Abstract

Knowledge transfer is important for urban development, but far from automatic. Instead of being passive receivers of technologies, an active and flexible role is required in a process of learning by doing and doing by learning. This chapter studies knowledge and skill transfer on light rail transport from China to Addis Ababa, Ethiopia. A knowledge transfer policy and decentralised authority policy have led to the successful transfer of knowledge and skills. The knowledge transfer policy includes a knowledge transfer structure, ratio plans and streams combined with practical approaches such as the pairing of staff. The plan sets targets, whereby a ratio is given to the knowledge to be transferred every year. Costs are controlled in time management, financial management and human resource management. Second, responsibilities are decentralized in order to allow for adaptive decision-making processes and conflict resolution.
