This paper explores social work students' perspectives of online fieldwork practice that emerged due to sudden disruption in field placement as a result of the outbreak of COVID‐19 in India. We have recruited and interviewed 32 Master's students from five north‐Indian universities to participate in the research. The study's findings highlight ill‐equipped agencies lacking social work components in online/virtual field placement. Also, ethical dilemmas in working virtually, disconnectedness from the field, and superficial supervision were experienced by the students. The study result implies the urgent need to develop and innovate a pedagogical approach to deal with uncertainties and crises like the COVID‐19.

Abstract This article aims to raise and empirically test whether complexity and ambiguity would affect the intent to apply for public assistance in the case of South Korea. Results of regression analysis reveal that the complexity of the application process has led to a greater decline in the intent of the poor to apply, possibly because the present bias is relatively greater. These outcomes indicate that the ambiguity aversion attitude of the poor was not different from that of the non‐poor. However, when ambiguity is combined with complexity, it has an additive effect, lowering the intention to apply. From these findings, understandable policy manuals should be provided to potential applicants of assistance services and multiple forms, and evidence materials should be simplified in public assistance. Finally, in terms of behavioral economics and social policy, decreasing the complexity and ambiguity could “nudge” the Non‐take‐up and encourage them to apply for selective welfare programs.

The first wave of the pandemic caused due to COVID‐19 was marked by a complete lockdown in India in March 2020. This unprecedented time and global health crisis pushed everyone indoors and compelled all employees to work from home (WFH). This study is an attempt to explore the challenges and possibilities of the WFH scenario in the context of working women in India. Around 203 women professionals participated through Google form questionnaire from May–June 2020 to fathom the impact of lockdown while working in the WFH format. This study employs the ‘the Standpoint theory’ and the theory of ‘Performative action’ by Judith Butler to grasp the work‐life balance and gender roles in family spaces. The results of the study have shown that although the spouses of these women are sharing some responsibilities of household and children, but still the main onus rests on women's shoulders. The identities attached with their working and non‐working status have been fused with the arrival of paid work at home. The majority of the respondents reported that they have to give a big share of their time to household activities by compromising their work efficacy on the job.

Abstract Taking a nomadic community in Inner Mongolia autonomous region of China as an example, this paper analyzes the local characteristics of chronic diseases suffered by families and nomads in the nomadic area of Inner Mongolia and puts forward the problem of ignoring the local cultural and ecological factors in the social welfare system dealing with the chronic diseases of nomadic area. The paper describes disregard of the welfare system, institutions, communities, families, and individuals of chronic diseases in the nomadic area and points out that social work practice research should be carried out based on the cultural and ecological relevance and local knowledge of the nomadic area. It is believed that the family healthcare model suitable for nomadic area has practical significance for effectively dealing with chronic diseases in the nomadic area.

Abstract This study explored the effects of the factors on independent living readiness among youth under out‐of‐home care. Specifically, this study focused on the effects of caregivers' autonomy support and psychological capital on independent living readiness through personal growth initiative. A total of 215 youth who were expected to be discharged from caring institution within three years were gathered for the survey, and the final sample was 194 after excluding incomplete responses. Structural equation modeling with Mplus (version 7) was used to test research model and hypotheses in the study. Results showed that the research model was appropriated with several fit indices satisfied and that all the hypotheses were supported. Also, direct and indirect effects of independent variables were fully supported. However, the indirect effect of psychological capital was marginally significant. The results implicate that both caregiver's autonomy support and psychological capital are important for increasing personal growth initiative and that personal growth initiative served as a motivation to facilitating the readiness for independent living among children under institutional care.

Abstract The purpose of this study is to theoretically and empirically examine whether public spending in education, health care, and welfare service operates as a fruitful investment in welfare states, which has been implied in the literature of social investment arguments. Based on comprehensive review of existing literature, this study suggested a tripartite mechanism of social investment effect of such spending, that is “enhancement of human capital,” “support for labor force participation,” and “job creation.” To find the empirical evidence, a pooled time‐series cross‐section analysis was conducted with the data of 15 advanced welfare states from 1980 to 2015 using estimation technique of fixed‐effect model. The results confirmed that public spending in education, health care, and welfare service had a positive medium‐term as well as long‐term effect on economic performance, while cash‐type welfare spending had an obscure or no visible effect on economy. Government consumption that is a proxy and control variable of size of the welfare state showed a positive effect on real GDP in the medium term but a negative effect in the long run. In conclusion, this study suggests that reinforcing social services should be recognized and dealt with as essence of social investment strategy.

Abstract This article studies whether the pursuit of foreign aid for counterterrorism purposes militarizes or mitigates terrorism. It focuses on the USAID and official development assistance (ODA) flows to Pakistan, which recently has experienced an increase due to the presence of deadliest terrorist organizations. By using the time series data from 1985 to 2016, the paper investigated the foreign aid and terrorism nexus for pre‐9/11 and post‐9/11 periods. The empirical estimations of autoregressive distributed lag bound testing approach reported that an increase in military expenditures fuels terrorism in post‐9/11 period and the ODA helps to control terrorism from the country. On the contrary, USAID reported insignificant response toward terrorist attacks in pre‐ and post‐9/11 periods, suggesting that the foreign aid from the United States has no significant impact on counterterrorism policies for Pakistan. The outcomes of the current study can be utilized in policymaking of counterterrorism and to explore the nexus between foreign aid, terrorism, and military expenditures. The paper concludes that the concerns about the use of foreign aid as counterterrorism tool are warranted, but that actual manifestations are nuanced.

Abstract This article reviews the development of childcare policies and services in Hong Kong after the handover, gauging it with two standards: promoting the equal development of children and gender equality in our society. Statistics derived from data taken from multiple sources show that the government has been sticking to a “positive non‐intervention approach” to welfare development and that the male breadwinner/female carer model prevalent in this region was shaped and strengthened by current childcare policies and services. The current provision of childcare services is insufficient to guarantee the equal use of childcare among children of different socioeconomic backgrounds, or to ease the tension between the needs of childcare and job requirements in a family, or to emancipate married women from the domestic sphere. A “generative welfare approach” that collects fiscal resources and redistributes them strategically with a systemic mind‐set has been suggested for social policy and service planning, including spending the money in the right place, launching smart and practical policies that can achieve both pragmatic effects and ideological improvement in the area of gender equality, providing financial support or subsidies to a company for the provision of parental leave, and increasing the provision of quality childcare services.
