Prototyping a GIS-Based Spatial Decision Support System in a Manufacturing Environment

This paper presents the conceptual design of a spatial decision support system (SDSS) proposed for Victorias Westernport region that aims for the sustainable and integrated (whole-of-catchment) management of regional natural resources. It is a solution integrating a range of approaches including, GIS technology, a scenario management tool, state-of-art terrestrial and marine models, environmental management strategy evaluation and multi-criteria techniques.Traditionally, GIS are key to (spatial) data management, but lack problem domain modelling capability. This means additional processing or analytical capabilities are needed to extend functionality for decision making. The Westernport SDSS builds upon a GIS but draws on models and data processing systems and interacts with other parts of an overall information system to support decision-making. This system utilises a number of models that are interlinked through a cascade of their results. Put simply, one set of model results input into the next in a modelling chain. The system will derive a set of socio-economic-environmental measures (performance indicators), such as land use, nutrient and sediment concentration in water (water quality measures), and other relevant indicators for coastal and bay ecosystems. Users will then be able to systematically compare alternative natural resource management plans and strategies in light of multiple and possibly conflicting criteria. By integrating relevant models within a structured framework, the system will promote transparency of policy development and natural resources management.

Spatial Decision Support Systems (SDSS), which support spatial analysis and decision making, are currently receiving much attention. Research on SDSS originated from two distinct sources, namely, the GIS community and the DSS community. The synergy between these two research groups has lead to the adoption of state of the art technical solutions and the development of sophisticated SDSS that satisfy the needs of geographers and top-level decision makers. Recently, the Web has added a new dimension to SDSS and Web-based SDSS (WebSDSS) are being developed in a number of application domains. This article provides an overview of the emergence of SDSS, its architecture and applications, and discusses some of the enabling technologies and research challenges for future SDSS development and deployment.

Due to their extension and complexity, problems concerned with geographic space are usually classified as ill or unstructured. For these reasons decision-making processes (DMP) that conclude with the selection of optimal or satisfactory solutions require effective and efficient means of support. Spatial Decision Support Systems (SDSS) are computer systems developed to support DMP in which the problems have geographic dimensions and whose structure is complex or impossible to delineate. These systems are functionally composed of data and scientific models managed with the aim of providing maximised support to DMP. The component represented by spatial data is one of the main obstacles that have to be overcome for SDSS to give effective support. Geographic Information Systems (GIS) have been a paradigm in SDSS development strategies, fundamentally due to their capacity to collect, store, and handle spatial data. The scientific modelling component, represented by mathematical models of natural physical processes, usually is implemented in SDSS through specific software subsystems. Especially in the last seven years there has been great scientific interest in SDSS accompanied by a proliferation of adjacent technologies. Some authors have attempted to classify SDSS without, however, reaching a generally accepted proposal. This lack of clarity has made detailed analysis of existing systems and development of new projects more difficult. The aims of this research were: a) identify and analyse the main variables that determine current application software development methodologies in the field of SDSS; b) provide a taxonomy of these methodologies, with the objectives of being generic, general, and practical; c) identify and analyse the strategy that presents the greatest flexibility to develop effective SDSS. The research was based on a bibliographic survey and is part of the doctoral thesis of first author. The paper presents and criticises relevant issues about different development strategies and the respective systems produced. Three main variables were identified and guided the development of the taxonomy of the strategies. The paper proposes five taxonomic classes of coupling GIS technology and scientific modelling subsystems. These classes are defined and the paper argues that they are sufficient to categorise the main current methodologies as well as suggest places to expect new technologies. Each class is also exemplified with a number of SDSS applied to the watershed DMP domain. Within these classes, the research identified and analysed the one most likely to show the greatest flexibility to develop effective SDSS

Libya is the African country with the highest proportion of migrants and it is the major migration gateway to Europe. Since the fall of Gaddafi’s regime in 2011, Libya has been experiencing a prolonged period of instability and conflict which has also affected migration flows. This paper provides the first analytical study of the networks of irregular migrants toward, within, and from Libya since the beginning of the Second Civil War in 2014. We use longitudinal-geolocalised data on migrants’ movements and combine tools taken from spatial statistics and network analysis to reconstruct the network of migrants’ international movements towards and from Libya, and the network of migrants’ internal movements within Libya. Employing the information obtained from these networks, we map the different migrant routes within the country, we provide evidence that migrants sort into routes according to their nationality, and we show how these routes have evolved over time. Moreover, using a Separable Temporal Exponential Random Graph (STERG) model, we document that migrants are more likely to move towards areas with higher economic opportunities, lower level of conflict intensity, more same country-of-origin migrants, and connecting to multiple routes. Our analysis shows how to combine migration data with insights from spatial statistics and network analysis in order to reconstruct migrants’ movements.

