This study aims to examine more deeply the problems of women politicians in Gorontalo DPRD in Gorontalo Province in the formulation of public policies and seek to provide a new paradigm for strengthening the capacity of women politicians in the process of formulating public policies as a solution to the problems in intent. Women politicians have not been very much involved in the formulation of policies in the parliament, women politicians only become participants when the formulation of policies regarding women is reached and they become connoisseurs when the policies are passed. This problem arises if we try to compare it dichotomically with the existence of women in a quantitative context that is on average proportional to almost half the regional and national population. This research is a qualitative research, using a case study that is intended to explore in-depth explanations and conduct an analysis of the role of women politicians in Gorontalo District Parliament in the period 2014-2019 in formulating public policies. From the results of the study, researchers found that women politicians in Gorontalo District Parliament were not maximal in formulating public policies. Then through Focussed Group Discussion (FGD), Gorontalo women leaders consisting of academics, politicians, women activists, youth organizations and student organizations formulate a paradigm or model that is considered to be able to maximize the role of women in parliament. The paradigm or model or concept referred to is compiled in the form of recommendations that will be given to each political party and Regency / City DPRD and Provincial DPRD in Gorontalo Province and may be used as a reference in strengthening the capacity of women politicians in Gorontalo in particular and Indonesia in general. The recommendation is the provision of political education, the need for a Gender Analysis Pathway (GAP) and Gender Budget Statement (GBS), there must be regulation and characterization. Evolution as a general theoretical framework for economics and public policy

Most public policy frameworks, such as the policy cycle, multiple streams, punctuated equilibrium, policy feedback, and advocacy coalition frameworks, originate from the global north, and their understanding of political elite dynamics remains limited and context-specific. In the global south, particularly in countries like India with distinct constitutional systems and governance structures, this narrow and limited perspective weakens the policy framework’s explanatory power, limiting their ability to address accountability, systemic inequities, and elite manipulation. This study revisits political elites and their will as a socio-political phenomenon, introducing the concept of the ‘policy panopticon’ to describe their pervasive influence on policymaking. The research adopts discourse analysis as its methodological framework to uncover ontological gaps in the public policy frameworks mentioned above. It specifically investigates how these frameworks address the role and influence of political elites and their political will in shaping policy processes. This analysis is based on key indicators derived from a comprehensive literature review of contemporary facets of political class theory, which are then applied within the discourse analysis methodology to examine policy frameworks. The findings highlight that existing policy frameworks fail to account for political willingness, particularly concerning techno-governance artefacts and political class influence. This gap in the literature underscores the need for further theoretical refinement and practical understanding of how political elites shape policy processes within diverse democratic contexts.

The objectives of public health policies are, among others, sustainability, results and quality. The objective of the article is to share the analysis carried out on the interface of public policies for quality and safety in health and for sustainability. Methodology: document analysis and comparative analysis were used. The theoretical concepts of public health policies for quality and safety in health and policies for sustainable development in health were used. Results: integrating objectives for sustainable development (economic, social and environmental factors) in public policies and in the operationalization of sustainability policy measures in health, along with public policies for quality and safety in health. Conclusion: the quality health system presents an interface between sustainability and quality and safety. A formulation of public health policies for sustainability in the portuguese health system, implementation, monitoring and evaluation, including external evaluation, will be decisive for the health system. Public health policies for the sustainability of the health system must be implemented along with public policies for quality and safety in health, with the involvement and participation of health professionals.

This systematic literature review analyzes the topic of anti-consumption within the framework of public policy and discusses the multilevel implications for social marketing. Previous research provides a broader scope of analysis based on cases suggesting public policy implications of anti-consumption. However, the topic broadens into social issues and calls for the discussion of the social role and the relationship to sustainability. Building on the goal number 12—Responsible Consumption and Production—of the United Nations Sustainable Development Goals (SDGs), the authors analyzed 42 peer-reviewed papers to assess the relationship quantitatively and qualitatively between public policy and anti-consumption, pointing to future avenues of research. The results show how policymakers can address either disruptive or transitional approaches by considering systemic changes. Public infrastructure and public management are important factors to support policies aiming to achieve sustainable and replacement consumption. However, participatory and transparency mechanisms are needed to effect this social change, which reaffirms the importance of stakeholders and the analysis of their relationships. The impact of anti-consumption on macro and structural changes may be hard to measure, but should not be dismissed. This paper calls for a broad approach to anti-consumption and the mapping of stakeholders – including individuals, organizations, governments, researchers and the media – by applying a social marketing perspective to sustainability concerns. By linking anti-consumption both with social marketing and the contemporary challenge of environmental sustainability reflected on the SDGs, this paper bridges the gap between individual analysis of anti-consumption and its impact and potential to address sustainability challenges.

