This article develops a model of partnership relations between Ukraine and the European Union in the field of technological breakthrough, based on a SWOT analysis verified by quantitative data from an integral model of the state's technological capacity. The methodological foundation comprises block indices of six analytical dimensions – digital, structural, productivity, human capital, capital base, and defence-industrial – calculated using Penn World Tables 10.01, SIPRI, World Bank, and IMF data for five countries (Ukraine, Poland, Estonia, Germany, Republic of Korea) over the period 2000–2023. According to the calculations, Ukraine's integral index of technological capacity in 2023 stands at 37.91 points, while the multiplicative breakthrough index is 24.03, which falls below the established threshold of 28.84. TheSWOT analysis identified the following: strengths include defence-industrial mobilisation (98.81) and the digital sector; weaknesses include critically low productivity (4.74) and structural transformation (7.84); opportunities include EU instruments (Horizon Europe, Ukraine Facility worth EUR 50 billion, EIC4Ukraine); and threats include a negative forecast trajectory for the capital block by 2030 (–51.1%). Based on the SWOT matrix, four strategic partnership vectors are formulated: SO (converting the defence-industrial advantage), WO (overcoming the productivity gap through EU programmes), ST (protecting digital positions), and WT (minimising capital collapse). The practical value of the study lies in specifying the implementation instruments for each vector and substantiating the priority of partnership in the structural transformation and productivity blocks.

Introduction. Dairy cattle breeding is one of the core branches of Ukraine’s agrarian sector, ensuring the production of socially significant food products, the creation of added value, and employment in rural areas. At the same time, over recent decades Ukrainian agricultural enterprises have demonstrated a persistent decline in the number of cows, which has negatively affected milk production volumes, the financial performance of enterprises, and the country’s food security. Methodology. The assessment of the effectiveness of financial instruments aimed at stimulating the reproduction of cattle herds in Ukraine is carried out using economic and statistical methods, including the analysis of absolute and relative indicators of herd size, milk production volumes, profitability levels, and the scale of state support. The core analytical tool is a comparative analysis of the performance of agricultural enterprises that received subsidies, concessional loans, and leasing support, compared with average industry indicators. This approach makes it possible to determine the extent to which the application of financial instruments has actually contributed to herd reproduction and improved the financial results of dairy farming. Results. The study shows that the existing financial instruments for supporting cattle herd reproduction in Ukraine remain largely ineffective due to the instability of state support, limited access to long-term financing, and the absence of a coherent system of investment incentives. The transition to an integrated financial model combining budget transfers, concessional lending, investment incentives, and risk-mitigation mechanisms is identified as a necessary condition for ensuring producers’ financial resilience and expanded herd reproduction. Orienting such a system towards performance-based indicators of productivity, milk quality, and compliance with environmental and social standards would enhance the efficiency of public expenditures, strengthen food security, and support the sustainable development of Ukraine’s dairy sector.

Introduction. Full-scale military aggression has caused fundamental shifts in Ukraine’s foreign trade balance, turning European integration into a key factor for economic survival and strategic adaptation. The transformation of the commodity structure of exports and imports, amidst the destruction of traditional logistics chains and production capacities, necessitates a rethinking of state regulation mechanisms to ensure national security and economic resilience. Purpose. To substantiate the influence of European integration processes on the dynamics and qualitative changes in the commodity structure of Ukraine’s foreign trade under war conditions, and to develop a classification of regulation tools to enhance economic complexity. Method (methodology). The study employs methods of system analysis and synthesis to assess structural shifts, comparative analysis to contrast pre-war and war-time trade indicators, the abstract-logical method for classifying tools, and the graphical method for visualizing statistical data Results. The essence of the commodity structure is revealed as a dynamic system reflecting the state’s level of economic complexity and security resilience. Data analysis identified a trend towards the simplification of the export basket (dominance of agricultural raw materials) and a critical increase in imports of energy resources and machinery from EU countries. A scientific-methodological approach to classifying foreign trade regulation tools into four functional groups is proposed: regulatory-restrictive, fiscal-stimulatory, logistics-infrastructural, and institutional-integrational. It is proven that the Solidarity Lanes initiative and the trade liberalization regime with the EU became critical economic stabilizers but created risks of entrenching a raw material model.
