Final report: key comparison EURAMET.AUV.A-K5

This document and the accompanying spreadsheets constitute the final report for key comparison CCAUV.A-K5 on the pressure calibration of laboratory standard microphones in the frequency range from 2 Hz to 10 kHz. Twelve national measurement institutes took part in the key comparison and the National Physical Laboratory piloted the project. Two laboratory standard microphones IEC type LS1P were circulated to the participants and results in the form of regular calibration certificates were collected throughout the project. One of the microphones was subsequently deemed to have compromised stability for the purpose of deriving a reference value. Consequently the key comparison reference value (KCRV) has been made based on the weighted mean results for sensitivity level and for sensitivity phase from just one of the microphones. This key comparison aims to assess the core capabilities of the participants in gas analysis. Such competences include, among others, the capability of preparing Primary Standard gas Mixtures (PSMs), performing the necessary purity analysis on the materials used in the gas mixture preparation, the verification of the composition of newly prepared PSMs against existing ones, and the capability of calibrating the composition of a gas mixture. According to the Strategy for Key Comparisons of the Gas Analysis Working Group, this subsequent key comparison is classified as a track B key comparison, which means that the results of this key comparison can be used to underpin calibration and measurement capabilities for propane under the default scheme.The artefact was a binary mixture of propane in nitrogen at a nominal amount-of-substance fraction level of 1000 μmol/mol. The values and uncertainties from the gravimetric gas mixture preparation were used as key comparison reference values (KCRVs). Each transfer standard had its own KCRV. This is the final report on the Euramet RMO extension of Key Comparison 5 entitled 'Comparison of local realizations of the ITS-90 between silver point and 1700 °C using vacuum tungsten strip lamps as transfer standards'. The local realizations in this range of the ITS-90 and the corresponding uncertainties are given for the eight national metrology institutes who participated in the comparison. The deviations of the participants' data from the previously established and accepted CCT-K5 key comparison reference values (KCRV) are presented in this report. For some temperature scale, significant unresolved deviations (SUDs) are observed between the participants' data and the KCRV. These SUDs are briefly discussed in this report. The interlaboratory cross-equivalence values for the different temperature realizations are also provided in this report. Prior to the finalization of this report, the draft A was presented to the participants for their comments and approval. Some minor comments received from the participants were included in the draft B. The draft B was approved by all participants for submission to the Euramet RMO for further review by the CCT-WG7 working group. The comments received from the reviewers of the draft B are incorporated in this final report. The bilateral key comparison between PTB and VNIIM (CCM.FF-K3.2011.1) was performed as direct follow-up of the CIPM air speed key comparison (CCM.FF-K3.2011) which was organized to determine the degree of equivalence of the national standards for air speed covering the range 0.5 m/s to 40 m/s under ambient conditions. An ultrasonic anemometer and a laser Doppler anemometer were used as transfer standards. The measurement procedures in the technical protocol as well as the transfer standards for the bilateral key comparison (CCM.FF-K3.2011.1) were identical to the CIPM Key Comparison (CCM.FF-K3.2011) with nine participants from three RMOs. Thus, the measurement results were directly linked to the key comparison reference values published in the final report of the (CCM.FF-K3.2011) for each standard and each air speed separately. The degree of equivalence of each result with the key comparison reference value (KCRV) was calculated. The results are presented of the key comparison CCM.D-K2 that covered the density measurements of four liquids: the density of water at 20 °C, of pentadecane at 15 °C, 20 °C, 40 °C and 60°C, of tetrachloroethlyene at 5 °C and 20 °C and of a viscous oil at 20 °C. Seven national metrology institutes measured the densities at atmospheric pressure by hydrostatic weighing of solid density standards in the time interval from 27 April 2004 to 28 June 2004.Since the participants were asked not to include components for a possible drift or inhomogeneity of the liquid in their uncertainty budget, these uncertainty contributions are investigated for the final evaluation of the data. For this purpose, results of stability and homogeneity measurements of the pilot laboratory are used. The participants decided not to include a possible drift of the liquid's density since no significant drift could be detected, and the influence of the drift and its uncertainty are negligible. Similarly, the inhomogeneity of the water and pentadecane samples is not significant and has no influence on the evaluation. Thus, it was neglected. Only the inhomogeneities of