Сравнительная оценка устойчивого развития промышленных предприятий в Арктических территориях Российской Федерации

The article deals with the topical issue of the development of reporting on the sustainable development of industrial enterprises in the construction industry, which at the moment is voluntary, extending to the choice of tools and evaluation criteria. This approach makes it difficult to get an idea of the sustainable development of enterprises, which determines the relevance of this study. The author offers a criterion assessment of the sustainable development of industrial enterprises of the construction industry, which was based on an empirical study. In the course of the study, an analysis of reports on the sustainable development of industrial enterprises of the construction industry – leaders in sustainable development was carried out, and a list of criteria used by them for reporting on sustainable development was formed, as well as a list of topics significant for reporting allocated by industrial enterprises of the construction industry. Among the general list of topics and criteria, using the scoring system, those that have the greatest impact on the presentation of information about sustainable development were identified – significant criteria. When forming the final list of criteria, a new component of the sustainable development of industrial enterprises of the construction industry, called "digital sustainability", was identified, and criteria for its evaluation were proposed. At the final stage, a final list of topics, criteria and evaluation indicators was formed, which is the basis for a unified system for assessing the sustainable development of industrial enterprises in the construction industry.

Роль ГЧП в обеспечении устойчивости корпоративного развития крупных промышленных предприятий доказана посредством экономического моделирования. По материалам 36 крупных промышленных предприятий из шести регионов России эмпирически протестирована модель линейной регрессии, отражающая зависимость интегрального индикатора устойчивого развития промышленного предприятия от ряда факторов, характеризующих состояние и потенциал корпоративного развития, региональной экономики и учитывающих вовлечение предприятия в действующее или недавно завершенное продолжительное государственно-частное партнерство. Показано, что на устойчивость корпоративного развития статистически значимое положительное влияние оказывает динамика роста промышленного производства в регионе и фактор вовлеченности предприятия в ГЧП. Отмечается наличие общих положительных тенденций, а также перекосов в развитии ГЧП с участием промышленных предприятий в регионах России. По результатам отбора и анализа лучших практик, определены перспективный инструментарий, инновационные технологии и направления партнерства, направленные на неуклонное содействие устойчивому развитию промышленных предприятий различных регионов страны на основе внедрения, тиражирования и масштабирования ГЧП. The consideration reveals issues aimed at a comprehensive justification of the need and ways of forming an organizational and economic mechanism for the development of industrial enterprises in the regions of Russia based on public-private partnership (PPP). The role of PPP in ensuring the sustainability of economic development of large industrial enterprises is confirmed by methods of economic analysis. Based on materials from 36 large industrial enterprises from six regions of Russia, a linear regression model was empirically tested, reflecting the dependence of the integral indicator of industrial enterprises on a number of factors, characteristic conditions and potential for economic development, the regional economy and promoting the involvement of enterprises in existing or recently completed public-private existence. partnership. It is shown that on sustainable development, the standard characteristic has a positive impact on the dynamics of the growth of industrial production in the regions and the factor of computerization of enterprises in PPPs. It is distinguished by the presence of such a connection, as well as distortions in the development of PPP with the involvement of industrial enterprises in the regions of Russia. Based on the results of the selection and analysis of best practices, slowdown of economic tools, innovative technologies and areas of partnership aimed at the steady, relatively sustainable development of industrial enterprises in various regions of the country based on the development, replication and scaling of PPPs.

Urgency of the research is determined by the urgent need to increase the competitiveness and improve the financial condition of Ukrainian industrial enterprises on the basis of their transition to sustainable development. Target setting. The implementation of measures for building a sustainable model of enterprise economic development requires a preliminary evaluation of the economic potential of enterprise sustainable development. Actual scientific researches and issues analysis. The study of the principles of enterprise economic development is a key issue for many scientists. In particular, the conditions and mechanisms of building innovative model of economic development of Ukraine were developed, the methods of evaluating economic development potential of enterprises were presented, and the peculiarities of implementation of sustainability measures were analyzed. Uninvestigated parts of general matters defining. The issue of quantitative evaluation of enterprise sustainability development potential remains unresolved. The research objective. The aim of this article is to develop methodological principles for evaluating economic potential of sustainable development of industrial enterprises as a prerequisite for developing scientifically sound sustainability policy. The statement of basic materials. The article presents the typology of enterprise sustainable development kinds. The criteria for the development are suggested. The effect of sustainability measures on the level of economic development of enterprises is analyzed. The method of economic potential evaluation of sustainable development of industrial enterprises using the system of evaluation indicators is presented. Conclusions. The employment of the developed methodological approaches to evaluation of the economic potential of industrial enterprise sustainable development will enhance the efficiency of management decisions on establishing sustainable development programmes in the enterprises.

