“Internet + Education” Strategy Under the Epidemic: Digitalization, Financialization and Integration

The election of 1996 was the twenty-fifth, and last, of the twentieth century. America stood at a crossroads between what Henry R. Luce had once christened “the American century”1 and a new century about which many Americans were somewhat apprehensive. For President Clinton seeking reelection in that year the decisive question was whether to look back to the presumed glories of this American Century or to look forward with anticipation to the new century, less than four years away. The president decided on the latter approach and sought to portray this vision in terms of a bridge. Indeed, he would use the metaphor so often in his campaign speeches that he might have been in line for the Isambard Kingdom Brunel memorial award.2 Clinton’s acceptance speech at the Democratic Convention in Chicago in late August set the tone. Having depicted his opponent, the 73-year-old Republican senator Bob Dole, as wanting to build “a bridge to the past,” the president countered: But with all respect, we do not need to build a bridge to the past; we need to build a bridge to the future. And that is what I commit to you to do. So tonight, let us resolve to build that bridge to the twenty-first century … I ask all our fellow citizens to join me and to join you in building that bridge to the twenty-first century … I want to build a bridge to the twenty-first century in which we expand opportunity through education… I want to build a bridge to the twenty-first century in which we create a strong and growing economy … I want to build a bridge to the twenty-first century that ends the permanent underclass … I want to build a bridge to the twenty-first century where our children are not killing other children any more … I want to build a bridge to the twenty-first century with a strong American community… I want to build a bridge to the twenty-first century with a clean and safe environment… I want to build a bridge to the twenty-first century that makes sure we are still the nation with the strongest defense … My fellow Americans, let me say one last time, we can build our bridge to the twenty-first century if we build it together and if we’re willing to walk arm in arm across that bridge together.3

The emergence of the 4.0 industrial revolution requires university graduates to have 21st-century thinking skills that can support them to compete globally. However, the low 21st-century thinking skills of prospective teachers in the group of ways of thinking (critical thinking, problem-solving, and decision making) make the learning process should be able to train and develop these thinking skills. One way to train prospective teachers' 21st-century thinking skills is through the textbooks used in lectures. This study aims to develop textbooks based on socioscientific issues on the topic of Sustainable Development Goals (SDGs). This study used the RD research method with ADDIE design which is composed of 5 stages: Analyze, Design, Develop, Implement, and Evaluate. textbooks were applied at the implementation stage by involving second-semester prospective teachers who contract Environmental Knowledge courses. The instruments used in this study included textbook validation sheets and essay tests. The validation results were analyzed using descriptive analysis, while the essay test results were analyzed using SPSS. The results of the study showed that the socioscientific issues-based textbooks on the SDGs topic received a very good expert assessment and had met the standards of the appropriateness of the content, language, graphics, presentation, and socioscientific issues. Prospective teachers' 21st-century thinking skills in the group of the way of thinking also improved significantly after using socioscientific issues-based textbooks. These indicated that the textbooks which have been developed were effective in practicing the 21st-century thinking skills of prospective teachers.

Antarctic margin and Southern Ocean surface freshening has been observed in recent decades and is projected to continue over the twenty-first century. Surface freshening due to precipitation and sea ice changes is represented in coupled climate models; however, Antarctic ice sheet/shelf meltwater contributions are not. Because Antarctic melting is projected to accelerate over the twenty-first century, this constitutes a fundamental shortcoming in present-day projections of high-latitude climate. Southern Ocean surface freshening has been shown to cause surface cooling by reducing both ocean convection and the entrainment of warm subsurface waters to the surface. Over the twenty-first century, Antarctic meltwater is expected to alter the pattern of projected surface warming as well as having other climatic effects. However, there remains considerable uncertainty in projected Antarctic meltwater amounts, and previous findings could be model dependent. Here, we use the ACCESS-ESM1.5 coupled model to investigate global climate responses to low and high Antarctic meltwater additions over the twenty-first century under a high-emissions climate scenario. Our high-meltwater simulations produce anomalous surface cooling, increased Antarctic sea ice, subsurface ocean warming, and hemispheric differences in precipitation. Our low-meltwater simulations suggest that the magnitude of surface temperature and Antarctic sea ice responses is strongly dependent on the applied meltwater amount. Taken together, these findings highlight the importance of constraining projections of Antarctic ice sheet/shelf melt to better project global surface climate changes over the twenty-first century. Significance Statement Antarctic ice sheets and shelves are melting, adding meltwater to the Southern Ocean and changing the ocean circulation. Antarctic meltwater stratifies the upper ocean, resulting in cooling of the surface Southern Ocean but warming at depth that could accelerate ice shelf melting. Coupled climate models used to project twenty-first-century climate do not represent ice sheets or shelves, neglecting important climate impacts. Here we conduct meltwater simulations with a coupled climate model and find that the magnitude of climate responses is strongly dependent on the applied meltwater amount. This highlights 1) the importance of constraining Antarctic meltwater projections to better project global climate over the twenty-first century and 2) that it is important that Antarctic meltwater be represented in future-generation coupled climate models.

