This review analyzes and summarizes Russian and foreign experience in the study of microorganisms associated with H. sosnowskyi. Interest in microorganisms is related to their ability to exhibit high enzymatic activity and synthesize a wide range of biologically active compounds such as phytohormones, antibiotics, and biocatalyst enzymes. In this context, Sosnovsky’s hogweed (Heracleum sosnowskyi Manden) is a highly invasive species of advent, demonstrating exceptional ecological plasticity and the ability to spread expansively over vast territories. The phenomenal stress resistance of this plant, which allows it to successfully colonize disturbed, polluted and marginal lands, while occupying a dominant position in the emerging phytocenoses, suggests that the rhizospheric and endophytic microbial community associated with it may have unique adaptive and functional properties. However, today the main vector of attention to H. sosnowskyi is related to its negative impact on human health (burns, dermatitis), and phytocenoses (reduced biodiversity). There are very few studies where the microbiome of this species was in the spectrum of attention. As part of the review, a conclusion was made about the prospects of using and the need for additional studies of the H. sosnowskyi microbiome, which is a promising resource for isolating unique strains of bacteria and fungi. These microorganisms, which have increased enzymatic activity and the ability to synthesize biologically active substances, can be used to create new highly effective and environmentally friendly biological products to increase crop yields and sustainability.

The relevance of this study stems from the need to fi nd new development paths for small and medium-sized cities amid the paradigm shift from traditional economics to noonomy. In today’s reality, material production based on mechanized labor is no longer a driver of growth; value is created through knowledge and innovation, and the creative sector is becoming a key resource for the development of communities, enabling economic diversifi cation, preserving cultural identity, and improving the quality of the urban environment. The aim of this study is to identify the specifi cs and state of development of creative industries in small and medium-sized cities, identify systemic barriers, as well as promising areas for expanding their potential. The study is focused on small and medium-sized cities in the Novosibirsk, Ivanovo, and Vologda Oblasts. The theoretical basis for this study is the concept of noonomy, research on the economics of creative industries, and the concept of the «creative city». Data from Rosstat, the List-org counterparty verifi cation service, Yandex. Maps, and strategic planning documents were used as the information base. The methodological framework included monographic, substantive, and comparative analyses, as well as a range of general scientifi c methods. The authors reveal that even in regions leading in creative industry development (Novosibirsk and Ivanovo Oblasts), the majority of organizations in this sector are concentrated in large cities. In the Ivanovo Oblast, only about 12% of enterprises are located in small and medium-sized cities, while in the Novosibirsk Oblast, the fi gure is only 5%. It was concluded that being located within the infl uence zone of a large city or within an agglomeration creates key prerequisites for the growth of creative industries in small and medium-sized cities. The institutional environment, including a set of regulatory and legal acts and existing institutions that set the direction for the development of the creative economy and ensure the systematic nootransformation of cities, also plays a signifi cant role. A SWOT analysis identifi ed the internal strengths and systemic constraints to the growth of creative industries in small and medium-sized cities in Russia.

The effect of biological preparations based on bacteria of the genus Bacillus on productivity and nutritive value of pea and oat mixture was studied. In the course of the experiment, the effect of the preparations containing live strains of microorganisms Bacillus subtilis and B. megaterium was investigated. The studies were conducted in the Vologda region in 2020 and 2023. The silage experiment was carried out under laboratory conditions. The results showed that the use of the above-mentioned preparations resulted in a slight increase in the productivity of pea-oat mixture in microplot field experiments of 2020 and 2023. The maximum difference was observed in 2023 using the preparation containing B. subtilis. Application of the biological preparations under consideration leads to improvement of the nutritive value of pea-oat mixture green mass up to 12% depending on the specific indicator. Analysis of the nutritive value of the obtained silage from green mass confirms the positive effect of biopreparations on the content of feed units in dry matter (increase by 4–20%) and exchangeable energy (increase by 3–14%). Silage produced from the grass mixture of experimental variants in the laboratory experiment was characterized by lower values of pH and butyric acid content, while an increase in lactic acid concentration was noted. Higher productivity and nutritive value of green mass were achieved in the experiments with the use of preparation with B. subtilis, while the best results in terms of physical and chemical parameters and nutritive value of harvested forage were observed in the variant with treatment with the preparation based on B. megaterium. According to the standard GOST R 55986-2014, the quality of silage, the grass mass of which was exposed to the action of bacteria of the genus Bacillus, was generally superior to the control in terms of forage grade.

