Achieving Europe's sustainable development goals by 2030 is conditioned by the transition to the circular economy. Turning waste into resources is one of the key phases in driving this process. The paper presents the sectors in Mehedinţi County that are involved or have proposed long-term objectives in the field of waste.

Water is an irreplaceable resource for humanity. On average, 65% of the weight of the human body is water, but it is present in the structure of the whole flora and fauna of the planet. Moreover, for many plants and animals, water is their living environment. Extensive use of water in industrial processes, inadequate waste water treatment, exponential demographic growth have made water from a resource available to everyone in a depleted resource. Sustainable development is a component of integrated water resource management.

Solids show the feature of internal friction and the feature of fatigue. As a cause for the both features we assume the migration of atomic items. The driving forces for the migration of the atomic items can be mechanical stress gradients and temperature gradients. In an earlier publication formulas have been derived for the internal friction and for the fatigue. From these formulas follows a relation between internal friction and fatigue. The mechanical stress gradients are the cause of the background of internal friction which shows a monotonous rise with temperature. Temperature gradients in the solid can be produced by total internal friction. In contrast to the background of internal friction the temperature dependence of the total internal friction shows maxima and minima. Because of the relations between internal friction and fatigue the temperature dependence of fatigue shows that the fatigue is caused by temperature gradients. The relation between internal friction and fatigue also shows the influence of the internal friction on the fatigue curve.

The constitutive modeling of aluminum alloy under warm forming conditions generally considers the influence of temperature and strain rate. It has been shown by published flow stress curves of Al-Mg alloy that there is nearly no effect of strain rate on initial yield stress at various temperatures. However, most constitutive models ignored this phenomenon and may lead to inaccurate description. In order to capture the rate-independent initial yield stress, Peric model is modified via introducing plastic strain to multiply the strain rate, for eliminating the effect of strain rate when the plastic strain is zero. Other constitutive models including the Wagoner, modified Hockett–Sherby and Peric are also considered and compared. The results show that the modified Peric model could not only describe the temperature-and rate-dependent flow stress, but also capture the rate-independent initial yield stress, while the Wagoner, modified Hockett–Sherby and Peric model can only describe the temperature-and rate-dependent flow stress. Moreover, the modified Peric model could obtain proper static yield stress more naturally, and this property may have potential applications in rate-dependent simulations.

Numerical simulations have been performed to analyze the interaction of confined coaxial high-swirl jets in both cases: isothermal and reactive flows. Besides different setups of swirl injectors have been tested to study the influence of swirl in the flames for both stoichiometric and lean mixtures. The aim was to quantify the nitrogen oxide emissions as well as the flow pattern for different swirling annular air jet and non-swirling inner fuel jet. This simple setup is widely used in burners to promote stabilized flames of lean mixtures producing ultra low NOx emissions.

In this work, novel types of internally reinforced hollow-box beams were structurally optimized using a Finite Element Updating code built in MATLAB. In total, 24 different beams were optimized under bending loads. A new objective function was defined in order to consider the balance between mass and deflection on relevant nodal points. New formulae were developed in order to assess the efficiency of the code and of the structures. The efficiency of the code is determined by comparing the Finite Element results of the optimized solutions using ANSYS with the initial solutions. It was concluded that the optimization algorithm, built in Sequential Quadratic Programming (SQP) allowed to improve the effective mechanical behavior under bending in 8500%.Therefore, the developed algorithm is effective in optimizing the novel FEM models under the studied conditions.

The current global industry depends to a large extent on oil, gas and products. Hydrocarbons form of oil and its derivatives have become the main source of energy for the majority population. Crude oil, through its many uses is very important because it is cleaner than coal and cheaper and easier to transport than natural gas. Sometimes it called "black gold" and provides nearly half of the energy used in the world. Without it, would block transportation and large industrial equipment or thermal power plants could not operate. All activities of an organization involve risks and risk management is the process of substantiating the decision, taking into account the effects of uncertainty on objectives materialize and the establishment of measures and actions needed. To have the expected effectiveness within the organization, risk management must become an integral part of the administration, politics and culture of the organization. Environmental risk management differs significantly from other types of risk management due to the fact that its particular characteristics reflecting the complexity of the environmentEnvironmental risk management is an integral part of the overall management system. Establishing detailed integration or interaction management system risk management system or environmental management systems implemented by the organization must not lead to increase resources needed for this process.Safety and environmental issues top the agenda remains in the oil and gas companies when it comes to risk management. Oil and natural gas, both extraction and transport, has a range of important risks both to workers from these activities by accidents at work are exposed to people from neighboring villages (major accident) and for the environment. This paper presents theoretical and practical considerations regarding the implementation of the concept of risk management in their activity in the oil and gas industry and emphasizes the aspects of the environmental risks of oil industry. In the first part of the paper theoretical considerations are made on risk management and risk management standard. In the second part also presents practical aspects of how risk management is implemented in the oil and gas industry.

According to new IMO regulation on cyber security, Lloyd’s Register approach, American Bureau Ship regulation, the guidelines edited by BIMCO, CLIA, ICS, INTERCARGO and INTERTANKO and DNV-GL-RP-0496, it has become necessary that academia, Maritime Universities should adopt quick solutions in developing lectures notes in Maritime Cyber Security in order to prepare the academia teachers in cyber security on ships and also for training future students according to the new realities in the Maritime Transport industry and its new risks. At Constanta Maritime University (CMU) we have decided to become more involved in shaping new skills and capabilities for our students and industry partners. Therefore, maritime in September 2017 we will be launching the new CMU Research Center in Maritime Cyber Security at the Black Sea coast.

Powder metallurgy products may be started from powders with widely varying oxygen affinity. Thus the natural oxygen content of the powder compacts also varies in reducibility in the early stages of sintering. Here it is shown that prealloyed powders containing Cr require higher temperatures for oxygen removal than e.g. unalloyed or Ni-Cu alloyed grades. In case of powder mixes of base iron powder with Cr, Mn or Si, oxygen transfer from Fe to the additive powders may occur during heating up to sintering temperature, the “internal getter effect”. A similar effect can be observed in Cr prealloyed powders in which iron oxides initially present on the powder surfaces are transformed to more stable oxides in a fairly early stage of heating. Finally, also the formation of CH4observed when sintering alloy steels containing Si, Mn or Cr in H2can be attributed to an oxygen transfer effect.

In this paper, anodic oxidation of sulphite ions on skeletal nickel based platinum nanoparticles electrode (6 layers) in aqueous alkaline solution was investigated in order to find the relationship between kinetic parameters and sulphite concentration. The purpose of this research is both to understand the oxidation mechanism and determine optimal parameters for oxidation process. Electrochemical behavior of sulphite ions has been studied by cyclic voltammetry and linear polarization. Tafel method was used in order to determine kinetic parameters and electrochemical impedance spectroscopy studies were performed to confirm the oxidation mechanism. For a complete characterization of sulphite electrooxidation process chrono-electrochemical methods (chronoamperometry, chronopotentiometry, chronocoulometry) were used.
