The article considers the problem of introducing modern fitness technologies into physical education lessons to improve the development of physical qualities of students in grades 10–11. A practical manifestation of physical education and health technologies in physical education are various fitness programs, which constitute the main content of the activities of physical education and health groups. Physical education and health technologies aimed at developing physical qualities and forming physical education and health competencies are considered important factors in motivating students to engage in physical education and increasing their level of physical fitness. The purpose of the article is to study the impact of the use of fitness technologies in physical education lessons for students in grades 10–11 on the development of their physical qualities. The concept of the study is to study the attitude of students in grades 10–11 to fitness technology classes. Fitness training was conducted according to the structure of the lesson using traditional and innovative means, methods and organizational forms. Fitness technology tools were aimed at having a balanced effect on the musculoskeletal system, cardiovascular, respiratory and nervous systems of the students' bodies and developing physical qualities. The pedagogical formative experiment conducted during the school year showed that fitness technologies significantly improve students' interest and attitude to physical education lessons, and they positively perceive new means of physical education. It was found that students achieved the highest results in pull-ups (t = 3.98; P < 0.001) and forward torso bends from a sitting position (t = 4.12; P < 0.001). The use of various fitness technologies in physical education lessons in secondary education institutions creates opportunities for increasing interest and motivation for physical education classes, improves the intensity and motor density of lessons, and the effectiveness of the process of physical training of students. The variety of fitness technology tools used makes it possible to change the direction of the load, its volume and intensity.

In the case of specialties called "civilian", the focus is not on the nature and specificity of official operations using physical qualities, as is the case in the practice of professional physical training, but other approaches. The purpose of the research is to actualize the need and reveal the essence of such an aspect of physical education as non-professional physical education of students. The methods of theoretical research, study and generalization of data from literary sources, abstraction, analysis and synthesis, induction and deduction are used. An innovative approach to strengthening the educational component of the educational discipline "Physical Culture" in institutions of general secondary education and "Physical Education" in institutions of higher education has been transformed into research and practice in a number of countries. Non-professional physical education is a high level of physical education. The main sign of education is the inclusion of a person in physical activity. In institutions of higher education, this is a pedagogical process that should "close" the long-term withdrawal of youth with physical education. The results of the formation of the theoretical thinking of the projective type necessary for an educated person are foreseen. In the course of such conscious physical education, which is not the same as physical literacy, the values and goals of using physical education in various situations, which are constantly changing, are formed. These are also abilities necessary for creating an image of "myself in the future", designing and implementing systems of own physical education classes. Non-professional physical education of students of civil specialties should contribute to the formation of a person capable of using physical education. Non-professional physical education is singled out as an independent direction, which is determined by the characteristics of the personality of adults: the complexity of organizing reflection, communication, understanding, self-determination of a person and goal setting. The results of the research can be useful and applied in practice by specialists in physical culture and education.

The article deals with the search for ways to combine the efforts of customs and law enforcement agencies in the fight against illegal attempts to move goods, objects or substances across the customs border of a country. The concept and basic principles of law enforcement activities are studied, as well as the criteria for inclusion in such a system. By analyzing the powers of a number ofstate bodies, the author has compiled a list of law enforcement agencies involved in the fight against smuggling. It is emphasized that customs authorities today can be fully attributed to law enforcement agencies. Approaches to understanding the interaction of law enforcement agencies, its principles and directions of implementation are considered in detail. The author critically assesses the absence of a legal act regulating the procedure for interaction of bodies in in the fight against crime. While there is definitely a need for this, although the issues of interaction are locally outlined in special laws on individual state (law enforcement) agencies. It is recognized that modern regulation of issues of interaction between law enforcement agencies, and their list should be updated in the light of the reforms of such bodies, and must necessarily include customs authorities. It is emphasized that the problem of duplication of tasks and functions, chasing indicators and creating the illusion of an active fight against crime, has been relevant for more than two decades. Despite changes in legislation, liquidation or reorganization of previous bodies and the creation of new ones, renewal of personnel and units, the lack of clear delineation of powers of law enforcement agencies, and sometimes of law enforcement agencies, and sometimes dual competence or departmental ambitions, lead to a distortion of the actual picture of the organization of countering smuggling. The author outlines certain risks of interference with the organization and implementation of customs control that arise from a destructive perception of interaction. The institutional capacity of customs authorities as a lever is considered for improving the mechanism of interaction between the State Customs Service and law enforcement agencies. The author substantiates the expediency of including operational units to the list of subjects of operational and investigative activities. The author additionally argues that the prospect of granting customs authorities to conduct pre-trial investigations, and it is proposed to to delimit the powers of the authorities conducting it, for which purpose to determine the jurisdiction of the crime of “Smuggling of goods” for the bodies of the State Customs Service of Ukraine.