Urban agglomerations serve as key drivers of socio-economic development. However, their management at the regional level remains insufficiently studied. This article examines the regulatory and organizational aspects of strategic management for the development of urban agglomerations located in the Far North of Russia or the territories equated to this region. The study draws on both domestic and international experiences in strategic urban agglomeration management. In the Russian context, the authors identify a hierarchical structure of documents related to agglomeration development at the regional, inter-municipal, and municipal levels. A detailed analysis of strategic management documents was conducted for five northern urban agglomerations — Arkhangelsk, Norilsk, Khanty-Mansiysk, Surgut, and Yuzhno-Sakhalinsk. The findings reveal significant variation in the content and comprehensiveness of the available documents, indicating the absence of a unified system for the strategic management of urban agglomerations. A key issue is the lack of coordination among the strategic planning documents of municipalities within each agglomeration. Additionally, inter-municipal cooperation tools are not being utilized effectively. Among the cases analyzed, only Norilsk, Yuzhno-Sakhalinsk, and Surgut have developed formal concepts or plans for agglomeration development. The study’s scientific contribution includes the diagnostic assessment of the strategic management system for northern urban agglomerations, as well as the development of a methodological approach to classifying strategic planning documents. Future research will focus on designing an organizational and economic framework for managing the development of northern urban agglomerations.

The article discusses the party reconciliation mission of a justice of the peace considering the specifics of its activities. Revival of the concept of a justice of the peace as a reconciler requires novelties in the form of professional specialization of justices of the peace, redistribution of dispute resolution authorities of courts, development of reconciliation rules about the means of diagnostics of dispute mediation possibility and conflict situation management. It is stated that reconciliation of the parties by a justice of the peace is a dual-purpose task of strengthening traditional Russian spiritual and moral values and assurance of efficiency of court activities.

Purpose. To study the effect of the experimental microbiological preparation “Naturost”, created on the basis of Bacillus subtilis No. 111, on the growth and productivity of barley in the Vologda region. Materials and methods. The research was carried out during the growing seasons of 2019, 2020 and 2022 at the experimental field of RAS Vologda Research Center and under production conditions in the fields of the agricultural production cooperative (collective farm) “Plemzavod Prigorodnyi” (Vologda region). The preparation “Naturost” was introduced twice: while soaking the seeds and spraying the phyllosphere of the plants in the tillering phase. Whole-genome sequencing of the strain of the bacterium B. subtilis-111 was carried out at the molecular genetic laboratory of “Biotrof” company with the use of MiSeq platform (Illumina, Inc.) The aim of the study was to study the mycotoxin infestation of various types of cattle feed used in the farms of the Vologda Oblast.Samples for analysis were represented mainly by silos of various compositions (75% of samples), since this is the main type of juicy fodder harvested by farms in the region. The remaining 25% is represented by hay, haylage, grain, single samples of mixed fodder and press cake.Analysis of mycotoxins in feed was performed by enzymelinked immunosorbent assay using standard test systems.Studies of more than 100 feed samples have shown that most of them contain some degree of mycotoxins.Mycotoxins were found in all studied samples of grain, press cake, compound feed and haylage, but their content is below the maximum permissible concentration.Of the 74 silage samples examined, only two were toxin-free, and almost 40% had mycotoxin content that either exceeded or was in close proximity to the limits for feed products.During the work, it was found that mycotoxins are present in almost all feeds independently harvested by farms.Since such studies of feed harvested in the Vologda Oblast have not been carried out before, the results of this study suggest that, firstly, more thorough control of feed is required, if possible at all stages, secondly, farms should take preventive measures to decontaminate the harvested material, thirdly, it is advisable to introduce adsorbent additives into diets in cases where, for some reason, the use of preventive measures does not give the expected result.
