Capability-Driven Development of a SOA Platform: A Case Study

The need for organizations to operate in changing environments is addressed by proposing an approach that integrates organizational development with information system (IS) development taking into account changes in the application context of the solution – Capability Driven Development (CDD). A meta-model for representing business and IS designs consisting of goals, key performance indicators, capabilities, context and capability delivery patterns, is been proposed. The use of the meta-model is exemplified by a case from the energy efficiency domain. A number of issues related to use of the CDD approach, namely, capability delivery application, CDD methodology, and tool support also are discussed.

Analyzing, designing and implementing software systems based on the concept of capabilities have several benefits, such as the ability to design efficient monitoring of capabilities and their execution context. Today, there exist new model-driven methods and development tools that support capability-based analysis, design, and implementation. However, there are also a plethora of existing efficient development tools that are currently in use by organizations. In this article, we examine how a new set of capability based tools, the Capability Driven Development (CDD) environment, can be combined with model-driven development tools to leverage both novel capability-based functionality and the proven functionality of existing tools. We base the examination on a case study where an existing model-driven tool is combined with the CDD environment.

In 2020, DGIP received the WBK title as a form of implementing bureaucratic reform. The performance report of the DGIP for 2022 states that there is still output that has not optimally reached the target due to various factors. Organizational commitment, information technology, and employee development are among the component points that are used as an assessment in achieving the WBK predicate. The inconsistencies that exist in previous research are interesting for further research. This research aims to test the influence of organizational commitment, information technology, and employee development as independent variables on performance as the dependent variable and the WBK predicate as a moderating variable. This research uses descriptive quantitative methods with primary data through questionnaires tested on 120 selected respondents. The selected sample consisted of employees who had worked for more than 4 years. Data processing uses the SPSS version 27 program to test validity, reliability, classical assumptions, multiple linear regression, and moderation. The results of this research are that organizational commitment has a significant effect on employee performance, technology has an insignificant effect on employee performance, employee development has an effect on employee performance, the WBK predicate as a moderating variable strengthens the variables of organizational commitment, information technology, and employee development on employee performance. Suggestions for other researchers to look for other independent variables because the R square value is 34.8% so there is still 65.2% influenced by other variables that are not included in this research model.
 Pada tahun 2020, DJKI sudah mendapatkan predikat WBK sebagai wujud pelaksanaan reformasi birokrasi. Laporan kinerja Direktorat Jenderal Kekayaan Intelektual tahun 2022 disebutkan bahwa masih terdapat output yang belum secara maksimal mencapai target yang disebabkan oleh berbagai faktor. Komitmen organisasi, peningkatan pelayanan melalui teknologi informasi, dan pengembangan pegawai merupakan salah satu butir komponen yang menjadi penilaian dalam pencapaian predikat WBK. Inkonsistensi yang ada pada penelitian sebelumnya menarik untuk dilakukan penelitian lebih lanjut sehingga penelitian ini memiliki tujuan untuk menguji pengaruh komitmen organisasi, teknologi informasi, dan pengembangan pegawai sebagai variabel independen terhadap kinerja sebagai variabel dependen serta predikat WBK sebagai variabel moderasi. Penelitian ini menggunakan metode kuantitatif deskriptif dengan data primer melalui kuesioner yang diujikan pada responden terpilih melalui metode purposive sampling sebanyak 120 (seratus dua puluh) orang pejabat dan pegawai. Sampel yang terpilih terdiri atas pejabat dan pegawai yang telah bekerja selama lebih dari 4 tahun. Pengolahan data menggunakan program SPSS versi 27 untuk menguji validitas, reliabilitas, asumsi klasik, regresi linier berganda, dan moderasi. Hasil penelitian ini menunjukkan bahwa komitmen organisasi berpengaruh signifikan kepada kinerja pegawai, teknologi berpengaruh tidak signifikan kepada kinerja pegawai, pengembangan pegawai berpengaruh kepada kinerja pegawai, predikat zona integritas WBK sebagai variabel moderasi memperkuat variabel komitmen organisasi, teknologi informasi, dan pengembangan pegawai terhadap kinerja pegawai di lingkungan DJKI Kemenkumham. Saran untuk peneliti lain untuk mencari variabel independen lain yang diduga dapat memengaruhi kinerja pegawai karena nilai R-square sebesar 34,8% sehingga masih terdapat 65,2% dipengaruhi oleh variabel lain yang tidak dimasukkan dalam model penelitian ini.

