PurposeBlockchain technology is a distributed and decentralized public digital ledger, which is employed to save dynamic transaction data and static records across several computers so that each record could not be modified retroactively without the collusion of the network and alteration of all subsequent blocks. Recently, it has become immensely popular in digital resource sharing in different research areas such as healthcare, smart cities, cryptocurrency and libraries. Since the current eLibrary systems are vulnerable to issues such as unauthorized access, plagiarism, etc., there is a lack of access control system that can efficiently address these issues.Design/methodology/approachThe authors designed a conceptual model for evaluating the users' intention in the use of blockchain-based digital libraries, which can facilitate the resource organization and provide additional security to interactive processes between users. To conduct our survey, the authors devised and shared two versions, English and Chinese, among 298 participants. Moreover, 7 PhD students participated in the pre-testing of the questioner design. The authors analyzed the demographic data using the Jamovi software and SmartPLS in order to generate the path modeling.FindingsThis study revealed that blockchain technology adaption in eLibraries is essential for enhancing the quality of services, infrastructure and resources for libraries. The study’s results show that optimism, informativeness, perceived usefulness, perceived ease of use, attitude and intention to use blockchain technology for accessing digital resources in libraries.Originality/valueThis study contributes to the adoption of blockchain technology in the digital library. To the best of the authors’ knowledge, this work is the first empirical attempt to provide a new perspective of developing digital libraries based on security policies. This model shows the underpinning knowledge to manage digital resources, which can facilitate the design phases and enhance the management costs in eLibraries.

The article describes the possible aspects of the organization of the methodology of teaching mathematics in primary classes through digital educational resources, content. The theoretical analysis is carried out and the content analysis of the conceptual and categorical apparatus of digital education in the concepts of "information competence, information technologies", "digital resource" is presented. The possibilities of "digital education" in primary classes are characterized generically in all the main subjects. There will also be samples of digital content prepared for the section "learning in parts" in the 4th grade according to the methodology of teaching mathematics in primary classes. In the section Research results, the article presents an algorithm for preparing digital resources. It is explained that the preparation of digital educational resources consists of text-based annimations, multimedia components (video clips, synthesizing images), and sound objects. A scenario for the preparation of digital content will be developed. The advantages of using digital resources in teaching mathematics in primary classes in the development of students ' cognitive abilities are analyzed. For example, the advantages of accessibility of education, personality-oriented learning, creation of an information educational environment, the possibility of choosing an individual trajectory, creative activity, motivational breakthrough, demonstration situation, etc. are described.

How to use the information resources is a very important part of graduate education. Meanwhile digital libraries can provide instructors and students with a repository of digital resources that have been peer reviewed and checked for accuracy and authenticity. We take the knowledge maps as a tool to combine the digital resources and the e-Learning environment. Knowledge maps can integrate the related digital resources, which will make the way of looking for the resources and the relationship of knowledge turn to the form of map so that the learners can better understand it. In this process we use the RDF, ontology language, XML etc. standards and technology and digital library can provide API to the knowledge maps. The application of knowledge maps can construct the macrostructure of knowledge and help the graduates form their knowledge system and obtain knowledge. With the help of the knowledge maps, the graduates' innovation ability will be trained well.

Purpose of Article. The study aims to analyse and summarize existing experience and technologies of the implementation strategies of library (international and national) digital projects. Methodology. The research methodology is a systematic approach to identifying and specifying technological basic requirements to create and organize library digital resources in accordance with international requirements and standards. Scientific Novelty. The scientific novelty is to create united technical and technological approaches to digitization of library collections, providing access to online digital library, digital resources integration to the international digital library projects. Conclusions. The large-scale digital library projects are implemented based on corporate involvement institutions of national memory in addition to libraries. The realization of such projects requires coordination and resolve a number of technical issues and developing common standards. The legal issues of access to digital library resources are recommended to decide on the basis of a reasonable balance between copyright creators of documents and the rights of users to access digital resources.

