Albanian inhabited cities and centres have undergone chaotic developments in the years of transition, and this has come as a result of development not based on previous territorial and urban planning. Thus, construction, urban and territorial development in the transition years has not been the result of the implementation of previously approved territorial and urban planning instruments. This has come as a result of the lack of territorial and urban plans (local or national), which would precede construction and urban development with the aim of making this development smart, sustainable and comprehensive. In this context, we have made an observation in attempt to find the reasons for the lack of territorial and urban planning instruments in relation to governance. Our concern is focused on the question: has the scope of governance been so narrow that it has left out the task of drafting and approving territorial planning instruments; or was their absence for other reasons? As will be presented in this paper, transitional governments have not lacked: neither sectoral legislation that obliges the implementation of planning instruments; nor public institutions charged by law specified by duties in this field; nor public budget funding and foreign donors for their design. In contrast, it has been the characteristics of the left ‘big government’ and the public irresponsibility that characterize what have hindered the drafting and adoption of territorial and urban planning instruments.

The rise of proximity logistics and e-commerce has intensified the need for stronger public policies on logistics areas. However, a lack of operational urban planning tools hinders policy implementation, creating a gap between planning objectives and actual projects. Simultaneously, urban planning is shifting from a regulatory to a project-based approach. In response, the City of Paris has developed innovative logistics urban planning schemes, integrating logistics into mixed-use projects. By leveraging urban design and assuming a proactive role, it encourages developers to include logistics spaces. This article examines two key initiatives: Call for Innovative Urban Projects (CIUPs) and Perimeter of Location (PLOCs). Through participant observation and interviews during Paris’s 2021 bioclimatic PLU pre-consultation, we analyze their impact on governance. Findings reveal that urban logistics design improves project integration but faces challenges, including expertise gaps, market constraints, and land ownership issues.

This work is carried out based on the analysis of urban planning instruments, taking the gender perspective as a foundation. It arises from the inclusion of women in the participation of urban development, through an analysis of the gender gaps that have marked the history of women, the inequalities serve as a basis for carrying out this study. It highlights the challenges we face today as a society in the process of building citizen participation, where we must all be recognized and have equal opportunities within the territory in which we live. This article analyzes the extent to which the Municipal Urban Development Programs of the Mexican municipality of Comala, Colima, Mexico, consider the recommendations on gender and urbanism, established since the 1990s by international entities and applied transversally to urban planning policies. Considerable differences are found between women and men in terms of empowerment and participation in urban territorial planning instruments, mainly in the oldest instrument (1997). Significant progress is observed in the most recent document and is currently in force in the municipality of Comala (2009).

The increasing trend of urbanisation has resulted in land use changes and increased urban activities, which led to the emergence of the Urban Heat Island (UHI) phenomenon. The readiness of urban design and planning in mitigating UHI becomes crucial, to reduce the demand for cooling energy and enhance productivity. This study aimed to calculate the cooling capacity index of the Karet Tengsin Platinum Area design, using InVEST 3.12.1, based on shading, evapotranspiration, albedo, and distance from cooling islands, and it has a range of 0-1. The index was further analysed, using the kernel density method, to examine the spatial density patterns to identify the priority features that need to be intervened to mitigate UHI in the Area. The research findings show that, the Karet Tengsin Platinum Area design has a cooling capacity index ranging from 0.22 to 0.83, dominated with a low index value, below 0.3, indicating that, this area has poor cooling capacity. Low index values are distributed in built-up areas, which show that, the materials used in built-up areas need to be prioritised as features that need to be intervened to enhance the cooling capacity. Additionally, this study also discusses urban cooling strategies, through other features that are less explored in the modelling. This study method can be used as a reference for urban designers in integrating urban cooling approaches, as UHI mitigation strategies, in urban area planning and design.

The objective of this analysis is linked to the discussion of urban residential segregation marked by the Brazilian urban land structure and perpetuated by urban planning instruments at the municipal level. The spatial focus of the study is the municipality of Londrina (state of Paraná/Brazil). We aimed to analyze the relationship between urban zoning and the dynamics of residential segregation, unfolding two foci: verify to what extent the objectives presented in the municipal instrument translate the objectives of the instrument at the federal level (the City Statute–CE) and the national program “My Home, My Life” aimed to provide housing to socially vulnerable populations; the second focus, aims to assess how the planning instrument—the Special Zone of Social Interest (ZEIS), contemplated in the Land Use and Occupation Law and in the Municipal Master Plan of Londrina (PDPML, 2008)—materializes in practice the objectives of promoting equity in access to housing. The results show that although the objectives defined at the federal level are transposed to the municipal level, demonstrating a theoretical coherence between the instruments, there are flaws in their implementation. The case study results show that the urban zoning of Londrina has as a guideline a segregationist territorial ordering, leading to a residential segregation of the population with low purchasing power. On the other hand, the planning instrument that could change this reality is the ZEIS that, on the contrary, reinforced social housing in the periphery, conditioning the right to the city and perpetuating the social vulnerability of disadvantaged groups, in a process common to other Brazilian cities. Such constraints make relevant the establishment of land reserves for social housing based on clear roles of a social and functional mix, reinforced by the combat of vacant spaces and the definition of minimal housing and infrastructure densities to allow urban occupation.

