This study1 presents a methodology for assessing the strategic sustainability of enterprises in Russian regions at the micro level as a part of assessing the strategic sustainability of the complex of enterprises in a region. The authors suggest directions for fostering the economy of the depressed regions ofRussiaby improving the management of strategic sustainability of the complex of large, medium, and small enterprises in a region. The recommendations developed for federal and regional authorities on how to improve the management of the complex of enterprises in the regions are based on the hypothesis proved in the study about the dependence of economic development indicators of a region on the strategic sustainability of the complex of enterprises operating in its territory.Aim. The study aims to suggest directions for improving the management of the strategic sustainability of large, medium, and small enterprises in the depressed regions of Russia based on the formation of regional profit centers.Tasks. The authors identify the peculiarities in the development of large enterprises in the depressed regions of Russia by calculating an integrated index of economic and financial sustainability of enterprises; conduct a comparative analysis of the activities of large enterprises in depressed and developed regions to prove the hypothesis about the dependence of the economic and financial sustainability of large enterprises on the region’s level of socio-economic development; develop recommendations for federal and regional authorities on how to improve the management of the complex of large, medium, and small enterprises, including a proposal on the formation of regional profit centers.Methods. The theoretical and methodological basis of this study includes theories and concepts on the role of enterprises and entrepreneurship in the economic development of a region. The study uses general scientific methods: analysis and synthesis, comparative and statistical analysis, systematization, calculation of an integrated index, financial ratio analysis.Results. The economic and financial indicators of large businesses in depressed regions are comparable to those of large businesses in developed regions (including the development indicators of the largest enterprises included in the Expert 600 rating), with some indicators showing values that are even higher than in developed regions. This confirms the hypothesis that the level of socio-economic development of a region does not have a dominant effect on the sustainability of development of large enterprises. The level of development of regional economies depends on the regional business structure. The revealed patterns make it possible to propose directions for improving the management of strategic sustainability of enterprises in depressed regions to federal and regional authorities.Conclusions. The improvement of development management in depressed regions should be aimed at developing government support tools that facilitate the development of the complex of enterprises in the regions. It is necessary to integrate the sustainability management of the complex of enterprises in a region into the strategic management system at the federal and regional levels. Along with the implementation of national projects aimed at developing small businesses, increasing labor productivity, supporting innovation and development institutions, in depressed regions it is also necessary to implement projects aimed at developing large businesses and integrating them with medium and small enterprises based on cooperation roadmaps. A new approach to the development of depressed regions based on the formation of regional profit centers would facilitate the formation of the sustainability of the complex of enterprises in depressed regions, allowing rational use of national project funds. This study is a continuation of the article “Approaches to assessing the strategic sustainability of large, medium, and small businesses in the depressed regions of Russia” published in Ekonomika i upravlenie No. 10, 2019.

The article deals with the topical issue of the development of reporting on the sustainable development of industrial enterprises in the construction industry, which at the moment is voluntary, extending to the choice of tools and evaluation criteria. This approach makes it difficult to get an idea of the sustainable development of enterprises, which determines the relevance of this study. The author offers a criterion assessment of the sustainable development of industrial enterprises of the construction industry, which was based on an empirical study. In the course of the study, an analysis of reports on the sustainable development of industrial enterprises of the construction industry – leaders in sustainable development was carried out, and a list of criteria used by them for reporting on sustainable development was formed, as well as a list of topics significant for reporting allocated by industrial enterprises of the construction industry. Among the general list of topics and criteria, using the scoring system, those that have the greatest impact on the presentation of information about sustainable development were identified – significant criteria. When forming the final list of criteria, a new component of the sustainable development of industrial enterprises of the construction industry, called "digital sustainability", was identified, and criteria for its evaluation were proposed. At the final stage, a final list of topics, criteria and evaluation indicators was formed, which is the basis for a unified system for assessing the sustainable development of industrial enterprises in the construction industry.