The article is devoted to the results of a study on ways to ensure sustainable development in industrial enterprises. The economic indicators related to the success of industrial Russian enterprises, enterprises in Russia as a whole and the largest enterprises in the world are analyzed. It is proposed to solve the problems of sustainable development of industrial enterprises through the introduction of ABC – ABB – ABM principles into the enterprise budgeting process to increase the manager’s ability to respond promptly. It is proposed to ensure the sustainable development of the enterprise progressively, depending on the current characteristics of the processes and project activities of the enterprise, which are determined on the basis of the maturity matrix.

The article deals with actual issues related to youth’s orientations to technical education and the quality of students training at technical universities. On the one hand, the state provides tuition- free education to school leavers in order to increase the number of young designers, engineers, technologists capable of providing innovative development of industrial enterprises in the country. On the other hand, there is a low level of youth’s orientations to technical education. Meanwhile, youth’s orientations to technical education can be considered as a factor of the sustainable development of Russian industry. In addition, employers note a low level of young professionals’ readiness for professional self-development in the conditions of constant modernization of present-day production. The major research objective is to analyze the youth’s orientations to technical education and to assess the quality of technical education in Yekaterinburg. The investigation has revealed that employers do not show activity in the assistance for finding employment for those who intend to realize their knowledge and skills while working in their specialty. The study has shown that the number of those graduates of higher education institutions who work in related specialties or the number of those who are not related to the profession acquired is increasing. The survey has fixed that the majority of them are not satisfied with the level of young engineers’ professional competence. It should be concluded that this situation complicates the sustainable development of Russian industrial enterprises due to the constant inflow of young workers’ with low- level competence

This article examines a new form of economic activity organisation for industrial enterprises in the context of the digital transformation of the economy. The analysis of networking in the cluster and economic approaches has allowed us to identify the guiding principles of interaction between economic actors, and the resulting effects and “values”. The platform education proposed by the author as an organisational and economic activity form is the digital ecosystem component, which is a spatial and temporal environment for the functioning of enterprises. A scheme for assessing data and process management in this ecosystem has been developed using the metrics proposed by the author. This scheme reflects the production-logistics chain formed in the framework of the actors’ integration in the digital ecosystem.

The purpose of this study is to develop a theoretical basis for the analysis of the phenomenon of sustainable development at the micro-level with an emphasis on the factors that determine the direction of the process (determinants). Based on the existence of conceptual contradictions in the interpretation of the category ‘sustainable development of the enterprise’ decomposition of existing approaches in the scientific literature is proposed with the selection of two groups according to the criterion of essential content - socio-economic, spatio-temporal (innovative) approaches. The first is based on the socio - ecological - economic triad in the system of sustainable development. In the second case, the main focus is on the role of innovation in enterprises. We have proved that the determinant of sustainable development of an agricultural enterprise is not innovation itself, but responsible innovations related to development not only at the present stage, but also taking into account the interests of future generations. It is proposed to consider the category of ‘sustainable development of the enterprise’ as a system and complex process of strategic transformation of the business entity, which includes a system of socio-environmental values and is based on the introduction of responsible innovations under the competitive environment and external factors. The contradiction between different levels of achieving sustainable development is revealed: micro-, branch, regional, macro-levels. On the one hand, the sustainable development of the enterprise forms a competitive advantage that distinguishes the manufacturer from others. On the other hand, constant demand must form an adequate consumer market, and this leads to the need to change the conditions of existence and the emergence of new players in the market. Management goals are complemented by a component of influence on all potential stakeholders in order to create a sustainable environment for their activities. Achieving sustainable development in a systematic manner is the result of actions, reactions and a coordinated balance of environmental, cultural, social and economic factors. Methods. The generalization and analysis made it possible to prove that the most important condition for the economic development of the country in modern turbulent conditions is to ensure the stability of the development of industrial enterprises in the real sector of the economy. In the course of the globalization of the economy, accompanied by the active development of the economic space, the acceleration of the exchange of information, technology, knowledge and experience, contribute to the transformation of industrial enterprises and increase their dynamism, which puts forward new requirements for doing business. The issues of the constancy of functioning and development of industrial enterprises are becoming increasingly important due to the increasing impact on business entities of negative trends caused by exogenous and endogenous factors (financial crises, pandemics, military events, etc.). Accordingly, qualitative changes are needed in the management mechanisms at the level of industrial enterprises to ensure their sustainable functioning and development. In unstable economic conditions, the management of industrial enterprises must be based on the principles of adaptation to ensure economically sustainable functioning and development in the long term. However, at present, one can state the low quality of management, which negatively affects the efficiency of industrial enterprises. Consequently, the modern market economy requires absolutely innovative approaches to management, which are based on the principles of selffinancing, self-sufficiency, self-government. Results. The author in the article analyzed the dynamics of the volume of sales (goods, services) of enterprises in 2010–2021 (according to the institutional and functional approach). The results of the analysis indicate that the volume of sold products (goods, services) of the industry in the total number of products sold for 2010–2021. 68% to 33.78%. Therefore, we can state the fact that the general industry provides from 30 to 40% of the total volume of sales, which confirms the priority of this industry in the development of the country's economy. The article analyzes the problems of industrial enterprises, identifies the components and their indicators necessary for a permanent assessment of the resource potential as the basis for the formation of a management system for the innovative development of industrial enterprises. Novelty. An algorithm is proposed for assessing the components of the resource potential of industrial enterprises in order to develop a management solution for the formation of a foresightinnovative enterprise management mechanism, which consists in successfully overcoming problems at domestic industrial enterprises, needs an integrated approach, including business support, technology modernization, stable energy supply, social responsibility and favorable conditions in the investment and regulatory environment. Only in such conditions it is possible to create certain positive conditions for the development of industry and ensure the sustainable growth of the country's economy. Practical value. It was determined that the solution of problems at domestic industrial enterprises of Ukraine requires comprehensive measures, including support from the state, involvement of the private sector, modernization of technologies and management, innovation, education and international cooperation. Only in such conditions it is possible to create favorable conditions for the stable development of domestic industrial enterprises.

