RETRACTED: Evaluation of port emergency logistics systems based on grey analytic hierarchy process

The infectious disease COVID-19 has swept across the world in 2020, and it continues to cause massive losses of life and severe economic problems in all countries. Providing emergency supplies such as protective medical equipment and materials required to secure people’s livelihood is thus currently prioritized by governments. Establishing a reliable emergency logistics system is critical in this regard. This paper used the Delphi method to design a formal decision structure to assess emergency logistics system reliability (ELSR) by obtaining a consensus from a panel of experts. Assessing ELSR is a typical multiple-attribute decision making (MADM) problem, and the related MADM methods are usually on the basis of symmetry principles. A hybrid MADM model, called the Decision Making Trial and Evaluation Laboratory (DEMATEL)-based Analytical Network Process (D-ANP), was developed to identify the critical factors influencing ELSR. An analysis of empirical evidence showed that the emergency logistics command and coordination system and the emergency material supply system play important roles in ELSR, while the emergency logistics transportation and distribution system and the emergency information system are not so important. This conclusion is different from previous research about traditional disaster emergency logistics. Moreover, the cause–effect relationships among the key factors indicated that the system of command and coordination for emergency logistics and the supply system for emergency materials should be improved. Accordingly, effective suggestions for emergency logistics services for epidemic prevention are provided in this paper. The main contributions of this paper are (1) establishing a comprehensive and systematic evaluating index of ELSR for epidemic prevention; (2) employing a kind of structured, namely D-ANP, to identify the critical factors with non-commensurable and conflicting (competing) characteristics; and (3) comparing the differences of reliable criteria between the emergency logistics of epidemic prevention and the traditional disaster emergency logistics.

How to apply valid selecting predictors and scientific evaluating methods is a critical issue coaches' selection. In this paper, we proposed a new evaluation model based on Analytic Hierarchy Process (AHP) and Grey Correlation Theory. Grey Correlation Theory was used to calculate the grey correlation coefficients of the evaluation object, and AHP was used to determine the weights of the evaluation indexes. Lastly we apply this evaluation model into choosing the best college coach or coaches from among either male or female coaches. Eventually we got the result that is coincidence with the data that we learned from the press and insiders.

Due to the sudden disasters have occurred frequently, unpredictable, impact and characteristics of growing, in order to do better Management of disaster prevention and mitigation, it should from the strategic level to build an efficient emergency logistics system. In this paper, research progress at home and abroad, through the analysis of emergency logistics system, Sichuan development present situation and main problems of emergency logistics system, targeted the proposed hierarchical management mechanism of emergency logistics management system, establish a coordination mechanism of the government and social resources, break through the emergency logistics management system of technical methods and strengthening the construction of disaster emergency logistics risk early warning management system in our province, so as to promote the development of emergency logistics management system in Sichuan province.

With the frequent occurrence of global emergencies, emergency management under disaster is facing great challenges. As an important rescue support measurement, the emergency logistics system (ELS) faces vulnerability problems due to the interference of external factors and instability of the internal factors. In order to solve the problem of vulnerability of ELS, this paper builds a comprehensive vulnerability evaluation index system of emergency logistics system on the basis of DPSIR model (Driving force, Pressure, State, Impact and Response). While this paper proposes a vulnerability evaluation model of ELS based on Fuzzy Matter-Element Method, and conducts a case study to verify the feasibility with the data of Shaanxi Province from 2010 to 2019. The empirical results show that the vulnerability of the emergency logistics system in Shaanxi Province is decreasing year by year, which indicates that the responsive capability of the ELS in Shaanxi Province is gradually improving. The study provides a new insight to estimate the vulnerability of emergency logistics and increase the responsive capacity of the system. In recent years various disasters with enormous consequences occurred frequently around the world. Emergency Logistics, a new field of logistics which plays a key role in disaster relief and aftermath recovery, has got much attention and become a new efficient methodology in dealing with disastrous consequences. This paper illustrates the theory, practice development, specific characteristics and concept of Emergency Logistics. For emergency logistics management, the most important part is the establishment of emergency logistics system. Enlightened by the present theory and results, an Operations Reference Model for Emergency Logistics System is proposed, in which the support mechanism, compositional elements and functionalities of Emergency Logistics System are discussed in this essay. It is necessary that it has potential value for further study or practical use of Emergency Logistics Management.