Introduction. The work updates the situation with the enhanced sustainability of industrial enterprises in the Arctic territories of the Russian Federation since they are characterized with resources’ high potential associated with high environmental risks due to their exploration. Purpose. The paper aims at comparing the key indicators for sustainable development of the leading industrial enterprises in the Russian Federation in terms of their environmental impact. Materials and Methods. The authors reviewed modern studies related to the assessment of industrial development in the Arctic from the standpoint of technology, environmental friendliness, the formation of a data system, which reflect the trends in environmental load on the territory from the activities of industries. The identified trends in the sustainable development of industrial enterprises in the Arctic zone were analyzed and analytically interpreted. Methodologically, the paper synthesizes the methods of retrospective analysis and identifies the trends by analyzing rated key sustainability indicators defined by the data of industrial enterprises. Results. The paper proves the need for an in-depth analysis and detailed analysis of indicators of industrial load on the environment in the Arctic territories. The database for comparing key indicators was compiled, and the key trends in the sustainable development of industrial enterprises were identified. The analysis of their dynamics showed the multidirectionality in the development of industrial enterprises. The trajectories of enterprises’ efforts in achieving sustainability parameters were described: when the growth of expenditures is associated with a decrease in emissions and waste from production activities; when production and environmental indicators show multidirectional dynamics; when the enterprise growth rate decreases, environmental indicators improve. Conclusions. Thus, the authors substantiated the need to develop and implement a mechanism for regulating environmental policy at the state level, which would provide for measures aimed at active and systematic reduction of the environmental load on the environment in the Arctic territories.

The article is devoted to the results of a study on ways to ensure sustainable development in industrial enterprises. The economic indicators related to the success of industrial Russian enterprises, enterprises in Russia as a whole and the largest enterprises in the world are analyzed. It is proposed to solve the problems of sustainable development of industrial enterprises through the introduction of ABC – ABB – ABM principles into the enterprise budgeting process to increase the manager’s ability to respond promptly. It is proposed to ensure the sustainable development of the enterprise progressively, depending on the current characteristics of the processes and project activities of the enterprise, which are determined on the basis of the maturity matrix.

The forest industry is an important part of Russian economy, so its condition has a great impact on all aspects of the entire economy and life of Russia, from the extraction of raw materials in various industries (such as construction, agriculture, furniture production) and ending with the recreational role of forests in people's lives. This article discusses the main issues and prospects for the development of Russian forest industry. The systematization of the main issues of the development of enterprises of the forest industry of the Baikal region in terms of existing problems in production and technology is presented. To solve technological problems, it is proposed to use innovative solutions at enterprises of the forest industry, for example, the use of drones for forest inventory, monitoring of measurement and accounting of the movement of logs, the use of fertilizers with additives from biomass waste. The direction of development of industrial enterprises of timber industry region of Russia, based on innovations and systemic reforms of the forest industry, is presented.

Urgency of the research is determined by the urgent need to increase the competitiveness and improve the financial condition of Ukrainian industrial enterprises on the basis of their transition to sustainable development. Target setting. The implementation of measures for building a sustainable model of enterprise economic development requires a preliminary evaluation of the economic potential of enterprise sustainable development. Actual scientific researches and issues analysis. The study of the principles of enterprise economic development is a key issue for many scientists. In particular, the conditions and mechanisms of building innovative model of economic development of Ukraine were developed, the methods of evaluating economic development potential of enterprises were presented, and the peculiarities of implementation of sustainability measures were analyzed. Uninvestigated parts of general matters defining. The issue of quantitative evaluation of enterprise sustainability development potential remains unresolved. The research objective. The aim of this article is to develop methodological principles for evaluating economic potential of sustainable development of industrial enterprises as a prerequisite for developing scientifically sound sustainability policy. The statement of basic materials. The article presents the typology of enterprise sustainable development kinds. The criteria for the development are suggested. The effect of sustainability measures on the level of economic development of enterprises is analyzed. The method of economic potential evaluation of sustainable development of industrial enterprises using the system of evaluation indicators is presented. Conclusions. The employment of the developed methodological approaches to evaluation of the economic potential of industrial enterprise sustainable development will enhance the efficiency of management decisions on establishing sustainable development programmes in the enterprises.