The integration of public digital cultural resources refers to the integration of digital resources distributed in museums, libraries, archives and other public service institutions, to achieve one-stop resource search and acquisition through clustering, integration and reorganization. This study mainly discusses the main problem facing the public digital cultural resources integration system is how to build an open and interconnected three-tier digital resources integration scheme based on the digital resources owned by multiple heterogeneous public cultural research platforms through interoperability and data sharing between platforms, so as to realize cross-platform, cross-language and the "one-stop" access mode of users.

In recent years, there has been a significant shift towards digitization within libraries worldwide, driven by advancements in technology and the increasing demand for online access to information.This transition has led to the proliferation of digital resources, including ebooks, databases, and multimedia materials, which offer numerous benefits such as enhanced accessibility, scalability, and preservation of cultural heritage (Bawden & Robinson, 2012; Maness, 2006).However, alongside these advancements, there arises a critical challenge: ensuring equal access to digital content for all individuals, including those with disabilities.The concept of digital accessibility has gained prominence as societies strive for inclusivity and diversity in the digital age.Divyangjan, or persons with disabilities, represent a significant portion of the population who may face barriers in accessing digital information due to various impairments such as visual, auditory, motor, or cognitive disabilities (United Nations, 2006).As libraries increasingly embrace digital platforms to disseminate knowledge and facilitate learning, it becomes imperative to address the accessibility needs of diverse user groups, ensuring that no one is left behind in the pursuit of information access and literacy (Jaeger & Bowman, 2005; UK Parliament, 2018).In response to these challenges, there have been notable developments and initiatives aimed at promoting accessibility in the digital realm.For instance, international organizations like the World Wide Web Consortium (W3C) have developed guidelines such as the Web Content Accessibility Guidelines (WCAG), which provide standards and best practices for creating accessible web content (World Wide Web Consortium, 2018).Additionally, governments and regulatory bodies around the world have enacted laws and policies to promote digital accessibility and protect the rights of persons with disabilities, including provisions for accessible ICT procurement and the provision of reasonable accommodations (European Commission, 2016; United States Access Board, n.d.).These efforts underscore the growing recognition of digital accessibility as a fundamental human right and a prerequisite for full participation in society. The current state of digital archives in Ukraine, which are platforms of digital (electronic) content that provide access to various digital archival resources in the global information space and support the global concept of digitization of the most valuable archival heritage. Emphasis is placed on the priority tasks for all archival institutions, which demonstrates the main, modern direction of the policy of archival development in Ukraine, which corresponds to modern trends. The basic features of the digital archive are determined. Emphasis is placed on foreign and domestic specialists who highlight the main tasks and approaches to the digitization of archival resources. The main functions of digital (electronic) archive and its types are analyzed, the basic characteristics of grouping of archival electronic information resources in the process of their source study are presented. The focus is on projects that are already operating in the information space and successfully provide access to their digital resources, namely digitized documents, photographs, audio, video, materials. Emphasis was placed on the need for cooperation of specialists in the digitization of archival materials and the creation of a single platform for the presentation of digital archival resources in a convenient version for users of archival information.

<p>In today’s world of digital technologies, cultural heritage institutions, particularly in developed countries, are seeking ways to create national digital memories for the future of the citizenry. However, rapidly developing technologies and their concomitant technological obsolescence put future memories at risk. The challenge is enormous in developing countries that, when compared to their developed counterparts, lack adequate resources and technologies for effective digital resources management and preservation. As a developing country, Ghana appears ready to face the challenges of effective digital resources management. The country has developed programmes and a national policy on information and communication technologies (ICTs) for accelerated development. However, Ghana does not appear to be effective in managing or preserving digital cultural heritage resources. An interpretive case research design involving 27 semi-structured interviews with key stakeholders from 23 institutions was used to explore the various contextual factors influencing the management and preservation of digital cultural heritage resources (or DPM). Rogers’ (2003) “diffusion of innovation” (DOI) theory and Davies’ (2000) “policy, strategy and resources” (PSR) troika model provided a basis for a preliminary model of factors to guide the research. Although the DPM innovation was not fully diffused in Ghana, related activities at the base, middle and higher levels of the Ghanaian social system were unintentionally fostering the adoption process. Four main clusters of contextual factors that were influencing the DPM adoption process in Ghana were identified: attitudinal, resources-related, policy-related, and managerial factors. Key stakeholders perceived the design of appropriate strategies, adequate resource allocation, and proper implementation of policies as key enabling factors for effective adoption of DPM in Ghana. However, a general lack of interest in cultural institutions (libraries, archives and museums) and in information management on the part of decision makers and the Ghanaian stakeholders as a whole was found to hinder DPM adoption. This study extends Information Systems (IS) research involving DOI theory and the PSR troika model into a developing country context. Attitudinal-based complexities involving misunderstandings among various tribal groups in Ghana, and resources-based complexities surrounding technology access and use, were found from the interview data and were added to the initial model which was expanded to aid in understanding the various contextual factors that influence DPM adoption in Ghana. In addition to the study contributing to theoretical understandings in IS research, it provides Ghanaian policy developers with an empirical base for accelerating adoption of DPM in Ghana. It also provides New Zealand and other digital preservation advanced countries with a deeper understanding from which to provide contextually designed advisory services to other developing countries (particularly in the Pacific Island regions) as it enables the contextual understanding of the factors from Ghana.</p>

