ABSTRACT This article presents a thorough examination of the European Union’s Common Security and Defense Policy (CSDP) in comparison with the educational programs offered by the European Security and Defense College (ESDC), with a specific focus on the High-Level CSDP Course. We conducted a comprehensive analysis using a meta-synthesis research approach. Our research commenced with a Systematic Literature Review and was further validated through a qualitative case study, which included interviews with the 2023 high-Level CSDP course participants. Our research findings highlight the need to prioritize emerging topics such as climate security and identify new areas in cyber and space domains to potentially expand the CSDP. We emphasized the importance of developing strategic approaches to facilitate the dissemination of comprehensive CSDP knowledge generated by the ESDC to higher education institutions. This initiative aims to equip future EU leaders with the necessary knowledge and skills to effectively engage in CSDP-related matters.

ABSTRACT The Ministry of Defence, specifically the Royal Navy, uses the ‘Duty Holder Structure’ to manage how it complies with deviations to maritime laws and health and safety regulations where military necessity requires it. The output statements ensuring compliance are ‘safe to operate’ certification for all platforms and equipment, and the ‘operate safely’ declaration for people who are suitably trained within the organisation. Together this forms the Safety Case. Consider a handgun; the weapon has calibration, design and maintenance certification to prove it is safe to operate, and the soldier is trained to be qualified competent to make predictable judgement calls on how and when to pull the trigger (operate safely). Picture those statements as separate circles drawn on a Venn diagram. As levels of autonomy and complexity are dialled up the two circles converge. Should autonomy increase to the point that the decision to fire be under the control of an Artificial Intelligence within the weapon’s software then the two circles will overlap. This paper details research conclusions within the overlap, and proposes a new methodology able to certify that an AI based autonomous weapons system is “safe to operate itself safely” when in an autonomous state.

ABSTRACT At a time of heightened sensitivity to the military’s role in national security and domestic politics, senior officers are more likely than ever to “play the neutral card” – i.e. to act in ways that simply emphasize their supposedly apolitical role. Two of the dominant schools of civil-military relations theory insist that this is virtually the only card officers can play, positing in effect that any political influence by officers on policy-making is inappropriate. However, a third tradition has long argued the opposite: officers do and should engage in consistent dialogue with civilian principals in the hope of producing better policy outcomes. This article adjudicates between the three perspectives, finding that while the third perspective is most persuasive, it too suffers from serious limitations. We provide a new perspective on how senior officers influence their political environments, highlighting their power and the range of options open to them.

ABSTRACT Although grey zone and hybrid threats, such as cyberattacks, information campaigns, and sabotage against critical infrastructure, are becoming increasingly common in the contemporary world, relatively little attention has been directed to similar threats in the maritime environment. The recent global pandemic, Russian aggression against Ukraine, the Nord Stream sabotage in 2022, the sabotage of the Finnish-Baltic pipeline in 2023 in the Baltic Sea, as well as drone attacks on shipping in the Persian Gulf are but a few examples that illustrate the fragility of international maritime communications. The present article explores the topic of grey zone and hybrid threats within the maritime environment. Based on an analysis of recent security events, particularly hybrid threats in the maritime environment, the article proposes that it is essential to seek a broader role for naval forces in supporting national sovereignty and international law and order regarding the Open Seas. The article aims to conceptualize and explore the foundations of maritime grey zone threats and the new roles of naval forces operating within this new context, asking whether the UN, through the International Maritime Organization, NATO, and the European Union, suffer from “sea blindness” concerning how they are preparing for the new world order.

ABSTRACT This article aims to broaden the understanding of Operational Depth (OD) by rethinking how it can be perceived. The emphasis when doing so is dedicated to cognitive effects, thus another dimension of depth, compared to the mainstream physical- or temporal approaches to depth in military thought. The empirical focus draws on Israel and explicitly the case of the 2006 war between Israel and Hezbollah to provide an example where a lack of physical depth is skillfully handled, hence the title Wizards of Depth. The empiric inquiry is guided by an analytical framework, departing from a theoretical elaboration where OD is approached as a circular trinity: the ability to project, absorb, and manoeuver available coercive assets along offensive and defensive lines of operation. By using this definition in concert with the analytical framework, the article represents a mediation − a dialectic practice between the linear approaches to operations of the West and the more circular, often non-contiguous, and evolving perceptions found further east. When doing so, the article demonstrates how depth can be perceived in various ways, subsequently providing possible avenues to extend depth for actors beyond the Israeli example. A qualitative approach is employed, drawing on extensive fieldwork in Israel.

