Informal Learning in Digital Contexts

Introduction. A comprehensive analysis of the development of information and communication technologies in the context of educational practice will contribute to the development of effective strategies for the modernisation of educational systems in the context of global technological change. Modern education can no longer function effectively without the integration of information and communication technologies into the educational process. Information and communication technologies open up new opportunities for personalisation of the educational process, development of independent work skills, creativity, critical thinking, and communication. At the same time, their implementation is accompanied by certain challenges: the need to modernise educational programmes, train teaching staff, provide technical infrastructure, and overcome digital inequality. The study of the historical stages of development of information and communication technologies in education allows us to understand the patterns of implementation of these technologies and identify effective strategies for their use today. Purpose. The purpose of the article is to study the stages of development of information and communication technologies in the context of their introduction into educational practice, to analyse the historical background of integration of information and communication technologies into education, and to identify current trends and prospects for their effective use in the educational process. Methods. The study used theoretical methods of scientific and pedagogical research analysis (dissection of historical and pedagogical material into its component parts (facts, ideas, concepts, events) allows to reveal the essence of certain phenomena, trends in the pedagogical past); synthesis (combining individual facts and provisions into a holistic view of pedagogical phenomena, used after analysis to form a generalised picture); historical and logical method (study of pedagogical phenomena in the chronological sequence and logic of their development, makes it possible to establish the patterns of development of pedagogical ideas); comparative and historical method (comparison of pedagogical phenomena, ideas, education systems in different historical periods or in different countries, allowing to identify common, different and unique); induction and deduction (induction – from individual facts to general conclusions, deduction – from general principles to explanation of individual historical and pedagogical facts); abstraction and generalisation (separation of essential features of pedagogical phenomena, construction of generalisations, concepts, typologies); prognostic method (use of historical and pedagogical experience to predict possible directions of education development). Results. The study has shown that information and communication technologies are the driving force behind the transformation of education, and their integration into the educational process requires not only technical support but also methodological training of teachers, updating of educational programmes, and rethinking of traditional educational models. The study identifies eight stages of the development of information and communication technologies; the periodisation of the development of information and communication technologies reflects the gradual transition from early forms of information storage and transmission to modern information and communication technologies. The further development of information and communication technologies in education will help to increase its accessibility, efficiency, and inclusiveness. Mass computerisation, the Internet, mobile technologies, cloud services, and artificial intelligence. The development of information and communication technologies is a multidimensional process that combines new opportunities with large-scale challenges. Successful digital transformation depends on the ability of society to effectively manage these challenges, ensuring inclusive, secure, ethical, and environmentally responsible development of information and communication technologies. Only by integrating innovation with the principles of sustainable development can a harmonious digital future be shaped. Originality. The article examines the evolution of information and communication technologies in the context of education, analyzes the key stages of their development, as well as current trends in the integration of information and communication technologies into educational practice. Particular attention is paid to the impact of digitalisation on educational processes and the formation of innovative pedagogical approaches. The main challenges and prospects for further implementation of information and communication technologies in education are outlined. In particular, attention is paid to the problems of digital inequality, cybersecurity, ethical aspects of the use of information and communication technologies, and the role of innovation in ensuring sustainable technological progress in the context of education. Conclusion. Information and communication technologies play a key role in the transformation of education, providing new opportunities for accessibility, flexibility, and personalisation of the educational process. The historical development of information and communication technologies shows their growing importance in pedagogical practice. Modern education is actively introducing distance learning formats, digital platforms, artificial intelligence, and other innovations. At the same time, there are challenges, such as digital inequality, the need for digital literacy of teachers, and cybersecurity issues. Effective integration of information and communication technologies into education requires a systematic approach, investment, and methodological support.

Rapid changes in society and technology require adaptation both in working life and education. Lifelong, continuous learning, unlearning, and relearning are more important now than ever before. Different European policy documents and processes highlight establishing a new lifelong learning culture. These focus on more flexible and permeable vocational education and training systems, the validation of non-formal and informal learning. CEDEFOP defines lifelong learning as all learning activity undertaken throughout life, with the aim of improving knowledge, skills/competences and/or qualifications for personal, social and/or professional reasons. Learning can be imparted anywhere and everywhere, acquired in a formal, non-formal or informal setting.