This paper presents a model based on cybernetics and systems thinking principles to overcome the challenges of strengthening the harmonization of Development and Operations functions in an enterprise. This was as a result of the challenges faced in applying industry standard tools/frameworks to complex problem. DevOps is an acronym for Development (Dev) and Operations (Ops) of information technology (IT) systems and applications. DevOps paradigm emerged as a response to the growing knowledge that there exists a gap of 4Cs (communications, co-operation, culture and collaboration) between what is usually considered IT development function and what is generally considered IT operations function of an organization. This gap often widens and manifests itself in many forms such as adverse competition, team conflict, inordinate delays and inefficiency of business applications/IT systems. There is a “Wall of Confusion” between IT development and operations as stated by Andrew Shafer and Lee Thompson. This “Wall” is caused by a combination of conflicting motivations among people, processes, and technology/tooling. Hence there is a pressing need for strengthening the harmonization of Development and Operations functions of an IT organization. IT Development (including testing and assurance services) professionals often tend to come with an outlook where change is the thing that they are mandated to accomplish. The business folks depend on them to respond to fast changing business and/or technology needs. Because of this intimate relationship, Dev are often expected to bring in as much change as possible. IT Operations folks tend to come with an outlook where change is the enemy. The business folks depend on them to keep the lights on and deliver the services that make the business money today. Operations folks tend to resist change as it undermines stability and reliability of IT systems/applications. Many times the author heard that lion's share of - ll downtime is due to those self-inflicted injuries known as changes? To make matters worse and things more political and complex, development and operations teams generally position into different parts of a company's organizational structure (often with different General Managers and competing corporate politics) and often work at different geographic locations. According to a Gartner report [1], Through 2010, Gartner expects that most IT organizations will continue to focus on the basic IT processes of application development, project management and service management. They will fail toextend this process focus to all activities, and will fail to change organizational values and behaviors. There was a pressing need to dive deep in to this complex problem with a systems thinking approach. “The model leveraged here is called SNACTM. This stands for Stakeholders, Needs, Alterables and Constraints. This model is used to increase variety in the system in focus. Stakeholders are identified in categories like internal and external to the program. This involves identifying all stakeholders in the program, their needs, interests and influences. The Stakeholders, their needs, constraints and the alterables that are introduced to overcome the constraints are identified and considered. Alterables are the things that the organization believes it can alter or change.” [13][15] This model enables to identify key objectives that are common to both Dev and Ops. This also involves identifying key themes of DevOps which form the levers of transformation that is being delivered. The stakeholders, their interests and influences help focus on the key themes of DevOps strategy. This helps the program managers/directors to focus on key themes that need to be in focus to respective stakeholders at right time when they are needed the most during delivery lifecycle. The paper covers an overview, the theoretical basis on which this model has been built.

<p>Information Technology (IT) as a set of produced ideas is available for individuals and organizations through hardware mechanisms and plays a major role in the development of human resources. In today’s world, IT is the key factor of human development in organizations and communities. Trends and results of the literature review confirm contribution of the IT tools in human resources area i.e. to accomplish assigned human resources tasks by using the source of IT capabilities. In the current era the use of information systems and new technologies, especially IT in organizations and communities is the most important tool to improve efficiency and it will accelerate movement toward this direction. Improper use of it can impose problems to the organization and it also reduces productivity. The aim of this paper is to investigates the impact of IT on the productivity of human recourses and gives a brief overview about possibilities of IT usage in human resources field for measuring and tracking human capital and using the human resources information system generally. The results of this, study revealed that there is significant relationship between use of IT and human resource management functions, also a positive and significant effect of the ICTs on employment rate.</p>

