DOI: 10.26439/contratexto2020.n033.4786 In this article, we intend to systematize the networking experience for the Global South Free Culture Meeting, based on the collective construction of the first meeting, entirely virtual, held in 2018. As a method for our reflection, we used the content analysis of the thematic tables, recorded in videos, and participant observation. In our theoretical approach, we bring the debate around the construction of commons and the problematization of the free term in the current political and social context of Latin America, seeking to articulate it with the concept of community cultural production. Then, we present a summary of the process of construction of the Meeting and also of the topics discussed at the event, recording the planning for its continuity. Finally, we believe that the meeting favored the strengthening of the free culture movement in the Global South, which presents itself as an alternative for the construction of common cultural assets based on the differences and peculiarities of these territoriesand contributes to mitigate their inequalities.

"Nosso objetivo é debater sobre a importância da descolonização do pensamento comunicacional para a Comunicação na América Latina. Assim, levantamos algumas provocações capazes de contribuir para uma discussão mais complexa sobre outras epistemologias e metodologias que emerjam de realidades originais e autóctones e de contextos concretos que nos afetam, mas que nem sempre são observadas sob critérios cabíveis à nossa história e à nossa realidade empírica. Desta forma, acreditamos que conseguiremos dar um protagonismo maior aos processos sociais circundantes e não ficaremos restritos a perspectivas binárias que reconhecem apenas a recepção e/ou produção. Para isto, realizamos aproximações e confrontações teóricas sobre a construção do pensamento ocidental e suas epistemologias para então discutir sobre a constituição das Ciências Sociais e da Comunicação enquanto campo e de sua trajetória dentro da América Latina. Ao fim, propomos uma aproximação a partir de uma proposta de operacionalização das mediações e da perspectiva transmetodológica que se constituem como dois potentes caminhos para pensar de forma concreta as configurações metodológicas a partir da América Latina."

This paper aims to present the most representative singularities and irregularities of former candidate Jair Bolsonaro in publicity videos broadcast during the 2018 presidential campaign focused on the use of body language. Through the qualitative methodology with procedure in the analysis of images and videos with inspiration in concepts of semiotics of culture. The analysis made it possible to understand that body language is relevant in the electoral period, since it is a time when candidates are more sympathetic, allowing spatial limits to be reduced, in addition to aggressive speeches and strange props that make up the semiosphere of the electoral campaign.

The present article seeks to provide some tentative insights on the recent constitution of on-line film archives in Chile, paying special attention to the initiatives ―linked to the promotion and diffusion of their collections― developed within the three main universities of the country: The University of Chile, the Catholic University and the State’s Technical University (now USACH). These initiatives will be conceived of as being part of the global frame of “delocalization of contents” and “pixelization of collections”, which will be discussed as consequences of a fundamental turn in archive practices resulting from the irruption of digital technology. Combining empirical cases with theoretical reflections, this article will critically examine and compare the architecture and devices of the different platforms of consultation that these three institutions have made available to users.

Abstract. The present article aims to present a reflection, within the Ibero-American context, on the use of digital resources in the classroom and its relationship with media education to highlight common points and diverse strategies in addressing both aspects in education systems, as well as to establish the main challenges for a real media education that could take advantage of new technologies in the classroom. The methodology used for this purpose is mainly based on a systematic review of the litera­ture on the subject performed between the years 2012 and 2018. Moreover, the article addresses some of the results of the “Citizen’s media competencies in emerging digital media in university environments” project (2016-2019) from the National Research, Development and Innovation (I+D+I) Plan of the Spanish Government. Additionally, it presents reflections from experts in media competency of the Euro-American inter-university research network Alfamed. The main conclusions include specific initiatives and particular experiences, but they do not imply an integral and innovative use of information and communication technologies. Beyond the inequality in access oppor­tunities, Ibero-American countries make instrumental use of technological resources in the classroom and their potential is not used for a real media education based on innovation in methodologies that could address the challenges that current education system is facing. This article, more than providing new results, entails a systematiza­tion and a comparative framework on the evolution, innovative experiences and current situation of the use of technologies in education in different Ibero-American countries.

Rio de Janeiro was elected in 2013 as the “Smart City of the Year” by the Smart City Expo World Congress, a fair held in Barcelona. The capital of the state of Rio de Janeiro was highlighted with the project Gestão de Alto Desempenho (High Performance Management) which includes the subproject Centro de Operações Rio (COR – Rio Operations Center). COR is a monitoring center that has 1,500 video cameras and analyzes data received in real time from several technological sensors scattered throughout the city. This is the result of an agreement between the city hall and several technology companies. The initiative is supported as part of the belief in a model of “polisdigitocracy”, a word that, according to former Mayor Eduardo Paes, means the digital version of Greek democracy for cities in the 21st century. This article is based on an ongoing investigation. It intends to evaluate —through discourses of the actors directly involved in the project— how the idea of smart city in Rio was put into practice. The research aims to analyze if technology is being used as another strategy for the city to have its destiny defined by the experts or if the word “intelligence” also includes the knowledge of the residents.

Graffiticity is a space of action in which graffiti artists esthetically take the city and transform it into an image-producing platform. The proposal of this essay is a reflection on the urban landscape as a narrative through the action of graffiti artists, contemporary agents of communication and appropriation of urban space. Said space is a territory of moving metaphors that, in its ephemeral nature, gathers points of dialectical tensions; a landscape rhymed by the interaction of the moving observer that produces glances in the urban interstices, since the observer’s body is also there wanting to interact. The bystander can perceive fragments of various cities contained in the city, where graffiti artists impose a communication that goes from the aggressiveness to the passivity of the observer and seek to create a territory of hybrid dialogues where tensions, belonging and identity converge. Thus, graffiti acquires a political-social base, generating debate between what is public and private, and questioning the proper concept of art. That foundation is composed of lines or rhizomes, without a center, where the need for identity and belonging emerges.

Pensando os ambientes digitais como espacos publicos virtuais de dialogos e disputas para a producao da hegemonia e obtencao do consenso, o artigo problematiza o conceito gramsciano de “sociedade civil” a luz do ecos­sistema existencial contemporâneo que Muniz Sodre (2002, 2014) define como “midiatizacao generalizada” ou “bios virtual”, questionando a existencia de mecanismos que possibilitem a atuacao de organizacoes da sociedade civil nestes espacos para a mediacao politica entre cidadaos e o Estado na busca por formas mais humanas de se viver. Em seguida, pensando a comunicacao como organizacao do comum, propomos uma reflexao sobre as cidades como espacos privilegiados de negociacao de sentidos partilhaveis e a centralidade da mobilidade urbana na configuracao dos modos como nos comunicamos na cidade e com a cidade. Na esteira deste raciocinio, argumentamos que melho­rias em questoes relativas a circulacao de pessoas e aos sistemas de transpor­tes podem contribuir para a humanizacao dos centros urbanos. Por ultimo, investigamos como o aplicativo MUDAMOS tem atuado nos espacos publicos virtuais para a mediacao do processo de construcao de projetos de lei de ini­ciativa popular sobre mobilidade urbana que visam restituir a nocao de cida­de como um bem comum em Joao Pessoa, Paraiba, Brasil.
