Research Institute on Contemporary Southeast Asia

Indonesia’s 2024 election year promises to be a pivotal one. The outgoing president’s two terms, marked by a gradual depoliticisation process orchestrated by Joko Widodo under the pretense of fostering national unity, gives way to a period of uncertainty. The upcoming terms stand at a crossroads between hyper-presidentialism and a renewed emphasis on the local roots of political parties. Political dynasties continue to hold sway in several regions, despite the persistent exposure of corrupt practices and a series of scandals involving the police and judiciary. In response to security challenges, the authorities have employed varying degrees of authoritarian measures, notably in West Papua, and have infringed upon civil liberties in the digital sphere. On the economic front, however, the country has shown positive performance, and its foreign relations have been dynamic, particularly through its accession to the BRICS. In both the economic and geopolitical domains, Indonesia faces crucial decisions that require striking a delicate balance between ambitious performance goals and environmental limitations. Will the emerging dynamics deepen societal divides and reignite debates on development, or can the ruling coalition successfully impose its agenda by leveraging its broad political base?

With a population of 74% ethnic Chinese, mostly keen on working with China, and as the first destination of Chinese outward direct investment in ASEAN, Singapore might be considered as a main target of Beijing’s increasing normative influence in Southeast Asia. Are Singapore’s foreign and security policy norms subject to Chinese influence? If so, through which vectors and channels? This chapter demonstrates how China uses multiple levers to influence Singapore in the security sphere: via media, think tanks, the business community, associations, defence agreements, and training, to name but a few. However, recent developments (5G, Covid-19) have shown the limits of Chinese influence.

This article examines the intricacies of electoral politics in Malaysia, specifically focusing on the period spanning from the inception of the electoral reform movement, commonly referred to as the Coalition for Clean and Fair Elections (Bersih), in 2005 to the present administration led by Prime Minister Anwar Ibrahim. Malaysia’s electoral politics landscape has been characterised by constant dynamism and engagement throughout this duration. With Anwar’s long struggle in Malaysian politics, the anticipation surrounding his assumption of the role of prime minister was significant. Anwar has garnered international acclaim as a prominent figure in the pro-democracy movement and has enjoyed a comparable reputation domestically. Nevertheless, the formation of his unity government in November 2022, which included the former ruling coalition Barisan Nasional (BN) that he had long strived to topple throughout his political career, has sparked substantial debate. Against this backdrop, this article delves into the trajectory of Malaysia’s electoral processes, shedding light on the interplay between popular mobilisation and political compromise that ultimately shape the country’s ongoing process of democratisation.

ABSTRACT Viet Nam is following the successive waves of rapid industrialisation in Asia by implementing an export-oriented growth strategy. The country is strongly integrated into global value chains. However, a key concern is whether such trade-led growth is sustainable in the long run and resilient to global shocks. Drawing on a multi-country balance-of-payments-constrained growth model, our objective in the present paper is threefold. Firstly, we examine Viet Nam’s growth performance over the past 30 years of transition and integration. More specifically, we measure the respective contribution of partner areas to its external constraint. Secondly, we analyse how and through which transmission channels the changing geography of international trade has impacted the balance-of-payments-constrained growth rate before and after Viet Nam joined the WTO in 2007. A decomposition of the external constraint into different factors from different sources is proposed in order to assess the outcomes of WTO accession. Lastly, we assess the country’s ability to face the current Covid-19 pandemic. Given its deep integration into the global economy, the geography of trade relations is critical in determining Viet Nam’s vulnerability. This corroborates recent development studies that make a case for partner diversification and growth re-orientation in order to build macro resilience.