In order to solve the problem of observing the effect of rehabilitation physical training on basketball player injury, a kind of observation study on the effect of rehabilitation physical training on basketball player injury based on memory ultrasound examination was proposed. This study makes a comprehensive analysis of physical fitness training factors such as physical fitness test plan, training arrangement, training method, training monitoring, and effect evaluation. Through the experiment, it is found that there are still gaps in physical training, diagnostic standards, training plans and requirements, load monitoring, standardization of operation, nutrition, and recovery in the training organization. There are only 23.81% of full-time physical coaches and 25.40% of professional team doctors at all levels of sports teams. There were only 23.81% of full-time physical fitness coaches and 25.40% of professional team doctors in all levels of sports teams. Basketball players in the basketball injury survey had 67 sports injuries throughout the year, with a rate of 3.35 injuries per person and 2.48 injuries per 1000 hours. The location of chronic injuries is usually the lower back, knee joint, and ankle. The main injuries are due to the physical component, with injuries occurring most frequently throughout the training season in July, August, and September. Experiments show that good and professional physical training can reduce the risk of injury to a greater extent than strengthening the specific skills of athletes.

Alienation from physical education causes students to withdraw emotionally and physically from participation in classes. In addition, belief in one’s competence in physical activity and physical fitness appears to influence both participation in physical activity and fitness levels. The purpose of this study was to determine the relationships between physical factors (fitness performance and strength measures), psychological factors (alienation from physical education and two types of perceived physical competence), gender, and age in middle school children. Participants in this study were 242 children (138 girls, 104 boys) enrolled in 6th-, 7th-, and 8th-grade physical education classes. Data were collected on alienation from physical education; perceived competence toward physical fitness and toward physical activity; and grip strength, standing long jump, mile run, percent body fat, and body mass index. Using factor scores, a two-step regression procedure revealed that (a) gender and perceived fitness competence were significant predictors (p < .05) of fitness, explaining 41% of the variance, and (b) age, alienation, and perceived physical activity competence were significant predictors of strength, explaining 25% of the variance. Independent of gender and age, the psychological variables of perceived physical competence toward fitness and alienation are related to physical performance. Highly alienated youth were less fit, and children with lower perceptions of physical competence were less fit.

The main attention of the article is focused on the issues of physical training of cadet girls at Donetsk State University of Internal Affairs. It is outlined that according to the current trends of reforming the higher education system in Ukraine, special attention is paid to the need to study and understand various aspects of gender issues, including the formation of gender identity among cadets in different education institutions. Physical training is an important factor that increases the level of health and efficiency of employees of the Ministry of Internal Affairs of Ukraine, as well as promotes mastery of the profession. The purpose of physical training of women police officers is to maintain health, creative and labor activity, ensure the proper level of physical fitness and comprehensive development of physical qualities, acquisition of theoretical knowledge, formation of special-applied and vital skills necessary for operational and service work. Accordingly, the tasks of physical training highlight and specify its purpose. In this case, each task involves the relevant part of the target guidelines. The purpose of the article is to substantiate the feasibility of effective influence of the conditions for organization physical training of cadet girls using a gender approach. It is noted that the physical training of women police officers is a set of measures aimed at the formation and improvement of motor skills, development of physical qualities and abilities, taking into account the peculiarities of professional activity. The experimental methodology was based on certain stages: the first stage - adaptation; the aim is to improve the general physical fitness of cadet girls; the second stage - professional and applied physical training, where the main task is the formation of applied physical skills for girls to perform exercises for future professional activities; the third stage - improving functional readiness. It is also noted that the unification the content of physical training for men and women is not allowed. It is determined that the system of physical training of cadet girls will be effective due to the gender approach. According to the results of the experiment, the use of conditions for organizing physical training with a gender approach has a positive effect on girls' performance in the development of such physical qualities as strength, endurance, flexibility, agility, and in general on the basic level of physical fitness.

