DECISION SUPPORT SYSTEM FOR RESIDENTIAL LAND SELECTION USING SMART METHOD: SIMPLE MULTI ATTRIBUTE RATING TECHNIQUE

Decision Support System (DSS) is a system that can assist someone in making accurate and targeted decisions. Many problems can be aasolved by using SPK, one of which is the acceptance of employees at the Gaklimdo Samarinda Association using the SMART (Simple Multi Attribute Rating Technique) method. The purpose of this research is to produce a Decision Support System for Employee Admission Using the SMART Method (Case Study of the Gaklimdo Association of Samarinda City) with the hope that the selection of employees will be carried out objectively. By using the PHP programming language and the database used is MySql. In this study, the data collection techniques used were literature study, observation and interviews. The result of this research is the creation of a decision support system to make employee decisions that are accepted, and not accepted as employees. Users can input prospective employee data, criteria data and sub-criteria data. Then the system will look for a solution using the SMART (Simple Multi Attribute Rating Technique) method. After the decision is obtained, the system will display the decision.

LPMP West Sumatra is a company in the technical implementation department of the Ministry of Education and is led by leadership and is responsible to the Director General for Improving the Quality of Educators and Education Personnel (PMPTK). The selection process for hiring contract employees has difficulties because the system is still manual where all the processes from the initial stage of registration selection to the final stage of registration selection are all done manually so it takes quite a long time and is troublesome and drains a lot of energy and energy for the company management. . So there is a need for an online selection information system for contract employee recruitment at LPMP West Sumatra such as a decision support system. This Decision Support System (DSS) uses the Simple Multi Attribute Rating Technique (SMART) method. The SMART method is a decision-making method for handling multi-criteria problems based on calculating the criteria weights for each alternative. The aim of this decision support system was to be able to assist the selection process for hiring contract employees at LPMP West Sumatra quickly, precisely and accurately. The results obtained by the alternative with the name of the prospective contract employee were Ririn Novrianti with a score of 0.755. This helps West Sumatra LPMP leaders in determining prospective contract employees who meet the requirements for employment

The increasing enthusiasm of aquascape hobbyists is one of the factors in the development of the beauty industry of artificial underwater ecosystems in the aquarium. The aesthetic value offered by aquascape is one of the allures for its connoisseurs. The art of organizing ecosystems in water is a simple definition of an aquascape. The complexity of the arrangement can then be described through the presence of various themes. The selection of tools, flora and fauna, and other ornaments to form a unified ecosystem are things that are of concern so that an ecosystem in artificial water has good aesthetic value and can be categorized in a certain theme. By using a decision support system (DSS) or decision-making system, the results can provide better decisions and minimize the possibility of errors. One method of decision making in the scope of decision support system (DSS) or decision making system is Simple Multi Attribute Rating Technique (SMART), where this method can determine product recommendations based on several product variants offered as a form of marketing analysis. This method is able to provide recommendations for more than one decision and provide results with the best accuracy. System testing was conducted to 50 users and it was found that the recommendation system based on the questionnaire application was able to provide a good percentage of conformity between the user's wishes and the recommendations given. That is, 51% of correspondents rated it very appropriate, 27.5% of correspondents rated accordingly, 19.5% of correspondents rated neutral, and only 2% of correspondents rated it inappropriateKeywords: Aquascape, Decision Support System, SMART, Recommendation