<p>Public policy formulation is the prerequisite and primary issue for public decision-making. This article uses the CiteSpace analysis software to make a detailed analysis of the research literature (1999–2019) on policy formulation in the CNKI database, and to sort out the historical evolution and hotspots of China’s policy formulation research in the past two decades. The analysis found that: policy formulation, educational policy formulation, interest groups, and public participation are the focus of research in the field of policy formulation; the first ten years mainly focused on relevant theories and experiences of Western countries, as well as sustainable development and harmonious society. The next ten years mainly focused on research on public opinion, democracy, think tanks, and satisfaction.</p>

The application of this research on Sports Clubs and Sports Federations numbered 7405, published in the official journal numbered 26/4/2022 and numbered 31821, it was made in order to evaluate it in terms of Turkish sports within the framework of public policy. This was used with the horizontal method. Horizontal environment, side by side with a view related to all views with a helping person. The findings of the study are presented in the form of a horizontal table with the justifications of the articles of the law. As a result of this study, it has been concluded that the Law on Sports Clubs and Sports Federations will be effective in the development of the country's sports in many ways, taking into account the structural change experienced by the Turkish sports administration in the post-Republican period. it will help to eliminate many problems in practice within the framework of public policy and without completely rejecting the previous structure.

La comprensión del Trabajo Social en relación con las políticas públicas es dada por la comprensión del papel de las organizaciones sociales de base, el desarrollo del liderazgo y empoderamiento de iniciativas comunitarias; y, el diseño, implementación y seguimiento de intervenciones institucionales. De este modo, el Trabajo Social y la política pública se puede entender en un ejercicio de deliberación que fija criterios de efectividad y orienta acciones del Estado para resolver o aminorar problemas sociales. Siendo las organizaciones sociales una alternativa que intenta posibilitar cambios desde lo comunitario, hacia una transformación social y cultural, cuyo resultado se puede reflejar en los procesos de participación. En este artículo se muestra los diferentes escenarios donde los planes distritales contienen intervenciones en Trabajo Social direccionadas al fortalecimiento de actores sociales, reconociendo, las capacidades sociales de base. Teniendo en cuenta el aporte de los instrumentos y las herramientas dadas por la participación, la organización y el papel que juegan los líderes de las comunidades para el diseño de intervenciones institucionales que están en el marco de las políticas públicas, como respuesta del Estado a las demandas de la población. De esta forma se plantea un ejercicio Crítico Social que reconoce dos posturas de las Políticas Públicas, realizando una interpretación y problematización desde una mirada comunitaria frente a una institucional.

ABSTRACTThe public policy framework of the public–private partnerships (PPPs) projects has long been a subject of inquiry in developing countries. Researchers have mainly explored public policy frameworks as a regulatory tool to enhance project performance in public sector projects. Yet, PPP projects have remained unattended in terms of governance and financing. Using empirical evidences of project implementation, this article explores the relevance of a public policy framework for public–private project financing along four project implementation dimensions: efficiency, fairness, legitimacy and accountability. This article aimed at enriching existing public policies on PPPs in developing countries. It also focused on sharing individual country’s experiences amongst developing countries: specifically, the paper shows how a public policy on PPPs project financing may be formulated in a developing country like Kazakhstan. The study developed a public policy framework for PPP projects and project finance model, adaptable to the developing country’s specificities. The model was seen as an integral element of the public policy framework for PPP projects.

Using an analytic hierarchy process approach to prioritize public policies addressing family farming in Brazil

Collaboration is a ubiquitous yet contested feature of public policy. The conditions of contemporary governance encourage this ubiquity, namely, the interdependence of policy issues and tiers of governance, the hybridity of policy and service institutions, and the diversity of peoples and publics, each of which implicates collaboration in public policy responses. However, these conditions are not immutable, nor do they inhibit alternative public policy responses. And yet, collaboration persists.This chapter makes the case for a more satisfactory framework for analysing collaboration, one that accounts for its persistent appeal. Integral to this framework is the experience of human actors in collaboration, the potential and limits of human agency, and the role of identity and performance in collaboration.The chapter identifies the ‘collaborative conundrum’ in public policy, encapsulated in three key challenges that highlight the importance of collaboration while emphasising the apparent unsuitability of the prevailing context to facilitate collaboration. These are the challenge of collective action problems, the challenge of ‘publicness’, and the challenge of a public policy in flux.

This study aims to analyze the relationship between the neglect in drug control and the potential for criminal liability in cases of acute kidney failure in children that occurred in 2022. This is a normative legal research which the objects are legal actions by the government and drug manufacturers within the framework of public policy, and the potential violations of criminal law within them. The results of this study conclude that law and public policy share a close link, that the author considers that in the case of administering drug control there has been a negligence which caused fatalities. In addition, both legal subjects in the form of officials who are authorized in the field of drug control while in circulation and producers can be subject to criminal liability as regulated in a number of statutory regulations. This study recommends immediately strengthening the oversight function of drug distribution by the government by accelerating the ratification of regulations, as well as prioritizing criminal law enforcement with a justice orientation and victim recovery for negligent officials and corporations.

In the present work we propose to analyze the different moments of the process that became in the construction of the subfluvial tunnel which connected the Province of Santa Fe and Entre Rios, in the framework of public policies that had a strong participation of the State, with its tensions to the interior, as well as of society and the market. We define public policies as a relationship between actors (public and private, affected and benefited) that involves actions to solve a problem defined politically as public.
