Cost-Saving Strategy Using Value Engineering Analysis on Basement Construction Work

Value Engineering (VE) or in Indonesian called Value Engineering is a method that analyzes the problems of a project through a systematic and organized approach by eliminating unnecessary costs without reducing the function, appearance, quality and reliability of the project. In accordance with the regulation of the Ministry of Public Works No. 222/KPTS/CK/1991, the Directorate General of Human Settlements stated that buildings with a value of over 1 billion must be carried out a Value Engineering analysis. Value engineering can be viewed in terms of materials or materials, implementation methods and implementation time. The application of the value engineering method in the Construction of the Integrated Hajj and Umrah Service Headquarters of the Ministry of Religion, Batang Hari Regency, is reviewed in terms of architectural work, namely by reviewing the use of materials in Floor, Ceiling, Roofing, Sills work. Value engineering analysis is carried out in five stages, namely: Information Stage, Creative Stage, Analysis Stage, Development Stage, and Percentage/Recommendation Stage. The information stage is carried out to look for work items that have the potential to have high costs, this can be done by means of a cost model, breakdown, and Pareto analysis. Based on the Pareto analysis, there are 5 work items that have the potential to be carried out by value engineering. In the creative stage, alternative ideas are generated where the quality, function and quality are the same, but at a lower price. The development stage is a comparison between the alternatives that will be obtained at the analysis stage. The recommendation stage is the result of the selected alternatives. At the recommendation stage, the results of the application of the value engineering method are that the material used for floor installation work is 60x60 ceramic, for ceiling work is plywood, for roof work is sand metal tile, for door frame work, windows and ventilation are aluminum frames. The cost efficiency that can be applied in this Development Project is 3%. The value engineering method can reduce the cost of planning the construction of the Integrated Hajj and Umrah Service Center Office Building, Ministry of Religion, Batang Hari Regency.

Flooding on roads still often occurs in several cities, especially densely populated cities. If the problem of flooding is not resolved, it can cause a bigger disaster that harms the local community, both property and lives. Jalan Aw. Syahranie Samarinda is one of the roads in Samarinda City that still often experiences flooding due to drainage channels that cannot accommodate or drain surface water. The purpose of this study is to analyze the application of Value Engineering in the Construction of the Jalan Aw. Syahranie Samarinda Drainage Channel. The solution method in this calculation uses Value Engineering Analysis. Value Engineering Analysis is carried out when the Budget Plan (RAB) is still being planned to get maximum results. This research method is carried out with five stages of Value Engineering, namely the information stage, the function analysis stage, the creative stage, the evaluation stage and the presentation stage. The weight of each criterion uses the Zero-One Method. Zero-One Analysis Matrix Method The use of the zero-one method is carried out for weighting and assigning values ??to the criteria. From the analysis results obtained that the best alternative that can replace the initial implementation method on selected work items in concrete work is Ready Mix Concrete and Conventional Concrete using a mixer. The cost savings obtained are Concrete Work with the first alternative choice, namely Conventional Concrete using a mixer, has the highest weight with a ranking of 1 and a savings value of 9.86% or Rp 397,393,488. The total overall savings for the work in VE with the overall cost of the project for the initial plan is Rp. 16,751,587,077 while the overall cost of the project after Value Engineering is Rp 16,354,193,589. With the cost saved being Rp 397,393,487.76 or 2.75% of the total project.

This research was conducted with the aim of analyzing the Engineering Value of Drainage and Culvert Rehabilitation Work in Samarinda Ulu District. This research method was carried out in five stages of Value Engineering, namely the information stage, function analysis stage, creative stage, evaluation stage and presentation stage. Weight of each criterion using the Zero-One Method. Zero-One Analysis Matrix Method The zero-one method is used for weighting and assigning scores to criteria. From the results of the analysis it was found that the best alternative that can replace the initial implementation method for selected work items in concrete work is Precast Reinforced Concrete Partially Cast Ready Mix Reinforced Concrete. The cost of concrete work, namely at the beginning or according to plan, is Rp. 623,679,984.00 Costs for concrete work after VE, namely Rp. 271,933,824.09 With costs saved amounting to Rp. 352,393,548.00 or 18.3%. The overall project cost for the initial plan is Rp. 2,099,885,844 while the overall cost of the project after VE is IDR 1,748,139,684. With the cost savings of Rp. Rp. 352,393,548.00 or 16.78% of the total project.