The development of information and communication technology is increasing in accordance with the changing times and needs of today's society, so that almost any activity or work is already subject and applying information technology and communication. The development of information technology and impact to the world of education, so that the public interest to major in computer informatics include Computer Network, Audio Visual, Graphic Design, Information Technology, etc. continue to increase both the level of high school or college level. Many enthusiasts of computer majors resulted in strong competition for the graduates to get jobs, so it needs no efforts to improve the skills and graduate students majoring in computer that does not merely want to find a job but was able to create job. STMIK Kaputama continue to perform activities of teaching, research and community service, see the strong competition of graduates and the needs of society Binjai and surrounding areas, lecturer STMIK Kaputama feel compelled to carry out community service to improve the skills of students SMKTunasPelita and AbdiNegara in the form of training computer assembly, installation of operating systems and installation of local networks and the internet to build a network of internet cafes, offices and internet village in increasing independence. With their training computer assembly, installation of operating systems and the installation of local networks and the Internet, it is expected students SMKTunasPelita and SMKAbdiNegara can further enhance the skills and entrepreneurial spirit so that they are capable of self-employed at the same time create jobs specifically to be able to receive computer repair and network cafe, internet network of offices and internet networks into the village. In addition to their entrepreneurial spirit, especially rural society also helped that the acceleration of information and communication can be further increased.

A central (and long-standing) debate in the fields of Information Technology (IT) and Economic Development has centered around what (if any) information and communications technologies are ethically “appropriate†for developing nations. IT has largely been developed in the industrialized West under capital-rich, labor-scarce economic conditions, and inherently, a technology will address the special constraints in its generative environment. Indeed, Schumacher pointed out long ago that “intermediate†technologies (developed especially for a developing nation’s special circumstances) might be preferable. Now, with the resurgence of interest in industrial technology (a la Schumpeter) as the driving force for economic development, policy makers, business leaders, and citizens in developing nations are asking whether advanced information and communications technologies are appropriate for the capital-scarce, labor-rich developing nations. Indeed, the real question may not be whether they are appropriate, but whether there is an inherent difference between industrial and information technology (which would make “intermediation†unnecessary or even detrimental), whether IT can be (or needs to be) effectively adapted, and whether lack of access to advanced IT bars developing economies from the global marketplace, thus impeding economic advancement. The current paper first presents the context in which “appropriateness†has been argued, including the question of whether being part of the global marketplace really benefits developing nations. The paper then outlines and provides criticism of the bipolar debate and activity to date, and offers a new approach to the question in the context of an “information age†world economy.

Purpose. The aim of the article is substantiation of the role of digital infrastructure in the process of digital transformation of Ukraine and analysis of the possibilities of using blockchain technologies. Methodology of research. General and special methods of economic research are used in the course of scientific research, in particular: analysis and synthesis to reveal the economic essence of digital infrastructure; statistical and graphic methods ‑ in the analysis of world trends in the development of information and communication technologies, methods of induction and deduction, abstract and logical method ‑ in drawing conclusions from the results of the study. Finding. Definitions of digital economy, suggested in domestic economic literature, are considered. The author’s definition of this concept is substantiated. Areas of activity have been identified in which the introduction of digital technologies will play a decisive role in the context of digital transformation. The Concept of the development of the digital economy and society of Ukraine and the directions of digital development defined by this Concept are considered. The types of digital infrastructures and the main digital technologies that ensure their formation are given. The essence of the concept of blockchain and the scope of its possible application in Ukraine in order to protect data and ensure cybersecurity is revealed. Originality. The author's definition of digital economy is offered, in which special value is given to introduction and real use of digital technologies in various spheres of human activity. The role of digital infrastructure and main technologies that ensure its formation is substantiated. The directions of using blockchain technologies and measures that need to be implemented for further digital transformation of Ukraine are proposed. Practical value. The results of the study will contribute to the formation of the institutional basis for further development of information technologies in Ukraine, their introduction into the real sector of the economy, and in the future ‑ building an effective digital economy focused on innovation in production and services. The article considers the prerequisites for the development in the market of information and communication technologies, which is the reason for the research topic. It is substantiated that the intensive development of information and communication technologies has put humanity before the beginning of a new phase of its existence – the global information society, the transition to which, in turn, involves certain transformations in economic, social, political, legal, cultural structure of each country. The experience of developed countries in the development of the industry has been studied, which shows that the development of information and communication technologies is a catalyst for increasing the competitiveness of the national market, the country's economy, solving social and environmental problems and more. The purpose of the article is to develop a forecast development in the market of information and communication technologies for the economy of Ukraine based on the experience of developed countries. In the process of research and solution of the tasks different scientific methods were used, the main ones are: comparison, systematization, graphical analysis, clustering method, as well as the system-information approach. As a result of the analysis of the market and application of the clustering method, 9 clusters were obtained according to the similarity of the level of indicators of socio-economic and information development. This allowed to identify in detail the leaders and outsiders in the development of information and communication technologies and their impact on the national economy. The scientific novelty is the creation of clusters of countries according to the level of ICT development, which gave the right to identify the magnitude of the impact of ICT on the national economy of a country. The practical significance of the study lies in the application of existing developments to identify the situation on the world market of information and communication technologies and determine the development of Ukraine in the field of ICT.

