Methods. The generalization and analysis made it possible to prove that the most important condition for the economic development of the country in modern turbulent conditions is to ensure the stability of the development of industrial enterprises in the real sector of the economy. In the course of the globalization of the economy, accompanied by the active development of the economic space, the acceleration of the exchange of information, technology, knowledge and experience, contribute to the transformation of industrial enterprises and increase their dynamism, which puts forward new requirements for doing business. The issues of the constancy of functioning and development of industrial enterprises are becoming increasingly important due to the increasing impact on business entities of negative trends caused by exogenous and endogenous factors (financial crises, pandemics, military events, etc.). Accordingly, qualitative changes are needed in the management mechanisms at the level of industrial enterprises to ensure their sustainable functioning and development. In unstable economic conditions, the management of industrial enterprises must be based on the principles of adaptation to ensure economically sustainable functioning and development in the long term. However, at present, one can state the low quality of management, which negatively affects the efficiency of industrial enterprises. Consequently, the modern market economy requires absolutely innovative approaches to management, which are based on the principles of selffinancing, self-sufficiency, self-government. Results. The author in the article analyzed the dynamics of the volume of sales (goods, services) of enterprises in 2010–2021 (according to the institutional and functional approach). The results of the analysis indicate that the volume of sold products (goods, services) of the industry in the total number of products sold for 2010–2021. 68% to 33.78%. Therefore, we can state the fact that the general industry provides from 30 to 40% of the total volume of sales, which confirms the priority of this industry in the development of the country's economy. The article analyzes the problems of industrial enterprises, identifies the components and their indicators necessary for a permanent assessment of the resource potential as the basis for the formation of a management system for the innovative development of industrial enterprises. Novelty. An algorithm is proposed for assessing the components of the resource potential of industrial enterprises in order to develop a management solution for the formation of a foresightinnovative enterprise management mechanism, which consists in successfully overcoming problems at domestic industrial enterprises, needs an integrated approach, including business support, technology modernization, stable energy supply, social responsibility and favorable conditions in the investment and regulatory environment. Only in such conditions it is possible to create certain positive conditions for the development of industry and ensure the sustainable growth of the country's economy. Practical value. It was determined that the solution of problems at domestic industrial enterprises of Ukraine requires comprehensive measures, including support from the state, involvement of the private sector, modernization of technologies and management, innovation, education and international cooperation. Only in such conditions it is possible to create favorable conditions for the stable development of domestic industrial enterprises.

Роль ГЧП в обеспечении устойчивости корпоративного развития крупных промышленных предприятий доказана посредством экономического моделирования. По материалам 36 крупных промышленных предприятий из шести регионов России эмпирически протестирована модель линейной регрессии, отражающая зависимость интегрального индикатора устойчивого развития промышленного предприятия от ряда факторов, характеризующих состояние и потенциал корпоративного развития, региональной экономики и учитывающих вовлечение предприятия в действующее или недавно завершенное продолжительное государственно-частное партнерство. Показано, что на устойчивость корпоративного развития статистически значимое положительное влияние оказывает динамика роста промышленного производства в регионе и фактор вовлеченности предприятия в ГЧП. Отмечается наличие общих положительных тенденций, а также перекосов в развитии ГЧП с участием промышленных предприятий в регионах России. По результатам отбора и анализа лучших практик, определены перспективный инструментарий, инновационные технологии и направления партнерства, направленные на неуклонное содействие устойчивому развитию промышленных предприятий различных регионов страны на основе внедрения, тиражирования и масштабирования ГЧП. The consideration reveals issues aimed at a comprehensive justification of the need and ways of forming an organizational and economic mechanism for the development of industrial enterprises in the regions of Russia based on public-private partnership (PPP). The role of PPP in ensuring the sustainability of economic development of large industrial enterprises is confirmed by methods of economic analysis. Based on materials from 36 large industrial enterprises from six regions of Russia, a linear regression model was empirically tested, reflecting the dependence of the integral indicator of industrial enterprises on a number of factors, characteristic conditions and potential for economic development, the regional economy and promoting the involvement of enterprises in existing or recently completed public-private existence. partnership. It is shown that on sustainable development, the standard characteristic has a positive impact on the dynamics of the growth of industrial production in the regions and the factor of computerization of enterprises in PPPs. It is distinguished by the presence of such a connection, as well as distortions in the development of PPP with the involvement of industrial enterprises in the regions of Russia. Based on the results of the selection and analysis of best practices, slowdown of economic tools, innovative technologies and areas of partnership aimed at the steady, relatively sustainable development of industrial enterprises in various regions of the country based on the development, replication and scaling of PPPs.