Methods. The generalization and analysis made it possible to prove that the most important condition for the economic development of the country in modern turbulent conditions is to ensure the stability of the development of industrial enterprises in the real sector of the economy. In the course of the globalization of the economy, accompanied by the active development of the economic space, the acceleration of the exchange of information, technology, knowledge and experience, contribute to the transformation of industrial enterprises and increase their dynamism, which puts forward new requirements for doing business. The issues of the constancy of functioning and development of industrial enterprises are becoming increasingly important due to the increasing impact on business entities of negative trends caused by exogenous and endogenous factors (financial crises, pandemics, military events, etc.). Accordingly, qualitative changes are needed in the management mechanisms at the level of industrial enterprises to ensure their sustainable functioning and development. In unstable economic conditions, the management of industrial enterprises must be based on the principles of adaptation to ensure economically sustainable functioning and development in the long term. However, at present, one can state the low quality of management, which negatively affects the efficiency of industrial enterprises. Consequently, the modern market economy requires absolutely innovative approaches to management, which are based on the principles of selffinancing, self-sufficiency, self-government. Results. The author in the article analyzed the dynamics of the volume of sales (goods, services) of enterprises in 2010–2021 (according to the institutional and functional approach). The results of the analysis indicate that the volume of sold products (goods, services) of the industry in the total number of products sold for 2010–2021. 68% to 33.78%. Therefore, we can state the fact that the general industry provides from 30 to 40% of the total volume of sales, which confirms the priority of this industry in the development of the country's economy. The article analyzes the problems of industrial enterprises, identifies the components and their indicators necessary for a permanent assessment of the resource potential as the basis for the formation of a management system for the innovative development of industrial enterprises. Novelty. An algorithm is proposed for assessing the components of the resource potential of industrial enterprises in order to develop a management solution for the formation of a foresightinnovative enterprise management mechanism, which consists in successfully overcoming problems at domestic industrial enterprises, needs an integrated approach, including business support, technology modernization, stable energy supply, social responsibility and favorable conditions in the investment and regulatory environment. Only in such conditions it is possible to create certain positive conditions for the development of industry and ensure the sustainable growth of the country's economy. Practical value. It was determined that the solution of problems at domestic industrial enterprises of Ukraine requires comprehensive measures, including support from the state, involvement of the private sector, modernization of technologies and management, innovation, education and international cooperation. Only in such conditions it is possible to create favorable conditions for the stable development of domestic industrial enterprises.

Subject/topic. The article discusses the possibilities and prospects of ensuring the dynamic stability of the economic development of industrial enterprises through the use of end-to-end technologies of the digital economy. The purpose and objectives of the study is to consider the potential and state of the use of digital technologies in the context of ensuring the dynamic sustainability of the development of industrial enterprises and to identify promising areas for improvement. Methodology. The study used: the general scientific dialectical method of knowledge, as well as some special research methods: comparative, survey method, statistical, generalization method and others. Results. An approach to understanding dynamic stability as a key characteristic of economic development has been substantiated. The importance of end-to-end digital technologies as a source of dynamism and sustainability of the development process of industrial enterprises is noted. Insufficient effectiveness of digitalization of Russian industrial enterprises is stated, factors that inhibit and stimulate industrial digitalization are highlighted. Some promising areas of digital assistance to ensure the economic development of Russian industrial enterprises are presented. Conclusions/Relevance. It has been confirmed that complex digital technologies of the so-called "end-to-end" nature can be fairly considered as the most modern toolkit for ensuring the dynamic sustainability of the development of economic entities in industry. Their use is truly synergistic in nature, since it pushes high-tech development of related industries, provides a deeper penetration of digitalization into the public sector, and also contributes to an integral increase in the global competitiveness of domestic industry, thereby making an invaluable contribution to achieving the desired parameters of national economic security. The promising directions of digitalization as a tool for ensuring the dynamic stability of the economic development of Russian industrial enterprises are given, such as the introduction of wireless communication technologies and the industrial Internet along the entire territorial chain of added value creation; activation of the use of robotics and sensorics components through the support of digital control and monitoring tools; orientation of the consumer product portfolio to the "Internet of Things"; further digitalization of general administrative and management processes (upstream-level of management of industrial enterprises) based on the introduction of tools and technologies for integrated digital planning and digital controlling.