<p>A falsa concorrência entre planos e projetos urbanos pautou a discussão sobre a transformação das cidades, durante os últimos 20 anos. À luz de notáveis experiências do século 20 – o Plano Obus para Argel, Le Corbusier (1929-30) e as superestruturas metabolistas japonesas (anos 1960) – e pautado por autores focados na contemporaneidade urbanística, este ensaio sugere caminhos possíveis para a conciliação das duas instâncias de pensamento propositivo nas cidades atuais. Plano e projeto urbano são descritos como faces complementares do mesmo processo de enfrentamento das questões urbanas, a partir da identificação de uma linha condutora entre reflexão e intervenção na cidade. Descreve-se a necessidade de um suporte urbano suficientemente rígido, para manter um horizonte de sentido ao conjunto de intervenções, e suficientemente maleável, para resistir às transformações impostas pelas próprias intervenções e por aquelas inerentes aos avanços dos sistemas produtivos. Um suporte que seja fruto dos desejos coletivos da sociedade, mas que se reconheça como peça tributária do desejo autoral dos urbanistas. Trata-se de um conjunto de especulações sobre a escala de atuação do Urbanismo, com desdobramentos na condição contemporânea da realidade paulistana. Planos e instrumentos urbanísticos em vigência – e outros já superados – delimitam o recorte da leitura deste ensaio e disparam um início de discussão sobre as possibilidades e necessidades de atuação no ambiente construído desta grande cidade, propondo um espaço de reflexão que recoloque em consonância planos e projetos. Apresenta-se, portanto, uma tentativa de rompimento da cisão histórica entre dois campos de atuação profissional que deveriam se conciliar como<br />braços de um único processo. </p>

He has published four books, and many monographs and papers on rural and regional issues. Lu Chen is PhD candidate in Economic Geography at the University of Wisconsin-Milwaukee. Chaolin Gu is Professor, School of Architecture, Tsinghua University. He has published sixteen books and over 260 articles on urban and regional planning, regional economics, and urban geography in China. He is the principal investigator of a number of projects on China's urban and regional development and planning. He is Vice President of the Chinese Geographical Association, and serves on editorial boards of many journals and academic councils. Sir Peter Hall is Bartlett Professor of Planning and Regeneration at the Bartlett School of Architecture and Planning, University College London. He has received the Founder's Medal of the Royal Geographical Society for distinction in research, and is an honorary member of the Royal Town Planning Institute, which awarded him its Gold Medal in 2003. He holds fourteen honorary doctorates from universities in the UK, Sweden, and Canada. He received the 2005 Balzan Prize for work on the Social and Cultural History of Cities since the Beginning of the 16th Century. Her research focuses on urban and regional economic development and planning in the United States, Western Europe, and China. Her publications comprise books, book chapters, reports, and articles in peer reviewed journals such as Environment and Planning A, The Professional Geographer, Tijdschrift voor Economische en Sociale Geografie, Journal of Planning Education and Research, and Land Use Policy. Willem Salet is Professor of Urban and Regional Planning at the Faculty of Social and Behavioral Sciences at the University of Amsterdam. He is also the President of the Association of European Schools of Planning. His research specializes in spatial planning and metropolitan governance, urban networks, and decision making in strategic urban projects. He coordinated various research projects on behalf of the European Union, national ministries, the National Scientific Foundation, and other stakeholders in the field of urban studies, and has published widely on regional planning and governance. Saskia Sassen is Robert S.Lynd Professor of Sociology of Department of Sociology and Member of the Committee on Global Thought, at Columbia University. She is a specialist in urban and regional issues, and is currently leading research projects in intercity competition and cooperation, as well as urban and regional governance in China. Dr. Xu has published widely on urban and regional development in leading international journals and is co-author with F. Wu and Anthony G.O. Yeh of Urban Development in Post Reform China: State, Market and Space (Routledge 2007). She was the recipient of the 2008 Research Output Prize of the University of Hong Kong. Robert Yaro is President of Regional Plan Association, America's oldest independent metropolitan policy, research, and advocacy group. He is also Professor of Practice in City and Regional Planning at the University of Pennsylvania. He has taught at Harvard University and the University of Massachusetts. He co-chairs the Empire State Transportation Alliance and the Friends of Moynihan Station, and is Vice President of the Forum for Urban Design. He serves on Mayor Bloomberg's Sustainability Advisory Board, which helped prepare PlaNYC 2030, New York City's new long-range sustainability plan. Anthony Yeh is Academician of the Chinese Academy of Sciences. He is also Chair Professor and Head, Department of Urban Planning and Design, and Director, Center of Urban Studies and Urban Planning, University of Hong Kong. His main areas of specialization are in urban development and planning in Hong Kong and China, and the application ofaGIS in urban and regional planning. At present, he is Secretary-General of the Asian Planning Schools Association and Asia GIS Association. There is a growing concern about integrating biodiversity into urban planning, yet, discussions are concentrated on science-informed planning in general. Few have explored the integration of biodiversity in specific planning instruments, especially in African cities. This paper examines how and what components of biodiversity are integrated into master plans, medium-term plans, building codes, zoning codes and permits in Kumasi City, Ghana. There is limited integration of biodiversity in most planning instruments as they were mostly designed on the basis of health, safety and economy. Allied to lack of funding and public participation, biodiversity in Kumasi is under significant threat from rapid urban development. Creating an opportunity for popular participation and decentralizing the planning system could set the preconditions for local integration and revision of instruments. Simplifying the definition of biodiversity could increase local planners’ appreciation, understanding and their ability to make use of biodiversity data.

