Innovative eLearning Technologies in the Open Education Era

This paper performs a preliminary analysis of the first MOOC of the IEEE Education Society, an IEEE Free Online Course on Open Education and Open Educational Resources (OER) Repositories. The MOOC Foundations to Open Education and OERs repositories is based on providing a comprehensive understanding both of Open Education and OERs, as well as the way they are changing the educational environment. The selection of participants' features from the MOOCKnowledge data collection mainly focuses on socio-demographic issues, previous experiences with MOOCs, usefulness of the MOOC to the participants' professional, personal and academic spheres, and types of student interaction. The preliminary results show that additional efforts are needed in order to boost the enrolment of both females and people with low level of completed studies, as well as increasing the level of awareness regarding certification. The results also reveal a positive impact of the course on the participants' professional and personal spheres. Finally, the most relevant interaction for them is the learner-content interaction. On the basis of these results it can be concluded that this MOOC offers an opportunity for practitioners to take advantage of the Open Education philosophy and its subsequent application to their everyday educational environment.

After piloting an Open Educational Resources (OER) grant program, librarians from the University of Scranton’s Weinberg Memorial Library OER Committee conducted a survey of librarians about the inclusion of library resources in OER initiatives. The survey examined if institutions defined library resources as OER, why libraries chose not to include library resources, and, if included, the types of library-licensed or purchased content. The survey found that most (18 of 27) respondents did not include OER and library resources together and, of the institutions that did, a majority (5 of 9) used licensed library resources in addition to open educational and open access resources. The conclusion of this article looks at the pilot grant program and the OER Committee’s decision to realign and rebrand the grant in light of the survey results.

This chapter provides a meta-synthesis of the findings from the Research on Open Educational Resources for Development (ROER4D) empirical studies based on the 13 sub-project chapters in this volume as well as other sub-project research reports. It does so by analysing how three phases of Open Educational Resources (OER) adoption – OER creation, use and adaptation – are observed in the studies as forms of Open Educational Practices (OEP), identifying where there are most likely to be disjunctures that inhibit optimal OER adoption processes and their longer-term sustainability. It compares the open practices reported in the ROER4D sub-project studies to an idealised or maximal set of open processes, modelled as the Open Education cycle framework. It draws upon social realist theory to uncover agential decision-making about OER creation, use and adaptation in relation to structural and cultural environments, and seeks to answer the ROER4D project’s overarching research question: Whether, how, for whom and under what circumstances can engagement with OEP and OER provide equitable access to relevant, high-quality, affordable and sustainable education in the Global South? This chapter interrogates findings from the ROER4D empirical studies using a metasynthesis approach. Following a review of sub-project research reports (including, in some cases, primary micro data), the authors used a literature-informed set of themes to create the meta-level conceptual framework for claims about OER and OEP in relation to access, quality and affordability; the Open Education cycle; and structural, cultural and agential influences on the potential impact on access, quality and affordability. Nvivo software was used to help reveal literature-informed and emergent themes in the studies, identifying the most frequently occurring themes to provide a more comprehensive and classified interpretation of the findings across the empirical studies. Insights and recommendations were then distilled according to Archer’s (2003; 2014) social realist theoretical framework which assesses social change – and its counterpart, stasis – according to dynamically interactive and structural, cultural and agential factors. The authors used these three factors to guide their analysis of the ROER4D findings, as understood in relation to the three broad phases of OER adoption (creation, use and adaptation) proposed in the Open Education cycle. Findings show that in the Global South contexts studied, the ideal or maximal Open Education cycle is incomplete in terms of optimising the benefits of OER adoption. There are five key points of disjuncture: (1) the dependence on copying of existing OER and the corollary failure to localise; (2) the adaptation of OER, but with inconsistent curation and rehosting of derivative works on publicly available platforms or in repositories, limiting access to the derivative OER; (3) limited circulation of derivative OER due, in part, to the absence of a communication strategy; (4) inconsistent quality assurance processes; and (5) a weak feedback loop for continuous improvement of the original or derivative work. The chapter concludes with a critical exploration of the range of influences of OER and associated practices on access to educational materials, the quality of educational resources, educators’ pedagogical perspectives and practices, and student performance as well as the overall affordability and sustainability of education in the Global South. It argues that full participation in the OER movement in the Global South requires that certain structural factors be put in place – including a minimum level of infrastructural support, legal permission to share materials and OER curation platforms – to curate curriculum-aligned OER in local languages. However, these structural adjustments alone are insufficient for the full value proposition of OER to be realised. While individual educators and some institutions are sharing OER, this willingness needs to be bolstered by a much stronger cultural change where communities of educators and students are given technical and pedagogical support to enable OER uptake – especially the creation and adaptation of OER produced in the Global South.