With the rise of manufacturing informatization, many transactions are conducted on the Internet, but the final form of transaction completion is the transaction of actual products, which makes the logistics industry emerge as the times require. How to achieve the optimal allocation scheme and the fastest efficiency in the supply chain has become an urgent problem to be solved. This paper considers the characteristics and advantages of 3D image processing technology, describes the characteristics of 3D image processing supply chain (SC), and analyzes the channels that 3D image technology affects SC. Combining the respective characteristics of fuzzy theory and grey theory, the two theories are combined to develop strengths and circumvent weaknesses to form grey fuzzy theory. Comprehensive evaluation of supply chain logistics capability can achieve better evaluation results. The application of grey theory in this chapter includes constructing the factor set of the evaluation index system and determining the weight matrix of the factor set with the game method. The grey fuzzy evaluation weight matrix (i.e., single index evaluation result) is determined with the grey theory, and the fuzzy comprehensive evaluation result is finally calculated. This paper studies the supply chain logistics capability evaluation and optimization system from the aspects of system analysis, system function module design, and system architecture design and analyzes the overall goal, demand, feasibility, system business process, and data flow of the system construction. At the same time, this paper designs the supply chain logistics capability evaluation and optimization system and shows some functional interfaces. It is of great significance to improve the responsiveness, total inventory level, total cost level, supply chain performance, agility, and flexibility of the supply chain in the new environment.

The selection of appropriate wells for hydraulic fracturing is one of the most important decisions faced by oilfield engineers. It has significant implications for the future development of an oilfield in terms of its productivity and economics. In this study, we developed a fuzzy model for well selection that combines the major objective criteria with the subjective judgments of decision makers. This was done by fusing the analytic hierarchy process (AHP) method, grey theory and an advanced version of fuzzy logic theory (FLT). The AHP component was used to identify the relevant criteria involved in selecting wells for hydraulic fracturing. Grey theory was used to determine the relative importance of those criteria. Then a fuzzy expert system was applied to fuzzily process the aggregated inputs using a Type-2 fuzzy logic system. This undertakes approximate reasoning and generates recommendations for candidate wells. These techniques and technologies were hybridized by using an intercommunication job-sharing method that integrates human judgment. The proposed method was tested on data from an oilfield in Western China and finally the most appropriate candidate wells for hydraulic fracturing were ranked in order of their projected output after fracturing.

To vary and improve risk assessment method of port facility security, a new risk assessment approach based on a comprehensive model (DHGF model) is developed, which integrates the Delphi method, the analytic hierarchy process (AHP), grey theory and fuzzy evaluation method. A comprehensive evaluation to the target port facility on security is obtained from qualitative analysis to quantitative analysis by the establishment of a complex risk assessment index system on security environment, security management and emergency management. To testify the feasibility and effectiveness of DHGF model, a practical example is given. The result shows that the application of DHGF model in port facility security assessment makes the conclusion more objective and credible.

According to the grey system theory and markov principle, the fitting accuracy index is stochastic and fluctuant when time series data development trend is fitted through the grey theory, but the markov principle is suitable for processing the system with great stochastic fluctuation, therefore, a prognostication is put forward which is in accordance with the characteristics of construction casualties' statistical data and is based on the grey system theory and markov principle. The prognostication is suitable for the dynamic forecasting process featured by short forecasting time, small data quality and great stochastic fluctuation. The conclusion about the development trend of construction casualties with the prognostication based on the grey-markov theory is more ideal compared with the grey model. The application example shows that the forecasting conclusion based on grey-markov theory is more accurate and more reliable. So the model is available enough to forecast the construction accidents.