tetrachloroethylene and of the viscous oil were significant. Consequently, they were included in the evaluation.With one or two exceptions, the results show good agreement among the participants. Only in the case of water are the results clearly discrepant. The key comparison reference values were calculated by the weighted mean (taking into account a small correlation between two participants) in the case of consistent results. Otherwise the Procedure B of Cox was used.The expanded uncertainties of all reference densities are below 1 × 10−5 in relative terms. This satisfies the needs of all customers who wish to calibrate or check liquid density measuring instruments such as oscillation-type density meters.The comparison fully supports the calibration measurement capabilities table in the BIPM key comparison database. The comparison CCM.FF-K6.2011 was organized for the purpose of determination of the degree of equivalence of the national standards for low-pressure gas flow measurement over the range (2 to 100) m3/h. A rotary gas meter was used as a transfer standard. The measurements were provided at prescribed reference conditions. Eleven laboratories from four RMOs participated in this key comparison—EURAMET: PTB, Germany; SMU, Slovakia; LNE-LADG, France; SIM: NIST, USA; CENAM, Mexico; APMP: NMIJ AIST Japan; KRISS, Korea; NMI, Australia; NIM, China; CMS, Chinese Taipei; COOMET: GP GP Ivano-Frankivs'kstandart-metrologia, Ukraine and all participants reported independent traceability chains to the SI. All results were used in the determination of the key comparison reference value (KCRV) and the uncertainty of the KCRV. The reference value was determined at each flow separately following procedure A presented by M G Cox. The degree of equivalence with the KCRV was also calculated for each flow and laboratory. The increase in renewable sources in the energy matrix of the countries is an effort to reduce dependency on crude oil and the environmental impacts associated with its use.In order to help overcome the lack of widely accepted quality standards for fuel ethanol and to guarantee its competitiveness in the international trade market, the NMIs have been working to develop certified reference materials for bio-fuels and measurement methods. Inorganic impurities such as Cu, Na and Fe may be present in the fuel ethanol and their presence is associated with corrosion and the formation of oxide deposits in some engine parts. The key comparison CCQM-K100 was carried out under the auspices of the Inorganic Analysis Working Group (IAWG) and the coordination of the National Institute of Metrology, Quality and Technology (INMETRO). The objective of this key comparison was to compare the measurement capabilities of the participants for the determination of Cu in fuel ethanol. Ten NMIs participated in this exercise and most of them used the isotopic dilution method for determining the amount of Cu. The median was chosen as key comparison reference value (KCRV). The assigned KCRV for the Cu content was 0.3589 µg/g with a combined standard uncertainty of 0.0014 µg/g.In general, there is a good agreement among the participants' results.Main text.To reach the main text of this paper, click on Final Report. Main textOptical polygons and angle gauge blocks are the primary artifacts for disseminating the unit of angle to industry. The Consulative Committee for Length (CCL) has designated the calibration of such angle artifacts as a key comparison topic area in order to ensure world-wide traceability and equivalence of angle measurements at the lowest measurement uncertainties. This report describes the key comparison in the topic area of angle metrology for the SIM region. An optical polygon and six angle gauge blocks were measured by five national metrology institutes (NMI). The comparison was successful and the results of the participants are reported. Key Comparison CCQM-K36.2016 was a follow-up comparison for K36 and provided updated support for the corresponding calibration and measurement capability (CMC) entries in the BIPM CMC database. It aimed to demonstrate the capabilities of the participating NMIs to measure electrolytic conductivity of aqueous electrolyte solutions in the conductivity range 0.15 S m−1 to 1.5 S m−1 and in the conductivity range 1.5 mS m−1 to 15 mS m−1. To this end electrolytic conductivity of a potassium chloride solution (nominal conductivity 0.5 S m−1) and of a HCl solution (nominal conductivity 5 mS m−1) had to be measured. 17 NMIs participated in the comparison. The key comparison reference value (KCRV) of the KCl solution was (0.50999 +/-0.00032) S m−1 and the KCRV of the HCl solution was (4.9877 +/-0.012) mS m−1. Both values were estimated from the medians of the results considered eligible for KCRV calculation. They were given with their expanded uncertainties (95% coverage). The majority of the 0.5 S m-1 results were consistent with the KCRV. Two institutes showed a small inconsistency, one outlier was observed. The conductivity of the HCl solution showed a small, but steady linear drift of 0.00006843 mS m−1 per day during the measurement period and was corrected for KCRV calculation. Some institutes reported unstable measurement conditions for this solution. The purpose of the CIPM subsequent bilateral comparison