Purpose:the article presents the results of a comparative study of the achievements of the leading Russian scientific schools, which stood at the origins of the scientific production organization. The main purpose of the study is to find out which theories of national scientific schools in the field of production organization appeared at the beginning of the 20th century have remained relevant until now and can be developed in our days. First of all, these theories were considered from the standpoint of the lean manufacturing concept usage, not only for material products, but for information products as well. Methods:the analysis and synthesis, as well as the method of analogies were used as the main methods of this scientific research. Results:the conducted research proved that almost in all researches of the production organization in 20–30 years of XX century, as a rule, the vector of influence of human resources on the manufacturing process was implicitly present. However, at that time, the dominant role was played by the production of material economic products with a small part of the intellectual component in their structure (compared to nowadays), while today the intellectual component became incomparably larger. The result of the study was also a modified version of the Japanese concept of «4M» on the role of materials, machine, man and method of labor management with the addition of the 5th «M» (mentality – a mental state), which allows to evaluate also the intellectual and creative (intangible) component of the production process. For the first time it is offered to consider and investigate possibilities of use in practice of human resources management the concept of "intellectual and creative attitudes" as the factor defining the degree of predisposition of the worker to use his intellectual potential through the required level of the creative abilities at production of information economy products. Conclusions and Relevance:it was shown that the subject of the in-depth research is not material products, but the information economy products, in the production of which the logic of providing the necessary information becomes crucial, taking into consideration the formation of confiding relations between the management of enterprises and their employees.

In the article the mechanism of realization of the program of sustainable development of the economy of the region with the predominance of the type of economic activity (PVC) is considered. The procedure for implementing the program for sustainable development of the region's economy was developed with the predominance of a separate type of economic activity: strategic vision, assessing the sufficiency of strategic resources, strategic planning, analyzing the attainability of strategic goals, program decomposition, control and regulation. The functional structure of the dominant type of economic activity in the regional economy and the cybernetic scheme for allocating resources for the sustainable development of the region's economy with PVC are developed. The result of using the simulation model of the sustainable development of the economy of the Lipetsk region for the period until 2020 was adapted. A matrix of mutual influence among the participants of the regional economy on each other and a matrix of opportunities for accessing the competencies of the regional economy to the available resources were constructed. The distribution of resources between competences in the economy of the Lipetsk region is calculated. A mechanism has been created for the implementation of the program for the sustainable development of the region's economy with the predominance of a separate type of economic activity.Purpose: to present the author's mechanism for implementing the program for sustainable development of the region's economy with the predominance of a separate type of economic activity. Methods: the scientific article is based on the provisions of the neoclassical institutional theory, the principles of sustainable development and the basic postulates of the regional economy. The article uses comparative, tabular, graphical and economic-statistical methods. Results: the final form of the mechanism for implementing the program for sustainable development of the region's economy was drawn up with the involvement of the predominant type of economic activity. It has been established that the development of a mechanism for the implementation of the sustainable development program for the region's economy with PVCD implies the use of a "contour-modular" approach in which all the main contours of the management of functional areas are linked within the modules describing the main stakeholder groups. Conclusions and Relevance: the practical significance of the developed mechanism lies in the fact that it can be used in any region. Particular attention should be paid to the information, technical and personnel contours in the process of implementing the sustainable development program for the region's economy, improving the quality of which is carried out using certain economic models that allow us to determine the optimal values of the specific parameters of the state of each of them.

Purpose : the aim of the thesis – analyze the development of the oil and gas sector of the Yamal-Nenets Autonomous District and assess the influence exerted by them on the socio-economic and environmental dynamics of the region. Methods: the methodological foundations of the research are based on modeling scenarios, analysis of open statistical sources, projected estimates and calculations, projected methods. As open statistical sources were used the data of the official statistics, analytical materials of international organizations, federal and regional authorities. Results: the main result of the research is the author's methodology for assessing regional effects arising from the implementation of investment projects. Based on the created methodology, regional effects resulting from the implementation of investment projects in the Yamal-Nenets Autonomous District were identified, according to the analysis of which developed recommendations to strengthen their localization in the region. Conclusions and Relevance: during the analyzed period the carried out calculations of regional effects showed that the positive direct effects emerge in the economic sector only while indirect ones are too weak in the Yamal-Nenets Autonomous District. In these conditions, the regional authorities face the problem to strengthen the localization of direct and indirect effects in the region, because the investment projects can be a locomotive for the development of the region’s prosperity.

