Abstract Sex selection has been linked to son preference and discrimination against girls in many Asian countries. In this study, we shed light on the shaping role of rice–wheat cropping system to the subsequent gender inequality in China. Using an individual‐level dataset compiled from a national scale survey and an archaeology publication, we show regional differences in gender inequality across China: parents show strong gender discrimination against girls in wheat regions. And 15.2 percentage points more parents from wheat regions engage in successful sex selection than those from non‐wheat regions. The mechanism analysis reveals that women empowerment matters.

Abstract How have COVID‐19‐related restrictions affected consumption levels and life satisfaction in low‐income countries? We conducted phone surveys with 577 households in Liberia to compare consumption patterns across three points in time: November 2019 (pre‐COVID‐19), May 2020 (short term), and September 2020 (medium term). This article analyzes the impacts of the Covid‐19 pandemic and the related restrictions on food and nonfood consumption, which we categorize as “material” welfare and life satisfaction, which we categorize as “nonmaterial” welfare. We find differences between food and nonfood consumption patterns under pandemic conditions. In particular, consumption by households dependent on food and labor markets was negatively affected by the pandemic. In terms of life satisfaction, we find that most respondents perceived their lives to have worsened due to the pandemic.

Abstract This article presents the one‐sided intellectual influence of Economics on Urban Studies & Planning, the case of two social science disciplines with different epistemologies and approaches to policy advice. Subsequently, it presents the emergence of the so‐called evidence based policy (EBP) approach in Economics, comprising experimental (randomized control trial) and quasi‐experimental (difference‐in‐differences and propensity score matching) methods. The article shows that even though EBP claims to be exempt from normative/political, and even theoretical, considerations, it builds upon two features of neoclassical economics: sufficiency and separability. These conditions comprise its normative neoclassical theory background. We discuss the neoliberal turn in development narratives and their influence on urban planning, which coincides with the emergence of EBP. We analyze some EBP examples in the urban planning scholarship.

Abstract Several studies have pointed out that manufacturing wages are relatively higher in African countries than in other countries at similar levels of development, and that this contributes to the continent's lower levels of manufacturing competitiveness. This paper derives unit labor costs (ULCs)—average wages relative to productivity—for two‐digit manufacturing sectors across a sample of 79 developed and developing countries, including 13 African countries, over the 1990–2015 period. We benchmark the ULCs to China and estimate the relationship between relative ULCs and manufacturing sector investment rates and export performance. We find that relative ULCs have a smaller association with exports in Africa relative to other developing regions. There is some evidence that investment responds to changes in relative ULCs in Africa; however, the estimated effects are smaller than in the full sample. Further, we find that for Africa, the level of labor productivity has a quantitatively stronger and more robust association with manufacturing performance than the level of real wages. The results have important implications for industrial policy in African countries.

Abstract After accounting for top incomes missing from the Chinese Household Income Project, this paper examines the income inequality trend in China during the 21st century. Our analysis, which involves fitting the upper tail of the income distribution to a power‐law model, reveals that the authoritative income survey data miss 0.68% of the population and 6.19% of aggregate income in 2018. Despite the most recent survey data providing better coverage of top incomes, our correction is still crucial. The raw survey data indicate a consistently increasing Gini coefficient between 2002 and 2018, but the corrected index starts to decline from 2013. Meanwhile, the revised top 1% income share increases from 7.01% in 2002 to 7.89% in 2013 and then slightly decreases to 7.64% in 2018, while the revised top 10% income share stabilises at around 33% throughout the period. Notably, China's revised top 10% and top 50% income shares in 2018 are close to those of the United Kingdom but are considerably lower than those of the United States.

Abstract Traditional poverty accounting decomposes changes in a country's poverty headcount ratio into changes in income and inequality. We argue that this approach is unsatisfactory from the perspective of policy analysis because it compares a country in two points of time without taking the country's initial situation, and hence its potential for poverty reduction, into account. We thus suggest comparing traditional poverty decompositions with a counterfactual situation. This counterfactual indicates what a country starting from its initial situation could be expected to achieve in terms of income, inequality, and, hence, poverty developments. We construct those counterfactuals by modeling income and inequality trends characterized by convergence and a “Kuznets” relationship between inequality and development. Parameters in those relationships are estimated using PovcalNet survey data from 144 countries and we construct our counterfactual poverty predictions for 71 developing countries. While there is overall a tight relationship between actual developments and counterfactuals, we identify several cases, where both deviate from each other and discuss the policy implications. We also check for commonalities in differently performing countries and find that those who fell particularly short of expectations often underwent political transition and state fragility.

Abstract The use of the internet is growing rapidly and has become an engine for economic development. However, few studies have examined the impact of internet use on agricultural production, and the results are not yet conclusive. Employing a dataset of more than 2000 observations in rural Vietnam, our study analyses the impact of internet use on agricultural productivity using the heteroscedasticity‐based instrument approach suggested by Lewbel, Journal of Business and Economic Statistics, 2012, 30, 67–80 and examines the heterogeneity and distribution of the impact using quantile regressions. Our results show that internet use has significant and positive effects on agricultural productivity. However, these effects are heterogeneous across population groups. The positive effects of internet use are stronger for households with a lower level of education, with a young and female head, and from ethnic minorities. The benefits are also found to be skewed towards the group of farmers at the bottom of the productivity distribution. Therefore, we propose facilitating the diffusion of the internet, since it not only boosts agricultural productivity, but also reduces productivity inequality. In addition, we recommend promoting rural education, supporting local markets, investing more in irrigation systems, and facilitating farm mechanisation as these factors are found to contribute to increasing agricultural productivity.

Abstract This paper investigates the impact of climate change on the spatial distribution of agricultural production in Turkey between 2004 and 2019. Our findings show that climate change has a pervasive impact on agricultural development. The empirical results show that the average temperature is negatively associated with agricultural land use, grain, and legume production. Moreover, regional variability analyses reveal the nonmonotonic relationships between climatic factors and agricultural output. Climate change hurts agricultural production in northern and central regions the most. This finding points out the ineffectiveness of one‐size‐fits‐all‐type policies for mitigating the adverse effects of climate change in topography with sizeable spatial dissimilarities. Overall, our results suggest that climate change will significantly threaten the evolution of agricultural activities that are critical for regional development. In addition, findings show that spatial spillovers and heterogeneity will be crucial for designing climate change policies for rural and agricultural development.

Abstract An ethnic gap in education is prevalent around the world. This remains the case in Vietnam, a country that has achieved phenomenal economic growth and raised the educational attainment of the public. This paper examines the impact of language policy reorientation represented by the textbook supply program in Vietnam on the ethnic gap in children's learning measured by a vocabulary test. Applying difference‐in‐differences estimation to the Young Lives data between 2006 and 2015, we show that the program became more effective in narrowing the ethnic gap as the education policy became reoriented toward ethnic minority children. A causal mediation analysis reveals that increased study time is possibly a moderate mediator through which the language policy reorientation helped narrow the ethnic gap for the young cohort over and above the direct impact, but this was not the case for the old cohort. This paper, therefore, alludes to the importance of delivering learning materials carefully designed for the target group to bring about meaningful behavioral changes. It also underscores the importance of teaching in the right context, corroborating the findings from recent studies on teaching at the right level.
