ABSTRACTThe article analyses planning processes in Bosnia and Herzegovina (BiH) in order to offer insights into newly-shaping planning systems in South-Eastern Europe during the late phase of post-socialist transition. The article argues that societal complexity impedes a multifaceted transition (i.e. post-war, post-socialist, and neoliberal) in BiH, creating obstacles on the multifaceted transition path. Through a thorough literature review and a series of semi-structured interviews, the article shows that due to these, and many other, complexities, BiH is moving slowly on its transition path. However, it appears that the bottom-up processes are challenging the embedded notions of division.

ABSTRACTThe Dublin Docklands have become a key site for technology-friendly urban development in post-crisis Ireland. Local urban governance institutions have recommitted Dublin to the objective of ‘competitiveness’, enabling an expansion of the technology sector within a newly established Special Development Zone. We argue that this mantra of technology-friendly development is a new phase of neoliberal restructuring of Dublin’s economy. Using interviews, content analysis, and building on the ‘Silicon Docks’ as case site, findings show that, just as neoliberalism was rendered most visible by the crisis, these respective institutions reinvigorated neoliberal logics through an endorsement of the technology sector.

ABSTRACTThere has been a growing interdisciplinary concern with the implications of public outreach processes from war crimes trials for new forms of citizenship in the wake of violent conflict. The enactment of such outreach, through seminars, civil society initiatives and workshops, provides a glimpse of the tensions between different conceptions of justice, belonging and rights in the post-conflict period. Specifically, such events constitute a rare public arena in the more fragmented and securitised domain of international legal practices. This paper focuses on a series of public workshops for survivors of wartime sexual violence carried out in Bosnia and Herzegovina (BiH) 2011–13. Drawing on participant observations and open-ended interviews, we argue that such public outreach programmes can be viewed as a form of pedagogy, where the materials, format and arrangement of the events structure the nature of participation and engagement. In doing so we are making two contributions. First, the discussion advances understandings of public outreach as a form of pedagogy, illustrating how practices of dissent, rejection and resistance animate processes of public outreach. Second, the paper illuminates the role of pedagogy as a governmental instrument, reflecting the micro-situations within which individuals are interpellated into the state.

Democracies seem to be in trouble. Autocratic rule and political instability are on the rise. Erratic and ultra-nationalist leaders are elected in what are purported to be free and fair elections. ...

ABSTRACTThis essay engages in a dual-disciplinary theorizing of reflexivity as response to crises of democratic representation. We trace this crises through the parallel lenses of democratic theory and art history. As political theorists explore alternative representations of ‘the people,’ contemporary artists have developed their own responses to the crisis of monist representation. In both state institutions and in participatory art – and in the theorizing of both – we find the rejection of monist representations of ‘the people’ and the embracement of pluralist, partial, and proximate representations. These public reflexive spaces give voice to new, partial publics, and call attention to past and present exclusions.

ABSTRACTAcross Los Angeles, mass bike events have exploded in popularity and regularly stop cars to allow thousands of bodies to move together through the city. We argue that such “mobility events” are shared physical practices that embody political deliberation. By challenging dominant regimes of power, they create public spheres “on the move”, concretely and conceptually. While these publics have emancipatory potential, this potential is ambivalent because embodied practices can still reinforce social divisions. Our interdisciplinary approach, in conjunction with interpretive methodologies, contributes to the mobilities and political science literatures by tying together the structural factors and everyday practices at play in sociopolitical phenomena.

Although being considered illegal entities and largely ignored, de facto states have received some extent of acceptance such as foreign representations short of embassies located in their capitals. This paper examines the conditions which lead to this informal engagement measured by the number of foreign representations to the contested states. We study the position of non-recognised states in the international system and the factors that condition this position. Using fuzzy-set Qualitative Comparative Analysis, this paper establishes sufficient and/or necessary conditions that lead to more informal diplomacy between established states and their non-recognised counterparts using data from eight cases.