CCM.T-K1.2 was to link another participant, namely the National Institute of Metrology (Thailand), in short NIMT, to the CCM.T-K1 torque key comparison. The measuring capabilities up to 1000 N·m of dead-weight torque standard machines with supported lever were investigated. The pilot laboratory was the same in both comparisons—it was the Physikalisch-Technische Bundesanstalt (PTB, Braunschweig, Germany). The same two very stable torque transducers with well-known properties were used as travelling standards. The measurements at the participating laboratory were carried out between November 2007 and February 2008. According to the technical protocol, torque steps of 500 N·m and 1000 N·m had to be measured both in clockwise and anticlockwise directions. Corrections had to be applied to the results reported by the participants taking into account the use of different amplifiers, the creep (due to different loading times of the machines) and the environmental conditions in the laboratories (temperature and relative humidity of the ambient air). The results of the pilot laboratory in this bilateral comparison are in very good agreement with the same results obtained in the CCM.T-K1 comparison. For each of the transducers, the two torque steps and both senses of direction of the torque vector, the key comparison reference value of the CCM.T-K1 was taken, and the results of participant NIMT were calculated with respect to these values.The agreement between the results is very good. The smallest expanded (k = 2) relative uncertainty of the machine stated by the participant is 1 × 10-4. An international key comparison of 177Lu was performed in 2009, with identifier CCRI(II)-K2.Lu-177. A total of twelve laboratories performed assays for radioactivity content on aliquots of a common master solution of 177Lu, leading to eleven results submitted for entry into the Key Comparison Database. A proposed Comparison Reference Value was calculated to be 3.288(5) MBq g−1 using all eleven results. Preliminary degrees of equivalence were calculated for each reporting laboratory based on the Comparison Reference Value. In 2005, the CCRI decided that a comparison undertaken from 2002 to 2008 by the NIST (under the auspices of the Inter-America Metrology System [SIM]) in the development of a new biota (Ocean Shellfish) standard reference material (SRM) was sufficiently well constructed that it could be converted into a supplementary comparison under CCRI(II), with comparison identifier CCRI(II)-S3. This would enable the comparison to be used to support calibration and measurement capability (CMC) claims for radionuclide measurements in reference materials (specifically, animal-based organic materials). Previous comparisons of radionuclides have been of single or multiple nuclides in non-complex matrices and results of such could not be extended to support capabilities to measure the same nuclides in reference materials. The results of this comparison have been used to determine the certified reference value of the SRM. The key comparison working group (KCWG) of the CCRI(II) has approved this approach as a mechanism to link all the results to certified 'reference values' in lieu of the key comparison reference value (KCRV) of these specified radionuclides in this type of matrix (shellfish) so as to support CMCs of similar materials submitted by the present participants.Main text.To reach the main text of this paper, click on Final Report. International comparisons of air kerma in 137Cs gamma radiation beams have been made at the Bureau International des Poids et Mesures (BIPM) since 1994. Twelve national metrology institutes have taken part, seven of which have repeated the comparison over the intervening years. The key comparison reference value (KCRV) is taken as the BIPM evaluation, each comparison result being the ratio of the national metrology institute (NMI) evaluation to that of the BIPM standard under the same reference conditions. This project was a European regional bilateral key comparison of stainless steel standards of 100 mg, 2 g, 20 g, and 500 g as a submultiple of the kilogram carried out under the auspices of EURAMET and designated project 1345. This comparison is also a KCDB Regional Key Comparison, registered as EURAMET.M.M-K2.6.The objectives of the comparison were to check the measurement capabilities in the field of mass of BEV and provide a basis for the review of new calibration measurement capabilities (CMC).Results are linked to the key comparison reference values of CCM.M-K2.BEV (Austria) was the pilot laboratory and the provider of the transfer standards. This report gives the results of the APMP.M.F-K2.a and APMP.M.F-K2.b key comparison in 50 kN and 100 kN force range. This regional key comparison was conducted under the Asia Pacific Metrology Program (APMP) to establish a link to the global CCM.F-K2 (http://iopscience.iop.org/article/10.1088/0026-1394/49/1A/07002/meta) key comparison.13 laboratories participated in this key comparison. The Korea Research Institute of Standards and Science (KRISS) served as the pilot laboratory. The National Metrology Institute of Japan (NMIJ/AIST) and the National Metrology Institute (NIM) of China together with KRISS provided links to the CCM.F-K2.a and CCM.F-K2.b key comparison.