ABSTRACT How do ideology, foreign policy, and the international system interact with and shape one another? This paper examines the relationship between ideology and foreign policy in the United Kingdom, India, and China and finds three common threads. First, while ideology likely affects foreign policy formulation, the causal mechanisms involved are complex and not necessarily uniform across states. Second, destabilizing forces like populism are increasing around the world with the potential to disturb current conceptions of the international order. Finally, from a policy perspective, distinguishing between a state’s operational and symbolic rhetoric can reduce the likelihood of strategic miscalculation. With these commonalities in mind, we contend that foreign policymakers must approach other states understanding that each state’s domestic situation is unique and that while Sino-American competition looms large in American policymaking, it might not be the driving force behind other states’ foreign policy decisions. ABSTRACTThe Critical Appraisal draws a picture of the current state of the EU Defence Technological and Industrial Base (EDTIB) by building on the 7 Papers included in the Defence Studies Special Issue dedicated to ”European Defence”. The authors assess the EU defence industry consolidation process, describing the trends that shape it and the variety of actors involved. In the complex European defence market, opposite – but not mutually exclusive – trends of consolidation and fragmentation coexist. The authors conclude that the EDTIB is likely to continue developing along these apparently contradictory lines, where the variety of public and private actors involved cooperate and compete simultaneously, according to a plethora of interests. The Appraisal suggests several areas for future research and touches upon new EU defence initiatives, such as the European Defence Fund (EDF) and it's precursor programmes.

ABSTRACTThe fragmentation of the European defence market hampers the establishment of a unified European defence. The European Union (EU) has implemented initiatives like the Coordinated Annual Review on Defence, Permanent Structured Cooperation, and the European Defence Fund (EDF) to address this issue. However, a comprehensive understanding of the European defence market and its consolidation, which is essential for evaluating these programs, remains insufficient. This article aims to observe the configuration of the European defence market and its evolution over time, exploring potential trends towards consolidation. The authors contend that despite the fragmented nature of the European defence market, a few larger companies from four countries hold significant positions. They also identify a positive trend towards consolidation, although institutional incentives perpetuate market fragmentation. To delve deeper, the authors analyze the funding allocation for defence companies through the preparatory programs of the European Defence Fund. Their analysis encompasses 65 projects awarded to 430 companies between 2016 and 2020, supplemented by insights from three focus groups and an expert survey conducted in the Netherlands, Italy, and Sweden. This article suggests avenues for future research on the EDF, emphasizing the need for a comprehensive understanding of market consolidation and the efficacy of current initiatives.

ABSTRACT What does the decision to designate China as a “long-term strategic competitor” imply for U.S. defence strategy? To address this question, we draw on net assessment and competitive strategies, two complementary frameworks developed in the U.S. Department of Defense (DoD) during the Cold War to understand and manage long-term competition with the Soviet Union, respectively. Net assessment and competitive strategies are tailored around specific competitors and follow a characteristically dialectical approach to strategic planning, based on complex, recursive calculations of move and countermove. We argue that the identification of China as a long-term strategic competitor has paved the way for an increasingly systematic application of net assessment and competitive strategies within DoD, even if obstacles to such application still remain.

ABSTRACT Over the last thirty years, suggestions for how to develop defence capability have developed rapidly. However, supporting theory and structured concept development lag behind. Despite this imbalance, countries need to continuously spend resources on defence development. This study identifies central challenges in relation to the scientific perspectives and approaches needed to support the development of defence capability. The results show that the support for developing interactions between technology and social components is especially weak and that relevant supporting theories and methods from related fields are not considered. This study also shows that it is important to be able to address these questions from various perspectives and not to be limited by a specific scientific tradition. Finally, this study also identifies a possible emerging cluster of reports on capability-related research that provide a base for a much-needed cross-disciplinary approach to the development of defence capability.