Public-private partnership is a governments’ progressive political decision to involve the private sector in the development of public infrastructure by the provision of services such as design, financing, construction, operation, reconstruction, maintenance, etc. The article is devoted to determining the foundations of public-private partnership organization and its impact on improving transport infrastructure. The basic principles of public-private partnership development in the article were researched, taking the historical features of its and modern implementation goals. The study examines the main features of public-private partnership development and its positive and negative aspects. The tasks of the public and private sectors in this cooperation are outlined. The experience of advanced countries of the world (Australia, Canada) in using public-private partnership for the development of public infrastructure was researched. The features of the implementation of Australian and Canadian transport infrastructure projects using the public-private partnership were analyzed, resulting in a list of 20 (10 Australian and 10 Canadian) advanced transport projects, reflecting their key aspects and benefits from implementation. By the results of the study were offered suggestions for optimizing the further development of public-private partnership. These suggestions are especially relevant for countries where public-private partnerships are at an early stage of development. The recommendations have also been offered for the development of national public-private partnership, with the purpose of post-war restoration of the national transport sector, taking into account the specifics of its infrastructure application in developed countries.

Since the 1990s China has emerged as one of the world's most active markets for public-private partnerships (PPPs) in water and sanitation, while the private sector has played a rather limited role in the water sector in India. From 2001 to 2012, there were 237 PPP projects in water and sanitation in China, accounting for 40% of the total number of such projects globally, and the Chinese population served by private water companies increased from merely 8% in 1989 to 38% in 2008. Development of PPPs in the water sector in India during the same period was insignificant. Our comparative analysis of PPPs in water and sanitation in the two countries highlights the importance of water tariff reform, strong support and oversight from the national government, and the availability of credible regulatory mechanisms to safeguard development and sustainability of PPPs in the water sector.

Majority of social and economic problems of Ukraine’s agrarian sphere can not be solved without formation of partner relationships and constructive dialogue between the state and private business. The formation of partner relationship models opens up new possibilities and provides certain advantages for participators’ agreement. The aim of the research is to analyze the current state of implementation of public-private partnership projects and determine the main ways for PPP development in Ukraine. In the article reveals the historical aspect of public-private partnership (PPP) development between the state and private participator in different countries of the world. The current state of development, the features of the constructive interaction between state bodies and business in solving of long-term socially important tasks of social and economic development are analyzed. The expediency of developing partnership between state and business is grounded. The main factors of negative influence on the effectiveness of PPP projects implementation in agrarian sphere are identifed . The main models of private business participation in the accomplishment of investment projects in agro-industrial production are considered and their main features are determined. It is proven that implementation of PPP projects promotes the effective management of state and municipal property objects and the creation of conditions for use of new technologies and innovation, etc. The high efciency of PPP mechanism as a form of interaction between state and business has been proven by the experience of many countries around the world. Thus, public-private partnership needs to be developed in our country to solve signifcant social and economic problems through combining the resources of public and private sectors. To do this, it is necessary to overcome a number of legislative, political, economic and institutional barriers that hinder the PPP development. The study generalizes the world practice of using of the PPP mechanism in agriculture and determines the main priority directions of PPP project implementation in agro-industrial production and rural areas of Ukraine. These include: construction, maintenance and management of wholesale markets of agricultural production; development of infrastructure of agrarian market; development of production infrastructure, agricultural waste processing; irrigation systems construction, operation and management; construction, exploitation and management of social infrastructure objects in rural areas. The study reveals that PPP in Ukraine develops very slowly, the level of PPP project accomplishment is low, the number of implemented projects is minimal and its effectiveness is low because of legal and economic obstacles for doing business. The problem is not so much the low number number of concluded agreement between the state and the private partner, but rather the effectiveness and efciency of their implementation. The article deals with actual issues related to youth’s orientations to technical education and the quality of students training at technical universities. On the one hand, the state provides tuition- free education to school leavers in order to increase the number of young designers, engineers, technologists capable of providing innovative development of industrial enterprises in the country. On the other hand, there is a low level of youth’s orientations to technical education. Meanwhile, youth’s orientations to technical education can be considered as a factor of the sustainable development of Russian industry. In addition, employers note a low level of young professionals’ readiness for professional self-development in the conditions of constant modernization of present-day production. The major research objective is to analyze the youth’s orientations to technical education and to assess the quality of technical education in Yekaterinburg. The investigation has revealed that employers do not show activity in the assistance for finding employment for those who intend to realize their knowledge and skills while working in their specialty. The study has shown that the number of those graduates of higher education institutions who work in related specialties or the number of those who are not related to the profession acquired is increasing. The survey has fixed that the majority of them are not satisfied with the level of young engineers’ professional competence. It should be concluded that this situation complicates the sustainable development of Russian industrial enterprises due to the constant inflow of young workers’ with low- level competence

