Abstract For an easy solution to the complex problem of IS projects that are delivered late and over budget, IS managers sometimes purchase project management software. Although such software can provide some benefits, it is not a cure-all for the ills of poorly developed and badly managed projects.

Abstract To keep pace with rapid changes in corporate business requirements, organizations have begun to integrate distributed data base technology into their information architectures. Distributed data base management systems (DDBMSs) in particular promote the departmental sharing of data as well as easy access to data in a distributed environment, both key aspects of any data management strategy. This article describes the elements of distributed data base technology to help IS managers control the integration of distributed data bases in their organizations.

Abstract For many companies, involvement in mergers or acquisitions is quite common, Unfortunately, what is not so common is the IS department's role in preparing for the organizational changes that occur after a merger or acquisition has taken place. This article identifies some of the corporate issues and problems the IS department faces following a merger or acquisition and discusses how IS managers can best prepare for and manage the impact of such transactions on their IS departments.

Abstract Information technology has been judged the single most underrated force for change in business strategic planning. A major part of the problem is how organizations (and even public-sector businesses) go about assessing information technology's potential to improve overall business performance. An enhanced IS strategic plan that addresses related risks can effectively guide the organization to capture the full impact of information technology.

Abstract In the current economic climate, most businesses must struggle to maintain or enhance their competitive position. Information technology, which has become an integral part of the corporate infrastructure, is increasingly recognized as a competitive weapon in this struggle. The pace of technological change, however, demands a major ongoing commitment of corporate funds to planning and the acquisition of up-to-date equipment and expertise. This article examines how corporations can adopt an IT assessment cycle and a planning, development, and implementation cycle to ensure effective information technology acquisition and mobilization.

In most organizations, however, the IS department is not positioned properly to perform this much-needed task. This article discusses three principles for rightsizing the IS department so it can properly manage its resources in support of the organization and its users.

Abstract Because neural networks specialize in handling ambiguous data, they are especially suited for such applications as speech recognition and optical character recognition (OCR). OCR applications are usually ambiguous because their data is generated by an inconsistent factor—the individual. This article provides an overview of neural networks and describes how this technology can be integrated with OCR technology to create neural OCR networks that can significantly improve the process of optical character recognition.

Abstract This decade holds a variety of challenges for new IS managers, including increasing their knowledge of both business and technology issues and managing the IS department during times of downsizing and decentralization. As a result, these new IS managers require a new, unique set of skills and goals to help them successfully manage in the 1990s. This article describes this new skill set and how an IS employee can make the move from contributor to IS manager.

Facsimile (fax) technology is a fast, inexpensive, and efficient method of accurately transmitting information. In addition to these obvious benefits, however, there are more subtle advantages as well. Fax makes time more elastic, allows smaller companies to be more competitive, and fits nicely with today's leaner staffing trends. This column discusses fax technology and its impact on the business of the organization and the IS department.