Hacking is a technique carried out by someone (hacker, cracker, intruder, or attacker) to attack a system, network, and application by exploiting weaknesses with the intention of gaining access rights to data and systems. Currently, the development of Information and Communication Technology (ICT) is experiencing very rapid growth. The development of information technology, especially the internet, has provided many positive benefits for its users. However, the use of internet technology also has negative impacts that cannot be ignored. The increase in Cybercrime cases in Indonesia is also caused by the impact of advances in Information Technology. Based on this explanation, the aim of this research is to find out how to study law enforcement procedures for hacking victims on digital platforms and how to ensure that digital platform users are more regulated regarding cyber security. The research method used is a descriptive analytical method. The results and discussion in this research are that handling crime cases in the field of information and electronic transactions is a responsibility that has been established for investigators, especially cyber patrols, to investigate and uncover these crimes. The investigation process has a very important and strategic role in determining the success of criminal law enforcement. The quality of a good investigation greatly determines the possibility of success in the prosecution process and makes it easier to reveal material truths during the trial. In order to prevent cybercrime, it is important for individuals and governments to have a deep understanding of crime patterns in the digital realm as well as current and ongoing internet trends and behavior carried out by perpetrators of these crimes. Information and Communication Technology (ICT) has led to a debate between teacher-centred and student-centred approaches to teaching and learning in academia. While some teachers view ICT positively and think it makes teaching and learning exercises easier, others view it negatively and think it replaces the traditional teacher-centred approach, making teaching and learning exercises more challenging as respect for the teachers are eroding because students are using current technology to solve issues rather than depending only on teachers. The present study aims to understand teachers’ perceptions of ICT use in promoting teaching-learning processes and its outcomes at the senior secondary level in the Mbeya region, Tanzania as a conveniently designed study area for the researcher. The study is based on related reviewed materials/information which was gathered from different secondary sources between July and December 2023. Information was analysed and presented in a descriptive form for easy perception and understanding. It showed that the majority of teachers at’ senior secondary level used ICT to enhance their teaching effectiveness. At the same time, their perception focused on learning an aspect which was easy to grasp, deep understanding and long-lasting. It enhances the interaction between students and teachers and offers more imaginative answers to many learning queries in the teaching and learning process. The study recommends that educators should use a holistic strategy when thinking about how to integrate information and communication technology (ICT) to improve the teaching and learning process and embrace a culture of flexibility and lifelong learning to improve student comprehension and engagement.

The deployment of Information Technology (IT) in modern academic libraries has fundamentally transformed their functions and services, enabling education and attracting users. This paper evaluates the multifaceted impact of IT on academic libraries, pointing out the dynamic transformation from traditional whirling book warehouses to more engaging active evocations to collaborative as well as digital types of learning. Modern library services evolution based on technology, including digital resources, automated systems to recover and disseminate information, and online platforms democratizing information access, are discussed. The study also considers some challenges faced by libraries along with staff's needs for new skill acquisition to match up with emerging technologies, hence a culture of lifelong learning. By suggesting some best practices and future trends, this paper emphasizes the progressive role of IT in molding the academic library and, therefore, it’s potential to contribute to educational objectives in the dynamically transforming digital age.

The purpose of the study is to reveal the objective transformations that have occurred in information technology. Conceptualization of these transformations is also important. System, information, network and cognitive approaches allow to reveal the main aspects of the development of information technologies - technical and technological, software and hardware, network, communication, cognitive. The article considers the evolution of information technology. The relationship of information technology with its increasing role and importance of information in the life of man and society is analyzed. Information technologies are disclosed as technologies to create, store, record and process information. Technical and technological direction of information technology development is analyzed. The connection of the information technology concept transformation and development of the information society theory, in particular, the theory of post-industrial society, information society, network society, knowledge society and the digital world is revealed. The connection of the information technology concept transformation and the emergence of the media civilization and global information space is also revealed. The article shows that the development of information technology is an important factor in the development of the information society. Technology transition (the electronic computer as a machine) to the modern stage of development of digital technologies is characterized by the formation of a single technical and technological basis for the formation of the information society. The classification of information technology according to its application scope is proposed. Information and communication technologies characterize subject-to-subject interactions, among which pedagogical and political technologies are primarily distinguished. Information space is separate area of information technology application. Information processing technologies in the information space are the basis of modern democratic discourse. An important area of information technology is the information sphere. Information sphere is the sphere of information activity, information exchange and information relations, the regulator of which is the information law. Information security technologies ensure the protection of human rights, society and the state in obtaining objective information. Cybersecurity technologies protect critical infrastructure. The technologies of reality – virtual, cognitive, and augmented – provide the ability of a person’s consciousness and thinking to process and create new information. Identifying the social significance of the technical and technological development of information technologies becomes the basis of recommendations for the implementation of a strategies for the formation of the information society in Ukraine.

