Human Development in Districts of India, 2019-2021

PurposeThe purpose of this paper is to explore the concepts of national human resource development (NHRD) and human resource development (HRD) in order to demonstrate their mutually reinforcing strategic value in the nation building process of Afghanistan.Design/methodology/approachThis study conducted an analysis of the national context and organizational context of an international aid agency in relation to Afghanistan's nation building challenges.FindingsThe authors propose NHRD as an effective strategic approach to progressing Afghanistan's nation building strategy to be simultaneously used by the Afghan government and UNDP. Effective deployment of HRD principles in the selected international aid agency may further contribute to the nation building effort within Afghanistan by helping maximize organizational and workforce performances. In conjunction, these human development strategies can assist Afghan government's policy makers, and international aid agencies to successfully achieve human development goals.Practical implicationsThe authors suggest that it is increasingly important for policy makers to understand the significant contribution of NHRD in nation building and organizational development. The authors propose some recommendations toward a sustainable modernization of a nation specifically in the context of the developing country.Social implicationsThe paper advances the mutually reinforcing value of NHRD and HRD and highlights their contribution towards human development, abatement of social injustices and building democracies around the world.Originality/valueThe paper explores a complex environment such as Afghanistan in which human development challenges are a shared responsibility between the national government and the international community. The authors’ discussion can serve as an example to demonstrate the role of NHRD in other post‐war and transitioning countries. This paper is also important for HRD scholars interested in exploring new and challenging contexts as it highlights HRD's role as a valuable policy tool in the context of national and international development.

This study aims to determine the effect of economic freedom and national income per capita of the human development index. Countries will be classified into 4 groups according to the classification in the HDI are very high human development (with an HDI of 0788 or above), high human development (with an HDI of 0677 to 0.784), medium human development (HDI of 0488-0669), and low human development (HDI of less than 0488). The analysis method used in this study is a model of data panel to investigate the influence of Economic Freedom and Income per capita of the HDI. The results showed that for the group of countries very high human local development per capita income is only significant effect on the HDI, for the group of countries High human development and medium human development only economic freedom that affects the HDI, while the low human development group showed that income per capita and Economic Freedom does not affect the HDI.

Industrialization and modernization have been the cross-cutting goals of the Party and the State of Vietnam from the 3rd Congress to the present. To strive to be a developing country with modern industry and medium-high income by 2030, and by 2045 to become a developed country with high income, the promotion of industrialization and modernization, as well as the innovation of the growth model, and the restructuring of the economy, will be a crucial and transversal task in the coming years to build an economy which is modern, high-quality and sustainable development. The process of industrialization and modernization in Vietnam has gone through many stages of development with different traits. The failure of the centralized development is solved by replace it with decentralization. The main issue in decentralization is human resources development. In the past, economic development oriented in creating more productive human resources. But, this model failed in its contribution in the process of developing qualified human resources. A new paradigm of human resources development must consider human not only as a production factor but it has to see human from any other aspects. The characteristics of the new paradigm of human resources development, that there are human development and people centered development in the process of human resources development. But, the challenge is how to integrate the existence of religion in the development of the society.

Modern business conditions require from managers not only the perfect selection of staff, but also its constant development, because the productivity of each employee and the whole company depends on the successful increase of human resources, its competitiveness and efficiency. Nowadays, a lot of attention and resources are paid to the development of human potential, because a balanced, professional approach to this aspect significantly increases all possible performance indicators of the enterprise. The aim of the study was to analyze the existing systems of human resources development of enterprises, characterization of their methods, tools, advantages and disadvantages, as well as the derivation of the author's interpretation of the term "staff motivation". There was also given a detailed description of modern tools for improving the quality of personnel and their components, proposed by world researchers, and have been formed the basics of the system of human resources development. The authors present and analyze the main mistakes in the implementation of personnel development strategy. In today's business environment, there are several effective methods of forming a productive team and developing human resources. Each of these methods includes a number of effective tools that are necessary for a thorough assessment of human resources of the enterprise and possible ways to develop human resources. The management of the organization should develop a detailed, clear strategic plan for human resources development, which will coincide with other goals of the enterprise and will not be unprofitable in the long run. Management must clearly formulate the goals for which human development will be carried out. To manage the company effectively, it is necessary to understand the deep principles of motivation and staff development, because only if the basics of these categories are presented, management will be able to create their own system of human resources development or choose the one that suits the organization best and avoid standard mistakes in its implementation.

This study examines the determinants of human capital development in Nigeria, with a focus on the Human Development Index (HDI) as the dependent variable and government expenditure on education (GEX), government expenditure on health (GHE), and training and skill development (TKD) as the independent variables. The research uses an Error Correction Model (ECM) to analyse data from 1981 to 2023. The results reveal that government expenditure on education, government expenditure on health, and training and skill development all significantly influence human capital development in Nigeria. Specifically, increases in educational spending and health care investment show positive and statistically significant effects on human development, supporting the view that these sectors are essential for improving the quality of life and productivity. Training and skill development also exhibit a significant positive relationship with HDI, confirming the importance of skill acquisition in fostering a productive workforce. The ECM results further indicate a long-term equilibrium relationship among the variables, with an error correction term, suggesting that about 14.7% of the disequilibrium in human capital development is corrected annually. These findings highlight the critical role of government investment in education, health, and skill development for enhancing human capital in Nigeria.

