent of several infections including pharyngitis, being in this case, requires suitable diagnostic and treatment due to the risk of evolution to non-suppurative processes. Other species such as Streptococcus dysgalactiae subsp equisimilis (groups C and G – SDSE), Streptococcus agalactiae (group B streptococci – GBS), Streptococcus anginosus group (SAG) are involved in pharyngitis and other infections. GAS and SDSE share virulence factors, among them, M protein, considered the most important epidemiological marker. In GBS, the polysaccharide capsule is an important virulence factor and epidemiological marker. Penicilin is the drug of choice for treatment of streptococcal infections. Macrolides and lincosamides are recommended therapeutic alternatives, however the increase of resistance to these antibiotics has been reported. This study evaluated the ocurrence of colonization and persistence in 121 children and 127 young adults (YA), students of institutions located in the city of Niteroi, during September 2015 to February 2017, antimicrobial susceptibility and genetic diversity of isolates recovered. Oropharynx secretions were cultured and carriers were submitted to quarterly screening up to 12 months, while persistent colonization could be detected. Isolates were identified by phenotypical and serological tests. Susceptibility tests for seven antibiotics were performed by disk-diffusion technique. Erythromycin resistant isolates were submitted to macrolide resistance phenotype, genotype and minimal inhibitory concentration (MIC) determination by gradient diffusion antibiotic. emm gene typing, the gene that codes M protein, and capsular typing were performed by PCR, followed by emm gene sequencing. The evaluation of genetic diversity was performed by pulsed field gel electrophoresis (PFGE) or random amplified polymorphic DNA (RAPD). Initially, 34 isolates were recovered: 17 isolates recovered from children (all GAS) and 17 from YA [GAS (3), GBS (4), SDSE (8) and SAG (2)]. During persistence evaluation, 10 GAS isolates were recovered from children in six months of screening, while 22 isolates [GAS (2), GBS (2), SDSE (17) and SAG (1)] recovered from young adults during one year. Exchange of species (GAS/SDSE and SAG/GBS) and SDSE serological group was observed in two volunteers during the screening. Isolates were susceptible to ceftriaxone, levofloxacin, penicilin and vancomycin. GAS, GBS and SDSE isolates were resistant to tetracycline. Resistance to erythromycin was also detected: one GAS isolate (iMLSB, ermA, MIC-Eri 8 μg/ml) and six SDSE, whose phenotypes and genotypes were M/mefA/E, iMLSB/ermA and MIC-Eri 8-16 μg/ml. Six emm types were found among GAS isolates, being emm87.16 and emm89.0 the most frequent, detected only among pediatric volunteers. Among SDSE, five emm types with some subtypes were found. Three new emm subtypes were identified in this study, including the most frequent emm87.16. Three GBS capsular types were detected (Ia, Ib and III). A close correlation was observed among emm types diversity and PFGE profiles, where six clonal groups were found among GAS isolates and 10 among SDSE isolates. Among GBS, there are four or five clonal groups, considering digestion with different enzymes. Although the species were not determined, a single clonal group was observed among SAG.

Members of the Advisory Committee are enthused about the priority accorded intellectual freedom in the second draft of CLA’s proposed future plan. Under “Why we make a difference,” the very first reference is to “improving access to information for Canadians and working to protect intellectual freedom by advocating for the development of policies and position statements.” Within this broad framework, we think an important question for the CLA membership at large to consider is the scope and boundaries of the Association’s intellectual freedom policies, interests and advocacy. That is, does the membership support a “library focus” on library censorship issues? Or does the membership embrace a broader societal perspective grounded in Charter freedoms and responsibilities for all Canadians? There appear to be many nuances represented among CLA members. For example, some (if not all) school librarians see their role as promoting and teaching intellectual freedom in the context of citizenship responsibility. The CLA Award for the Advancement of Intellectual Freedom in Canada has several times been given to recognize contributions by individuals and groups beyond library borders. CLA itself is a member of the umbrella organization called the Book and Periodical Council, which among other initiatives sponsors Freedom to Read Week across Canada. When does a freedom of expression issue become a library issue? Can we comfortably snip off the library dimension of civil liberties? And if we do, are we open to the charge of being overly self-serving? It seems the media are often caught in the same self-serving boat – delighted to inflame library censorship controversies but holier-thanthou when their own press freedoms are under attack. In any event, are CLA members interested in broadening our civil liberties alliances and partnerships, or more comfortable with the more traditional library focus? There are many issues awaiting your perspective. Some are addressed by colleagues below – for example, the G20 Summit protests and the case for workplace speech. But there are so many others about which the Advisory Committee needs an understanding in order to be able to take action and make recommendations – for example, the WikiLeaks controversy, defamation suits and libel chill, transgender rights, campus clashes, saving indigenous languages, Internet neutrality, filtering, government criticism of works of art, film and television ratings, Canada Border Services censorship, decriminalization of prostitution, access to government information, hate speech and the human rights commissions, or any of the inevitable condemnations from time to time of authors, cartoonists, bloggers, journalists and political activists at home and around the world.