Abstract: Value Engineering is a management effort in the cost analysis of a project to get the desired function that is cost efficient but does not alter or reduce the quality, functionality, and benefits of the project. The purpose of value engineering analysis in the 3-house construction project is to know the high cost work items, alternative materials that can be used, as well as calculate the initial cost comparison with the cost after applied the value engineering to know the amount of cost savings.This research uses a comparative analysis method between additional work costs and a cost worth less than 3 (Cost/Worth < 3). In the case study of the construction of this 3-piece home project The data used includes work image data, Unit price analysis list data, and budget cost plan data (RAB).From the analysis of value engineering, known items of work that have high costs are floor work, wall work, utility work, finishing work, ground tank work and pump house outside the building, work around the exterior of the building, and work facilities and environmental infrastructure. Alternative materials that can be a substitute for the initial material in the cost saving effort in the construction project 3 of the House is a brand of romance and brand Noble, closet sitting brand Toto S 516, water faucet brand Classic sus304, shower brand Fiorentino, stop faucet brand Toto, sink complet brand Toto LW 246j, paint wall avitex avian, wool yarn of corn brand, bak garbage fiber size 240 liters, paving block between + pairs (local product of the area is Blang Star). The initial cost of the 3-house project is Rp. 9,013,187,705.74,-after the application of value engineering analysis, the cost of the 3-house project to Rp. 8,711,739,049.68,-compared with the initial cost can be more efficient Rp. 301,448,656.06,-. In construction projects, there are four main aspects that must be considered: cost, time, quality, and occupational safety. One of the biggest challenges is the cost aspect, which often faces issues such as budget overruns, overtime work, and quality degradation. These issues can be categorized as unnecessary costs. One approach that can be used to reduce unnecessary costs is the application of the Value Engineering concept. The implementation of Value Engineering is carried out through field surveys, participatory observations, and secondary data analysis from project documents such as the Budget Plan (RAB), Detailed Engineering Design (DED), and Unit Price Analysis (AHSP). The analysis is conducted through several stages, including the Cost Model, Cost Breakdown, Pareto rule analysis, function analysis, creative stage, Value Engineering analysis, Life Cycle Cost analysis, and recommendation stage. The results show that the application of Value Engineering in architectural works can provide significant cost efficiency. The total savings reached IDR 69,552,162.86, or 10%. Specifically, for wall works, the applied alternative resulted in savings of 7.53% or IDR 62,784,374.25. For door and window frame works, the selected alternative generated savings of 1.09% or IDR 4,503,000.00. Meanwhile, for flooring works, the applied alternative was able to save 1.4% or IDR 2,264,788.61.

This paper moves beyond the competence focus of mainstream value engineering training (e.g. Miles 1989, Techniques of Value Engineering and Value Analysis; Kaufman 1990, Value Engineering for the Practitioner), such books achieve their training goal well but lack the pedagogic aim we argue in this paper. This paper achieves our aim by describing the philosophical linkage between value engineering, function analysis and innovation and the economic imperative businesses bring to modes of engineering consideration. This philosophical underpinning uses Heidegger's attack on Descartes' ‘I think therefore I am’ and the assumptions such logic brings to the central question of an individual existence among the existences of everything else. Rather than singularly focusing on ‘what’ or ‘that’, Heidegger calls upon us to consider ‘how and why’ as a product of ontological functioning. However, we do not seek to replace Cartesian rationalism with Heidegger's phenomenological methods, as the latter does have several aspects we disagree with. We argue for their mutual inclusion, something Heidegger would argue against, to enable systematic modes of considering ‘know-that’ and ‘know-how’ in an informed and objective approach to managing innovation and engineering epistemology. Value engineering is offered as a means to enhance the way we teach our students how to innovate and make them aware of the dangers of thinking man-made or artificial-technology is superior to an all-embracing natural or ontological-technology.

Large amounts of waste glass are generated along with the manufacturing of glass products, causing detrimental effects on the environment. Through crushing and ball-milling, waste glass powder (WGP) can be acquired from glass bottles and has been suggested in cementitious systems due to its potential pozzolanic activity. To better understand the impact of WGP on cementitious composites, experimental tests of rheology, heat of hydration, and strength development were conducted on cement pastes with and without WGP. Results show that the rheological performance of cement paste is improved when WGP with particles passing through 80 μm sieves is incorporated. The retarding effect and pozzolanic reaction were observed through X-ray diffraction patterns and thermo-gravimetric parameter analyses. A calcium hydroxide (CH) content calculation further confirms the secondary reactivity of WGP in cement pastes. Compared with the samples without WGP, the normalized CH content of binder per unit mass containing 35% WGP decreased by 21.01%, 24.94%, and 27.41% at the ages of 1, 28, and 90 days, respectively, which contributes to late-age strength development of pastes. At the same time, the hydration per unit of cement was increased by 21.53%, 15.48%, and 11.68%, which improved the cement efficiency. In addition, WGP particles provide nuclei for hydration products, facilitating the subsequent growth of C-S-H and strength development in late ages. Based on value engineering analysis, WGP was found to reduce the impact of Portland cement on the environment by 34.9% in terms of carbon dioxide emissions, indicating a bright prospect for WGP in the cement industry.