The article considers the influence of product complexity (expansion of the product range for ensuring 
 a balanced product portfolio capable of meeting consumer requirements, used technological equipment and raw materials components characterized by non-standard characteristics, complexity of technological processes, etc.) on operational efficiency (production time, cost, supply chain, effective inventory management, etc.) and, as a consequence, on ensuring the sustainable development of industrial enterprises, taking into account the peculiarities of production and economic activity. The concepts of product complexity and operational efficiency are studied in detail. It is demonstrated that the product complexity has a stable relationship with the increasing costs, time spent on the produced unit, providing the warehouse balance of finished products, amount of labor, downtime of the main technological equipment associated with the production of a large assortment of goods. Relationship between the increased complexity of the product and its quality is less pronounced. Control over the quality indicators is important at all phases of the production process. The negative influence of the product complexity on most performance indicators is a phenomenon existing in all industries, which is a warning to manufacturers expanding the product line. The criteria for measuring the complexity of products were identified. A methodological approach is presented that allows the use of integrated complexity assessment technologies including the use of analysis tools from other scientific fields. It has been inferred that further investigating the solutions of the problem is reliable on the basis of different approaches.

The article explains the necessity and important role of innovation in industry and shows their impact on economy. There are indicators characterizing the position of Russian highly technological products on global market. Causes of low competitiveness of Russian producers were revealed. The article demonstrates the importance of new technologies for attaining sustainable development of industrial enterprises and analyzes indicators of innovation activity, which discloses the uneven development of the innovation system in different regions of the country. The authors ground the necessity of Russian industry passing over to a new level of development and identify the key lines in shaping the innovative infrastructure of regions. They underline specific features of pursuing innovation policy in Russia, highlight principle problems hindering the development of innovation processes and propose ways of their overcoming. A set of measures was designed aimed at smoothing out the lag of private sector development from the state one and at stimulating research and developments in the private sector. Research findings can be used to correct regional strategies of innovation development.

