The issues of the functioning of the BIPM and the corresponding committee - CCQM, coordinating the work on the comparisons of national standards in the field of organic analysis have considered in this article. The structure and tasks of the CCQM have described and the measurement categories for the amount of substance have given. The main aspects of the OAWG activities have discussed and the issues of systematization and separation of comparisons in the field of organic analysis have discussed in detail and various approaches to the development of competence areas based on key comparisons have set out. The fundamental importance of pure organic substances in providing metrological traceability in organic analysis has highlighted. The key role of the State Primary Standard GET 208 in terms of confirming the equivalence of the calibration and measurement ccapabilities (CMC) of Russia at the international level has been determined.

The authors provide information on the need to develop a reference material (RM) of the southern middle loamy black soil certifiedfor fertility indicators. The information about the stages of RM development is described: selection and preparation of soil material in the field; procedure of averaging soil material. In the determination of the RM metrological characteristics, the heterogeneity and stability characteristics of the RM are evaluated. The authors demonstrated the results of the RM certification for agrochemical indicators. The correctness of these results is confirmed by the results obtained in twenty-three accredited laboratories. The developed RM is registered in the State Register of the Approved Types of Certified Reference Materials under the number GSO 11369-2019-the RMfor composition (of agrochemical indicators) of the southern middle loamy black soil (SACHyuzhP-02). The RM is intended for metrological support of agroecological monitoring of agroindustrial complex laboratories.

Currently, in the Russian Federation, the metrological traceability of certified reference materials of the composition of gas mixtures in cylinders under pressure produced by manufacturers of certified reference materials is carried out in accordance with GOST 8.578-2014. Considering that certified reference materials of the composition of gas mixtures in cylinders under pressure are used for testing to approye the type of measuring instruments, verification, calibration, and graduation of gas-analytical measuring instruments used to control explosive gases and vapors, harmful components in the atmospheric air and the air of the working area, emissions from vehicles and enterprises, to control technological processes, the quality of hydrocarbon products, etc., the issue of ensuring the quality of seriously produced certified reference materials (about 100.000 cylinders with gas mixtures per year) is important. To ensure the quality of certified reference materials of gas mixtures in cylinders under pressure, mass-produced by manufacturers of certified reference materials, we offer the following actions:– manufacturers of certified reference materials’ passing of mandatory accreditation for compliance with the requirements of GOST ISO Guide 34–2014 and GOST ISO Guide 35–2015;– manufacturers of certified reference materials’ constant participation in the proficiency testing programs through interlaboratory tests;– actualizing and refining the existing set of standards defining the requirements for the entire life cycle of a certified reference material of a gas mixture in a cylinder under pressure;– improving the method of certification of a reference material by calculating the value of the expanded uncertainty of the reference material and the introducting a new coefficient «technological reserve».

This work was aimed at investigating the spectral features and dose sensitivities of film dosimetry systems developed at the All-Russian Research Institute for Physical-Engineering and Radiotechnical Metrology (VNIIFTRI) and approved as absorbed-dose reference materials. The properties of new radiation-sensitive compositions for high-intensity ionising radiation in the absorbed-dose range from 100 to 1000 Gy were studied. Dosimetric measurements in this range are in demand in the sphere of ionising radiation technologies used in agriculture and food-processing industries.

In this article considers the models of random parameter and random walk as alternative approaches for estimating the mean standard deviation associated with heterogeneity during both the evaluation of the metrological characteristics of reference materials, the quality control of samples prepared from moist solid substances. For the random parameter and random walk models, the behaviour of the basic statistical criteria is described, including the overall mean, standard deviation, standard deviation of the mean and function, obtained both for real experimental data and theoretical measurement results simulated according to the Monte Carlo method. It is shown that the application of the ANOVA method for evaluating the standard deviation associated with heterogeneity should be additionally validated for the materials, whose basic statistical criteria fall under the random walk model.

This paper considers the participation of FSUE «VNIIFTRI» in international comparisons: in the field of physicalchemical measurements, particularly in pH-metry and ionometry (pX); in the sphere of measuring inorganic components in various matrices. Measurement and calibration capabilities are presented – CMC lines in the BIPM database.