Chinese traditional culture contains the wisdom and experience of the concept of governing the country, and contains the moral principles taught by the ancients. Carrying forward and developing the excellent traditional Chinese culture is of great significance for enhancing cultural self-confidence. The purpose of this paper is to study digital cultural communication based on recommendation algorithms. Combined with the particularity of the existence of digital culture, the recommendation technology is studied, aiming at the problems existing in collaborative filtering recommendation technology, an improvement method is proposed, and a recommendation algorithm for digital cultural resources is proposed. Combined with the digital cultural resource recommendation algorithm, a digital cultural resource recommendation engine is designed and implemented. Through the realization of the algorithm, using the data in the “Digital Cultural Resource Database” of the scientific research achievement of the Key Laboratory of Cultural Informatization, the digital cultural resource recommendation algorithm is compared with the traditional collaborative filtering recommendation algorithm, and the MAE mean absolute deviation is used as the main According to the experimental data, the MAE values of the improved collaborative filtering digital culture recommendation algorithm are all lower than 0.15 points, and the conclusion is drawn that the improved recommendation algorithm has higher recommendation quality.

The construction of a remote access system for digital resources in academic libraries has strong feasibility and is of practical significance for library digital services under the network environment. The wide application of big data has brought unprecedented opportunities and challenges to the construction of digital resources in academic libraries. This paper proposes a linked data-oriented semantic digital library resource description and organization framework. The framework has four levels: metadata layer, ontology layer, linked data layer and application layer. Its core is the construction and association of RDF semantic metadata. Taking the data in the field of Books, Information and Archives as an example, the framework is implemented. The focus of the implementation is on the ontology layer and the associated data layer, including the design of related ontology, the automatic conversion of common metadata to semantic metadata, The establishment of RDF semantic links between different data sets, the publication of related data, etc.

The purpose of this study is to investigate the determination of the formation of singing skills of future music teachers through digital resources. The quantitative research method was used in the study, and the research was conducted in the fall semester of 2021–2022. 376 volunteer music teachers who continue their studies in Kazakhstan participated in the study. In the study, 4 weeks of online training was provided to music teachers. In the study, the ‘digital music platform’ measurement tool developed by the researchers and compiled by experts in the field was used. The measurement tool was delivered and collected by the online method of music teachers. The analysis of the data was carried out using the SPSS programme; frequency analysis was carried out using the t-test; and the results obtained were added to the study accompanied by tables. According to the survey results, in live lessons, music teachers use the songs with the formation and this takes place where digital content is also very low. In the event of very frequent use, it was seen that by projecting courses in distance education systems the music rates are quite high.

Digital publishing is changing the way in which research, particularly in the humanities, is being undertaken and it offers a range of transformative possibilities and challenges to traditional disciplines and to the nature of the printed text. The technical manipulation of information and the construction of new content that can be customised, modified, disseminated, and accessed within a global, distributed network provide new opportunities for the humanities researcher. As a way of illustrating our argument, we discuss the Children's Literature Digital Resources (CLDR) project, with with we are involved, and explore a range of emerging new media and their impact on research in the humanities and education.