The work aims to form a system of innovative development of maritime industry enterprises using information and communication technologies. The purpose of the study provided for the following methodological apparatus: observation to study the state of the naval industry and innovative development; comparison to determine the trend of indicators of marine industry enterprises and innovation costs; induction and deduction to establish a connection between different elements of the research object from top to bottom and vice versa; bibliographic to study and develop a connection between aspects of innovative development of maritime industry enterprises. Despite the insignificant impact on cargo and passenger turnover (about 1% of the total turnover), maritime industry companies handle cargo that other modes of transport cannot always transport. A significant level of depreciation of fixed assets, sometimes reaching 90% and above, indicates the need to change existing approaches to new ones based on innovation. The existing regulatory framework is imperfect, the doctrine and strategy for developing the maritime industry have been approved, but they are more declarative, without considering the innovation component. The too-low level of innovatively active enterprises (4%) does not fully reveal the potential of the maritime industry. At the same time, foreign companies are implementing processes of automation, robotics, artificial intelligence, the Internet of Things, sensor technology, etc. in all areas of operation of such companies. In Ukrainian companies, the most excellent attention is focused on methods of communications or information processing (almost 20%), logistics, delivery or distribution (18%), accounting or administrative management (17%), etc. These processes are implemented at infrastructure facilities, cargo handling, inter- and multimodal transportation, customs clearance of cargo and payment of duties, consumption of fuel and energy resources, strengthening of safety and security, and surrounding natural environment. Many companies are implementing high-tech equipment, processes of monitoring loading and unloading and transport works, efficiency and control of cargo safety, etc., by creating integrated systems based on artificial intelligence, the Internet of Things, and blockchain technologies. Since the Russian Federation has chosen a strategy towards orientation on import substitution, the topic of searching for alternative ways of industrial enterprise development becomes the primary interest. One of the approaches is cooperative interactions in the form of business associations. Preferences in regard to making a decision towards these collective actions present a scientific interest and are studied in this article on the example of Chamber of Commerce and Industry (CCI) and Russian union of Industrialists and Entrepreneurs (RUIE). This article summarizes positive and negative impacts of business associations on industry development. A description of historical evolution of institutional cooperative interactions in the post-soviet period is supplemented with analysis of the degree of planning economy and soviet regime influence on characteristics of multisectoral business associations. The role of cooperative interactions in the form of business associations for filling the institutional void after the change of political regime is highlighted. The reasons for formation of cooperative interactions in the form of business associations are presented. Business directions, goals, and opportunities for enterprises are delineated , for which business associations can present a driving force to achieve the targets. Preconditions for preference formation among economic agents towards particular institutions are defined. An analysis of positive and negative outcomes of business associations impact on industry development is conducted contributing to the theory of Russian industrial enterprises strategical management. The article analyses differences between various economic agents on the example of Chamber of Commerce and Industry (CCI) and the Russian union of industrialists and entrepreneurs (RUIE). Regional CCI offices are preferred to RUIE ones when it comes to decide on participation in a multisectoral business association.

The forest industry is an important part of Russian economy, so its condition has a great impact on all aspects of the entire economy and life of Russia, from the extraction of raw materials in various industries (such as construction, agriculture, furniture production) and ending with the recreational role of forests in people's lives. This article discusses the main issues and prospects for the development of Russian forest industry. The systematization of the main issues of the development of enterprises of the forest industry of the Baikal region in terms of existing problems in production and technology is presented. To solve technological problems, it is proposed to use innovative solutions at enterprises of the forest industry, for example, the use of drones for forest inventory, monitoring of measurement and accounting of the movement of logs, the use of fertilizers with additives from biomass waste. The direction of development of industrial enterprises of timber industry region of Russia, based on innovations and systemic reforms of the forest industry, is presented.

In the article possibilities of increase in the level of competitiveness are certain by industrial enterprises in the conditions of realization of strategies of their development. Theoretical and methodological basis of research are the scientific developments of home and foreign scientists, related to the competitiveness as priority economic factor of strategic development and functioning of industrial enterprise in a changeable environment, materials of the specialized scientific conferences and symposiums. The research showed that strategic changes that come forward as a mortgage of creation of future competitive edges are the result of providing the protracted development of enterprise in the corresponding competition terms of business. It is shown that the basic condition of development and effective functioning of modern enterprises in market conditions is high competitiveness, and the main feature of development of industrial enterprises on microeconomic level is, first and foremost, a general strategic orientation to the markets of sale, source of supply, and also to placing of production facilities in different countries of the world. There are analysed general competitive strategies that provide the business level of the diversified enterprise and business level of his management. Special attention is focused on the necessity of development of global strategy, that allows to use the resources got in one part of the world, to win competition over other, aimed at development and improvement of competition position of enterprise in the future. The process of managing a competitiveness and implementation of functions of administrative activity phases is investigated at all levels of the sensor-based system of organization, which is the necessary condition of realization of strategy of development of enterprise. The obtained results of the research make the basis for the scientific ground of competitiveness management process that is the necessary condition of realization of strategy of enterprise development. The expediency of study and analysis of existent strategies as an instrument of forming competitiveness, and also forming personal strategic development on this basis.

