Service Units in VSM: Rethinking Viability in Action

Purpose of this research was to determine the contribution of student involvement in production/ service unit (X1), experience of industry practices (X2), and entrepreneurial attitude (Y) towards readiness entrepreneurship (Z) of vocational student regional Malang. The design of the study using a quantitative approach. The samples used as many as 130 respondents. Instruments used for collecting data in the form of questionnaires. Data analysis included descriptive and test of hypothesis. The result showed: that the description of data on the level of student involvement in production/ service unit, experience of industry practices, entrepreneurial attitude and entrepreneurship readiness in the high category. The contribution student involvement in production/ service unit of entrepreneurial attitude of 10.6%. The contribution experience of industry practices of entrepreneurial attitude of 17.4%. The contribution student involvement in production/ service unit and experience of industry practices simultaneously to entrepreneurial attitude of 44.1%. The contribution student involvement in production/ service unit of readiness entrepreneurship of 4%. The contribution experience of industry practices of readiness entrepreneurship of 5%. The contribution entrepreneurial attitude of readiness entrepreneurship of 16%. Finally, the contribution student involvement in production/ service unit, experience of industry practices, and entrepreneurial attitude simultaneously to readiness entrepreneurship of 50.3%.

This study aims to find out and analyze how the role of the women’s and children’s service units in the application of the principle of restorative justice in criminal acts of children as perpetrators and what factors are obstacles to women’s and children’s service units in the application of the principle of restorative justice in criminal acts of children as this research is empirical to achieve this goal the authors use data collection techniques in the form of unterviews and ask for data from the women’s and children’s services Unit in Gorontalo City Police The Results of the study show that the role of the PPA unit is to carry out a mediation process in accordance with the custom of deliberation. In applaying the principle of Restorative Justice in Gorontalo City carried out by the police that is done through activities such as mediation of victims with perpetratos/violators,and family group deliberations, which are of a recovery nature for both victims and perpetrators. Factors which become obstacles for the Womens and Children’s Services Unit in applying the principle of restorative justice in child crime as a perpetrator,namely when inviting the victimand his family which at that time were still not received with the existence of a criminal offense committed by the pretrator as well as finding the address of the victim and suspects where if providing incomplete address, making it difficult for the police in solving problems that occur between victims and perpetrators

PurposeResource allocation is challenged by dynamic environments where changes are frequent. The purpose of this paper is to identify resource allocation challenges and practices in service units that perform both project and non-project activities in dynamic environments. Its goal is to show that top-down mechanisms of project resource allocation need to be replaced by or supplemented with mechanisms that are more flexible.Design/methodology/approachA qualitative comparative case study was conducted in two service units of two project-based firms. The main source of data consisted of semi-structured interviews with 17 service managers and staff members.FindingsThis study shows that resource allocation is not necessarily a top-down process at all, and the practices are context-dependent. Two more flexible approaches are revealed – hybrid resource allocation and bottom-up resource allocation – as examples of managing resource allocation in service units that engage in projects under uncertain conditions. The results of the analysis highlight prioritisation and adapting to change and delay as the main issues that managers face in allocating resources to different types of projects and service activities in dynamic environments.Research limitations/implicationsThe two target companies chosen for the qualitative research design limit the analysis to project-based firms in a business-to-business context. Further, the viewpoint of the service unit is central to the study. Studying project resource allocation in different organisational contexts and uncovering the perspectives of product development and delivery units would offer promising directions for future research.Practical implicationsThe study reveals that in dynamic project settings such as service organisations, top-down mechanisms of resource allocation need to be accompanied by other, more flexible approaches to ensure the sufficient resourcing of projects and related services in dynamic environments. Companies need to establish practices for resource allocation changes that are caused by re-prioritising tasks and accommodating changes and delays in their project and service activities.Originality/valueCompared to a top-down perspective taken in previous research, the study proposes a more flexible approach for resource allocation in constantly changing environments with different project and service activities. Previous studies have focussed on resource competition between projects, placing project managers in the central role for resource allocation. By contrast, this study discusses hybrid and bottom-up resource allocation, both of which involve broader personnel engagement in resource allocation tasks, drawing on the experience of all employees.

