The Institutional Principle of the Integrated Rescue System in Terms of the Proposed Legislative Change
Crisis events can occur in any place and therefore it is necessary to know how to respond to them in a timely and efficient manner manner with the aim of minimizing the negative impact. In order to improve the coordinated procedure, it was necessary to analyze and legislatively change the institutional principle of the functioning integrated rescue system, specifically by including the Police Force among the basic rescue units. the aim of the authors was to evaluate the effectiveness of the change of the functioning institutional principle and to point out its positive and negative aspects. In conclusion, the authors state that they agree to that mentioned change also with regard to various extraordinary police events or high - profile incidents, for which primaries members of the Police Force are trained and therefore their coordination is desirable in the given cases.

With the growing volume of technology modernization of various types of transport, the number of traffic accidents and incidents also increases. In most cases of these adverse events, the human factor is the cause. Rescuers of the Integrated Rescue System must therefore respond flexibly to these changes in traffic and, above all, must make changes in the field of tactics when dealing with adverse events and accidents, thereby increasing the level of theoretical and practical training for dealing with such adverse events. The article deals with the change in tactical procedures of rescuers of the integrated rescue system and discusses individual points of additional theoretical and practical training. Of course, the number of accidents for rescue services is also increasing when transporting bicycles or battery scooters. Let's imagine that such a type of transport can reach a speed of up to 50 km/h and more. Such interventions also increase stress, so it is very important to practice these activities during the intervention in order to reduce the effect of stress on the responding paramedic. Abroad, there are various types of simulation centers where rescuers practice various adverse events.

The aim of this thesis is to conduct a micro-study of violent security incidents at mass events in selected states. The purpose of conducting the microstudy is to observe the trend of violent security incidents in the selected states. Violent security incidents are associated with the global phenomenon of terrorism in the world. All these acts and actions are defined as terrorist attacks or attempted terrorist attacks. This finding was used to further analyze two of the world's largest databases that deal with terrorist attacks around the world and are the largest public source of this information. Both the UCDP and GTD databases are regularly updated and updated with new cases. For the global examination, it was necessary to adjust the period under examination to 2002 and 2019. The years 2020 and 2021 are not yet included in the databases.

Former socialist countries still suffer from the absence of planning at a higher administrative level. To develop a metropolitan governance model, strengthen the partner-ship between the hinterland and core cities, and eliminate obstacles stemming from the local government fragmentation, the paper aims to introduce the steps for the institu-tionalization of metropolitan cooperation in the Czech Republic, being demonstrated by the example of the Brno Metropolitan Area (BMA), a leader in the development of in-termunicipal cooperation. The procedure is based on transferable experience from foreign countries and robust surveys among mayors in BMA (carried out in 2020, 175 municipali-ties, 96% response rate) and tens of experts on metropolitan issues. Selected results show that a mutual willingness to create an institution (metropolitan unit) responsible for har-monic metropolitan development, delegate some municipal competencies to a higher level and to contribute to a metropolitan fund was found. The participation of municipalities in the institution is proposed indirectly through voluntary association of municipalities, which would be intermediate between local and metropolitan levels. The objective of this study was to determine the mandatory requirements for the investigation of drug-related crimes imposed by the age category of the accused. The study involved the following methods: information analysis, systemic approach, descriptive analysis, pragmatic approach and prognosis. It was concluded that tactical techniques, stages, investigative situations in the investigation of juvenile drug-related crimes are used in the same cases and in the same order as in relation to other categories of crimes. It is indicated that the following mandatory requirements to be met during the investigation of juvenile drug-related crimes: 1) establishment of all necessary circumstances of the case of this category; 2) ensuring mandatory participation of an expert in forensic psychology at all stages of the investigation; 3) ensuring mandatory participation at all stages of the investigation of parents or other legal representatives of the minor, representatives of the Children's Service and juvenile police; 4) ensuring psychological and informational safety of the minor; 5) ensuring the most humane and tolerant attitude towards juvenile offenders.