Subject/topic. The article discusses the possibilities and prospects of ensuring the dynamic stability of the economic development of industrial enterprises through the use of end-to-end technologies of the digital economy. The purpose and objectives of the study is to consider the potential and state of the use of digital technologies in the context of ensuring the dynamic sustainability of the development of industrial enterprises and to identify promising areas for improvement. Methodology. The study used: the general scientific dialectical method of knowledge, as well as some special research methods: comparative, survey method, statistical, generalization method and others. Results. An approach to understanding dynamic stability as a key characteristic of economic development has been substantiated. The importance of end-to-end digital technologies as a source of dynamism and sustainability of the development process of industrial enterprises is noted. Insufficient effectiveness of digitalization of Russian industrial enterprises is stated, factors that inhibit and stimulate industrial digitalization are highlighted. Some promising areas of digital assistance to ensure the economic development of Russian industrial enterprises are presented. Conclusions/Relevance. It has been confirmed that complex digital technologies of the so-called "end-to-end" nature can be fairly considered as the most modern toolkit for ensuring the dynamic sustainability of the development of economic entities in industry. Their use is truly synergistic in nature, since it pushes high-tech development of related industries, provides a deeper penetration of digitalization into the public sector, and also contributes to an integral increase in the global competitiveness of domestic industry, thereby making an invaluable contribution to achieving the desired parameters of national economic security. The promising directions of digitalization as a tool for ensuring the dynamic stability of the economic development of Russian industrial enterprises are given, such as the introduction of wireless communication technologies and the industrial Internet along the entire territorial chain of added value creation; activation of the use of robotics and sensorics components through the support of digital control and monitoring tools; orientation of the consumer product portfolio to the "Internet of Things"; further digitalization of general administrative and management processes (upstream-level of management of industrial enterprises) based on the introduction of tools and technologies for integrated digital planning and digital controlling.

The forest industry is an important part of Russian economy, so its condition has a great impact on all aspects of the entire economy and life of Russia, from the extraction of raw materials in various industries (such as construction, agriculture, furniture production) and ending with the recreational role of forests in people's lives. This article discusses the main issues and prospects for the development of Russian forest industry. The systematization of the main issues of the development of enterprises of the forest industry of the Baikal region in terms of existing problems in production and technology is presented. To solve technological problems, it is proposed to use innovative solutions at enterprises of the forest industry, for example, the use of drones for forest inventory, monitoring of measurement and accounting of the movement of logs, the use of fertilizers with additives from biomass waste. The direction of development of industrial enterprises of timber industry region of Russia, based on innovations and systemic reforms of the forest industry, is presented.

The development of the regional economy is of major concern against the backdrop of the “new normal.” As a problem that has persisted in China for decades, zombie firms have a negative impact on regional and industrial sustainable development. This study first presents a novel method for identifying zombie firms and then analyzes the characteristics of zombie firms in the Yangtze River Delta Urban Agglomerations during a specified period. A fixed-effect model is used to examine the impact of firm zombification on normal enterprise investment. Despite the low level of zombification of industrial enterprises in the Yangtze River Delta Urban Agglomeration, the results of the study indicate that it has a considerable negative influence on enterprise investment. After applying multiple methods for robustness testing and constructing instrumental variables to solve the endogeneity problem, our results have remained stable. The carbon intensity effect and the competitive weakening effect are also examined as two impact mechanisms. Our findings have significant theoretical and practical ramifications: 1) It introduces a novel concept for defining zombie firms, which will aid in the improvement of the technique of identifying zombie firms based on the Chinese Industrial Enterprise Database; 2) It proposes a novel approach to zombie firm research, and it is critical to better understand the harmful effects of zombie firms on industrial sustainable development and to make specific efforts to address them; 3) It makes recommendations to the government on how to establish industrial policy. The policy tilt towards state-owned enterprises should be adjusted, while regional economic characteristics should be fully considered to ensure the sustainable development of the industry and the region.

The paper conducts a deep research on the factors that influence the competition power of the gold mine enterprises in our Province with the method of actual investigation and data query. All kinds of index influencing enterprise competition power are confirmed and the competition power is evaluated objectively. Evaluation model of competition power for gold mine enterprises in Jilin Province is established. Through a lot of actual data, the influence of each index on the sustainable development of enterprises is analyzed and the weight of each index is measured. Standard value of each index is confirmed by the new set value statistics in probability and statistics. The evaluation model of competition power suitable for the gold mine enterprises of Jilin Province is established. 3 gold mine enterprises in Jilin Province are confirmed. Their competition power is evaluated and their development trend is predicted. Determination factors influencing their development are found and measurement for the healthy development of enterprises is proposed. The paper is of great practical significance for the development of gold mine enterprises in Jilin Province, northeast area and the whole country.

In the paper, foreign and Russian standards on industrial enterprise sustainable development have been presented. Special aspects of process approach for the enterprise's sustainable development have been described. The main reasons and advantages of these standards implementation into Russian and foreign enterprise activity have been revealed. The enterprise nonfinancial accountability evaluation in accordance with the basic standards has been also analyzed.