As a public service provider, the Medan Polrestabes community service unit is faced with many things related to improving the quality of public services through good service performance. To measure the performance of public service units, elements / indicators are needed as a reference to provide an assessment of the performance results of public service units. To determine public satisfaction with services, the government issued several regulations related to the quality of public services, one of which is KEPMENPAN NO.25 / 2004 concerning general guidelines for compiling the community satisfaction index for service units of government agencies, which are general guidelines used as a reference for government agencies. There are 14 indicators related to the performance and services performed by service employees. The purpose of this research is to develop a service quality measurement application that can be accessed directly by the public. With the application of measuring the quality of public services that can be accessed directly by the public, the task of public service providers in evaluating the performance of public service delivery can be carried out easily. Based on the results of the research, the value of the community satisfaction index at the Medan Police Station with 50 respondents as a whole was 3.07572, the IKM value after being converted was 76.893 where the quality of service B and the performance of the service unit were in the good category, meaning that the community was satisfied with the service of the Medan Police. With fast proceeding demographic change, lack of qualified nursing staff and costs explosion concerning our health and welfare systems, new methods have to be developed to support elderly people in their home environment with ambient integrated and intelligent assistance/service technologies. Service units and related typologies presented in this paper are adding new layers of functionalities to conventional home care environments. To simplify implementation, service units shift the complexity arising with more and more complex high-tech buildings to a compact entity/unit which could be industrially prefabricated/customized and equipped with various assistance technologies in a controlled factory environment. Moreover, service units can be installed within new or existing buildings rapidly and with minimized effort as an additional building sub-module.

This article discusses methods whereby reports of warranty claims can be used to estimate the expected number of warranty claims per unit in service as a function of the time in service. These methods provide estimates that are adjusted for delays or lags corresponding to the time from the claim until it is entered into the data base used for analysis. Forecasts of the number and cost of claims on the population of all units in service are also developed, along with standard errors for these forecasts. The methods are based on a log-linear Poisson model for numbers of warranty claims. Both the case of a known distribution of reporting lag and simultaneous estimation of that distribution are considered. The use of residuals for model checking, extensions to allow for extra-Poisson variation, and the estimation of warranty costs are also considered.

As a result of the coronavirus 2019 (COVID-19) pandemic, compliance with isolation measures has become challenging. To evaluate the individual workload perception and compliance with isolation measures of nurses working in the emergency service and critical care unit during the COVID-19 outbreak. This descriptive correlational study was carried out in the emergency service and critical care unit of a public hospital between April 20 and May 20, 2021. A total of 153 nurses working in the emergency service and critical care unit who agreed to participate in the study were included in the study. Nurses from a state hospital's emergency department and critical care unit (n = 153) were included in the study sample. The impression of overall individual workload by nurses and compliance with isolation (r = 0.153; p < 0.05) had a positive, weak, and significant relationship. The Isolation Measures Compliance Scale resulted in a mean score of 70.70±5.35. The mean score on the Individual Workload Scale for nurses was moderate (3.22±0.54). The low perception of individual workload of nurses working in the emergency service and critical care unit during the COVID-19 pandemic increased the compliance with isolation measures.

The concept and content of principles of activity of the Rapid Border Response Units of the State Border Guard Service of Ukraine are considered in the article. Approaches to defining and classifying principles are analysed. Taking into account the analysis of the content of the concept of “principle”, it is concluded that the principles of activity of the units of rapid response of the State Border Guard Service of Ukraine are considered as the corresponding basic requirements and typical rules of activity of units of the response of the State Border Guard Service of Ukraine, which must be addressed to the State Border Guard Service of Ukraine under any terms of service. As a result of research of scientific works and legislation among the principles of activity of the units of rapid response units of the State Border Service of Ukraine the author outlines general and special principles. The general principles inherent in rapid response units, as well as the whole system of bodies of the State Border Guard Service of Ukraine, include: legality; respect and compliance to the rights and freedoms of man and citizen; non-partisanship; continuity; combination of overt, covert and conspiratorial forms and methods of activity; unity; collegiality in the development of important decisions; interaction with state authorities, local self-government bodies and public organizations in carrying out the tasks assigned to the State Border Service of Ukraine; openness to democratic civilian control. The author distinguishes the special principles of activity of the units of rapid response into two groups: the principles of completing and functioning of these units. Principles of manning determine the requirements for servicemen who complete the rapid response units, they are fundamental, because they affect the quality of the implementation of tasks assigned to such units. Principles of manning can be described as preliminary, introductory, but adherence to them determines the future professionalism of rapid response units when they are created. The principles of functioning of the Rapid Response Units include: the constant readiness of the units to confront existing and potential threats to national security at the state border; high maneuverability; conformity of forms, methods and means of activity of complexity of the situation existing on the state border; comprehensive information support; maintaining the image of the border service; rapid establishment of interaction within the framework of the OUF; interaction with the population on the basis of partnership. It is concluded that the peculiarities of the activities of these units are determined by special principles, which in turn are principles of manning and functioning.

