Implementation of a Blackstart cranking path sequence operation through PMU
The complexity of the interactions due to the integration of inverter-based resources and changes in generation mix is forcing utilities to focus on identifying blackstart cranking path sequences to restore the power system in the shortest period of time. This requires the use of an on-site generation unit or blackstart resources to start up and produce power without the need for an external (off-site) power source when recovering from a blackout event that involves the loss of many generation units.This paper presents a blackstart approach by Southern California Edison (SCE) using a subregional island methodology that is comprised of a self-starting unit used to start a larger generating unit(s) through energization of few generator step-up transformers, transmission line(s), and starting of motors and other auxiliary loads needed to restart non-blackstart generating units. Energization of the unloaded transmission line(s) during a blackstart is a critical step, as the charging current causes a voltage rise along the transmission line. The charging current could be significantly high that the blackstart generation unit will absorb reactive power. Regular studies are performed to verify that the proposed blackstart restoration plans are compliant with voltage and frequency operation limits, as well as to ensure that the blackstart generating unit is capable of absorbing reactive power within its limits under the lightly-loaded blackstart condition. Also, it is important to ensure that the magnitude, duration, and harmonic content of the transformer inrush current will not cause resonance issues. Also, a key concern is ensuring that abnormal system conditions and faults are detected during transmission line energization, and other steps of power system restoration. This is especially true for transmission lines that transverse through wildfire prone areas. Energization of a downed conductor could ignite a wildfire and is a concern for public safety. During the broken conductor condition and lightly-loaded line conditions, the expected performance of the protection system may be compromised, as the current magnitude may be below the relay set threshold or a pickup current.In order to facilitate the restoration process, a synchrophasor-based wide area scheme is used to guide the operator during the blackstart cranking path sequence, using the line protection relays to send the real-time current and voltage measurements to a central controller for monitoring the line health, as well as any failing conductor conditions. Additional relays in critical locations are also used to obtain node voltage and current measurement points required to avoid any switching error. The architecture of the restoration system used is presented in this paper, including the topology, sequence logic and steps followed, as well as the HMI for the blackstart restoration process.

Although the protection and control panels of different substations may look materially similar, it is not their construction, but the specific, precise, calculated and carefully selected information found inside those devices, that ensures safe control operations and selective protective trips. This information includes the firmware image of the devices and their configuration, including the published messages that they will send and receive from other devices. It also includes its protection settings, which determine how faults are detected and how COMTRADE and COMFEDE files are stored in the event of system failures. Maintaining current protection and control devices is much more likely to involve more work in terms of modifying the protection configuration, changing a configuration file, or updating a firmware image, than it is to perform secondary injection tests. The settings must be optimized based on real world feedback about a system disturbance, and it is necessary to change the configuration due to the addition of an adjacent bay or the replacement of the IED.The optimal functioning and management of the protection and control system can only be achieved when all this information is easily accessed and managed remotely with proper organization, traceability, and security to comply to regulations and increase operational efficiency. If the most important asset within PAC systems is their information, the main cost of their owners is the time spent defining, changing, and testing this information. This paper aims to conceive the usage of Device Management systems to be responsible for the secure remote connectivity with devices giving capabilities to reliably perform changes in firmware, configuration, setting, sending, and getting data which enables the capability to automate a series of activities, especially tests, reducing SAT tests or in-person maintenance.

Enhance Renewable Integration via Hybridization: PV Hydro Hybrid System Control Strategy and Field Practices
Renewable energy integration is of paramount importance to reduce greenhouse gas emission and has become a global trend during modern power infrastructure upgrade. However, time-dependent availability and intrinsic intermittency of Inverter Based Resources (IBR) such as solar Photovoltaic(PV) pose challenges to the power grid operation. Hybridization of heterogeneous resources with complementary availability provides a promising solution to facilitate the harvest of renewable energy while reduces the negative impacts of high renewable penetration. In this paper, we introduce a real-world pilot project of PV Hydropower Hybrid System (PHHS). The overall PHHS architecture, hybrid control strategies, field practices and findings are summarized and explained. Besides, the addition of battery energy storage system to PHHS is investigated based on Control Hardware in the Loop (CHIL) studies.

Este artículo se centra en el estudio del conocimiento y uso de la tecnología e inteligencia artificial (IA) por parte de los futuros docentes de enseñanza Secundaria. Para ello, se empleó un diseño analítico descriptivo transversal con una metodología de encuesta mediante un cuestionario online, que evaluó el conocimiento, uso y percepciones sobre la IA y las tecnologías educativas, además de variables socio-demográficas, de un grupo de estudiantes del Máster Universitario en Formación del Profesorado. La muestra, de tipo no probabilístico y seleccionada por conveniencia, fue analizada con técnicas estadísti-cas descriptivas y comparativas, incluyendo frecuencias, porcentajes, medias y diferencias significativas según variables demográficas. Las respuestas cualitativas fueron codificadas para identificar patrones temáticos. Los resultados muestran que los futuros docentes tienen un conocimiento variable de la IA y las tecnologías educativas, con una actitud generalmente positiva hacia su integración en la enseñanza. No obstante, se identifican áreas de mejora, especialmente en la formación específica en estas herra-mientas. Asimismo, en este artículo se proponen recomendaciones para mejorar la capacitación docente en tecnología e IA, sentando bases para la implementación de programas formativos más completos.

Machine Learning in Finance
The finance industry is constantly faced with an ever evolving set of challenges including credit card fraud, identity theft, network intrusion, money laundering, human trafficking, and illegal sales of firearms. There are also newly emerging threats such as fake news in financial media that can lead to distortions in trading strategies and investment decisions. In addition, traditional problems such as customer analytics, forecasting, and recommendations take on a unique flavor when applied to financial data. A number of new ideas are emerging to tackle all these problems including semi-supervised learning methods, deep learning algorithms, network/graph based solutions as well as linguistic approaches. These methods must often be able to work in real-time and be able handle large volumes of data. The purpose of this workshop is to bring together researchers and practitioners to discuss both the problems faced by the financial industry and potential solutions. We have invited regular papers, positional papers and extended abstracts of work in progress. We have also encouraged short papers from financial industry practitioners that introduce domain specific problems and challenges to academic researchers. This event is the fourth in a sequence of finance related workshops we have organized at KDD since 2017.

This paper identifies the main stakeholders, the overall expenses and contribution to the Spanish Gross Domestic Product (GDP), tax revenue, and the number of jobs supported. The results confirm that hunting can be considered a key economic activity for the Spanish environment and primary sector, and a measure combatting rural depopulation.

In energy markets, changes in the spot price due to the influence of weather and seasonal demand conditions are partially predictable. In this work, we examine the German GASPOOL and NetConnect Germany natural gas markets using the Ederington and Salas [2008] framework that considers the predictive power of the base (futures price minus spot price) in the estimation of minimum variance hedge ratios. A considerable improvement in risk reduction and hedging effectiveness can be obtained by considering the partial predictability of changes in spot prices. We find that long hedges perform better than short hedges and there is no benefit to be gained by using more complex hedging estimations (BEKK) over the simpler OLS model. Seasonality is also found in hedging ratios.