Rapid urbanization poses several challenges, especially when faced with an uncontrolled urban development plan. Therefore, it often leads to anarchic occupation and expansion of cities, resulting in the phenomenon of urban sprawl (US). To support sustainable decision–making in urban planning and policy development, a more effective approach to addressing this issue through US simulation and prediction is essential. Despite the work published in the literature on the use of deep learning (DL) methods to simulate US indicators, almost no work has been published to assess what has already been done, the potential, the issues, and the challenges ahead. By synthesising existing research, we aim to assess the current landscape of the use of DL in modelling US. This article elucidates the complexities of US, focusing on its multifaceted challenges and implications. Through an examination of DL methodologies, we aim to highlight their effectiveness in capturing the complex spatial patterns and relationships associated with US. This work begins by demystifying US, highlighting its multifaceted challenges. In addition, the article examines the synergy between DL and conventional methods, highlighting the advantages and disadvantages. It emerges that the use of DL in the simulation and forecasting of US indicators is increasing, and its potential is very promising for guiding strategic decisions to control and mitigate this phenomenon. Of course, this is not without major challenges, both in terms of data and models and in terms of strategic city planning policies.

City brain is a complex system, including online center, server network, and system with given algorithm. The core of the city brain is the intelligent system. After putting the urban brain into the intelligent nerve center, on the basis of not changing its original data structure, combining its own characteristics for design and then integrating into application, it can intelligently change the urban management mode. Urban planning leads the development of smart cities on a certain meaning, and smart city planning must have scientific and rational urban planning. The intelligent model is used to make urban planning form a more modern, convenient, and reasonable urban architectural planning. Some influential books on classical architectural theory are the theoretical basis of intelligent urban planning and even the trend and implementation blueprint of how smart cities will develop in the future. In this paper, four algorithms, ant colony algorithm, particle swarm optimization algorithm, genetic algorithm, and improved ant colony algorithm, are proposed to optimize the characteristics of urban architectural planning and landscape design; especially the security research of architecture and landscape characteristics is very important. The improved ant colony algorithm has the shortcoming of insufficient optimization ability in the face of complex path selection. By improving the influencing factors, a new ant colony algorithm is created. The improved ant colony algorithm achieves the best in security features, so it is advocated to use this algorithm for planning and design. The urban form in smart city aims to create a beautiful and comfortable urban environment, improve the competitiveness of cities in the rapid urbanization process, improve the living standards of the public, and shape the image of this beautiful city.

"Sustainable Urban Implants" (SUIs) are sustainable urban cores based on principles of sustainable urban planning and sustainable architectural design practices that are melded together to achieve a most desirable sustainable living environment. As a combined force of urban planning, architecture and community interaction, this type of sustainable development is capable of changing fossil fuel-based city structures. It provides an alternative lifestyle that is enjoyable, economical, diverse and natural and that can enliven communities and strengthen social interaction. Planting SUIs on brownfields of Toronto suburbs, near public transportation nodes, is the strategy that has been identified as being effective and one that has been used in this thesis. As a result of this, private car-based commuting will decrease and public transportation will improve. An improvement of the lifestyle of suburbs will also be observed as current residents of the areas surrounding SUIs will also benefit from the newly provided urban spaces and work places that create employment opportunities.

