PurposeAn “IT mindset” significantly influences public sector information technology (IT) adoption in least developed countries (LDCs). The purpose of this paper is to explore the IT mindset concept and its relationship with IT knowledge and intention to explore IT in the workplace.Design/methodology/approachThe research used a mixed-methods approach in two phases. Qualitative work was conducted to formulate the conceptual framework and hypotheses, followed by a survey of 228 public sector officials in Bangladesh to test the hypotheses.FindingsThe study showed that an IT mindset can be conceptualised as comprising personal innovativeness with IT and IT beliefs. The IT mindset was significantly related to intention to explore IT use in the workplace and its components were influenced by an individual’s IT skills and IT awareness.Research limitations/implicationsFuture research could further explore the IT mindset concept and its antecedents and consequences in LDCs, where it is often related to successful IT adoption, and also in public and private organisations elsewhere.Practical implicationsThe study furthers understanding of barriers to IT adoption in LDCs’ public sectors. Building IT knowledge through IT skills and awareness is required to orient mindsets to IT adoption.Social implicationsImproved efficiency, productivity and transparency in the public sector through IT use have flow-on societal and economic benefits. The paper provides insights into greater facilitation of e-government and IT in the public sector.Originality/valueThe study is theoretically significant because the IT mindset concept has lacked in-depth study and requires clarification of its nature and role.

This review examines the impact of the COVID-19 pandemic on higher education in Mexico. It acknowledges the difficulties and disruptions caused by the global emergency but also emphasizes the opportunities for reflection and learning that have emerged. This work employed a comprehensive methodology, including a thorough literature search across multiple academic databases and consultation with national statistical sources and newspapers. Sixty-nine articles were selected based on predetermined keywords and criteria, leading to the identification of two central themes: impacts and implications on higher education and innovation in teaching and learning experiences. The findings shed light on the effects of the pandemic and highlight the need for resources, pedagogical considerations, and a reevaluation of priorities in the education sector. The review concludes by emphasizing the importance of improving equity, quality, and long-term sustainability in higher education in Mexico while recognizing the opportunity for educational reform in the post-pandemic era.

IT Adoption by Internal Auditors in Public Sector: A Conceptual Study

Grandes empresas do setor de turismo fazem o uso intensivo de Tecnologia da Informação (TI), também denominada Tecnologia da Informação e Comunicação (TIC), na promoção de seus produtos ou serviços e essa tendência também tem sido incorporada pelas micro e pequenas empresas (MPE) do setor hoteleiro. Para melhor compreender tal fenômeno, este estudo tem o objetivo de analisar os fatores que afetam a adoção de TI pelas MPEs do setor hoteleiro do estado de Sergipe. Possui abordagem qualitativa e utiliza como estratégia de pesquisa a de estudo de casos múltiplos. Verificou-se que as empresas hoteleiras que participaram do estudo possuem computadores e todos são conectados à Internet. Verificou-se também que a indisponibilidade da TI tem impacto negativo nos negócios. Identificou-se diferentes perfis de gestores e observou-se que o conhecimento em informática dos funcionários é indispensável. As limitações deste estudo são inerentes à estratégia de estudos de caso.

Higher education enables students to obtain a better job and improve their standard of living and can also help the region or country to reach higher levels of development. However, significant challenges such as unequal access, lack of recognition for non-formal programs, and quality assurance issues persist, which hinder the potential benefits of higher education. The aim of this article is to analyze higher education in Mexico in the 2022-2023 school year, as well as to study the non-school-based modality, with emphasis on doctoral and master’s degrees. The work is presented using the descriptive method, with a qualitative approach. Data collection techniques included surveys and interviews, while data analysis was conducted through thematic analysis. In Mexico, there are 5.2 million students enrolled in higher education, of which 575,447 are non-school students. The number of distance doctoral students is 11,484, with the most demanded areas of study being education sciences and pedagogy (50.7%). There are 107,728 students registered in non-school-based master’s programs, where the areas with the highest student numbers are administration and management (33.6%). This research is relevant as it highlights the impact of non-formal education on the evolution and improvement of higher education, addressing key challenges and providing insights for policy development.

As in other Latin American countries, higher education internationalization in Mexico has gained importance over the last few decades and has made huge efforts to strengthen the international dimension in universities’ strategic planning. This chapter explores the unintended consequences of internationalization in higher education in Mexico, particularly efforts made to train skilled and globally aware professionals in the context of social and economic inequality. These consequences include a student and faculty mobility imbalance ratio within the Latin American region which mainly benefits students with higher economic resources. Other consequences are that offering too many courses taught in English has not necessarily increased academic quality, multicultural understanding, or curriculum internationalization. Finally, this chapter discusses the strengths and the negative impacts of internationalization in Mexico.