Partners of mothers admitted to a psychiatric mother and baby unit have shown increased vulnerability to mental illness themselves; however, little is known about the support that these fathers need and receive during this time. Using interviews, this study sought to understand a) how fathers experienced the mental illness of their partner and the unit's services and b) how fathers could be better supported. Fathers face many emotional and practical challenges during their partner's admission and seek support from numerous sources, including the mother and baby unit. Fathers require more information from the mother and baby unit with regard to mental illness and the unit's services. Furthermore, the introduction of regular one-to-one updates between staff and fathers would provide an opportunity for fathers to understand how their partner is progressing and for staff to informally assess the father's wellbeing and outstanding support needs.

Understanding population-level dental service needs is essential for planning and optimizing dental care. Building on a previously validated model, this study aimed to quantify current dental service needs in the statutory health insurance system in Germany using updated epidemiologic data from the German Oral Health Study (DMS). Secondary analyses of data from DMS III, IV, V, and DMS • 6 were performed. The analyses focused on operative, prosthetic, and periodontal services and their subcomponents stratified according to age groups: younger adults (35- to 44-year-olds) and younger seniors (65- to 74-year-olds). Service needs were derived from morbidity indicators such as decayed, filled, and missing teeth; root caries and root fillings; and periodontally compromised teeth. These indicators were linked to population data and adjusted for utilization patterns and statutory health insurance coverage, resulting in expected number of service units and workload hours. Between DMS III and DMS • 6, the total annual dental service needs remained stable (approximately 44 million service units) but shifted markedly between age groups. In younger adults, the number of service units declined by 40%, as did the expected clinical workload needed to fulfill the service requirements. In contrast, in younger seniors, the number of dental service units needed doubled (from 12.3 to 24.8 million), and the expected workload in hours increased significantly. Reductions in restorative and prosthetic services were observed in younger adults, whereas younger seniors showed an increase in the use of fixed dental prostheses and periodontal services. The root-caries-related treatment time increased substantially. The need for full dental prostheses declined sharply. DMS • 6 confirms the redistribution of dental service needs in Germany from adults to older dentate populations. This shift has implications for service delivery, workforce training, and financing. In this article, we consider the optimal positioning of multiple servicing units along a coordinate line, under the assumption that demand for service occurs probabilistically at any point along the coordinate line. We show that, under very general circumstances, it is best for the servicing units to be stationary, and we provide an algorithm for finding these stationary positions.

The condition of inactive railway lines in West Sumatra requires continuous monitoring to ensure that infrastructure assets are preserved and remain available for future use. This study aims to analyze the role of the Service Unit of the Class II Padang Railway Engineering Center (Balai Teknik Perkeretaapian, BTP) in monitoring inactive lines and to identify the challenges encountered. A qualitative descriptive approach was employed, with data collected through interviews, observations, and document studies, and data validity tested using source and technique triangulation. The findings reveal that the Class II Padang BTP Service Unit performs monitoring functions through direct inspections and community outreach. However, monitoring implementation faces challenges such as limited budget, infrastructure, accessibility, human resources, and low cooperative response from the community. Despite these constraints, monitoring efforts are carried out optimally to ensure that inactive railway infrastructure remains well maintained. We study a class of games which models the competition among agents to access some service provided by distributed service units and which exhibits congestion and frustration phenomena when service units have limited capacity. We propose a technique, based on the cavity method of statistical physics, to characterize the full spectrum of Nash equilibria of the game. The analysis reveals a large variety of equilibria, with very different statistical properties. Natural selfish dynamics, such as best-response, usually tend to large-utility equilibria, even though those of smaller utility are exponentially more numerous. Interestingly, the latter actually can be reached by selecting the initial conditions of the best-response dynamics close to the saturation limit of the service unit capacities. We also study a more realistic stochastic variant of the game by means of a simple and effective approximation of the average over the random parameters, showing that the properties of the average-case Nash equilibria are qualitatively similar to the deterministic ones.