Open Educational Resources (OERs) have gained increased attention for their potential to provide equitable and accessible educational facilities for people worldwide. Obviating demographic, economic, and geographic educational boundaries can be the OERs slogan. Realization of this promise is an inevitable target of eLearning, thus offering education new challenges. In this observation paper, we express OERs altruistic and idealistic reasons as well as their opportunities and advantages for three groups of eLearning stakeholders, namely learners, teachers, and educational institutions. Also, this paper addresses open questions such as what are the current limitations and challenges of developing and distributing OERs in the fast changing global educational environment.

Librarians have a role in working with faculty to provide low-cost alternatives to textbooks. Open educational resources (OER) are an alternative to textbooks in college courses, but there can be barriers to using OER. Are students successful in OER courses? Do faculty see librarians as collaborators in designing courses using OER? What are some alternatives to OER that libraries and library consortia can take advantage of to make college more affordable for students? The following articles address these issues, and the work of the following authors can benefit all types of academic librarians as they contemplate their role in the OER world.

Open Educational Resources (OER) remove barriers to access instructional material. In light of their increased availability and use, a body of research has emerged to examine the impact of OER on college student success. While many of these studies have broadly examined efficacy across a variety of disciplines, the current study specifically examined the impact of the type of textbook (commercial vs. OER) on course content mastery within an undergraduate sample of introductory psychology students ( N = 63) while controlling for instructor and student differences. Results indicated that there were no significant differences in content mastery between those students in introductory psychology courses who were assigned a traditional commercial textbook and those who were assigned an OER textbook. These results support that OER can be equally effective as traditional, commercial textbooks and have implications for course material selections that help ensure access for all students.

Open Educational Resources (OERs) are changing the learning and teaching landscape in many different fields. In the area of higher education, OERs are swiftly becoming important elements in support of Open Educational Practices (OEPs) and the Open Education Movement. Research suggests that OERs and OEPs might be powerful vehicles for professional development, for teacher collaboration, and to enhance knowledge of technology in language pedagogy (Borthwick & Gallagher-Brett, 2014). Nonetheless, in spite of the increasing popularity of open education, little is known with regard to the production and use of OERs in languages other than English (Zancanaro & Amiel, 2017). This paper examines concepts, advantages and challenges related to Open Education and briefly reviews studies which discussed the production of OERs in languages other than English in higher education. The few studies addressing the development and use of OERs in languages other than English show that more research is needed to increase visibility of open education for less prominent languages and to support the Open Education Movement in higher education. Open educational resources (OER) and some of the United Nations sustainable development goals

Open Educational Resources (OER) provide a strategic opportunity to improve the quality of education as well as facilitate policy dialog, knowledge sharing, and capacity building. One of the fundamental concepts of OER is “the ability to freely adapt and reuse existing pieces of knowledge.” Reuse of educational resources by both individuals and organizations may have significant creative and economic benefit for the educational environment. This Special Issue editorial introduces six interesting experiences, representative of the use of OER in engineering education in important areas such as the production of open content at various scales, reuse of contents, institutional open Web site initiatives, and technological applications to support the exploitation of OER, all at different degrees of maturity. Since some readers will be unfamiliar with prior work on OER, this Special Issue also outlines the hot topics in OER and the critical factors for success when joining the Open Educational Movement. Finally, the editorial provides a set of recommendations and examples offered by the Special Issue editors from their over 6 years of experience leading a research group in semantic Web technologies applied to Open Education. A key requirement, in their opinion, is to improve the metadata interoperability between various collections of open material, so as to facilitate the discoverability and subsequent combining, remixing, or adapting OER; that is, OER data should be easily accessible to any user.