The object of research is the regional industry of Ukraine. In the sectoral context, the general structure of the regional industry is significantly deformed, and the strategic and sectoral guidelines of economic policy are blurred, which makes it difficult to restore the economic growth of the country as a whole. The industrial potential is concentrated mainly in traditional industrial regions. The development of industry is hampered by the worn-out state of the technical and technological base of production, a high level of staff turnover, an insignificant percentage of the production of high-tech products, a lack of institutions for innovative development, and similar factors. The complexity of the procedures for financing the processes of industrial development is mediated by the innovative activity of its subjects. The processing industry is the central center of innovation in the industry. Among the sources of financing for innovations, enterprises’ own funds prevail. It is substantiated that the main directions of regional development of industrial enterprises in terms of financial support for their functioning are support and encouragement of innovation, measures to increase the competitiveness of industrial products, internationalization and support for exports. It is proved that the regions of the country unevenly use the mechanisms of investment support for industry, depending on the characteristics of the development of the regional economy. This necessitates the creation of investment mechanisms aimed at ensuring the management of the competitiveness of regional industrial complexes on the basis of the development and implementation of innovations. A multichannel investment mechanism has been proposed to ensure a full-fledged infusion of financial resources from several sources as an effective tool for financial influence on the development of industrial enterprises. It is noted that among the directions of development of industrial management should remain both traditional measures to support domestic producers (state regional purchases) and alternative (financial leasing, initial placement of securities, joint investment). For a separate direction of industrial development, it is recommended that state support of cluster interregional initiatives based on the use of leading European experience. The highlighted areas are relevant for potential foreign partners who intend to carry out joint business with Ukrainian industrial enterprises. Also, the indicated research results are significant in the process of attracting investments at the regional level and have practical value for foreign investors when they consider a portfolio of alternatives to foreign direct investment in Ukrainian industrial facilities.

Relevance. Modern environmental conditions are a turning point for the development of the machine-building industry, where traditional organizational and managerial mechanisms are exhausting themselves as a productive activator of the production component. It is necessary to make a technological breakthrough in the scale of progress of the entire industrial sector of the economy. The purpose of the research is to scientifically substantiate the main directions of organizational development of enterprises of the machine-building complex, taking into account the challenges of the external environment. The objectives of the research are to study the trends and problems of organizational development of machine-building industry enterprises at the federal and regional levels with the definition of modern aspects of their activities, which is necessary to form the conceptual foundations of the transformation of the machine-building complex. Methodology. The methodological basis of the research consists of general scientific methods of cognition, statistical methods, as well as the principles and methods of the systematic approach. Results. As a result of the research, the possibility of functional restoration of mechanical engineering after the loss of the share of foreign products in the territory of the Russian Federation is identified, the factors of influence and digital responses of business are highlighted based on the analysis of strategies for responding to economic shocks. Based on the analysis of case-practices of domestic and foreign experience, the possibilities of transforming mechanical engineering in the context of organizational development are determined, taking into account the identified internal reserves of machine-building organizations using the example of the Orel region. Conclusions. The problems of organizational development of enterprises of the machine-building complex, taking into account its differentiation, require a special approach based on the development of model solutions and the creation of theoretical and methodological structures in the following areas: the formation of a unique profile in the modern ecosystem for regional engineering; the functional restoration of industry enterprises based on the principles of digital transformation; the development of a projective methodology for the formation of a culture of open innovation in enterprises ensuring synergy in the use of traditional areas of strategic potential development and digital drivers of industrial transformation for sustainable development.

