GREEN ENERGY IN SMART BUILDINGS INVESTMENTS
The Institute of Radio and Information Systems (IRIS) – Association based in Vienna, Austria, whose staff has extensive experience in scientific work and organizing international conferences in various countries, publishes its own scientific journals and has a book publishing house. We plan to build our actions within the Smart Finance for Smart Buildings (SFSB) initiative and the methodology used in SEI Forums to bring together a wide range of participants, developing it in direction: most of the energy consumed by buildings is spent on space heating including air required for ventilation. Advocacy and development of programs for financing the expansion of the use of air heat pumps with energy recovery of heated (in summer cooled) ventilated air will reduce energy costs for heating by almost 4 times with a quick payback period. In 5 years after project are provided: primary energy savings triggered by the project; investments in sustainable energy triggered by the project; reduction of the greenhouse gases emissions. To create national roundtables on energy efficiency investments as multilateral discussion forums bringing together government, local and regional authorities, financial sector, ESCOs, homeowners, industry, construction sector and SME sector, we propose to engage professionals from our conference partners: Technische Universitaet Wien; IEEE Technology Center GmbH (Wien); Politische Akademie der ÖVP (Wien); Aspern Smart City Research GMBH & CO KG. Our proposals relate mainly to Austria however, they include a share of events in Czech Republic, Slovakia, Hungary, Slovenia which we can successfully organize with help of the IEEE Technology and Engineering Management Society Central Europe Chapter from our partner IEEE Austria Section as well as exchange with roundtables throughout Europe which will be coordinated by Commission services. The proposed project consist of blocks: Information-statistical, Training, Expert, and Legislative initiatives.

IEEE Technology and Engineering Management Society Body of Knowledge (TEMSBOK) IEEE TEMS Board of Directors-approved body of knowledge dedicated to technology and engineering management The IEEE Technology and Engineering Management Society Body of Knowledge (TEMSBOK) establishes a set of common practices for technology and engineering management, acts as a reference for entrepreneurs, establishes a basis for future official certifications, and summarizes the literature on the management field in order to publish reference documentation for new initiatives. The editors have used a template approach with authors that instructed them on how to introduce their manuscript, how to organize the technology and area fundamentals, the managing approach, techniques and benefits, realistic examples that show the application of concepts, recommended best use (focusing on how to identify the most adequate approach to typical cases), with a summary and conclusion of each section, plus a list of references for further study. The book is structured according to the following area knowledge chapters: business analysis, technology adoption, innovation, entrepreneurship, project management, digital disruption, digital transformation of industry, data science and management, and ethics and legal issues. Specific topics covered include: Market requirement analysis, business analysis for governance planning, financial analysis, evaluation and control, and risk analysis of market opportunities Leading and managing working groups, optimizing group creation and evolution, enterprise agile governance, and leading agile organizations and working groups Marketing plans for new products and services, risk analysis and challenges for entrepreneurs, and procurement and collaboration Projects, portfolios and programs, economic constraints and roles, integration management and control of change, and project plan structure The IEEE Technology and Engineering Management Society Body of Knowledge (TEMSBOK) will appeal to engineers, graduates, and professionals who wish to prepare for challenges in initiatives using new technologies, as well as managers who are responsible for conducting business involving technology and engineering.

A perennial subject of discussion among members of the editorial group of this Transactions and the administrative group of our parent organization — the Engineering Management Society (EMS) of IEEE is: “Why can't we get more papers from practitioners?” For a professional technical society we have had a reasonably good mix of papers from academic researchers and practitioners in industry and government, but we would like to shift the balance even more toward the practitioner side. The problem, of course, is that people engaged in managing technical activities such as Research, Development, and Engineering (RD&E) do not have the time or the incentive to publish technical articles in professional society journals. This is also true for engineers and scientists working in technical fields for industrial companies. In general, there is little reward for the hard and sometimes frustrating work of writing (and frequently rewriting, when the reviews come in) an article of publishable quality and lasting scientific or technical value.