The premise of this study is that teachers’ conceptions of the quality of Open Educational Resources (OER) and their attitudes and motivations towards using OER will influence whether and how they use and or contribute open resources. Understanding teachers’ attitudes, motivations and barriers to OER use and comparing data across institutions may help to identify the issues that influence OER uptake in India. This chapter attempts to answer the following four research questions: How are teachers’ attitudes towards OER situated in the context of teaching and learning? What are teachers’ motivations for using OER and sharing their work as OER? How do teachers perceive the quality of OER? What barriers to using OER do teachers perceive? This study employed a mixed methods approach, using a survey to gather the quantitative data which form the focus of this chapter, as well as workshop engagements and interviews to collect qualitative data. The research was carried out at four universities representing the varying contexts of higher education teachers in India – one state, open university; one dual-mode university; one semi-urban university; and one multi-campus, private university – and amongst the WikiEducator India community. At each university, a three-day OER workshop took place where 30 teachers learned about OER and completed a survey. In addition to the 120 workshop participants engaged at the four universities, the survey was sent to the 107 members of the WikiEducator India community who participated in the research process. Of the total of 227 teachers who were asked to take the survey, 149 survey responses were received, of which 117 (comprised of 43% females and 57% males) were useable. A total of 28 educators from the universities were also interviewed. Despite the relatively low levels of awareness of OER demonstrated by Indian teachers prior to the research process, they were very positive about creating and sharing OER, while being slightly less enthusiastic about using externally developed materials. Many of the positive attitudes stemmed from: the sense of satisfaction obtained when others use and adapt their materials; useful feedback received from peers; increased reputational profile experienced as a result of sharing; collaborative opportunities introduced in the sharing process; and the belief that their own sharing would encourage other teachers to do the same. The teachers were mildly cautious about OER quality issues, but said that they would use OER if they were appropriate for their needs. They acknowledged a number of barriers to using and sharing OER, including a lack of understanding of intellectual property, copyright and open licensing; a lack of time; and the lack of funding, institutional incentives and support for OER activities. The authors recommend that advocacy to raise awareness of OER in Indian universities should be a top priority, with a particular focus on teachers and senior administrators; teachers should be released from certain duties and provided with the time required to engage in OER activity; incentives in the form of awards and/or recognition in promotion should be provided for teachers to undertake OER development; quality assurance mechanisms for OER produced should be introduced; and continuous professional development opportunities should be provided to teachers through regular workshops and training sessions on advanced information and communication technologies and OER skills. Open Educational Resources (OER) are a direct reaction to knowledge privatization; they foment their exchange to the entire world with the aim of increase the human intellectual capacity.In this document, we describe the committment of Universidad Tecnica Particular de Loja (UTPL), Ecuador, in the promotion of open educational practices and resources and their impact in society and knowledge economy through the use of Social Software.

PurposeThis paper aims to examine librarians’ professional motivations and theoretical perspectives to attend to care and student voice, as they pursue open educational resource (OER) initiatives in higher education.Design/methodology/approachThe authors examine OER initiatives that serve as models for their work at the University of Colorado Boulder (CU Boulder), describe how they have attended to care and student voice in their work to date and reflect on how they hope to continue to do so in their future OER initiatives.FindingsThe authors find connections between theoretical perspectives for care in education and the values and ethics of both the open education movement and librarianship. They propose that these connections provide a foundation for librarians to align their professional motivations and practices in support of learning. The authors provide examples of OER programming that attend to care and student voice and offer related strategies for practitioners to consider.Originality/valueLibrarians at many post-secondary institutions provide critical advocacy and support the adoption, adaptation and creation of OER in higher education. Theories of care, values and ethics in the open education movement and librarianship provide a foundation for librarians to attend to care and elevate student voice as they undertake OER advocacy and initiatives.

