This scientific article examines a comprehensive analysis of the problems of functioning of the state financial control system in the Russian Federation (hereinafter referred to as SFC). The study is based on identifying and systematizing key shortcomings in the State Financial Control System (SFCS) that negatively impact the efficient use of budget funds and the level of financial discipline. The study identifies the causes of the identified problems, including: an inadequate regulatory framework, insufficient interagency cooperation among regulatory bodies, and a shortage of qualified personnel. Measures aimed at enhancing the SFCS system's effectiveness, transparency, and accountability are proposed as areas for improvement. These include strengthening the legal framework, optimizing coordination mechanisms between control bodies, and developing human resources. The results of the study provide recommendations for enhancing the effectiveness of the state financial control system and ensuring the country's macroeconomic stability.

The article examines the concept of socio-political culture through the lens of social-philosophical analysis. The aim of the work is to overcome the fragmentation of interdisciplinary research by proposing a holistic vision of this phenomenon as a system of historically established axiological-normative, cognitive, and behavioral patterns that determine the nature of the interaction between society and the political system. Special attention is paid to the conceptual content, which includes the axiological-ideological matrix, socio-political practices, and institutional forms. It is argued that the social-philosophical approach is precisely what allows for the identification of the profound worldview foundations and anthropological prerequisites of political behavior, revealing socio-political culture as a fundamental factor in the stability and variability of the social order.

The traditional surgical education model ("see one, do one, teach one") no longer meets contemporary patient safety standards. Simulation training, based on the principles of deliberate practice, is a fundamental component of modern medical education. To conduct a comprehensive analysis of the current state of surgical simulation training, summarize data on the efficacy of various training formats, including the development of Non-Technical Skills (NTS) and economic profitability, and identify promising future directions for simulation technologies in CIS countries. A systematic narrative review of domestic and foreign literature (2003–2025) was performed. Various training formats (dry-lab, wet-lab, VR technologies) were analyzed, and indicators of proven efficacy were examined, including the skill transfer coefficient, Return on Investment (ROI), and the impact on non-technical skills. The combined approach (dry-lab → VR → wet-lab) provides optimal training, achieving a skill transfer coefficient in clinical practice of up to 88.9%. A 91.7% increase in surgeon confidence and a 58.3% reduction in operative time were noted. Simulation has proven effective in developing NTS and demonstrates a positive ROI due to reduced complications. Simulation infrastructure is actively being developed in CIS countries. Conclusions: Simulation training has proven its effectiveness and is an integral part of surgical preparation. Key challenges (high cost, simulation gap) were identified, and practical recommendations were proposed. Future development is linked to the integration of Artificial Intelligence (AI), the advancement of telesimulation, and the standardization of competency assessment.

The obtained information significantly supplements the existing materials on the eco-biology of ducks and can be used to adjust hunting parameters in suburban hunting grounds. The data are of practical interest to the Ministry of Environmental Protection of Azerbaijan, as they can be used in the cadastral records of the Absheron Peninsula's forest-park green belt - the green areas of the cities of Baku, Sumgait, and Ganja. The available data on parasite fauna and the incidence of infectious diseases can be used in the work of the Veterinary Department of the Republic of Azerbaijan.

In the process of researching the causes of exceptionally poor "survivability" in Russia and the world of newly created enterprises, a list of the main tasks that the owners of each newly created enterprise are forced to solve has been formed for the first time. Original methods and tools are proposed to strengthen competitive market positions and improve the "survivability" of newly created enterprises. The reasons that objectively limit the use of published methods and tools by the owners of newly created enterprises have been identified. The necessity of forming a group of state institutions (quasi-competitors) to promptly provide assistance to newly created enterprises in the administrative-territorial entities of the country (including assistance not only in solving basic tasks, but also in temporarily reducing the tax burden) is proposed and justified (on a qualitative level).

The quantitative determination of the amount of chlorophylls in the grass ofthe Agastache rugosa by spectrophotometrywas carried out. Optimal pigment extraction conditions have been developed to maximize the yield of the target compounds. It has been shown that effective extraction is achieved using 95% ethyl alcohol (raw material:extractant ratio 1:30), a grinding degreeof 1 mm and an extraction timeof 90 minutes. Chlorophyll a has been identified as the dominant pigment (analytical wavelength 664±2 nm). The maximum amountof chlorophylls in the grass of the wrinkled mulberry was 9.30%, which indicates the prospectsof this plant asa source of valuable pigments.

To ensure compliance with legal norms, our country has developed an effective monitoring and response mechanism based on the practical application of the oversight function. This is particularly evident in the case of adherence to the letter of the law in the field of financial law, and more specifically, budgetary law, regarding the implementation of legislation in the field of state and municipal procurement. This article is devoted to the practice of prosecutorial supervision and the detection of official crimes in the Zabaykalsky Krai as a whole and its individual districts. The research is based on the provisions of the legislation of the Russian Federation, orders of the Prosecutor General's Office, and other legislative acts. Emphasis is placed on the use of related requirements for the implementation of procurement legislation by the control and audit bodies of the Ministry of Finance of the Russian Federation, the Treasury of the Russian Federation, the Prosecutor's Office of the Russian Federation, represented by the interdepartmental working group on combating crime, and a number of other authorities. The study utilized materials from inspections of procurement activities at the Ministry of Health of the Zabaykalsky Krai and institutions subordinate to it, in particular, the Tungokochenskaya Central District Hospital; the Ministry of Natural Resources of the Zabaykalsky Krai; and a number of other budgetary institutions. The main violations identified by procurement participants included discrepancies in the initial (maximum) contract price, failure to meet deadlines for completion, payment, and advance payments for contract work. Based on the results of this study, we believe it is possible to strengthen cooperation with Rosfinmonitoring, the Federal Tax Service, the Federal Antimonopoly Service, the Treasury, the Ministry of Internal Affairs, and the Federal Security Service of Russia to identify unscrupulous participants in public procurement. Future practice should be based on disqualifying such participants and preventing them from using budgetary funding.

This study investigates the acid‑catalyzed condensation between allantoin and dicyandiamide, focusing on the structural identification of nitrogen‑rich intermediates and final products. The reaction system was examined under controlled reflux conditions, allowing the isolation of two major fractions, designated LG‑5A and LG‑5B. FTIR spectroscopy was applied as the primary analytical technique to evaluate functional‑group transformations, including shifts in carbonyl, amide, imide, and guanidine‑related bands. LG‑5A demonstrated sharper, well‑defined peaks, suggesting a more ordered condensation product, while LG‑5B exhibited broader absorptions, consistent with higher hydrogen‑bonding or partial unreacted material. The results support a mechanism in which dicyandiamide undergoes nucleophilic addition to the ureido carbonyl of allantoin, followed by dehydration and formation of extended C–N conjugation. These findings contribute to a deeper understanding of urea‑ and guanidine‑based frameworks, which are relevant in polymer science, functional materials, and nitrogen‑rich compound design.
