E-Government as an Integrative Public Service Platform

The digitalization of the public administration system includes many elements, including the construction of convenient and popular channels for interaction between public authorities and the population. One of these is the provision of state and municipal services in electronic form. At the same time, the analysis of scientific literature indicates that one of the key issues is the willingness of citizens (especially certain categories) to use digital technologies. In this regard, within the framework of this work, the issues of providing citizens of Russia with state and municipal services in electronic form were considered. Particular attention was paid to the level of satisfaction of citizens with this format of interaction. Problems causing difficulties in using or abandoning digital cooperation in favor of the traditional channel of direct personal communication with public authorities were also considered. As part of the study, a comparative analysis of individual indicators of the use of electronic state and municipal services in dynamics for 2017-2021 is carried out in Russia as a whole, as well as in its individual regions. In addition, Russia was compared with the countries of Europe on a number of indicators. This technique allowed us to describe and evaluate the development of electronic state and municipal services in the Russian Federation and its individual territories in more detail. The results obtained led to the conclusion that the electronic format of interaction between the population and public authorities in the Russian Federation is becoming increasingly relevant.

The purpose of the work is to consider the principle of accessibility in the specialized and scientific literature, an attempt was made to formulate: a definition of the principle of accessibility of state and municipal services; a definition of the legal standard of the principle of accessibility of the provision of state and municipal services; legal standards for the implementation of the principle of accessibility; to analyze regulatory legal acts of the CIS member states on state and municipal services, including compliance with the principle of accessibility, as well as to analyze websites/portals that provide access to state and municipal services in the CIS member states.The authors conclude that the principle of accessibility is based on simplicity and convenience for the service recipient, is implemented on the basis of the principle of universality, in various forms (face-to-face and digital), through established guarantees formulated in the form of legal standards for the principle of accessibility of the provision of state and municipal services. The following standards of the principle of accessibility of the provision of state and municipal services are proposed: “general”, standards for services provided through websites/portals of state and municipal services, standards for receiving services in “one-stop shop” centers.

The financial provision of state and municipal services is being actively improved at the legislative level, and therefore is the subject of interest of jurisprudence and economics, which determines the relevance of the chosen topic. Purpose: to study scientific literature on the theoretical foundations of the concept of «finance», and regulatory legal acts of the Russian Federation related to the concepts of «financing» and «state task» for disclosing the concepts of financial provision of state and municipal services in the sphere of education. Methods: the authors use the empirical methods of comparison, description, interpretation, legal-dogmatic and as well as the method of interpretation of legal norms. Results: the authors’ interpretation of the concept of «state task» is given, it is concluded that the state task is a financial instrument in the budgetary sphere.

What is the role of media(tisation) in organisation and provision of elderly care? By looking at how planning, organising and execution of elderly care is understood in two Swedish municipalities this paper seeks to contribute to discussions of the ways in which values, preferences and working practices of news media play out in shaping conditions for provision of municipal welfare services. Our findings suggest that we can see the role of media values and preferences as embedded – although in different ways and to varying extent – in three distinct but inter-related processes that influence how actors connected to organisation and provision of municipal welfare services understand and relate to each other. These are: 1) setting the aims, aspirations and priorities in the provision of welfare services (i.e., the what); 2) translating these aims, aspirations and priorities into necessary means, resources and activities (i.e., the how); and 3) explaining and justifying the what and the how to different constituencies (i.e., the why). The paper concludes that commonly held values and beliefs about media reinforce the ongoing changes in the governing regime of elderly care in a direction where the role of municipal administrative bodies is more explicitly articulated, especially in terms of accountability and responsibility.

E-government is the production of network technology during the information age, taking up a significant role in the national informative construction. Laying emphasis on the construction and development of e-government has become an inevitable choice for various countries to enhance government efficiency and to improve government competitiveness. E-government, the construction of which causes huge costs of funds and involves extensive fields, though has the potentiality to reduce administrative costs, may still increase costs under inappropriate strategies. The present paper, through the analysis of e-government's impact on administrative costs control, both positively and negatively, has deducted the basic principles of China's e-government construction in view of administrative costs control. Based on the principles, this paper presents recommendations for the development of national e-government, expecting to assist governments at all levels to formulate completed and reasonable development strategy.