In most countries, corporate statutes and rules (mandatory or voluntary) about powers and responsibilities in corporations (corporate governance) place responsibility on the Board of Directors acting as a Board. However, these documents do not provide much guidance about recognizing potential problems or about preventative measures. Even so, it is apparent that knowingly tolerating dishonesty or incompetence within the corporation is likely to be regarded as negligence. Most organizations today pay little attention to the inter-relationship between the Formal component, Technical component and Informal component. The Board and senior management of organizations tend to focus more on narrow aspects such as IS/IT management rather than on a comprehensive view. Deficiencies in any of these three components may result in unbalanced IS/IT security implementation. The objective of this study is to integrate the three components simultaneously throughout the IS/IT security implementation. The model of IS/IT security governance is a comprehensive conceptual framework because it emphasizes the two-way relationship between each of the components. In this study, a triangulated approach is adopted, data were collected in three phases, phase 1 is a website analysis, phase 2 is an interview and phase 3 is a mail survey. The interactions of three components, formal, technical and informal are significant in the IS/IT security governance model.

With the recent development of ICT (Information and Communication Technology), information technology in society has made remarkable progress. Along with this, in Japan, programming has already been a mandatory subject in junior high school and it has been decided to make programming a mandatory subject in elementary school. We have studied the effects of robot control using a GUI-based programming environment (Scratch) as an introductory education to programming, and a positive effect was confirmed. However in order to perform continuous programming learning, we need to move from GUI-based to CUI-based programming education. In these years, we have been testing out the transition education from GUI-based to CUI-based of programming for first-year university students. From these results, prior GUI-based learning has been confirmed to have a positive effect for students' comprehension of subsequent CUI-based learning in a continuous programming learning.

The rapid development in technology has provided the globalization and to facilitate the exchange of information. The importance of tertiary education has been increasing due to its contribution for development plan’s manpower requirements in quality and quantity. Developments in information systems and technology have provided significant opportunities for higher education institutions. In this research; the implementation and development of information systems and technology in higher education institutions are chosen as a problem in comparison with global scale and taking into account the development of proposals. In this context; the developed countries’ higher education institutions’ were examined, after then universities’ information systems and technologies’ current status and degree of functionality are compared, and finally the proposals were developed. For this purpose; higher education institutions’ level of readiness for e-transformation, information technologies’ contribution to today's class and on the quality of education in shaping the contribution of higher education to shape the future and global competition ready workforce, the growing importance of information technologies on distance learning and on lifelong learning, higher education institutions’ role, and contribution to development of information technology, and the contribution of the envisaged objectives of the development plan.

Information and communication technology appears to have had a profound impact on language use in Japan. An important issue arising from this is said to be the increase in the use of Chinese characters (kanji) outside the official standard. This development has made a re-appraisal of the existing script policy necessary in order to accommodate the changes in kanji usage. To determine the nature and extent of the changes, it is necessary to compare the use of kanji in the information and communication technology era with that in the past. However, not many longitudinal surveys of texts have been done making it difficult to determine the extent to which kanji use has increased and deviated from the existing standard after the development of information and communication technology. This paper is based on a longitudinal study carried out to determine the changes in the proportions of kanji use during the information and communication technology era and before, with a special focus on the use of kanji outside the Joyo List (the current guide for kanji use in all public, non-specialist writing). The study examined the changes in kanji proportions by using topic-controlled news texts published in the Japanese newspaper Asahi Shimbun from the 1940s to the 2000s. The study found that the proportion of non-Joyo kanji was minimal right across the period that was investigated and that it remained stable after the development of information and communication technology. The study also found that the proportions of general kanji used in the information and communication technology era was higher than that in the past. However, there were also some unexpected results. Kanji use at the end of the era was lower than what it was at the beginning. Also, apart from an increased use in the 1980s, kanji use remained fairly stable from the 1960s to the 2000s. Although the findings in the study are limited to news texts written about a particular topic, they were generally supported by past research based on other topics and other types of media.
