We review the research on global food demand and examine modeling efforts to address the complexities of dietary transitions. We also highlight challenges affecting the economic feasibility of dietary targets aimed at promoting both human health and environmental sustainability (e.g., EAT-Lancet). The relationships among income, prices, and food demand play an important role in understanding how economic growth impacts nutrition and sustainability. As countries become more affluent, and food accounts for a smaller share of income, dietary transitions often lead to increased consumption of both resource-intensive and energy-dense foods. Modeling strategies must account for these dynamics to accurately project future resource needs and nutritional outcomes. Research should also consider the cost of healthy diets within the context of both food and nonfood expenditures. When both are considered, considerably fewer people can afford proposed sustainable diets. Economic, environmental, and health perspectives should all be integrated when developing strategies to promote healthy and sustainable diets.

A growing literature on agricultural productivity in low- and middle-income countries has asked whether the gender of farmers may influence the level or growth rate of productivity. Using new data at the plot level, researchers have compared the productivity of plots managed by men and women. Expanding these analyses to include jointly managed and collectively managed plots has provided new insights. A promising trend, especially for contexts where family farms are managed as a unit, is to consider the productivity implications of specific characteristics of household members and their roles in farming. Women's empowerment and expanded roles in decision-making have been shown to improve household-level agricultural productivity. But as rural landscapes are transforming, it is also important to consider the gender and productivity issues arising in commercial and medium-scale farms, in contract farming and outgrower schemes, and in wage labor in agriculture. This article identifies both the potentials and limitations of different research methods and approaches.

While the role of social transfers in reducing poverty and encouraging welfare-enhancing behaviors is well-established, emerging evidence shows that they also significantly impact both political and social attitudes and behaviors. This article undertakes a systematic review of the quantitative evidence on these typically unintended impacts, highlighting a broad set of outcomes related to both citizen–citizen (horizontal) and state–citizen (vertical) relationships. We identify mixed findings. Although social transfers have been shown to enhance political engagement, institutional trust, and social cohesion, other studies suggest they may undermine these outcomes. We highlight key factors that may explain these varied findings, highlighting both characteristics of the recipients as well as features of the governance and the programs themselves.

This essay discusses three themes of my scholarly life from my student days up to today. They involve technological change, environmental accounting, and energy-climate-economic analysis. These themes have common analytical roots in the economic theory of public goods and encounter thorny issues of governance because of the Westphalian roots of international law and practice. Many of the issues, such as devising measures of natural capital and the need for strengthened international institutions, are just as pressing today as they were during my student days in the 1960s. In writing this, the enduring insight is that hindsight is the best foresight.

This article reviews the literature on the political economy of agricultural and food policy in sub-Saharan Africa. In doing so, it first presents a conceptual framework highlighting that agricultural and food policy decisions are contingent on the intersection between governance structures, the preferences and pressures from societal interest groups, and international dynamics. The interrelations among these three factors are then examined across several different sets of policy instruments that have been the focus of traditional political economy research in the region: trade, tax, and marketing policies; public investments and regulations; input and food subsidies; and cross-cutting policies for value chain development. Recognizing several broader demographic, technology, and governance transitions in the region, the article also highlights key areas for future analysis that examine the role of cities in food policy, the possibilities presented by expanded mobile phone and Internet access, and the efficacy of new public administration modalities for policy implementation.

The focus of this review is the shadow economy (SE) in agriculture. Our research aim is to empirically quantify the SE in the agricultural sector based on data collected in the EU-15 member states from 1996 to 2019. We apply the multiple indicators multiple causes model to estimate the levels and development of the SE in these countries. Furthermore, we investigate how the size of the agricultural SE differs between the EU-15 member states and how it affects the economy overall. The results show that (a) the main potential for SE lies in agricultural subsidies, the effects of taxation, the share of imports, and factor income in agriculture; (b) certain patterns and differences exist among the countries, which can be associated with the north-south-west divide; and (c) there are higher levels of SEs in agriculture compared to in the overall economies. This review emphasizes the potential for measuring the SE in agriculture, while recognizing current methodological limitations. Recommendations include diversifying methods, standardizing definitions internationally, and enhancing theoretical foundations. Furthermore, expanding research to include more regions and improve visibility and transparency in measurements is crucial if informed policy is to be made to benefit agriculture globally.

We review the literature on the performance of groundwater institutions, including command-and-control (CAC) approaches, market-based institutions (MBIs), and voluntary approaches, and evaluate how they will perform as agriculture adapts to climate change. Both CAC approaches and MBIs lead to uneven distributional impacts on farmers, and voluntary approaches have not been successful in reducing water withdrawal on a large scale. A polycentric approach of regulation plus local management might perform well. Climate change will increase the irrigation demand for groundwater and demand flexible and properly scoped institutions that attend to local conditions.

Little progress has been made in reducing deaths from chronic noncommunicable diseases associated with being overweight or obese worldwide, prompting the World Health Organization and others to recommend the implementation of taxes on sugar-sweetened beverages (SSBs). In response, SSB taxes have been widely implemented over the last decade, and a burgeoning literature aims at understanding their effects. We assess the state of knowledge regarding the impacts of SSB taxes and provide context for the results reported to date based on the recent consumer behavior literature and incentives of supply-chain intermediaries in modern food markets. Evidence suggests only a portion of a tax on distributors or manufacturers is passed forward to consumers, inducing only mild and highly variable impacts on SSB purchases. We argue that the literature provides no consistent evidence that SSB taxes have incentivized increased purchases of healthier beverages and caused overall SSB consumption to decrease. Finally, we consider the efficacy of SSB taxes, alone or in combination with other policies, as part of jurisdictions’ policy goals, including promoting healthier diets, generating revenue, and improving equity.

This review evaluates three micro and three macro estimation approaches to determine whether unrealistic differences exist in estimating the size of nonobserved/shadow economies. While some macro-MIMIC estimates are higher than estimates using the statistical discrepancy approach, when adjusting for double-counting, MIMIC approaches provide similar results. Macro approaches usually cover not only typical shadow economy activities, but also voluntary work, do-it-yourself activities, and classical crime activities; by nature, macro approaches will lead to higher and more accurate estimates than micro approaches. However, if certain adjustments are made, the estimated size of the shadow economy using the MIMIC approach comes close to the size of the shadow economy indicated by micro survey approaches. Hence, claims that macro approaches are unrealistically high and rely on unrealistic assumptions must be reconsidered.