In the high-speed railway communication networks, interference is quite complicated and serious interference can even ruin the security of trains. So how to evaluate the effect is becoming more and more important. Both grey clustering evaluations and analytic hierarchy process are an effective comprehensive evaluation theory. In this paper, we apply the theory of grey clustering evaluations and analytic hierarchy process to assess the interference of the circuit domain in GSM-R networks and make a comprehensive evaluation on interference. Based on the theory of grey clustering evaluations, the interference is sorted into rough groups. Then further classification of the interference can be obtained. Application of grey analytic hierarchy process to estimate mode choice alternatives: A case study from Budapest

Increasing traffic volume and insufficient road lanes often require municipal roads to be reconstructed and expanded. Where a road passes under a bridge, the reconstruction and expansion project will inevitably have an impact on the bridge. To evaluate the safety impact of road engineering projects on bridges, this paper evaluates the safety of the roads and ancillary facilities of highway bridges involved in municipal road engineering projects. Based on a comprehensive analysis of the safety factors of municipal roads undercrossing existing bridges, a fuzzy comprehensive analytic hierarchy process (AHP) evaluation method for the influence of road construction on the safety of existing bridges is proposed. First, AHP is used to select 11 evaluation factors. Second, the target layer, criterion layer, and index layer of evaluation factors are established, then a safety evaluation factor system is formed. The three-scale AHP model is used to determine the weight of assessment indexes. Third, through the fuzzy comprehensive AHP evaluation model, the fuzzy hierarchical comprehensive evaluation is carried out for the safety assessment index system. Finally, the fuzzy comprehensive evaluation method is applied to the engineering example of a municipal road undercrossing an existing expressway bridge. The comprehensive safety evaluation of the existing bridge reflects the practicability and feasibility of the method. It is expected that, with further development, the method will improve the decision-making process in bridge safety assessment systems.

Aeroengine is a complex system, which is controlled by a number of interrelated factors and is difficult to estimate. To overcome the obstacles of conventional health assessment of aeroengine, this paper proposed an effectiveness evaluation method for aeroengine health assessment which combined the advantages of the analytic hierarchy process (AHP) and a grey clustering method to guarantee the accuracy and objectivity of weight coefficients. After constructing an index system of aeroengine health assessment based on correlated factors involved in aeroengine health status, we confirmed the weight of every index with AHP and gave a general health assessment by means of a grey clustering method. A case study was conducted to validate the design of the underlying grey analytic hierarchy process (GAHP) model. Running results show the feasibility and reliability of the model, which will be helpful to realize the quantitative analysis in aeroengine health assessment and provide a decision support tool for decision makers.

In this article, in order to optimize emergency logistics system for post-earthquake, a stochastic dynamic LRP model on relief distribution centers was developed by considering dynamic characteristics of emergency logistics networks in post-earthquake. According to the characteristics of the model, the paper proposes an improved genetic algorithm based on dynamic programming. The authors adopt a special real-valued coding scheme and a punished function method to deal with restriction in the model. The results of a numerical example show that the proposed model and algorithm can resolve relief distribution centers location-allocation and vehicle routing problem in post-earthquake emergency logistics systems efficiently, and it can help the government agencies provide assistance in decision-making.

Purpose: The purpose of this study is to identify quality indicator factors and their levels for the effective implementation of quality assurance procedures in the defense sector and to propose a systematic methodology for their evaluation. As a preliminary study, the research focuses on the development of quality indicators using an aviation system as a case study.Methods: This study was conducted with failure mode and effects analysis(FMEA) as its theoretical foundation. First, the factors were derived by applying the analytic hierarchy process(AHP) and fuzzy theory. Furthermore, the prioritization of the quality factor' levels was established through a proposed methodology combining weight sum model and weight product model approaches using expert weights, as well as the center of gravity and the center of area from fuzzy theory.Results: The 12 quality indicator factors were selected based on the FMEA. The AHP was applied to assess the relative influence among these 12 factors, and quantitative validity of expert judgments was ensured using expert weighting and fuzzy theory. Consistency of the AHP results was verified through the consistency index and consistency ratio. The priority of the quality indicator factors was determined in the order of defect type, manufacturing process step, and defect frequency.Conclusion: This study identifies quality indicator factors applicable to quality assurance activities through an aviation system case and proposes a methodology for deriving the priorities of levels among these factors. The methodology can be expressed in terms of results corresponding to the severity, occurrence, and detection of FMEA, and it is integrated within a hierarchical structure using AHP and fuzzy theory. In addition, by incorporating expert weights, the study compensates for the limitations associated with expert judgments.
