The Dutch Minister of Agriculture, Fisheries, Food Security and Nature has announced plans to stimulate the export of animal manure, in response to a forthcoming surplus caused by the phasing out of the derogation. By processing manure into exportable products, the pressure on the domestic manure market can be reduced, while contributing to improved water quality and decreasing reliance on synthetic fertilizers within the EU. To support this objective, the government intends to introduce a subsidy scheme to encourage investment in technologies that make manure exportable. Relevant European legislation, such as the Animal By-Products Regulation (EU 2009/1069) and the Fertilising Products Regulation (EU 2019/1009), outlines the safety and quality requirements for processed manure. Thermal treatment—specifically heating to 70°C for 60 minutes—is recognized as an effective method for pathogen reduction. Key processing methods include thermal heating, composting and drying. Existing manure processors with unused permit capacity present the greatest potential for rapid expansion, particularly with targeted financial support.