This study was carried out to examine the influence of strategic management strategies on organizational performance in Rwanda’s private construction firms. This based on a number of issues that were found to face construction projects that are private in Rwanda in relation to their performance and the major challenge was strategic management. The study was guided by the following specific objectives: to examine the effect of strategic planning and resource allocation on project efficiency and profitability among the private construction firms in Rwanda; to establish the role of innovation and technology adoption in enhancing operational performance in the Rwanda’s private construction sector; to find out the impact of leadership and strategic decision-making practices on the competitive positioning and market share growth among private construction firms in Rwanda. The study was guided by the Resource Based View (RBV) theory, which is a key foundational theoretical framework in strategic management that provides an insight into how organizations internal resources can be used as valuable sources for developing competitive advantages and achieving higher performance. In the current study, a mixed-methods research was adopted incorporating the descriptive research design. Due to the nature of the research and the intendent purpose of the study, a population census was carried out to give equal representation of these firms. Therefore, the sample size used was the 150 respondents. Census is the process of collecting data from every member of a population, and census data is more accurate and precise than sampling data, as it includes information from every member of the population; a reason as to why it was considered for this study. Primary data was collected by use of structured questionnaires and semi-structured interviews with the questionnaire being Likert scale rated in order to collect the quantitative data while semi-structured interviews were used to collect the qualitative data. The results did find that from a regression analysis, all three strategic management practices—strategic planning and resource allocation, innovation and technology adoption, and leadership and strategic decision-making—were statistically significant predictors of organizational performance, with p-values less than 0.01. Innovation and technology adoption has the highest standardized coefficient (β = 0.39), indicating that it has the strongest impact on organizational performance. Leadership and strategic decision-making (β = 0.35) and strategic planning and resource allocation (β = 0.32) also have significant positive effects, though to a slightly lesser extent. The model’s R² value of 0.62 suggests that these strategic management practices collectively explain 62% of the variance in organizational performance, a substantial impact. The study recommended that an integrated management approach be adopted by private construction companies in Rwanda. Step one: Allocate time and resources to strategic planning and planning for project time, cost and resource utilization. Also, the assimilation and innovation of technology should be promoted as technological advancements in construction and project management speculation have been shown to increase productivity and decrease costs. Companies spend money on training programs at all levels in technology and skills. Moreover, development of leadership and decision-making skills are vital as well and companies must design leadership development programs that ensure managers are swift and well-informed in making consequential decisions that are in line with organizational objectives and market movements. Policymakers and industry partners are also encouraged to support this by creating policies that provide tax incentives or subsidies to support technology adoption, innovation and education for construction workers. Using these concepts, the construction industry in Rwanda can better respond to competition, contribute to the country's development and economic goals, and maintain a stable position in the growing market in East Africa.

This paper investigates the impact of local government financial support on strategic decision-making and resource allocation in stadium construction and renovation. Through 14 semi-structured interviews with stakeholders involved in developing eight football stadiums for the 2016 UEFA Euro in France, the study identifies an inverse relationship between public support and the level of resources and competencies invested by club management in these projects. Clubs receiving more substantial public support generally invest less in stadium resources and competencies. The findings indicate that public financial assistance may adversely affect football club management’s strategic decisions and resource allocation, especially concerning stadium assets. This research demonstrates that public support, fostering soft budget constraints, can curtail a club manager’s engagement in stadium projects. This study is the first to analyse how public funding for stadium projects impacts the resources and competencies that football clubs dedicate to their new stadiums.

PT. Sinarta Karya Papua, a medium-scale enterprise in Eastern Indonesia, faces operational challenges due to its reliance on manual sales recording systems, leading to data duplication, delayed reporting, and limited information transparency. This hinders operational efficiency and strategic decision-making. This study aims to develop a web-based sales management information system addressing these issues using the Rapid Application Development (RAD) methodology, selected for its rapid prototyping and iterative adaptation to user needs. Data was gathered through field observations, semi-structured interviews with staff and management, and literature reviews on information systems and RAD. The system was developed with PHP and MySQL to ensure flexibility and reliable data management. Findings demonstrate the successful integration of sales transaction processing, customer management, inventory control, and real-time reporting modules. Comprehensive functional testing (Blackbox Testing) confirmed 100% operational accuracy across all features, significantly improving record-keeping efficiency and information accessibility. The primary contribution lies in implementing RAD within Papua's unique business context—an underexplored area in existing literature. The system delivers a practical solution for PT. Sinarta Karya Papua while serving as a reference model for similar enterprises in geographically challenging regions. Key implications include enhanced organizational competitiveness through digital transformation and the potential replication of this framework across other business sectors in Eastern Indonesia.

The rapid development of technology today paves the way for the birth of various scientific inventions. Technology can assist decision-makers in determining a decision to be reached. One technology that can be utilized is a decision support system. Decision support systems can help reduce uncertainty and make the decision-making process more efficient. The Simple Multi-Attribute Rating Technique method is one of them, a method that can be applied to decision support systems. This study aims to be a literature review that can help researchers apply the Simple Multi-Attribute Rating Technique method in further research. This study presents 10 articles from national and international accredited journals that use the Simple Multi-Attribute Rating Technique method in their research. The Simple Multi-Attribute Rating Technique method can be used in various case studies, evaluation of student final assignment guidance, identification of employee performance, for selecting the best employees, determining sanctions, and selecting the best cafes in an area.