Human population and development activities affect the rate of deforestation in biodiversity hotspots. We quantified the effect of human population growth and development on rates of deforestation and analyzed the relationship between these causal factors in the 1980s and 1990s. We compared the averages of population growth, human development index (HDI, which measures income, health, and education), and deforestation rate and computed correlations among these variables for countries that contain biodiversity hotspots. When population growth was high and HDI was low there was a high rate of deforestation, but when HDI was high, rate of deforestation was low, despite high population growth. The correlation among variables was significant for the 1990s but not for the 1980s. The relationship between population growth and HDI had a regional pattern that reflected the historical process of development. Based on the changes in HDI and deforestation rate over time, we identified two drivers of deforestation: policy choice and human-development constraints. Policy choices that disregard conservation may cause the loss of forests even in countries that are relatively developed. Lack of development in other countries, on the other hand, may increase the pressure on forests to meet the basic needs of the human population. Deforestation resulting from policy choices may be easier to fix than deforestation arising from human development constraints. To prevent deforestation in the countries that have such constraints, transfer of material and intellectual resources from developed countries may be needed. Popular interest in sustainable development in developed countries can facilitate the transfer of these resources.

The literature from 2020 to 2023 suggests that human and sustainable development are concomitant. The objective of this work was to establish the relationship between human and sustainable development. A cross-sectional, exploratory and correlational study was carried out with a sample of 100 students selected for their professional profile. The results show the prevalence of the environmental and social dimension as nodes of centrality and grouping. In this sense, the hypothesis that relates human development to environmental development is not rejected and a significant difference between the theoretical network of relationships with respect to the observations of this work is accepted. In addition, the delimitation of the study to the learning of human and sustainable development in its environmental and social dimensions is recommended.

The article carries out a comprehensive study of innovation and investment policy as a tool for boosting human capital development in Ukraine, considering the deep transformation processes that intensified after the start of the full-scale war in 2022. In the context of the growing role of knowledge, digital technologies, and intellectual capital, effective coordination of innovation and investment policy is a determining factor in ensuring sustainable development. A comparative characteristic of these policies made it possible to identify their functional features, mechanisms of influence on human capital, and their role in the modernization of the knowledge economy. Innovation policy is characterized as a source of demand for new knowledge, competencies, technologies, and investment policy as a material and financial basis for implementation. The strategic prerequisites until 2022 were analyzed, particularly regulatory documents and program guidelines forming state innovation and investment policy foundations, including the National Economic Strategy 2030, digitalization strategies, entrepreneurship support, and scientific and technological development. It was determined that despite the political desire for reforms, institutional capacity and financing remained limited, and the investment indicators in R&D were significantly lower than in Europe. The study focuses on the transformation of state policy in innovation and investment after the start of the full-scale invasion. It reveals changes in strategic priorities, reorientation to support economic sustainability, preservation of entrepreneurial potential, digital transformation, and international cooperation. The role of interdepartmental coordination, public-private partnerships, and flexible instruments for stimulating human capital is increasing in the new conditions. Special attention is paid to analyzing the problems of human capital development in wartime. Three key blocks of threats are identified: first, large-scale losses of labor resources due to mobilization, emigration and forced displacement; second, physical destruction of educational, scientific and innovative infrastructure; third, increased socio-economic instability, which led to a reduction in investments in human development by the state, business and households. It is emphasized that boosting human capital development requires financial resources, strategic management, an adaptive education system, flexible professional training, and preservation of the nation's intellectual core. Summarizing the results, the authors justify the need to implement a coordinated, multi-level innovation and investment policy as a key condition for the restoration and qualitative renewal of human potential in the post-war period.

The Organization of Islamic Cooperation (OIC) member countries has the lowest human development index (0.63) compared with the world average (0.73) and developing countries’ average (0.68). However, the level of human development varies among the member countries, with the majority of the members categorized under low and medium levels of human development. To explore more information about the effect of financial inclusion on human development across different level of human development of OIC countries, this study used panel quantile regression to examine the effect of financial inclusion on low, medium, high and very high human development levels of OIC countries. The results revealed that financial inclusion promote higher human development in countries with medium human development, because of increase in income and investment in countries that move from low-income level to medium income status. Institutions found to promote higher human development in countries with high and very high human development and negatively affect human development in countries with low and medium human development levels. Also, remittance inflows have positive effect on human development across all levels of human development but stronger in countries at lower level of human development. Thus, policymakers in OIC should formulate policies that will promote financial inclusion in low- and meddle-income countries to achieve higher human development. In addition, policymakers should revitalize institutions especially in countries with low and medium human development levels. Also, the cost of sending remittance into OIC should be reduce to attract more remittances into the member countries.

Studies have shown that natural disasters could pose a spectrum of challenges to human development, especially in developing countries. United Nations Development Programme (UNDP, 2004)) estimates that low human development countries accounted for more than half of reported casualties due to natural disasters for the last two decades. The study also estimates that nearly 85 percent of the people exposed to natural disasters live in either medium or low human development countries. Other related studies have shown that corrupted officials in poor countries would increase the vulnerability of these countries to natural disasters. Thus, the purpose of the present study is to investigate the impact of human development indicators, such as income per capita and human capital development (education level), as well as corruption (a measure of governance) on fatalities and damages due to natural disasters in selected 77 developing countries. By employing the two-step system GMM estimators, we identified several economic variables that are significantly related to fatalities and property damages due to natural disasters, such as flood, storm, earthquake, landslides, drought, extreme temperature, wildfire, and volcanic eruption. By exploring the impact of economic development, population density, unemployment rate, investment, government consumption expenditure, education, openness, and corruption, on disaster preparedness, it would be useful for both government and international disaster risk reduction and mitigation agencies to re-evaluate their approach towards target recipients in the future.