Статья посвящена исследованию проблем правоприменения, юридических коллизий и дефектов юридической техники в сфере правового регулирования предоставления государственных и муниципальных услуг. Рассматриваются действующие нормативно-правовые акты, регулирующие предоставление государственных и муниципальных услуг, анализируется специфика института государственных и муниципальный услуг, выявляются причины возникновения проблем правого регулирования в рассматриваемой сфере. В рамках анализа разрабатывается комплекс мероприятий по решению и предупреждению юридических коллизий, правовых пробелов и дефектов юридической техники в сфере правового регулирования предоставления государственных и муниципальных услуг. The article is devoted to the study of problems of law enforcement, legal conflicts and defects in legal technique in the field of legal regulation of the provision of state and municipal services. The current legal acts regulating the provision of state and municipal services are considered, the specifics of the institution of state and municipal services are analyzed, and the causes of legal regulation problems in this area are identified. Based on the results of the analysis, a set of measures is being developed to address and prevent problems of law enforcement, legal conflicts and defects in legal technique in the field of legal regulation of the provision of state and municipal services.

The development of excellent legal and methodical support is necessary for a successful development of multifunctional centers of public services (MFC). For such reason The Ministry for Economic Development of the Russian Federation have monitored activity of 18 MFC in 16 regions. Public opinion polls were made, the MFCs were visited by expert teams in order to monitor the comfort standard (basic requirements to MFC’s design) implementation. The article briefly observes the results gained, with such parameters as service lists, participants, technical data for each MFC. Best practice and most common faults are also mentioned in the article, including suggestions of their origin.

The article describes the concept of a new geographic information system for the provision of electronic state and municipal services. The problem of the lack of an open portal in the Internet for choosing unencumbered and suitable for use for the intended purpose land plots is considered. The importance of information systems in the development of the digital economy and information society in the Russian Federation is shown. The analysis of existing geographic information systems is given in a generalized and systematic way. As a result, it was found that the main drawback of the existing systems is the limitation of a certain territory and a set of services. It is concluded that it is necessary to display the free land. Automatic notifications should be sent to the competent authorities. The new information system should have direct and feedback links with all information and geographic information systems in operation and being developed in Russia. The results and conclusions are applicable to the creation of new geographic information systems.

On the provision of state and municipal services in multifunctional centers

The purpose of the current study was to identify Turkish women’s social capital formation. This study consisted of 170 women with low SES residing closer to shantytowns. The authors performed the Logistic regression analysis to examine the social capital formation (civic engagement, trust, social participation, and social networks) of women in terms of six variables (age, educational level, employment and marital status, homeownership, community centers, and the length of stay in the same neighborhood) in four different community centers in Ankara, Turkey. Logistic regression results suggest that the length of stay in the same neighborhood was associated both with staying in touch with neighbors (social networks) and trust in municipal service provision (trust), and women’s educational level was associated with voting (civic engagement) and the utilization of municipal services (social participation). Further research should be conducted by comparing men’s and women’s social capital creation by adding other variables.

The assignment of functional responsibility in the American federal system is examined from the perspective of the municipal government. Tiebout's model of market maximization of individual preferences is contrasted with the more recent theories of Buchanan, Peterson, and Miller. The explanation that the historical origins of the city and the permeability of its borders structure the scope and level of its service responsibilities is tested. The findings have significant implications for the mode of municipal service provision and the potential for municipal governments to operate outside of the constraints imposed on them by their position in the American federal system.