Industrial enterprises are an important subject in the economy of Dalian, especially the economic development of large and medium-sized industrial enterprises plays an important role in the national economy. In recent years, with the gradual expansion of China's overall debt scale, the total debt of large and medium-sized industrial enterprises in Dalian is also growing. The appropriate debt of enterprises is conducive to improving the efficiency of capital use, promoting the renewal and R & D of products and the transformation and upgrading of industries. However, excessive leverage will bring greater financial risks. Both high liabilities are solidified into productivity traps such as production equipment and zombie enterprises with low added value or even backward production capacity, which has become one of the main obstacles to the transformation and upgrading of large and medium-sized enterprises. In this context, deleveraging and risk prevention have become an urgent problem to be solved in Dalian's economic development.

In Industrial Internet, mutual authentication between enterprises is a prerequisite for establishing reliable upstream and downstream relationships. Existing authentication methods suffer from complicated certificate management and key escrow problems. Moreover, many authentication mechanisms cannot resist common security attacks and have high computational overhead and communication costs. Therefore, this paper proposes a blockchain-based certificate-free cross-domain authentication mechanism for Industrial Internet. By establishing an Ethereum consortium blockchain as the trusted cornerstone among different regions, industrial enterprises in each region generate the user’s private key with the key generation center in the region, thus avoiding the key escrow problem. This consortium blockchain adopts the proof of authority consensus mechanism for scalability and throughput. Industrial enterprises in different regions invoke smart contracts and query other industrial enterprises for mutual authentication and key negotiation. SVO logic proves the proposed scheme achieves the intended authentication goal, and the automated formal verification tool Scyther proves the scheme’s security. In addition, compared with seven related schemes in the last three years, the experimental results show that the proposed scheme has low communication overhead and computational cost in the authentication key negotiation phase. The experiments on the Ethereum consortium blockchain built by Raspberry Pi prove the effectiveness of the proposed scheme. Finally, the comparative analysis of common security properties proves the reliability of the scheme.

In the article possibilities of increase in the level of competitiveness are certain by industrial enterprises in the conditions of realization of strategies of their development. Theoretical and methodological basis of research are the scientific developments of home and foreign scientists, related to the competitiveness as priority economic factor of strategic development and functioning of industrial enterprise in a changeable environment, materials of the specialized scientific conferences and symposiums. The research showed that strategic changes that come forward as a mortgage of creation of future competitive edges are the result of providing the protracted development of enterprise in the corresponding competition terms of business. It is shown that the basic condition of development and effective functioning of modern enterprises in market conditions is high competitiveness, and the main feature of development of industrial enterprises on microeconomic level is, first and foremost, a general strategic orientation to the markets of sale, source of supply, and also to placing of production facilities in different countries of the world. There are analysed general competitive strategies that provide the business level of the diversified enterprise and business level of his management. Special attention is focused on the necessity of development of global strategy, that allows to use the resources got in one part of the world, to win competition over other, aimed at development and improvement of competition position of enterprise in the future. The process of managing a competitiveness and implementation of functions of administrative activity phases is investigated at all levels of the sensor-based system of organization, which is the necessary condition of realization of strategy of development of enterprise. The obtained results of the research make the basis for the scientific ground of competitiveness management process that is the necessary condition of realization of strategy of enterprise development. The expediency of study and analysis of existent strategies as an instrument of forming competitiveness, and also forming personal strategic development on this basis.