The $810 Million Marquette Interchange Project is a reconstruction of an interchange located in the heart of downtown Milwaukee, which connects 3 major interstates: I-43, I-94, and I-794. The Milwaukee Transportation Partners Geotechnical team for the Marquette Interchange Project was tasked with providing foundation design recommendations at 260 pier locations for 22 mainline and high level ramp bridges. The original interchange was supported by various 420-kN to 800-kN pipe and H-piles. However, for the new interchange the MTP Geotechnical Team recommended using soil set-up in order to achieve higher capacity piles up to 2225 kN with shorter pile lengths for a greater economy. The recommended foundation types were 1335-kN 324 mm, 1780-kN 356 mm, and 2225-kN 406 mm closed ended pipe piles. As a means to better define the potential cost savings to the project in foundation design, the MTP design team conducted a design phase pile load test program and has projected a project savings for the 2005 to 2008 construction to be as much as $11 Million less the difference between the pile load test program and the original geotechnical investigation cost. MTP determined from a value engineering analysis that if a similar foundation system of a highway project had at least a $2.5 Million construction fee, the project would likely receive a net benefit from performing a design phase pile load test program. This paper not only evaluates the advantages of performing pile load test during the design phase, as opposed to performing verification pile testing during the construction phase, but also addressed the process and implementation of the data obtained in the pile load test program into the final design and specifications.

In this globalization era, many alternative choices of construction materials. The limited funds available make engineers have to think creatively to choose materials used in order to obtain the cost as efficiently as possible. There are many ways to do the cost efficiency of the project, one of them by doing value engineering. The construction design selection is very important to do because it can show the project quality, as well as produce the development with an efficient and optimal cost. The value engineering approach in the construction field is an organized and creative approach aimed at identifying unnecessary costs. These unnecessary costs are costs that do not provide quality or USAbility/functionality. The value engineering application is to construct projects has considerable potential savings from the project budget. This study aims to obtain cost savings made during the design phase and irrigation drainage project implementation. The scope of the study in the present study is the wall project on the DAS irrigation drainage improvement at Cengcengan River in Sukawati, Gianyar. This analysis uses the steps of value engineering plan, i.e., information, creative, analysis, development, and recommendation steps. Whereas, the criteria used to evaluate the components/systems included aspects of cost, quality, implementation time, methods, mobilization, availability, and aesthetics.

Several rating definitions must be met following the envision's system. The envisioned system aims to develop the green building concept in the existing jetty building. These definitions are quality of life, leadership, resource allocation, nature, climate, and resilience. This sustainability is needed to initiate changes in the planning, design, and provision of sustainable infrastructure together with the company. This also applies to implementing long-term infrastructure investments that are more cost-effective, resource-efficient, and adaptable. The study uses a qualitative and quantitative method, where data is obtained by distributing questionnaires and simulating using Statistical Products and Solution Services (SPSS). The application of Value Engineering (VE) and Life Cycle Cost Analysis (LCCA) has been chosen by researchers on existing jetty buildings with the green jetty concept, with investment costs in economic green jetty buildings and a return on investment costs of less than four years. In achieving the ten most influential factors in improving cost performance in sustainable dock construction, the results of the SPSS simulation processing obtained the ten most influential factors, namely: Planning, Energy, Siting, Materials, Ecology, Community, Economy, Operation, and Maintenance Cost, Follow-up Inspection, and Labor Experience.

This paper focuses on the process used to define role responsibilities during an organizational analysis of a leading U.S. orchestra's management. The study's objective was to clarify organizational roles to facilitate orderly and effective utilization of the resources of the orchestra's Board and staff. The analysis process, which is generalizable to other types of organizations, results in the clear definition of organizational functions and responsibilities. It combines the use of tools from Value Engineering and Organizational Analysis into an approach that can be carried to the level of writing position descriptions for key positions and committees. A major benefit is individuals' understanding and acceptance of their new responsibilities because of participating in the process.