<p>The evaluation of the participation of private sector in Greek local government comprises a rather complex task, as it is directly linked to the special configuration parameters of the national model of local governance. Although such model of local governance has gone through significant reforms over the last 20 years, mainly in the promotion of democratization, decentralization of responsibilities and municipalities uniting, however, it remains largely monopolistic and distinctive for its limited efficiency. The monopolistic provision of municipal services still features in the Greek local government, despite its distinctive significant efficiency issues, and also the vast number of regulatory initiatives for the promotion of the alternative provision that have been introduced. Such promotion initiatives of the alternative provision of municipal services have already been promoted since the mid-80s, through actions such as scheduled contracts, inter-municipal co-operation, concessions and PPPs<a title="" href="file:///C:/Users/Mohamad%20Mostafa/Desktop/Knowledge%20E/In%20Press%20Conferences/EBEEC-2016/Source%20files/Source%20files/KNOWLEDGE%20E_1/EBEEC_2016_paper_95.doc#_ftn1">[1]</a>. However, these have eventually produced limited results, due to the regulatory complexity that characterized their operation, increased bureaucracy in respect of their supervision, limited administrative capacity of local partners and the inability of their integration to the wider development planning of local government.</p>

PurposeThe purpose of this paper is to focus on the determinants of satisfaction with municipal services by local inhabitants in Lithuania. Specifically, the paper seeks to disclose the relations between the importance that citizens attribute to the objectives of a municipality, satisfaction with services, the perception of quality of life and socio-demographic characteristics of local inhabitants.Design/methodology/approachThe theoretical assumptions were tested using the quantitative data of public opinion survey in Lithuania conducted in 2016. The representative sample (n=1,006) consisting respondents over the age of 18 years old was collected using the personal interview method in households from different municipalities. The exploratory and confirmatory factor analysis was employed to specify the constructs of the model. The structural equation modeling allowed revealing the relations between the importance of municipal objectives, satisfaction with services and infrastructure, the perception of quality of life and socio-demographic characteristics of citizens.FindingsThe findings indicate that there is a weak positive relation among the importance of municipal objectives and satisfaction with municipal services and infrastructure in case of Lithuania. There is a medium positive relation between satisfaction with services and infrastructure and perception of quality of life. The authors find that citizens living in cities attribute higher importance to the objectives of a municipality. The expectations increase within the age. The authors also find that residents living in cities are less satisfied (comparing to citizens living in towns and rural areas) with municipal services. The results indicate that citizens working in the private sector are less satisfied (comparing to unemployed citizens) with municipal services. The authors also find that such variables as education, age and income has a positive influence on the perception of quality of life.Research limitations/implicationsFurther research may specify the connection between the importance of municipal objectives, satisfaction with services, quality of life and socio-demographic characteristics more precisely. Specifically, the construct of the importance of municipal objectives was explained best as one factor due to the selection of objectives constituting the construct in the questionnaire. More precise measurement of the construct may reveal the agenda pursued by citizens and its relation to the socio-demographic factors.Practical implicationsThe research reveals that satisfaction with municipal services and infrastructure is an important predictor of perceived quality of life for Lithuanians citizens on the local level. It sends an important signal to policymakers indicating that citizens that are living in cities, working in private sector feel less satisfied compared to other groups of inhabitants in rural areas. It also provides evidence that different profiles of socio-demographic characteristics should also be considered more carefully while designing responsive service provision systems in municipalities.Originality/valueThe paper provides a theoretical and methodological perspective that relates importance of municipal objectives, satisfaction with municipal services, infrastructure and perceived quality of life of local inhabitants. Moreover, it emphasizes the importance of socio-demographic characteristics of for municipal agenda and design of provision of public services.

This case study reviews the regulation and provision of municipal waste management services in Ireland and assesses its implications for the Irish Public Service. The shift from public service provision by local authorities to an increased involvement of private enterprises in the waste management market raises concerns about “cherry picking” i.e. the selective servicing of the most lucrative markets, and the delivery of environmental and social public goods. It also raises concerns over the dual role of local authorities as both regulators and service providers. This case study gives a brief overview of the context of waste management in Ireland, the main policy goals, the main actors and inputs, outputs and outcomes for the public, and the planning and implementation issues that are raised.

Maturity Assessment of Local E-government Websites in the Philippines
