The growing establishment of protected areas incorporating profitable economic activity and conservation initiatives has been characterized by the exacerbation of existent conflicts and the emergence of new ones around them. Over the last two decades the participation of ‘civil society’ in protected areas governance under the mutual goal of sustainable development has become increasingly key to resolving natural resource conflicts. Schinias Greek Natura site, simultaneously national park and Olympic canoeing centre, provides a case study to investigate the roots and outcomes of natural resource conflicts within the context of the coexistence of development and conservation agendas and collaborative governance. Following a grounded-theory approach and drawing on insights from political ecology and environmental governance literature we have been able to reveal the political, socioeconomic, and conservation conflicts arising during implementation of state development and conservation policies. It appears that governmental political handling exacerbated these conflicts, leading to political manipulation to justify policy failure and promote nature privatization. We conclude that conflict resolution compatible with nature protection and social justice cannot occur in isolation from resolving crucial socioeconomic problems, strengthening transparency, and an accurate scientific analysis of the particularities of local communities to guide the formation and implementation of state policies.

The article examines the place of war in the cyclical dynamics of the global economy on the basis of scientific works By M. Kondratieva, J. Holdstein. The phases of development of the world economy, depending on the time period of deployment (expansion, war, stagnation, revival), and chronology of military peak in deployment of long military cycles in deployment of long military cycles and chronology of high waves of kondratyevsky cycles are presented. In the midst of the financial expansion phase of each system cycle of accumulation, a conflict between the big states is taking place. It has been found that the tendency of localization in the world is spreading in recent years. According to experts from the Center for New Economy and Society, 4 scenarios of comprehensive economic globalization were outlined: 1) «Globalization 5.0: Renewal of communication» (combination of processes of real (physical material) and virtual integration in the world economy); 2) «Analogueue networks: Virtual nationalism» (fragmentation of the Internet); 3) «Digital domination: Flexible platforms» (virtual integration); 4) «World of autarky: System fragmentation» (double fragmented world). Despite their number, a realistic future world economy will combine global cooperation and the economy of nationalism in real and digital dimensions. New strategic orientations of states will be formed mainly on their economic and digital compatibility and on the convergence of their values. The article presents some manifestations of convergence-divergence processes in the global economy of Ukraine and the EU. Over the next ten years, Ukraine will receive about $750 billion in financial assistance from its partners. The total amount of US $ 15 million, which will be directed at the reconstruction and rehabilitation of the country in the range of national programs in different sectors of economy and social life. The article lists the procedures of Ukraine’s interaction with EU countries on intensification of factors of counteracting divergent tendencies in European integration processes: Balancing the provisions of the Association Agreement between Ukraine and the EU in terms of protection of national interests of signatories; post-war reconstructive revival of the national economy; development and implementation of pro-convergence state policy of Ukraine; the principal evil of destructive institutions (corruption and shadow economy); reduction of risks of macro-financial destabilization and weakening.

The full-scale military invasion of Ukraine by the russian federation has brought to the forefront the urgent issue of effectively utilizing the countryʼs labor resources amid a sharp increase in the number of internally displaced persons (IDPs), many of whom are women with children fleeing the horrors of war. This situation necessitates the development and implementation of a well-balanced state policy regarding IDPs. An additional factor contributing to the urgency of this issue is the prolonged hostilities and the complete destructtion of a significant number of settlements in the combat zones, which has effectively ruled out the possibility of many IDPs returning to their homes as they existed before 2022. Two hypotheses are tested: first, that a significant number of IDPs are satisfied with state payments, refusing to look for a job or retraining in anticipation of the end of active hostilities in order to return to their places of permanent residence or as close to them as possible; second, that there is a relationship between the employment of IDPs on a permanent basis and the distance of forced migration. The research employed methods of scientific abstraction, analysis, synthesis, comparative analysis, and systematization. It has been established that as a result of russiaʼs full-scale military aggression against Ukraine, a significant portion of IDPs were not only forced to seek refuge in new places of residence but also had to accept the reality of not being able to return to their native homes, instead having to rebuild their lives from that point onward. Findings indicate that, due to the implementation of state policy toward IDPs, only a relatively small proportion opted to return to territories temporarily occupied by Russia. The majority of displaced persons found employment in their new locations; however, a significant number were forced to accept low-paying jobs. It was determined that government assistance was generally sufficient to cover housing rental costs. At the same time, the spread of various forms of abuse related to the receipt of state aid by IDPs led to a gradual narrowing of the pool of individuals eligible for such payments. It was also found that the employment of internally displaced persons largely depends on the efforts of local authorities aimed at creating new jobs. Nonetheless, the widespread employment of IDPs in low-wage positions highlights the untapped potential to improve the effectiveness of their labor utilization by ensuring their skills, knowledge, and expertise are more fully and appropriately applied.