The purpose of this study is to provide a factors that determines financing demand in BMT Kopsyakardos Unisba. According to the data processing the results that the research income, tastes, and pricing determine respondents in demand funds in BMT Kopsyakardos Unisba. It can be seen by variables valid and it is reliable. Besides criteria grade attainment of a variable be in the area agree. Variable tastes produce total highest score of 2817 or average value continuum be in the area agree. This means that the tastes is one factor most dominant in determining the decision members in funds in BMT Kopsyakardos Unisba.

How effectively are librarians in public, school, and academic libraries serving sexual minority communities, allies, and queer-positive people everywhere? What are our social responsibilities and legal obligations to library users who identify as LGBTQ – lesbian, gay, bisexual, transgendered, trans-identified, two-spirited, and queer or questioning individuals? Are there different mandates among the three publicly-funded library sectors? This presentation explores library policy issues surrounding services and access to print and Web resources for and about LGBTQ Canadians, especially Canadian youth with limited resources, and particularly those in rural areas and smaller urban centres. It also identifies some of the myths, stereotypes, and barriers to inclusive collections, and raises questions about what happens to Web access to information about sexual minorities when commercial filters are installed in libraries.

The problems of this study are 1) What is the role BAPAS of prisoners who have gained parole? 2) Any constraints faced by BAPAS in conducting guidance to inmates who obtain parole? The method used in this study using qualitative analysis, that takes into account the facts that exist in the field of practice which are then compared with the description obtained from the study of literature. From this analysis it can be seen the effectiveness of the criminal system that is instructive to the child as a criminal. Data obtained from both primary data and secondary data then analyzed qualitative diskritif troubleshooting procedures examined by exposing data have been obtained from the library studies and field studies were analyzed with the form of conclusions. The results using this sociological juridical methods conclude that: 1) Implementation guidance is felt still far from the expectations of the client, because the guidance conducted by the social counselor counsels are only just so monotonous at all. In the past twenty years, most studies of elementary school libraries were about how the library was used. However, little research regarding why students would like to visit the library and what are their favourites in the library has been carried out. The purpose of this study is thus to understand the motives and impact factors of graders library use at school library. This study adopted the qualitative research in a semi-structured in-depth interview and a participant observation research. The interviewed objects are sixteen 3~6 graders who borrowed books or media frequently from the school library. The studies showed being curious, feeling bored, desiring to be recognized, seeking topics of their own interests, getting respect, finding fulfilment, enjoying leisure-time, getting better scores, getting virtual rewards, pleasing parents, and peer competition are eleven main motives that drive students to use the school library. There are some impact factors can affect the library use including library factor and non-library factors such as: the abundance and attractiveness of collections; the independence and distance of premises, the comforts of interior space; the equipments including network, light, air-conditioner, and audio-video facilities; the competence and friendly support of the librarian, the reading activities, and longer opening hour. Moreover, the schoolwork, the significant others, spiritual space, etc. are also important.The analyses found that the function of the school library lies not only on reading, circulating and searching, but also being a place for leisure and social activities. That is a successful school library is not only a library, but also a living room at home. Ideally, the school should enhance the positive linkage between the students and the library as well as the librarian should be a facilitator to connect them. On the other hand, the librarian should encourage students read enthusiastically by making library as a warm, convenient, and comfortable environment. As a result, the student would like to be a long-term patron of the library.