This chapter presents a new paradigm for sustainable data-driven language learning systems design in higher education that draws on qualitative reflections spanning a decade (2012–2022) with stakeholders from an ongoing global research study with the FLAX (Flexible Language Acquisition) and F-Lingo projects at the University of Waikato in Aotearoa New Zealand (Fitzgerald (2019) A new paradigm for open data-driven language learning systems design in higher education; König et al. (2022) Smart CALL). Design considerations are presented for remixing domain-specific open access content into Open Educational Resources (OER) for academic English language provision across formal and non-formal higher education contexts. Primary stakeholders in the research collaboration include the following three groups: (1) Knowledge organisations that provide open access to academic content—libraries and archives, including the British Library and the Oxford Text Archive, universities in collaboration with MOOC providers and the CORE (COnnecting REpositories) open access aggregation service at the UK Open University; (2) Researchers who mine and remix academic content into corpora and open data-driven language learning systems—converging from the fields of open education, computer science and applied corpus linguistics; (3) Knowledge users who re-use and remix academic content into OER—English for Academic Purposes (EAP) practitioners from university language centres. Automated content analysis was carried out on a corpus of interview and focus discussion data with the three stakeholder groups in this research. We discuss themes arising from the research data that reflect the different stakeholders’ experiences of remixing open access research content that has been produced within the academy for re-use as open educational content for teaching and learning features of academic language within open data-driven language learning systems. These open learning systems have been specifically designed to scale with OER expansion and traction in mind for their sustainable uptake both within and beyond the brick and mortar of the traditional university. The new paradigm presented in this chapter challenges, as the OER movement must, established business models and deeply embedded cultural or institutional norms that present obstacles to OER expansion and traction and the sustainability of the movement. One persistent challenge concerns the lack of open education policy across the higher education sector for full open access (for use, modification, adaptation) via Creative Commons licensing to content produced within the academy. Right now the open education is reality, distributing high quality free for use knowledge over the world. Open Educational Resources (OERs) are shared in a wide variety of forms and sizes - from a learning instruction to open courses and virtual laboratories. An initiative, starting in 2001 with an announcement of Massachusetts Institute of Technology to ensure free access to many courses, nowadays it gains big popularity, involving many institutions and initiatives. At this time, it is talking about OER communities, OER platforms and OER digital repositories. Students, educators and researchers benefit from OERs reusing, remixing, revising or redistributing this treasure. Emerging the question related to the level of OERs free usage, adaptation and distribution without the user to come under the strikes of copyright law or "How open are OERs?" In this paper, the creative commons licenses are discussed to understand the rights from the side of copyright owners and from the other side of OERs users. For this purpose, the licenses that can be used for protection of copyright owners: Attribution (BY), Attribution-Non-commercial (BY-NC), Attribution-Share alike (BY-SA), Attribution-Non-commercial-Share alike (BY-NC-SA), Attribution-No derivatives (BY-ND), Attribution-Non-commercial-No derivatives (BY-NC-ND) are described. Then, the case studies from educational practices are explored and analyzed to understand how the OERs are copyrighted. And finally, the consequences of the intellectual property law violations are examined and summarized. The paper will be useful for educational professionals who have already started OERs initiatives or who have intention to do that. Also, it can help students when they use or share digital resources.

Open Educational Resources (OERs) are no-cost teaching tools increasingly used to support student learning at all grade levels. OERs are not equitably distributed across disciplines and few OERs exist for middle school age groups about vertebrate animal anatomy. To help fill the resource gap and explore impacts of cross-generational science teaching on students at predominately Hispanic institutions, we tasked university students with creating animal anatomy presentations for middle school audiences. Presentations were disseminated live over a virtual platform to middle school students and pre-recorded versions were posted on YouTube as OERs. University and middle school students completed voluntary pre- and post-presentation Likert-scale surveys to quantify learning experiences. By developing and sharing OERs, university students increased their animal anatomy knowledge, understanding of OERs’ purpose, beliefs in effectiveness of online educational materials, confidence in creating scientific presentations for non-peer audiences, and beliefs in their abilities to impact the next generation of learners. After watching the presentations and interacting with the university students, middle school students increased their beliefs that they learn effectively from other students, animal anatomy knowledge, and interests in studying science. The development and dissemination of animal anatomy OERs for middle school audiences fills a gap in available resources and helps inspire the next generation of science scholars.