A SDSS combines database storage technologies, geographic information systems (GIS) and decision modeling into tools which can be used to address a wide variety of decision support areas (Eklund, Kirkby, and Pollitt, 1996). Recently, various emerging technologies in computer hardware and software such as speedy microprocessors, gigabit network connections, fast internet mapping servers along with Web-based technologies like extensible markup language (XML), Web services, etc provide promising opportunities to take the traditional spatial decision support systems one step further to provide easy-to-use, round-the-clock access to spatial data and decision support over the Web. Traditional DSS and Web-based spatial DSS can be further improved by integrating expert knowledge and utilizing intelligent software components (such as expert systems and intelligent agents) to emulate the human intelligence and decision making. These kinds of decision support systems are classified as intelligent decision support systems. The objective of this chapter is to discuss the development of an intelligent web-based spatial decision support system and demonstrate it with a case study for planning snow removal operations.

Predicting how changes to the urban environment layout will affect the spatial distribution of pedestrian flows is important for environmental, social and economic sustainability. We present longitudinal evaluation of a model of the effect of urban environmental layout change in a city centre (Cardiff 2007–2010), on pedestrian flows. Our model can be classed as regression based direct demand using Multiple Hybrid Spatial Design Network Analysis (MH-sDNA) assignment, which bridges the gap between direct demand models, facility-based activity estimation and spatial network analysis (which can also be conceived as a pedestrian route assignment based direct demand model). Multiple theoretical flows are computed based on retail floor area: everywhere to shops, shop to shop, railway stations to shops and parking to shops. Route assignment, in contrast to the usual approach of shortest path only, is based on a hybrid of shortest path and least directional change (most direct) with a degree of randomization. The calibration process determines a suitable balance of theoretical flows to best match observed pedestrian flows, using generalized cross-validation to prevent overfit. Validation shows that the model successfully predicts the effect of layout change on flows of up to approx. 8000 pedestrians per hour based on counts spanning a 1 km2 city centre, calibrated on 2007 data and validated to 2010 and 2011. This is the first time, to our knowledge, that a pedestrian flow model with assignment has been evaluated for its ability to forecast the effect of urban layout changes over time.

Web-based spatial decision support system for optimum route to forest fires: A case of Viphya plantations

Planning of shale gas infrastructure and drilling sites for hydraulic fracturing has important spatial implications. The evaluation of conflicting and competing objectives requires an explicit consideration of multiple criteria as they have important environmental and economic implications. This study presents a web-based multicriteria spatial decision support system (SDSS) prototype with a flexible and user-friendly interface that could provide educational or decision-making capabilities with respect to hydraulic fracturing site selection in eastern Ohio. One of the main features of this SDSS is to emphasize potential trade-offs between important factors of environmental and economic ramifications from hydraulic fracturing activities using a weighted linear combination (WLC) method. In the prototype, the GIS-enabled analytical components allow spontaneous visualization of available alternatives on maps which provide value-added features for decision support processes and derivation of final decision maps. The SDSS prototype also facilitates nonexpert participation capabilities using a mapping module, decision-making tool, group decision module, and social media sharing tools. The logical flow of successively presented forms and standardized criteria maps is used to generate visualization of trade-off scenarios and alternative solutions tailored to individual user's preferences that are graphed for subsequent decision-making.