The Simple Multi Attribute Rating Technique (SMART) is a decision support system that is widely used for evaluating and comparing alternatives based on multiple criteria. In this study, we applied the SMART method to assess the relative importance of price, safety, energy efficiency, brand reputation, and warranty in car selection. We assigned scores to each car model for each criterion, weighted the criteria based on their relative importance, and calculated an overall score for each car model. The results of this study show that the SMART method is a simple and easy-to-use tool that can help in making informed decisions in car selection. The method allows for the inclusion of both quantitative and qualitative criteria, making it versatile and applicable to a wide range of decision-making problems. Future research could focus on developing methods to address the limitations of the SMART method. Another area of research could be to integrate the SMART method with other decision-making tools, such as multi-criteria decision analysis or artificial intelligence, to improve its performance and applicability. Additionally, more research could be done on how to effectively use SMART method in real-life scenarios where the data is uncertain, incomplete and inconsistent

As a service-oriented company, Jaya Sentosa faces significant challenges in managing its spare parts inventory, leading to resource inefficiencies. Key issues include documentation discrepancies, inventory inconsistencies, and inadequate monitoring mechanisms. To address these problems, this study designs and implements a web-based information system, referred to as SIWEB-JS, aimed at enhancing inventory accuracy and operational efficiency. The system was developed using the Rapid Application Development (RAD) approach, adopting the First-In, First-Out (FIFO) principle, and built with PHP using the CodeIgniter v4.4.4 framework, supported by a MySQL database. System functionality was evaluated through Black-Box Testing, while user acceptance was assessed using the Unified Theory of Acceptance and Use of Technology (UTAUT). The results indicate that SIWEB-JS effectively records real-time transactions, maintains accurate inventory levels, and improves data accessibility. The implementation of FIFO contributed to better inventory governance. Furthermore, the UTAUT-based evaluation revealed that Performance Expectancy (PE), Effort Expectancy (EE), and Social Influence (SI) significantly influenced Behavioral Intention (BI), suggesting that the system is perceived as useful, user-friendly, and well-supported by users.

This research investigates the efficacy of an Academic Predictor with a Decision Support System (APDSS) in optimizing student management and academic planning in a secondary school setting. The study focuses on incoming Grade 11 students, comprising 10 sections in TVL, 3 sections in HUMSS, and 2 sections in STEM, with 20 selected students per section participating. Demographic profiles, including General Weighted Average (GWA), Science grade, Math grade, and Career test results, were analyzed using frequency and percentage scores. Additionally, the study evaluates the extent of compliance of the developed system with ISO 25010:2011 Software Quality Standards, assessed by IT experts and users. Results indicate that the APDSS demonstrates a high degree of compliance with software quality standards, particularly in functionality, performance efficiency, compatibility, reliability, security, maintainability, and portability. Challenges faced in academic contexts, both before and after implementation, are identified through frequency and percentage distributions among faculty and students. The pre-implementation challenges include workload management, communication gaps, career guidance inconsistencies, and manual tracking of student progress, while the post-implementation challenges encompass strategic alignment, resource allocation, data integrity, privacy compliance, communication, training, leadership, data transparency, administrative processes, information access, academic planning, and student engagement. Despite challenges during implementation, students appreciate the APDSS for its quick access to academic information, assistance in course selection and career planning, and modernization of administrative processes. Thus, the APDSS shows promise in enhancing academic engagement and efficiency among students, highlighting its potential to streamline academic processes and improve outcomes.

Proses kenaikan jabatan karyawan di perusahaan XYZ merupakan langkah strategis yang mempengaruhi perkembangan organisasi dan kesejahteraan karyawan. Namun, tantangan berupa penilaian yang tidak terstruktur dan potensi ketidakkonsistenan dalam pengambilan keputusan dapat menghambat proses ini. Penelitian ini bertujuan untuk merancang Sistem Pendukung Keputusan (SPK) berbasis metode Simple Multi Attribute Rating Technique (SMART) guna mendukung proses pengusulan kenaikan jabatan karyawan. Sistem yang dirancang mengintegrasikan berbagai kriteria, seperti masa kerja, pendidikan terakhir, capaian kinerja, serta penilaian perilaku kerja. Berdasarkan implementasi dan pengujian sistem, hasil evaluasi menunjukkan bahwa alternatif keempat mendapatkan skor tertinggi sebesar 85,65, diikuti oleh alternatif lainnya dengan rekomendasi yang sesuai. Sistem ini terbukti efektif dalam memfasilitasi proses penilaian yang lebih terukur dan konsisten, sehingga memudahkan manajer dalam mengambil keputusan yang lebih cepat dan tepat. Dengan demikian, penerapan sistem ini diharapkan dapat memberikan kontribusi positif terhadap pengembangan sumber daya manusia dan mendukung efektivitas organisasi secara keseluruhan.