El futuro de la educación superior en México

Actuality of the conducted research is practically oriented character. Without the use of information and communication technologies (ICTs) in the field of higher education, it is impossible to carry out qualitative training of specialists in engineering, the results of which are necessary for the implementation of a national strategy for modernizing the economy and forming a progressive state of European type. Formulation of the task - the specificity of the use of ICT in the system of higher education has not been studied sufficiently. ICT form a complex environment, which includes a lot of information objects and the links between them. It can be argued that the structural and functional analysis of the use of ICT in higher education is the basis of the theoretical justification in the formation of technical professionalism of future engineers. ICTs form a complex system, which includes not only technical and software-hardware capabilities, but also psycho-pedagogical, organizational, methodological. Without taking into account all of these components, as well as the needs of the subjects of the educational process, the use of ICT tools (especially centralized) may be accompanied by risks and negatively affect the quality of high education. The use of information technologies in the educational process is the foundation of innovative development of the educational system. The rapid development of ICT provides not only significant pace of innovative progress, but also requires the definition (limitation) of information resources that guarantee the quality of learning, the choice of techniques that are in line with the general strategy for the formation of professional competences. Therefore, the problem of choosing an approach to the process of learning with the use of ICTs remains one of the main tasks of education. Research methods. In theory and practice, the study of the application of information and communication technologies (ICT) in high school uses empirical methods of collecting and analyzing information based on the results of the survey of 120 students. Presenting main material. The essence of professionalism of future specialists of the technical direction is revealed. The scientific point of view on the professionalism of the engineer is presented. The peculiarities of formation of the basis of technical professionalism of future engineers in the process of studying at a higher school are theoretically grounded. The quantitative and qualitative analysis of the results of empirical researches of this problem is presented. The practical significance of the research topic is that the innovative approaches to the training of specialists in engineering specialties are differentiated, which differentiate in the educational concepts of teaching in higher educational institutions of European countries

Information and Communication Technology (ICT) Governance is strongly associated with the successful of an organization's management especially about how to control physical assets, data and information were applied. In organizations, universities (Higher Education) Data and information is extremely important given the orientation of utilization is in the form of shared knowledge, through teaching and learning, research and community service (Tri Dharma). With a potential source of threats posed by humans (Human Threats), natural disasters (Natural Threats), and disruption of the environment (Environmental Threats) can interfere with the management of ICT colleges. NIST Framework Model is implemented by integrating the concept of Information Technology (IT) Risk Management through assessment risk mitigation strategies and recommendations to measure the probability of the threat and the level of impact on the institution. Then, through indepth interviews with ICT department/unit using IT General Control Questionnaire (ITGCQ) and also review operational documents to found risk analysis issues. Risk analysis results are summarized in the form of safeguard implementation plan to reduce the level of IT risk governance PTS. XYZ. More and more ICT management activities that do not have control, the higher the level of risk management of ICT.

One of the most acute problems in the higher education in Mexico is the high rate of dropouts in college education. Particularly during the last decade we have witnessed troubling signs in the first stages of the career of our students, where the incentives for abandoning their studies seem to be appearing every day with a bigger intensity. To ease their adaptation in the demands that professional education asks of them several institutional programs have been in place, with varying degrees of success. However, we are convinced that in order for those programs to be successful they have to rely more in information technologies so that help can be available for the students in every possible way. Our main objective is to curb the increasing rates of students that dropout from their careers by providing a support network based on computer-supported tools.

The use of social networks is growing exponentially. In all areas, the aim is to implement this technology, due to its playful nature or as a means of communication. In the business world, small and large organizations try to implement them looking for competitive advantages. The most obvious benefits seem to be the communication and connectivity of social networks. Institutions of higher education in Mexico have not been able to implement this technology in a formal way to the plans and programs of study. But students and professors have reached this tool and part of the communication they maintain between them is through this means. The main objective of this study is to determine the use that higher education students make of social networks, if they consider them beneficial or not for their academic training. For its realization, a descriptive investigation was carried out; A survey was designed to collect data on higher education students from the Universidad Autónoma de Sinaloa (UAS) in the city of Mazatlan, Mexico. This study considered 90 subjects enrolled in eight UAS degrees, 41 women and 49 men; Among the most important results, there are 89 students who consider that they remain in social networks longer than they expected. 78 of the students have a smartphone, but only 41 use it for academic purposes. This study shows that university students do not make proper use of social networks and few use them for academic purposes.