Historically, arms races generate a great deal of interest both in the academia and policy circles for a variety of reasons. They are widely believed to have significant consequences for states' security. In the debate over their consequences, one side holds that arms races increase the probability of war by undermining military stability and straining political relations. The opposing view holds that engaging in an arms race is often a state's best option for avoiding war when faced with an aggressive adversary. The 21st Century is witnessing the return of arms race amongst states. Coupling with the advancements in technology, the menace of arms race in the 21st Century, therefore, if not curtailed could lead to war more devastating than witnessed in the last century. Using basic content analysis the study revealed that the 21st Century arms races are mainly in the area of nuclear weapons, hypersonic missiles, missile defence, cyber-warfare, and space weaponisation. The arms races are prominently amongst the world’s great powers such as the United States of America, Russia, and China as well as developing states like Iran and North Korea. This study discovered that nuclear weapons are still at the forefront of arms race in the 21st Century, despite efforts to reduce their role in global affairs and to negotiate further reductions in quantity. Also, states like the USA, China, and Russia are exploiting the advantage of speed and manoeuvrability to engage in arms race in hypersonic missiles. This has prompted nations to compete in the development of missile defences in order to counter the present missile threats. Furthermore, in anticipation for future warfare, nations such as the USA, China, and Russia are in arms race to weaponsise space by deploying space to space, earth to space and space to earth weapons, where appropriate. War in the 21st Century could in turn lead to more human, material, and environmental casualties due to the latest advancement in technologies and modernisation of existing weapons and associated equipments. Consequently, measures are needed to ensure that arms races in the 21st Century, if not eliminated, are reduced to the barest minimum in order to promote international peace and security. Renewed commitments on existing arms control measures, formulation of new arms control measures, and the complete elimination of nuclear weapons are the measures that could be considered.

Unveiling Whiteness in the Twenty-First Century: Global Manifestations, Transdisciplinary Interventions is a tightly interconnected and richly collaborative book that will advance our understanding of why it is so difficult to re-form and reimagine whiteness in the twenty-first century. Composed after the election of the first black U.S. president, post-global financial crisis, more than a decade after 9/11, and concomitant with a rash of xenophobic incidents across the globe, the book distills several key themes associated with a post-millennial global whiteness: the individual and collective emotions of whiteness, the recentering of whiteness through governing and legal strategies, and the retreats from social equity and justice that have characterized the late twentieth and twenty-first century nation state. It also attempts the difficult work of reimagining white identities and cultures for a new era. Chapters in Unveiling Whiteness in the Twenty-First Century draw from the fields of African-American studies, English studies, media studies, philosophy, political science, psychology, sociology, education, and women’s studies. Using transdisciplinarity as a mode of inquiry for the project and responding to the changing phenomenon of whiteness across several continents (Australia, Canada, France, Romania, South Africa, Sweden, and the United States), the collection brings together established and emerging scholars and a range of critical approaches to unveil and intervene in the ideologies of whiteness in our contemporary moment. Unveiling Whiteness in the Twenty-First Century demonstrates that complex inquiry and activism are needed to challenge new iterations of whiteness in twenty-first-century political and social spaces.

The paper assesses the globalization of democracy in the twenty-first century. It identifies factors and processes that have enhanced the global spread of democracy in the twenty-first century. Such factors include globalization of democratic principles, the growth of democratic development institutions, the growth of international civil society organizations, the roles of the international press among others. It identifies challenges facing the process as consisting of the spread of global inequality, the illiberal domination of power by hegemonic forces in the international organization. It concludes that through adoption of open and transparent government by states in the contemporary period, frustration of forceful take-over of power by the military authorities, welfare promotion and enforcement of international human right laws democratic development will be enhanced in global system in the twenty-first century. Keywords: Global. Globalization. Democracy. Democratic Development, Twenty-First Century.

The present work assesses spring and summer precipitation over North America as well as summer precipitation variability over the central United States and its SST links in simulations of the twentieth-century climate and projections of the twenty-first- and twenty-second-century climates for the A1B scenario. The observed spatial structure of spring and summer precipitation poses a challenge for models, particularly over the western and central United States. Tendencies in spring precipitation in the twenty-first century agree with the observed ones at the end of the twentieth century over a wetter north-central and a drier southwestern United States, and a drier southeastern Mexico. Projected wetter springs over the Great Plains in the twenty-first and twenty-second centuries are associated with an increase in the number of extreme springs. In contrast, projected summer tendencies have demonstrated little consistency. The associated observed changes in SSTs bear the global warming footprint, which is not well captured in the twentieth-century climate simulations. Precipitation variability over the Great Plains presents a coherent picture in spring but not in summer. Models project an increase in springtime precipitation variability owing to an increased number of extreme springs. The number of extreme droughty (pluvial) events during the spring–fall part of the year is under(over)estimated in the twentieth century without consistent projections. Summer precipitation variability over the Great Plains is linked to SSTs over the Pacific and Atlantic Oceans, with no apparent ENSO link in spite of the exaggerated variability in the equatorial Pacific in climate simulations; this has been identified already in observations and atmospheric models forced with historical SSTs. This link is concealed due to the increased warming in the twenty-first century. Deficiencies in land surface–atmosphere interactions and global teleconnections in the climate models prevent them from a better portrayal of summer precipitation variability in the central United States.