Corporate social responsibility in the food production and distribution sector in Europe is currently mainly linked to the activities of food banks. Food banks in the current form provide their services free of charge, however, these activities are closely associated with support from public budgets and volunteering. Currently, there is a growing tendency to revise the current funding scheme and the overall provision of food banks´ activities, as well as the efficiency aspects of their operation. It is, therefore, necessary to identify the essential aspects of the social responsibility framework, in particular from the side of participating entities as donors to food banks. The new situation calls for a revision of food banks´ operation schemes, including supportive voluntary intentions within the business environment. Specifically, the importance of the social responsibility of business entities can be seen in their inclusive assistance in the recent global COVID-19 crisis. This article aims at the identification of financial aspects behind voluntary donations to food banks, using the exploratory approach, namely via identification of major differences between voluntary donors and the respective industry benchmark in the field of financial criteria, focusing on Central and Eastern European countries (CEE). It was employed a methodological approach for testing independent observed samples to compare selected financial performance indicators´ mean values, using a two-sample T-test for equal and non-equal variances. Subsequently, a dynamic decomposition of observed financial performance indicators is conducted for a revision of the existence of mutual correlations. Differently from the main areas of interest of identified previous research on food banks´ activities, our effort is focusing on business entities in the role of food banks´ stakeholders. Corporate micro-financial data of foodstuff donors in Central and Eastern European countries according to their accessible annual reports and lists of donors to foodbanks are employed. Authors thus point out, based on provided empirical evidence, a need for a more inclusive type of attitude to food banks´ operations from the foodstuff production and distribution chain and its participants.

Taking into consideration the specifics of the Russian economy such as dependency on oil and gas drilling & production, and including the current context of the Western sanctions, COVID-19 pandemic, as well as somewhat idiosyncratic potential output development, the main aim of this paper is to quantify recent output gap for Russia. We use three mainstream methodologies: the Hodrick-Prescott filter as a benchmark, the Kalman filter to follow, and the Cobb-Douglas production function. The sample time span ranges from 1995Q1 until 2020Q3, while all calculations are performed on quarterly frequencies. The analysis suggests that given low fixed investment ratios, limited R&D spending in non-military sectors, and adverse demographic development, under a “no policy change” scenario there might soon be even more downward pressures on the country’s potential output growth, and the economy may continue increasing only at a snail’s pace even after a possible withdrawal of the Western sanctions and the end of the COVID-19 pandemic.

This study aims to identify the importance of local food for both the demand and supply sides and to show how local food can be bounded with tourism development in the region. The data presented are based on secondary and primary research. Secondary research includes the literature review and content analysis of documents. The qualitative research included a questionnaire survey among guests of the gastronomic establishments and entrepreneurs. Partial least squares variant of linear discriminant analysis (PLS-LDA) and partial least squares (PLS) as an alternative to standard multivariate methods were used to show the gastronomic establishments guests' and entrepreneurs' opinions on local seasonal food and beverages. The opinions are moreover related to the economically driven interest of guests and entrepreneurs. Based on the typical random variable source, data were gathered from three Czech regions covering the scope of this study. The significant disputes between opinions on local food and beverages are directly applicable in practice, including individual items.

Other important terms include ‘equilibrium’ and ‘stability’ (as well as related terms ‘instability’ and ‘lability’). These terms can be found in both security and technical sciences as well as economics and social sciences. This paper generally defines and explains these key concepts across different disciplines and fields of human activity. Equilibrium states are known mainly from the field of physics—mechanics of solids. However, equilibrium states, stability and their changes are of great importance in the analysis of risks and safety, of various processes and objects in engineering practice (including automotive and other industry, commercial), but also in other areas of human activity. Steady state analyzes help to understand, define threats and risks and manage them effectively; improve the reliability, safety of technological and other components or units. The paper is mainly of a theoretical nature and originated in research within the security sciences. The paper redefines the concepts of equilibrium states, stability in the area of risk analysis and explains their importance for risk management. Impairing the stability of any object, subject or process can always become a dangerous risk that deserves our attention. The terms equilibrium states, stability belong to the basic concepts in the theory and practice of security sciences.