Purpose: This study aims to explore the transformative potential of Information and Communication Technology (ICT) integration within Somalia’s higher education sector. The research investigates how ICT can enhance academic achievement, increase accessibility, and improve the overall quality and relevance of higher education in the Somali context. Methodology: A mixed-methods approach was employed, combining quantitative and qualitative data collection techniques. Questionnaires were distributed to students and faculty, interviews were conducted with key stakeholders, and documentary analysis was performed to assess current policies, infrastructure, and ICT-related initiatives in higher education institutions. Findings: The research reveals a nuanced landscape of ICT integration in Somali higher education. While some institutions have begun adopting ICT tools, many face challenges including inadequate infrastructure, limited faculty training, and inconsistent policy support. Despite these barriers, significant potential exists for ICT to improve educational quality, promote student empowerment, and foster socioeconomic development. The study identifies positive correlations between ICT use and student performance, as well as institutional adaptability and innovation. Unique Contribution to Theory, Policy and Practice: The study offers a comprehensive analysis that bridges theoretical understanding and practical application of ICT in a fragile, post-conflict educational context. For theory, it contributes to the discourse on ICT in developing nations by contextualizing its adoption within Somalia’s unique socio-political landscape. For policy, it provides actionable recommendations aimed at strengthening infrastructure, faculty development, and regulatory frameworks. For practice, it guides institutions in designing sustainable ICT strategies that align with educational goals and national development priorities. The findings serve as a roadmap for educators, policymakers, and stakeholders aiming to harness ICT for transformative change in Somali higher education.

The incorporation of Information and Communication Technology (ICT) into higher education has profoundly revolutionized the manner in which students engage with educational resources and acquire knowledge. Personal Learning Environments (PLEs) facilitate a tailored and adaptable learning approach, empowering students to take charge of their own educational experiences. Nonetheless, to effectively leverage PLEs in higher education, a robust ICT framework is imperative. This paper explores the development of an ICT framework specifically designed for PLEs within the context of higher education. The framework encompasses diverse ICT attributes, including accessibility, flexibility, data analysis, extensive capacity, automation, personalization, and security. Analyzing interview data led to the formulation of a PLE-ICT framework prototype, comprising five dimensions: ICT hardware, ICT software, ICT services, project development, and support team. The findings of this study enrich the theoretical comprehension of ICT integration in PLEs and offer valuable insights for the future elaboration of more intricate PLE-ICT scales. The suggested ICT framework delivers a comprehensive and pragmatic blueprint for the implementation of PLEs in higher education institutions, with the potential to augment student learning experiences and outcomes.

This chapter explores a framework to manage the sharing of knowledge in the higher education institutions and the role of information and communication technology (ICT) in promoting and enhancing the above purpose across several key processes and services like the research processes, teaching and learning processes, virtual learning environment, student recruitment, engagement, retention and achievement related services, administrative services and processes, and strategic planning and management as an efficient and effective tool at global level. Thus, the aim of the chapter is not only to provide an in-depth insight about various processes involved in knowledge management, but also analyse as to how well do they facilitate the creation of a conducive environment, and hence a very positive learning experience to the students in HEIs, through the culture of knowledge collaboration and sharing.

Purpose This study aims to examine the role of chief executive officer (CEO) information technology (IT) knowledge (KW) in the adoption of digital technology by Chinese small and medium-sized enterprises (SMEs). This study further elaborates the mediating role of digital technologies in the value of SMEs. Design/methodology/approach This study uses a survey method to collect data from CEOs of Chinese SMEs; 143 responses were collected from six different sectors. The study employs structural equation modeling (SEM) and finds that CEO IT knowledge positively influences digital technology adoption. Findings The results show that CEO IT knowledge positively influences the SME’s value. Furthermore, the mediation analysis supports the fact that digital technologies such as blockchain and big data fully mediate the relationship between CEO IT knowledge and SME value. Social media, the Internet of Things and artificial intelligence partially mediate the relationship between CEO IT knowledge and SME value. Originality/value This study adds to literature on CEO IT attributes in digital adoption during SME growth, supporting upper-echelon theory on the fit between CEO traits and IT knowledge.