Pertanian sektor yang luas dan memiliki peran penting di Negara Indonesia. Alat dan mesin pertanian (alsintan), teknologi alat pertanian untuk membantu para petani mengelola lahan serta hasil pertanian. Pemerintah pusat Kementerian Pertanian memiliki program berupa bantuan alsintan yang ditujukan untuk petani/kelompok tani/gabungan kelompok tani/UPJA yang membutuhkan. Dinas Pertanian dan Ketahanan Pangan Kota Palembang salah satu penyalur bantuan alsintan dari pusat, alur prosedur bantuan saat ini dilakukan secara manual dengan peninjauan secara langsung sehingga tidak ada data penilaian dengan skor kriteria dan prioritas khusus yang dapat memungkinkan bantuan tidak tersalur sesuai dengan yang benar-benar membutuhkan. Penelitian ini bertujuan membuat rancangan sistem pendukung keputusan dengan merekomendasikan kriteria dan penilaian dengan menggunakan metode Simple Multi Attribute Rating Technique (SMART), untuk membantu dalam pertimbangan pengambilan keputusan kelompok tani yang layak mendapat rekomendasi untuk bantuan alsintan. Penelitian ini menghasilkan hasil perhitungan kelompok tani dengan urutan ranking, kode alternatif A02 sebagai alternatif terbaik dengan total nilai akhir 0,681, diikuti kelompok tani 4, kelompok tani 3, kelompok tani 1, dan yang terakhir kelompok tani 5. Penelitian ini juga menghasilkan rancangan sistem pendukung keputusan berbasis website dengan metode SMART dalam pemberian rekomendasi penerima bantuan alsintan di Kota Palembang.

Bridges are critical and valuable components in any road and rail transportation network. Therefore bridge remediation has always been a top priority for asset managers and engineers, but identifying the nature of true defect deterioration and associated remediation treatments remains a complex task. Nowadays Decision Support Systems (DSS) are widely used to assist decision makers across an extensive spectrum of unstructured decision environments. The main objective of this research is to develop a requirements-driven methodology for bridge monitoring and maintenance which has the ability to assess the bridge condition and find the best remediation treatments using Simple Multi Attribute Rating Technique (SMART); with the aim of maintaining a bridge within acceptable limits of safety, serviceability and sustainability.

Purpose: The purpose of the study was to examine the influence strategic resource allocation by Laikipia county government on service delivery in level 3 and 4 public health facilities.
 Methodology: The target population comprised of a sample of 74 medical practitioners. The respondents were doctors, nurses, pharmacists, lab technicians, radiologists, teaching staff and administration staff. Descriptive survey design was adopted for the study. Primary data was collected through questionnaires. Simple random sampling technique was used in guiding the selection of the study sample. A pilot study was conducted in 10 percent of the study sample from Naivasha County. Before administering the instruments, they were subjected to validity checks and reliability tests. Data analysis was done using tools in the SPSS version 25. Analysis involved computation of descriptive statistics such as frequencies, percentages, means and inferential statistics such as Pearson Correlation and regression analysis. The data was then presented in tables and narrations.
 Results: The study established that the connection between the strategic resource allocation services and service delivery was statistically positive and significant hence the model can be used to predict the results of level 3 and 4 public health facilities in Laikipia county. It had an R value of .851 and an R square value of .723. Explained further it indicated that strategic resource allocation model forecasted 72.3% change on service delivery. Strategic resource allocation had a β=.324, P=449.
 Unique contribution to theory, policy and practice: Though there were resources enough to obtain various medical supplies, there was a gap in ensuring that departments got all the requirements they were in need of. The study discovered that mis-balance between departments getting required resources in which they are dispensed to. The study recommended that there should be clear resource tracking within the departments. There should be easy and less bureaucratic replenishing of the resources since these departments have generated them. There should be policies put into place to factor in quick, reliable and quality replenishing within various departments of hospitals.

Selecting appropriate extracurricular activities that align with students’ interests and talents is an important factor in developing their potential and improving non-academic achievements. However, the manual and subjective selection process often leads to inaccuracies in determining suitable activities for students. This study aims to implement the Simple Multi Attribute Rating Technique (SMART) and Multi Attribute Utility Theory (MAUT) methods in a decision support system for extracurricular selection at SMA Plus Nurul Mubin NW, to ensure decisions are made more objectively and measurably. The research was conducted through several stages, including problem identification, data collection through observation, interviews, and questionnaires distributed to students and teachers. The criteria used include interest, talent, free time, and parental support. The results of the calculations using both methods show consistent outcomes, where Student 1 (S1) obtained the highest score of 0.73, making it the best alternative. The similarity of results between the SMART and MAUT methods indicates a high level of reliability and validity in supporting multi-criteria decision-making. Therefore, the application of these two methods is considered effective in helping schools determine the most suitable extracurricular activities for students, contributing to improving the quality of extracurricular management in educational environments.
