Abstract In 2011, the Directive of the European Parliament and of the Council on Combating the Sexual Abuse, Sexual Exploitation of Children and Child Pornography was adopted, repealing and updating the 2004 Framework Decision on this topic. The much debated Article 25 of this proposal requires Member States to ensure the prompt removal of child pornography websites hosted in their territory and to endeavor to obtain the removal of such websites hosted outside their territory. It also leaves the option for Member States, subject to several safeguards, to block access to such websites to users within their territory. Both these policy choices are highly controversial and much debated, both at the level of the European Union and within Member States. This article analyzes both mechanisms, describing them from a technical as well as a legal point of view, in order to provide more clarity as to the advantages and drawbacks of these policy options.

In many of our interactions with the outside world (solipsists can stop reading now, if indeed they ever started) we enter into contracts with diverse entities, some up front, some lurking below the surface. The commonly construed contractual theme is a mutual agreement where each party accepts certain costs and responsibilities, and in return can rely on certain benefits and rewards. Some sort of symmetry is implied, in that the rational parties favored by the economists (when they come out of their recessionary hiding holes) will weigh the positive and negative impacts of the agreement before "signing." I will put aside the notions of Hobbes, Rousseau, Rawls, and that crowd that in merely being born we enter into some form of social contract with the combined prevailing laws of nature, nurture, and parliamentary whoredom.

You may already know that Queue’s new Web site, acmqueue, was launched at the beginning of March. If not, you owe it to yourself to get acquainted with it, as the new site offers readers a wider choice of delivery options and an expanded range of fresh content. Among the new offerings is Planet Queue, where Queue authors blog about the contemporary relevance of classic engineering work detailed in important articles contained in the ACM Digital Library.

I suggest taking a very sharp knife and cutting the board traces at random until the thing either works, or smells funny! I gather you’re not asking the same question that led me to use the word changeineer in another column. I figure you have an actually malfunctioning piece of hardware and that you’ve already sent three previous versions back to the manufacturer, complete with nasty letters containing veiled references to legal action should they continue to send you broken products.

Dear KV, I’m working on a network server that gets into the situation you called livelock in a previous response to a letter (Queue May/June 2008). Our problem is that our system has only a fixed amount of memory to receive network data, but the system is frequently overwhelmed and can’t make progress. When I ask our application engineers about how much data they expect, the only answer I get is "a lot," which isn’t much help. How can I figure out how to size our systems appropriately?

Dear KV, I just joined a company that massages large amounts of data into an internal format for its own applications to work on. Although the data is backed up regularly, I have noticed that access to this data, which has accumulated to be several petabytes in size, is not particularly well secured. There is no encryption, and although the data is not easily reachable from the Internet, everyone at the company has direct access to the volumes, both physically and electronically, all the time. Our data center is not particularly well protected either, with just two locked office doors between the outside world and the machines inside.