The development and implementation of the strategy has long been the focus of scientists and practitioners. But, despite the extensive scientific Arsenal, the tasks facing economic managers do not become easier. In many ways, this situation is due to the fact that in the face of growing uncertainty, which is typical for any, both developed and developing markets, it is increasingly difficult to imagine the «image of the future» and formulate the strategy goals to subordinate the company’s activities to the achievement of these very goals. In a sense, the correct formulation of the problem of long-term development can serve as a foresight, which is used to identify factors that can have an impact on the economy and society in the medium and long term. However, what is the connection of foresight with the setting of goals of the strategy of the industrial enterprise and the choice of mechanisms for the implementation of the chosen strategy – these questions require answers, without which the scientific base of strategic management will not be complete. An attempt is made to find an answer to the question of what hinders industrial development under conditions when the scale of technological modernization is not accompanied by a change in the structure of production. The solution to this problem is proposed to be sought in institutional transformations, on the basis of a theoretical understanding of the laws that determine the technological development of modern industry and the application of the methods of the theory of artificial intelligence systems. The proposed approaches of economic and technological development of territories, states, industries and individual industrial enterprises will allow the most effective financing of investment programs for industrial development.

The research presents an attempt to elaborate an economic and organizational mechanism for innovative development of the food industry in the current conditions of sanctions and import substitution. The objective of this study is to provide a coherent methodology for developing an economic and organizational mechanism for innovative development of the food industry. In term of methods, the article is based on a system approach to assessing the current condition and identifying the issues related to innovative development of food industry enterprises, as well as a comparative analysis of management principles in the Russian food industry. The article provides an algorithm for effective cooperation between government and business – food industry enterprises – based on a wide range of methods of dialectical logic, binning, comparative and abstract-logical analysis. The results of this article can be used both in theory and practice regarding the development of tools for innovative development of food industry enterprises. Moreover, they can be used to advance scientific methods for improving competitiveness, investment attractiveness and economic resilience of food processing enterprises in the environment of increased innovative activity. Food industry enterprises show an increasing interest in innovative development of domestic agrarian producers as the main source of domestic primary products for own sustainable development. The proposed economic and organizational mechanism for the establishment and development of food industry enterprises in the framework of structural transformation management in the industry enables restructuring of the socio-economic situation in the food industry. The developed algorithm of a public-private partnership to attract investments to innovative development of Russian food processing enterprises aims to support and encourage export of food, enabling the government and regional authorities to promote rational use of investment potential of Russian regions, mitigation of investment risks and strengthening of food security in the country.

The article deals with actual issues related to youth’s orientations to technical education and the quality of students training at technical universities. On the one hand, the state provides tuition- free education to school leavers in order to increase the number of young designers, engineers, technologists capable of providing innovative development of industrial enterprises in the country. On the other hand, there is a low level of youth’s orientations to technical education. Meanwhile, youth’s orientations to technical education can be considered as a factor of the sustainable development of Russian industry. In addition, employers note a low level of young professionals’ readiness for professional self-development in the conditions of constant modernization of present-day production. The major research objective is to analyze the youth’s orientations to technical education and to assess the quality of technical education in Yekaterinburg. The investigation has revealed that employers do not show activity in the assistance for finding employment for those who intend to realize their knowledge and skills while working in their specialty. The study has shown that the number of those graduates of higher education institutions who work in related specialties or the number of those who are not related to the profession acquired is increasing. The survey has fixed that the majority of them are not satisfied with the level of young engineers’ professional competence. It should be concluded that this situation complicates the sustainable development of Russian industrial enterprises due to the constant inflow of young workers’ with low- level competence

The article is devoted to the study of the financial mechanism of the enterprise, theoretical approaches to its formation and structuring, with an emphasis on the areas of application of digital tools in decision-making processes and implementation of financial management functions at the enterprise. The main focus is on revealing the influence of digital technologies on the financial mechanism of the enterprise, as well as on the potential of these technologies from the standpoint of increasing the effectiveness, flexibility and efficiency of the management of the enterprise's financial resources. Goal. The purpose of the article is to study the theoretical aspects of the financial mechanism of the enterprise in the conditions of digital business transformations. Method (methodology). The study is based on the analysis of the use of digital technologies in the management of the company's financial resources, the assessment of their impact on the financial mechanism of the company. The methods of analysis, synthesis, systematization, and generalization are used to determine the advantages, risks, and threats of introducing digital technologies into the financial mechanism of the enterprise. The results. The results of the study indicate that in today's dynamic market environment, the financial mechanism of the enterprise must be flexible enough, able to quickly adapt to new unpredictable realities of functioning. This can be achieved through the introduction and active use of digital technologies in the process of collecting and processing information, making management decisions and controlling the formation and use of the company's financial resources. Due to the use of such digital technologies as data analytics, cloud services and online platforms, chatbots, machine learning, integral digital analytical systems, artificial intelligence, it is possible to ensure the increase in the effectiveness of the financial mechanism of the enterprise. Despite the significant positive effects of the digitization of management processes and decision-making procedures in the field of enterprise finance, such changes carry risks and threats to the economic activity of the enterprise, and the actual effectiveness of digital transformations may not fully meet expectations.