The implementation of information systems (IS) architecture is a step in constructing enterprise architecture (EA) according to The Open Group Architecture Framework (TOGAF) and can introduce notable benefits in supporting the management and governance of information and communications technology (ICT) in organizations. However, the literature lacks models that support the construction of IS architectures in university hospitals (UHs). The Hospital das Clínicas of the Federal University of Pernambuco (HC‐UFPE) is a large UH that confronts ICT misalignments of with other internal areas. In this context, this study investigates and proposes an IS architecture model for UHs through a case study conducted at HC‐UFPE. The data collection methodology for constructing the IS architecture of this hospital was based on consultations with institutional documents, interviews with strategic stakeholders, and participant observations in the hospital's ICT sector. Open coding and data triangulation were used to analyze the data. This study presents two main contributions. (1) The development of a model used to assist in the construction of IS architecture for UHs. The model developed in this study has a practical application with the TOGAF 9.2 framework and Archi software for constructing an IS architecture for HC‐UFPE. (2) The development and delivery of an HC‐UFPE IS architecture to support the hospital's ICT governance, providing, through EA artifacts, a holistic view of the hospital's current and future ICT processes, in addition to the identification of gaps, challenges, and viable solutions to be considered for decision making to improve service delivery and ICT alignment with other hospital areas.

Information systems: what sort of science is it?

With the emergence and unprecedented development of information and communication technologies in recent years, organizations and countries started a race to adopt and benefit from operating as a digitalized economy. Two of the main technologies capturing the attention of decision-makers worldwide are artificial intelligence and big data analytics. Governments, organizations, and universities are challenged to adopt these key technologies. However, there are huge differences between developed, emerging, and lower-middle-income countries towards digital transformation strategies. Thus, in this chapter, we explore the dynamics, drivers, and enablers of Cameroon digitalization, considering AI and BDA's protagonism. Also, we present interesting insights for decision-makers and all interested in this topic for looking forward.

Background and Aims: With the development of information technology, flipped classrooms, micro-courses, MOOCs, and other educational means have been gradually applied to education and teaching, which not only changes the teaching methods of teachers but also promotes the transformation of teaching management means. This study aims to investigate and analyze the use of new ICT and provide suggestions for guiding the development and use of modern information technology in Chongqing Wanzhou Vocational Education Center. Methodology: Using random sampling, 90 respondents were selected from 30 students, teachers, and administrators of the Chongqing Vocational Education Center. Interviews were conducted according to the outline, and detailed interview answers were recorded with the consent of the respondents. After the interview, valid information was extracted for follow-up analysis. Results: It is found that there are some problems in the application of modern information technology in Chongqing Vocational Education Center. The use of modern information technology in schools is hampered by issues including passive teaching techniques, poorly designed curricula, and a lack of educational resources. These issues prevent talent development programs from being tailored to the needs of the job market and impede students' overall growth. These problems are further compounded by traditional teaching evaluation techniques, which impede the transition to a more objective and data-driven educational approach by lacking thorough student feedback. Conclusion: The Chongqing Vocational Education Center's use of contemporary information technology has exposed challenges like poor curriculum design, passive teaching approaches, and a lack of educational resources, which hinder talent development and impede students' overall development. Furthermore, by not offering comprehensive student feedback, traditional teaching evaluation methods exacerbate these issues and impede the shift to a more objective and data-driven educational paradigm.

By the very nature of information technology (IT), change and dynamism have always been significant drivers on its path to further development—and it has traditionally been the Western countries leading these. Now the picture is changing. The new high growth economies of the world (also known as BRIC countries) are increasingly pressing forward as active IT development drivers. Internal IT organizations of international companies are experiencing these global shifts firsthand and are facing changes in their traditional roles. This exploratory research is aimed at clarifying the context of the impact of high growth economies on such IT departments of Western-rooted enterprises. Forty-six interviews were conducted with IT managers, HR managers and expatriates emphasizing the importance of intercultural interaction, maturing IT economies, change in IT landscape and entrepreneurship.

