AN ENVIRONMENTALLY THREATENED BAY: ON THE OS35 INCIDENT IN GIBRALTAR WATERSAt the end of August 2022, a collision and subsequent sinking of the ship OS35 occurred in waters close to Gibraltar. Everything seemed to indicate that a major environmental tragedy could occur due to the spectacular nature of the collision, the subsequent break-up of the ship and the rapid and spectacular sinking of the bow in waters close to both the Gibraltarian and Spanish coasts. The Bay of Algeciras/Gibraltar has a special legal singularity derived from the controversies over Gibraltar. Moreover, it is a strategic area with port hubs of great importance in intercontinental navigation that are concentrated in a semi-enclosed area. A large number of shipping accidents have been occurring in these waters. It seems clear that there is a need for coordination mechanisms between Spain and Gibraltar which will help to reduce risks and protect the marine environment. In the current context of negotiations to define a European status for Gibraltar after Brexit, there is an excellent window of opportunity that should not be missed.

Looking at Gibraltar today, its commercial port, tourism, finance centre and its very active political class, one could easily forget just how influential, if not determinative, British military interests are.Therefore, I would like to highlight just how much Gibraltar remains a military base, and how this has historically interfaced with civilian and commercial interests.So the question today is whether Gibraltar is a Monaco or a Rota, or an unusual combination of both.In times of peace, civilian and commercial interests have prevailed, but, for some years now Anglo-American policy has suggested that defence is coming to the forefront worldwide.In January 2024 the drums of war were banging louder not just in Ukraine and Israel but also in the Red Sea, the Baltic, and the South China Sea.It is remarkable that less than 10 years ago a Commander of British Forces Gibraltar told the Gibraltar Chronicle that when he was appointed, he did not know whether it was to switch the lights off on the Ministry of Defence in Gibraltar.How things have changed as the strategic position of Gibraltar as a forward mounting base with nuclear capability has come to the fore of United States/United Kingdom military doctrine.

Contemporary Bilingualism, Llanito and Language Policy in Gibraltar: A Studyhighlights some important language issues in Gibraltar and other multilingual communities, such as minority languages, their survival, and the simultaneous preservation of local identity and proficiency in majority languages.Brexit conversations regarding Gibraltar, and to a lesser extent Covid-19 restrictions, may have an effect on language and linguistic sensibilities on the Rock, by either allowing a greater movement of people and languages, or by limiting them.The status of English as one of the EU's official languages may be called into question post-Brexit.Gibraltar's language policy is unlikely to change to a bilingual one if local identity is threatened.It is ultimately an individual choice of whether to preserve bilingualism among family and friends, or to consolidate native monolingualism and the image of Britishness.

L a historia de las relaciones transfronterizas entre Gibraltar y el Campo de Gibraltar, tras la apertura de la Verja, tiene un precedente en un encuentro celebrado en Segovia los días 6 al 8 de diciembre de 1979.Lo que ya para siempre sería conocido como el Seminario de Segovia, quedó recogido para la historia en una publicación que bien merece figurar en cualquier biblioteca que se precie y que le dedique espacio a estos temas.