Jaqueline Tyrwhitt’s life story is truly a gap in the planning and urban design literature: while largely unacknowledged, she played a central role in twentieth-century design history. Here, Ellen Shoshkes provides a full and insightful appraisal of the British town planner, editor, and educator who was at the center of the group of people who shaped the post-war Modern Movement. Beginning with an examination of her early work planning for the physical reconstruction of post-war Britain, Shoshkes argues that Tyrwhitt forged a highly influential synthesis of the bioregionalism of the pioneering Scottish planner Patrick Geddes and the tenets of European modernism, as adapted by the Mars group, the British chapter of CIAM. The book traces Tyrwhitt’s subsequent contribution to the development of this set of ideas in diverse geographical, cultural and institutional settings and through personal relationships. In doing so, the book also sheds light on Tyrwhitt’s role in the revival of transnational networks of scholars and practitioners concerned with a humanistic, ecological approach to urban and regional planning and design following World War Two, notably those connecting East and West. The book details Tyrwhitt’s role in creating new programs for planning education in England, North America and Asia; pioneering methods for registered, overlay mapping (a forerunner of GIS), shaping post-war CIAM discourse on humanistic urbanism and assisting CIAM president Jose Luis Sert establish a new professional field of urban design based on this discourse at Harvard University (1956-69); consulting to the United Nations; collaborating with Sigfried Giedion on all of his major publications in English from 1947 on; and helping Constantinos Doxiadis promote a holistic approach to the study of human settlements, which he termed Ekistics, as a founding editor of the journal Ekistics and in the ten Delos Symposia Doxiadis hosted (1963-1972). Urban sprawl is a hot topic of global concern with increasing dramatically and impact on ecological environment. But there is not a mature method to explain the detail of process of urban sprawl and dynamic changes. In this paper, the dynamic changes of urban is studied based on 1980, 1988, 1994, 2000 and 2005 five remote sensing images of Shenzhen. It is distinguished three types including infilling, edge-expansion and outlying using six landscape metrics related to character the urban pattern. Combining urban sprawl type and urban pattern makes deepen understanding of urban expansion. The results show that the urban area of Shenzhen increases rapidly with growth rate and it experiences urban sprawl phase. In the early stage, it is at the diffusion period with the outlying area in dominant place in sprawl type and landscape fragmentation aggravation showed by NP, LPI increasing in pattern. With the infilling and edge-expansion area increasing rapidly, the urban sprawl turns into coalescence period with good landscape connectivity and landscape fragmentation remission. The method of combining type of urban sprawl and landscape metrics is useful to determine the time of urban sprawl phase. The results can help urban plan and design.

In the contemporary era of urban design, the advent of big data and digital technologies has ushered in innovative approaches to exploring urban spaces. This study focuses on the application of Augmented Reality (AR) and Extended Reality (XR) technologies in the metropolitan areas of Houston and Amsterdam. These technologies create immersive 'Phygital Installations' that blend physical and digital elements, effectively capturing people's perceptions and enhancing urban design proposals. By fostering human-centered planning, AR and XR technologies make urban design more interactive and accessible to the public. Houston, with its rapid industrial growth and diverse socio-economic landscape, provides a unique setting to examine the impacts of these technologies on urban form and socio-environmental dynamics. In contrast, Amsterdam, with its rich historical layers and socio-cultural diversity, offers insights into the integration of AR/XR technologies in urban planning, particularly in the realm of historical preservation and contemporary urban development. This research contributes to the emerging field of AR/XR in urban design by highlighting the transformative potential of these technologies in enhancing the understanding and engagement in urban design and spatial planning.

Green certification rating systems have been developed for building construction and renovation of an existing building from 1990s by international building assessment tools such as LEED, BREEAM and DGNB. Green certification rating systems for buildings have been upgraded and recently adapted to the urban design and planning. LEED Neighborhood Development, BREEAM Communities, and DGNB Urban Districts are examples of green certification rating system implemented respectively in USA, UK and Germany. As the notion of green urban design gains more significance, city governments have started to set its own green standards in urban design guidelines, based upon studies of green certification rating systems. Recently various issues on materials and resources such as material selection, material recycling, and resource protection are recognized in urban design principles as well as building designs, with a strong relation to other environmental problems. This paper focuses on comparative analysis of how material criteria are embedded for sustainable urban design in LEED ND, BREEAM Communities and DGNB-UD with urban design guidelines recently developed and issued for multiple cities worldwide including cities in Korea. The paper examines differences of material assessment criteria, evaluation parameters and methods, descriptions in green certification rating systems and urban design guidelines. In the analysis, materials are categorized into: (1) building materials (2) infrastructure materials (3) landscape materials, and management of different categories is assessed in existing urban planning and design procedures and practices. In conclusion, overview of material criteria is discussed to discover limits and possibilities of material assessment in sustainable neighborhood development.