The demand for housing continues to rise along with the growing population. Housing development is one of the efforts to meet society's need for residential homes. The Green Semesta housing project in Semarang offers Type 36 and Type 45 houses. However, given the vast area of Semarang and the intense competition among housing developers offering higher-segment housing at similar price ranges, it can be concluded that there is cost inefficiency in the construction of this project. Therefore, a solution is needed to address this issue by applying Value Engineering. This study aims to analyze the optimization of the cost budget plan without compromising the quality and functionality of the buildings using the Value Engineering method.This method compares the cost advantages of the landscape design before and after redesign by modifying the house layout, appearance, and the number and composition of houses/site plans to achieve maximum benefits. This analysis follows the stages of Value Engineering Planning, which include the information stage, creative stage, analysis stage, recommendation stage, and presentation stage. Based on the results of the Value Engineering analysis of the Green Semesta Housing Project in Semarang, the most profitable design alternative is Design B, which involves modifying the number of Type 45 units from 21 to 9 and increasing the Type 36 units from 16 to 31. After the redesign, the production cost for Type 45 units decreased from IDR 135,254,167.70 to IDR 124,656,875,91, while the original cost for Type 36 units decreased from IDR 96,224,877.00 to IDR 93,086,166.00.

The need for housing continues to increase as the number of inhabitants increases. Housing development as one of the efforts to meet the needs of the community for residential houses. The Andalusian Griya Giri housing estate in Gresik Regency was built with a type. However, with the vast area in Gresik Regency and the fierce competition of housing developers who offer housing in a higher segment and at prices that do not differ much, it can be concluded that this housing is a waste of costs in development. Therefore, a way is needed to overcome this problem, namely by applying Value Engineering. This study aims to analyze the optimization of the calculation of the cost budget plan without reducing the quality and function of the building with the Value Engineering method. The analysis technique in Value Engineering of this study uses a comparative method with cost analysis. This method compares the profit price of the landcape design before it is redesigned with the design that has been redesigned, namely changing the house plan, appearance and number of house compositions / site plans so that maximum profit is obtained. This analysis uses the stages of the Value Engineering plan, namely the information stage, stage, creative, analysis stage, recommendation stage and presentation stage. Based on the results of the Value Engineering analysis at the Griya Giri Andalusian Housing Project in Gresik district, the most profitable design alternative was to use Design C with the change of type 38/72 housing units to 36 units. The profit price after redesigning from the original design, the production price of the type 38 house is Rp. 122.2 40. 00,000 becomes Rp. 9 0.728.514. The amount of profit increased generated after the redesign of the original design and the change in the number of house compositions / site plans was carried out amounting to Rp 7,864.960. 000 becomes Rp. 9,981,773,496.

Value based management (VBM) aims to promote value of an enterprise, and value engineering (VE) aims to promote value by least cost. Combining these two ideas, this paper proposes a value-event path model based value engineering analysis methodology. In a management process, value of an enterprise is changed dynamically and the change of the value corresponds to an event which happens to the enterprise. In other words, events indicate changes of enterprise value. In this paper, the concepts of enterprise event, value-event node, and value-event path are defined formally. A management process can be looked upon as a value-event path. A good management process is a value-event path along which value increases by the event sequence, while a bad management process is a value-event path along which value decreases by the event sequence. Furthermore, an event in a value-event path can correspond to the ratio of enterprise function to cost. Therefore, a four-dimensional model (enterprise function, cost, value and event) is given in this paper. Multidimensional analysis on this model is a new VE analysis methodology for enterprise management. The methodology is a novel tool of enterprise management planning and assistant decision.

Most of the badly deteriorated bridges in the United States are those built prior to the 1950s, and many of these are on low‐volume roads where they receive little attention. This paper deals with the use of value engineering principles to study the economics of various low‐volume bridge systems along with miscellaneous bridge components so that potential savings through proper choices of innovative bridge systems can lead to better utilization of the funds available. Value engineering principles such as functional analysis and fast diagramming, value analysis and innovation/evaluation techniques have been used to develop and evaluate different design scenarios. The optimal designs derived through this study are of generic nature. Certain geographical factors or other concerns depending on site locations have to be incorporated in the value analysis before the final selection of a bridge system. Specifically, the value engineering analysis revealed that initial material cost, maintenance aspects, durability, service life, availability of components, and ease of erection have turned out to be the most important items in the selection of a low‐volume road bridge.