It is shown that in the current conditions, firstly, the process of planning the development of the regional economy is based on cascading, and secondly, when creating a scheme for interaction between the subjects of the economy, the main tasks are focused on improving the sustainability of the region's development, taking into account the resource restructuring of the dominant type of economic activity; thirdly, in order to involve PVCD in sustainable development of the region, the possibilities of using this type of activity as the driving force of changes are taken into account. Also, the article describes the enlarged list of ways to manage the sustainable development of the region's economy with PVC, presents a map of approaches to managing sustainable development of the economy of the Lipetsk region, with the predominance of the type of economic activity "Processing industries", and an author's algorithm for selecting the priority direction for the development of the region's economy with PVC. The analysis of the stability of products according to the types of economic activity of the Lipetsk region was carried out, on the basis of which a conclusion was made about the prospects of economic activities for balancing PVC. The most widespread restrictions of development of economy of region with prevailing type of economic activity are presented.Purpose; to formulate recommendations on the analysis of economic activities and the choice of products that will reduce the dependence of the region's economy on PVC.Methods: the scientific results are based on the main provisions of the neoclassical institutional theory, the principles of sustainable development and the basic postulates of the regional economy. The article uses comparative, analytical and economic-statistical methods. Results: formed a consolidated list of ways to manage the sustainable development of the region's economy with PVC, described the opportunities for choosing approaches to managing sustainable development of the economy of the Lipetsk region, with the predominance of the type of economic activity "Processing industries'", an algorithm for selecting the priority direction for the development of the region's economy with PVC, transformer rolling, anonymous expert questioning of the sustainability of economic activities of the Lipetsk region, the most common restrictions on the development of the region's economy with the predominant type of economic activity are revealed. Conclusions and Relevance: the practical importance of the developed methodological provisions lies in the possibility of their application to analyze possible directions for improving the sustainability of economic development in specific regions. In particular, for the Lipetsk region, the most potential for sustainability are the types of economic activities "Transport and Communication", "Agriculture, Hunting and Forestry".

Purpose: the purpose of the article is to describe the Earned Duration Management method in relation to individual phases of the project and the project as a whole. This method can be used to monitor and control the project by purposefully measuring the duration and obtaining important information for making managerial decisions to coordinate the activities of internal and external stakeholders. Methods: this article is based on the Earned Duration Management concept, which formed the basis for the project monitoring and control system proposed by the authors, where estimated and forecasted time indicators are used as measurement technology for the project activity. The research is based on the use of systematic, comparative and structural analysis methods, as well as the use of expert assessment methods, graphical and tabular representation of the results obtained. Results: the Earned Duration Management method for project, divided into Phases, is proposed, which can be used as a monitoring and control system for stakeholders. The initial, estimated and forecast indicators are determined both at the level of individual Phases and the project as a whole. This method and the temporary status reports obtained on its basis have found practical application in the implementation of the LNG (Liquefied Natural Gas) plant construction project and led to effective communication between the Project Office and the company's management with external stakeholders. Conclusions and Relevance : these studies show that the Earned Duration Management method for a phase-split project is effective in coordinating project and ongoing activities, and can also serve as an Interpretation Model in the project monitoring and control system. With the help of the information obtained on the basis of this method, it is easier to monitor and control the activities of the company's departments if they participate in the execution of the project Phases and external stakeholders. The application of the Earned Duration Management method leads to better identification and management of risks arising from the poor communication of the Project Office with the company departments and external stakeholders. Estimated and projected time indicators at the level of individual Phases and the project as a whole, systematized in tables can serve as templates for future projects and training of project managers in the company.

Purpose: the article deals with the development of an algorithm for choosing the optimal scenario for the development of the regional economy. Since the "Strategy for socio-economic development of the Lipetsk region for the period until 2020" does not contain scenarios for the development of the region, the algorithm for choosing the optimal scenario for the development of the regional economy is formalized. The scenarios for the development of the economy of the Lipetsk region according to the indicators of the Program of social and economic development are calculated: "Quality of life index", "Average monthly nominal wage", "Level of registered unemployment", "Growth rate of gross regional product", "The share of innovative products in the total volume of goods shipped, works performed and services rendered by industrial organizations", "Total volume of atmospheric pollution per unit GRP" and "Satisfaction of the population with the activity of executive bodies of state power of the region". Based on the calculation of development scenarios, the dynamics of the values of these indicators was developed in the implementation of scenarios for the development of the economy of the Lipetsk region in 2016–2020. Discounted financial costs of economic participants for realization of scenarios of development of economy of the Lipetsk region are estimated. It is shown that the current situation in the economy of the Russian Federation assumes the choice of a paradigm for the innovative development of territories and requires all participants in economic relations at the regional level to concentrate their resources on the creation of new science-intensive products. An assessment of the effects of the implementation of reasonable scenarios for the development of the economy of the Lipetsk region was carried out. It is shown that the most acceptable is the "base" scenario, which assumes a consistent change in the main indicators. The specific economic effect from the implementation of scenarios for the development of the economy of the Lipetsk region and the specific economic effect per unit of all costs for the scenarios for the development of the economy of the Lipetsk region are analyzed. Methods: the scientific results are based on the main provisions of the neoclassical institutional theory, the principles of sustainable development and the basic postulates of the regional economy. The article uses comparative, tabular, graphical and economic-statistical methods. Results: the stages of the script justification process are developed and a formalized algorithm for selecting the optimal scenario for the development of the regional economy is formed in conditions of the predominance of a particular type of economic activity allowing the executive bodies of the regional government to use the resource potential of the regional economy to ensure the implementation of strategic changes depending on the activity of participants in the region's economy. It was found that the rationale and choice of the optimal scenario is an important stage in the development of the sustainable development program of the regional economy, since it helps to quantify the most probable trajectories of changes in the activities of all participants in the region's economy. Conclusions and Relevance: the practical significance of the developed algorithm lies in the possibility of using it to improve the stability of the development of the economy of specific regions. In particular, for the Lipetsk region, the "base" scenario is the most optimal given the resources available in the regional economy and the general state of the economy.