A spatial decision support system for retail plan generation and impact assessment

Based on the deeply analysis of the current status and the existing problems of GIS technology applications in Epidemiology, this paper has proposed the method and process for establishing the spatial decision support systems of AIDS epidemic prevention by integrating the COM GIS, Spatial Database, GPS, Remote Sensing, and Communication technologies, as well as ASP and ActiveX software development technologies. One of the most important issues for constructing the spatial decision support systems of AIDS epidemic prevention is how to integrate the AIDS spreading models with GIS. The capabilities of GIS applications in the AIDS epidemic prevention have been described here in this paper firstly. Then some mature epidemic spreading models have also been discussed for extracting the computation parameters. Furthermore, a technical schema has been proposed for integrating the AIDS spreading models with GIS and relevant geospatial technologies, in which the GIS and model running platforms share a common spatial database and the computing results can be spatially visualized on Desktop or Web GIS clients. Finally, a complete solution for establishing the decision support systems of AIDS epidemic prevention has been offered in this paper based on the model integrating methods and ESRI COM GIS software packages. The general decision support systems are composed of data acquisition sub-systems, network communication sub-systems, model integrating sub-systems, AIDS epidemic information spatial database sub-systems, AIDS epidemic information querying and statistical analysis sub-systems, AIDS epidemic dynamic surveillance sub-systems, AIDS epidemic information spatial analysis and decision support sub-systems, as well as AIDS epidemic information publishing sub-systems based on Web GIS.

Enhanced validity and reliability of spatial decision support systems (SDSS) for sustainable transportation decision-making

\n Um dos problemas que afetam as cidades brasileiras é a falta de uma metodologia adequada para a implantação de equipamentos coletivos públicos (escolas, postos de saúde, entre outros), e da utilização de modo racional desses equipamentos. Esse foi o ponto de partida para esse trabalho, cujo objetivo principal foi desenvolver uma ferramenta de análise espacial para auxiliar o poder público no planejamento e na gestão dos serviços públicos de educação e saúde, no que concerne basicamente à melhor localização das unidades básicas de atendimento e à melhor distribuição dos usuários por essas unidades, buscando reduzir os custos de transporte. Após uma avaliação da atual política de distribuição e utilização dos equipamentos coletivos de educação e saúde no Brasil e no mundo, foi realizada uma análise dos conceitos relativos às ferramentas de apoio a problemas de decisão de caráter espacial, particularmente os Sistemas de Apoio à Decisão Espacial (SADE). De posse dessa base conceitual, buscou-se formular as bases de um sistema (ou uma metodologia) que apoiasse a implantação de novos equipamentos coletivos e uma utilização eficiente dos equipamentos já existentes, tendo como parâmetro principal de comparação o custo de deslocamento dos usuários. Esse sistema deveria ser adequado à realidade das cidades médias brasileiras, de maneira geral hoje inseridas num cenário de falta de planejamento e de ausência de bases de dados estruturadas (e atualizadas). Ainda, como proposta adicional, procurou-se incorporar como ferramentas de apoio ao sistema algumas técnicas emergentes que, embora relativamente pouco utilizadas no planejamento urbano até o presente momento, apresentam grande potencial para tal. São elas: os Autômatos Celulares (ou CA, Cellular Automata) e as Redes Neurais Artificiais (RNA). Os fundamentos do sistema concebido foram transpostos para uma aplicação prática desenvolvida em um Sistema de Informações Geográficas (SIG) através de um estudo de caso conduzido na cidade de São Carlos (SP), cujos resultados demonstraram que quando se pensa em otimizar os custos de deslocamento, a principal ação a ser empreendida é a redistribuição da demanda às unidades de oferta, antes de se pensar na abertura de novas unidades. Mais importante do que os resultados numéricos obtidos, foi a confirmação de que é possível se utilizar as diversas ferramentas de planejamento e gestão de modo integrado. A partir dessa metodologia, um investimento em desenvolvimento de software pode levar à construção de um efetivo Sistema de Apoio à Decisão Espacial. De maneira mais geral, pode-se afirmar que a obtenção de dados é o grande obstáculo para pesquisas dessa natureza. The rapid improvement and innovation in mapping\tsystems embedding spatial information management, namely platforms such as Google Maps have resulted in applications\tSpatial Decision Support Systems (SDSSs).
\nwhich complement business knowledge through high-quality geographically referenced content. However, it is still no common the use of Web 2.0 technologies in developing Spatial Decision Support Systems (SDSSs) supporting both web-based data exploration and spatial analysis. This paper tries to identify the key factors which affect development of a SDSS within Web 2.0 technology and aims to make conceptual and practical contribution. Conceptually, a reference architecture is proposed for modeling a SDSS with emphasis on the use of contents and functionality that are available on the web in form of open APIs and reusable services. Mash-ups are privileged mechanisms for integrating data/content from networked resources. Practically, the paper illustrates how this architecture can be effectively deployed for broadly management of spatial and non-spatial information in real estate decision-making.