Introduction. At the present stage of economic development, the problem of innovative development of domestic industrial enterprises is particularly acute, which is determined by the current geopolitical situation and the need to ensure national security and sovereignty of our state. In this context, the role of innovation risk management is also increasing, the effectiveness of which depends on obtaining the desired result. One of the most important factors ensuring the effectiveness of risk management in the field of innovative development is currently digitalization, which provides a wide range of opportunities for effective management. However, today the emphasis is on "digital" risks in innovation, which significantly reduces the potential of digitalization in terms of managing the negative impact of challenges and threats arising in the process of developing and implementing innovations. Goal. The article aims is the development of theoretical provisions of risk management, taking into account the requirements of modernity, expressed in universal digitalization, which will allow using its advantages. Materials and methods. The study was conducted on the basis of the use of dialectical, historical, comparative and theoretical methods, the application of which made it possible to identify existing approaches to risk management of innovative activities of industrial enterprises, to identify the specifics of views on the problems of interaction between innovative and digital development, to determine the possible direction of theoretical development of the provisions. The research materials included works by domestic and foreign authors, regulatory legal acts and expert opinions. Results and discussion. The analysis of existing provisions allowed the authors to propose a digital approach to risk management of innovative activities of industrial enterprises based on the use of digital technologies that provide a wide range of opportunities to identify and implement the necessary impact on risks. Conclusion. The proposed approach will expand the range of possible solutions for managing innovation risks, as well as increase the effectiveness of management decisions, which will contribute to achieving the development goals set by the state.

At present, the industrial Internet has gradually become a product of the integration of new generation of information technology and manufacturing. The development of the traditional manufacturing industry with transformation and upgrading faces various bottlenecks. These bottlenecks require the industry to make technological improvements through the concept of promoting sustainable development. At the same time, these issues also need intelligent support to match them. IoT technology can help enterprises realize product design and production, inspection and testing, risk early warning and post-sales, and other process links. The Internet of Things technology improved and innovated the industrial production process in the process. This technology has become the main means to promote industrialization and information integration, and it is an important basis for promoting manufacturing capabilities and networking forces. At present, the industrial Internet of our country is generally developing rapidly. However, this technology encountered many difficulties in the process of promoting discrete manufacturing and upgrading. There are still some difficulties in the entire technology landing application process. For example, there is still a significant gap in the breadth and depth of the Internet of Things applications. In particular, the value of data needs to strengthen. Based on the analysis of the risk solutions and development dilemma of artisanship, this article shows the benefits of the Internet of Things technology. Trend demand, practical application demand, production efficiency demand, after-sales service demand, and other aspects promote management innovation. This article first classifies the development of the industrial Internet in information transmission and development of the industry around the world. On this basis, this article has built a three-dimensional reference model for the industrial Internet to promote the transformation and upgrade of discrete manufacturing. In addition, this article proposes a strategy to promote the transformation and upgrade of discrete manufacturing. It includes three development stages: industrial Internet, industrial and commercial Internet, and industrial intelligence Internet. On this basis, the text explains the corresponding technical system and its challenges. Through the research results of this article, it provides theoretical guidance for the industrial Internet to promote the transformation and upgrade of discrete manufacturing.

The relevance of the study of the concept of a digital controller is predetermined by an active introduction of digital technologies into the control and supervisory activities of authorized bodies, which is expressed in the development of new technologies, the use of automated systems, artificial intelligence and other achievements. The use of digital technologies of various levels of complexity (gradually being introduced, breakthrough technologies and technologies of the near future) to increase the efficiency of the activities of control and supervisory authorities forms a new type of public financial control — digital public financial control that has a number of features, and, accordingly, is carried out by a specific entity. The entity exercising digital public financial control has new characteristics. The term a “digital controller” is new, there is no legal definition of it in the current legislation of the Russian Federation. Plans for the introduction of new digital technologies, especially artificial intelligence and robots, lead to discussions about their role in the legal relations that develop with their participation, that is, they lead to the development and analysis of the problem of attributing them either to objects or subjects. Thus, it seems appropriate to study the concept of “digital controller”, as well as its place in control and supervisory legal relations. At the present stage of development, we can confidently talk about the possibility of considering a digital controller in three aspects: as a control and supervisory authority, which is the subject of digital public financial control; employees of control and supervisory authorities working directly with digital systems; electronic persons, that is, artificial intelligence and robots as independent subjects.
