Détection et dénombrement automatisé de monticules de plantation sur des images acquises par drone par apprentissage profond
Le reboisement du peuplier hybride sur monticules de plantation est une technique recommandée au Québec pour faciliter la croissance rapide de l’arbre. Toutefois, afin de faciliter la planification et les opérations de reboisement, il est important de connaître le nombre précis de monticules de plantation lors du transport des nouveaux plants vers les terrains à reboiser. Des images acquises par drone ont été utilisées pour concevoir une méthode de dénombrement automatique de monticules de plantation. Cette méthode, basée sur la vision par ordinateur et l’apprentissage profond, permet de détecter les monticules avec une précision moyenne de 95,5 %, et ce dans diverses conditions d’acquisition d’images et sur une grande variété de types de terrain. La méthode développée a été répliquée de manière opérationnelle, prouvant la robustesse de la méthode et permettant d’optimiser le travail de planification du reboisement.

Each year, hundreds of billions of dollars are moved from one investment manager to another. Frequently, these decisions are based on relative performance measurements over periods of 5 to 10 years. The authors use a Monte Carlo model to test the logic of such an approach by constructing managers that have (1) positive skill, (2) no skill, and (3) negative skill versus their benchmarks. The authors show that the typical positive-skill manager suffers a longest underperformance period (defined as the longest month-to-month period during which the returns for the simulated fund trail those of the benchmark) of approximately 10 years during 15-year simulations. Conversely, managers with negative skill enjoy longest outperformance periods of a similar length. The authors also simulate a series of very skilled managers over a 100-year period and show that, on average, there is a 25-year period in which they underperformed. These findings are confirmed by empirical analysis of the realized performance of 5,500 actively managed funds with 15-year track records from the United States, Canada, the United Kingdom, the Eurozone, Europe ex-euro, and Developed Asia ex-Japan markets. The authors conclude that the standard time frames for evaluating the relative performance of investment managers are insufficient to evaluate the skill of a manager with any degree of confidence. The authors cannot state with confidence that relative performance measures are useless, but the authors can state that they are so when they are employed in the customary fashion. Participatory and multi-level governance: applications to Aboriginal renewable energy projects
As provinces across Canada seek to diversify their domestic electricity supply and cope with the accelerating effects of anthropogenic climate change, new models of sustainability-focused economic development are being pursued. One critically important emerging paradigm involves First Nation (a Canadian term for indigenous) collaboration and leadership in renewable energy projects. In this comparative case study analysis, we consider two different governance approaches pursued in distinct renewable energy project contexts: the clean energy projects of the Ojibway Pic River First Nation band in northwestern Ontario and the NaiKun Offshore Wind Project proposed in the ocean territory of the Haida Nation off the coast of British Columbia (BC). Focusing on themes of participation and multi-level governance, the case studies highlight the importance of authority and control in decision processes, the primacy of ensuring that scale and quality of design are carefully scoped, and the shaping role of inclusiveness in planning for wholly sustainable energy futures. Taken together, these cases illustrate that fluid governance arrangements which exploit the particular capacities of each actor may give rise to trust that ultimately forms the foundation of a co-produced model of renewable energy governance. We argue that while collaboration might aim to be inclusive of all interested actors, it is important to consider the extent to which a project design might sufficiently incorporate a community's long-term vision. We conclude that truly sustainable renewable energy development requires a project design that reflects community values, incorporates community control, and incentivises indigenous ownership.