The article is devoted to the peculiarities of developing scientific and methodological approaches to the formation and implementation of the concept of state policy of land relations in Ukraine on the basis of the assessment of the current state of such policy and promising areas for improvement. Promising directions for the development of the structure of the concept of formation and implementation of state policy of land relations in Ukraine of complementary type, the elements of which are built using the principles of system-structural, resource-functional, program-target and situational theoretical and methodological approach, which allowed to formulate requirements, goals, priorities of public policy, stages of development and implementation in public administration of the provisions of the concept. The concept of state policy of development of land relations in Ukraine of complementary type is proposed for use in public administration practice, because the presented developments can become a fundamental basis for drafting regulations in the context of effective policy implementation by executive authorities in their implementation, fully provided by law powers. At the same time, the latter can be used to implement in practice the provisions of decentralization of power in Ukraine. Land reform in Ukraine should not hinder the development of the country's economy, but build a new competitive model of relations between the state and business, which would involve the use of land as an asset that requires appropriate environmental actions to preserve land resources concentrated in rural areas. Conceptual principles of formation and use of land resources are based on state support, consistency of legislation, programs of state and regional levels in the introduction of "eco-technologies" of agricultural land use, taking into account the priority principles of approximation (approximation) of legislation to international and European law , restoration and protection of the environment, rational use and creation of preconditions for preservation of qualitative signs of land resource potential of rural territories. Increasing investment attractiveness in this dimension should be provided not through increasing the market value of land as a type of enterprise asset, but through radical innovation and structural changes in the use of natural resources; not because of the denationalization of the land market, but because of the motivation of domestic entrepreneurs to thrive on socially responsible business.

The system of preventing and countering economic crime has a complex and systemic nature that affects both law enforcement and social, economic, humanitarian, international and other spheres of social development. The importance of combating economic crime in order to guarantee the economic security of the state determines the role of state policy in the economic sphere, especially in terms of regulating economic activity and establishing its legal boundaries, exceeding which is an economic crime. In turn, the formation of public consciousness with a low level of tolerance for economic crime determines the place of the investigated policy in the humanitarian sphere. The training of qualified personnel for the law enforcement system indicates the importance of the social component in the educational policy. The impossibility of isolation from world trends and the globalization of economic relations requires international cooperation in the field of combating transnational economic crimes or prosecuting criminals. The directions of transformation of the central bodies of executive power are substantiated. The transformation of their activity is determined in the context of the proposed directions and objects of the state policy of prevention and counteraction of economic crime in the system of guaranteeing economic security: in the field of transformation of economic activity; in the field of economic crime prevention; in the field of activity of entities implementing the law enforcement function; in the field of information and communication system formation; in the field of international cooperation; in the field of security of the state policy implementation process; in the field of personnel training. It is suggested that the bodies of the central executive power implementing the state policy of preventing and combating economic crime should be grouped as follows: bodies of the central executive power directly implementing the state policy in the field of preventing and combating economic crime; bodies of the central executive power, which are regulators of economic activity; bodies of the central executive power that implement state policy in the spheres that form the implementation of state policy in the sphere of prevention and counteraction of economic crime.