This paper presents results of a qualitative study of the adoption of Project Management (PM) practices in an Information Technology (IT) division of a large manufacturing company. Structured interviews were used to gather data from a cross section of IT divisional leaders in the company to test and confirm a project management system developed from a literature review of project success factors that have contributed to projects' being on time, on budget, and of high quality. Data analysis using organization development (OD) grounded theory (Strauss and Corbin, 1990) identified common themes and cultural values that exist among the eight participants. Results of this study include the development of cultural framework to improve organization project performance (project success model) based on organization system design methods constructed from sociotechnical system theory (Taylor & Felton, 1993) and open system theory (Emery and Purser, 1996). In addition, the study confirmed the proposed open system design for the successful adoption of project management practices comprised of a project manager, project teams, performance measurement systems, and supporting management practices. An important conclusion from this research was that IT organizations that adopt the confirmed project success model must develop a project management culture based on shared cultural values of the organization's members that support adoption of project management. An implication of this study to the fields of organization development and project management is the confirmation of a project management system that IT organizations, OD practitioners, and project managers can employ to support the adoption of project management practices at both the organizational and project levels.

This introductory chapter sets out the starting-point for the Programme on Information and Communication Technology's (PICT) research on information technology (IT) and organizations, and thus provides some of the background to the lines of argument developed in the later chapters. In contrast to the surfeit of prophesies in the area, comparatively little effort has been expended in trying to understand how the discourse on organizations and IT operates. Yet all the attempts at analysis and prediction deploy tacit models and concepts of ‘technology’ and ‘organization’. Thus, an important assumption underpinning this book is that the critical study of the development and use of IT in organizations has to start with an examination of these background assumptions and theories that govern how the relationship between technology and organizations is construed. It has to consider, for example, how technology and organization are brought together theoretically while remaining distinct objects of analysis. An overview of the subsequent chapters is also presented.

Purpose: The purpose of this research article is to examine classical theorie for an implementation theory in designing a contingent e-learning model on accounting education. To explore and develop insights on how it can be applied to current changes in the new normal era. Design / methodology / approach: We conducted research of 360 (three hundred and sixty) accounting students in the accounting department. respondents are Diploma 3 students, undergraduate students, and accounting master students who have attended lectures for accounting courses with e-learning (odd semester and even semester 2019/2020). By measuring behavioral aspects (engagement within regulatory compliance; student self-interest), organizational aspects (relevant learning methods, outcomes based education curriculum ), contingent e- learning model (stability personal information technology systems, organizational information and communication technology systems) and effective learning outcomes ( knowledge and competence). By using path analysis to obtain measurement results of 2 (two) relevant structural equations to be specified through by process model into the contingent e-learning model. Findings: In this study, showed both of two structural equation models form of research has relevance to be as predictive model of development. With a significant determinant framework on the behavioral aspects of self-interest and a stability personal information technology system. Originality: The insights of this research contribute to supporting the accounting education process taking place in the new normal era after the Covid-19 crisis, where several other models have been adopted and implemented in both synchronous and asynchronous tool models, all as a necessity. which must be fulfilled, because of the importance of technical communication. The fulfillment of the results of this study is in line with the perspective of education and health interests in the new normal era, with a model that meets the suitability as a contingent change expected by the user (Student). This study explores a range of organizational factors that drive success in organizational level information technology (IT) innovation adoption. A comprehensive model of organizational level IT innovation adoption is presented based on a context-mechanism-outcome perspective and by drawing on relevant theories. The proposed model is empirically tested using data from 1988 company executives across a wide range of organizations globally. A research model and the related hypotheses are tested using structural equation modelling. The study found that organizational level IT innovation readiness conceptualized through technology readiness and internal expertise is a key mediator for successful organizational level technology adoption. Other organizational factors such as top management support, organizational structure, and organization culture, were positively related to the overall level of IT innovation readiness and organizational level technology adoption. Considering that there are many organizational factors that influence the adoption of technology, future research should extend the research framework and include additional variables that could support IT innovation adoption outcomes. The study makes a significant contribution to the existing literature by providing empirical evidence related to the organizational factors necessary for a successful IT innovation adoption at an organizational level.