Purpose Law enforcement agencies in the United States are relying on state fusion centers for intelligence to develop actionable, data-driven reports that increase efficiency and improve investigations in crime prevention and homeland security. This study assesses the extent to which artificial intelligence and machine learning (AI/ML) are increasingly shaping intelligence operations in law enforcement and the functions of state fusion centers in supporting intelligence-led policing (ILP). The reliance and integration of AI/ML is improving analytic accuracy, situational awareness and information and data sharing and collaboration among law enforcement and homeland security agencies. This study examines the state of contemporary academic literature, assesses AI/ML applications used in law enforcement and builds a conceptual and theoretical framework centered on ILP policing. It also relies on empirical data, case study applications, and DHS assessments to explore the degree to which AI-driven processes and analytics enhance criminal intelligence, investigative efficiencies, situational awareness and predictive policing. The analysis, while focusing on the opportunities and challenges of using AI/ML tools in law enforcement, also highlights the need for ethical governance, transparency and accountability when relying on advanced technologies for crime prevention and policing. Design/methodology/approach This study utilizes qualitative methods, including a thematic content analysis of government and think tank/practitioner reports as well as academic literature on the benefits, costs and ethical factors regarding variations in the implementation of AI/ML tools for law enforcement intelligence products and resource allocation. For cross-validation of operational outcomes, it examines publicly available information in the DHS Fusion Center Annual Assessment, Bureau of Justice Statistics, LEMAS and RAND Corporation assessments of intelligence-led policing. Findings Qualitative Results Federal and state sources report fusion centers and law enforcement agencies integrating advanced analytic and ML-enabled tools into each step in the criminal intelligence lifecycle process. However, ethical and structural challenges limit and constrain technology-driven narratives in fusion centers. Given these challenges, there is a consistent qualitative and thematic pattern: state fusion centers now function as criminal intelligence analytic hubs or resources that leverage the most contemporary analytic and data-driven tools for criminal intelligence and law enforcement investigations. Interrelated themes describe AI/ML technologies in terms of shaping, constraining and complicating the intelligence lifecycle in fusion centers and law enforcement operations. Seven specific themes emerged from latent coding are illustrated in the chart. Research limitations/implications There are limitations on the collection of quantitative data since DHS, leading think tanks and NGOs do not disclose specific figures on the proportion of AI/ML tools. The DHS Fusion Center Annual Assessment process monitors technology adoption and the growth of analytic capabilities throughout the national network of fusion centers; however, the specific quantitative statistics are not disclosed in public summaries (DHS, 2024). Second, publicly available data and information constitute the bulk of empirical sources. Consequently, this study relies primarily on qualitative narrative reporting, not quantitative performance metrics. Third, publication bias is likely present in industry and government sources as these reports may provide overly optimistic observations and conclusions while overlooking ethical dilemmas, failures and challenges. Moreover, qualitative thematic analysis could reflect broader structural narratives as opposed to empirical outcomes. Finally, since AI/ML adoption varies across fusion centers and according to technology levels, qualitative themes identified in this study must be read as representative patterns and not as universally generalizable. Originality/value Fusion center utilization of AI/ML technologies is as much an operational tool as it is a policy, governance and ethical challenge. Successful and professional use in support of law enforcement is about placing technological innovations firmly within institutional accountability and constitutional guardrails. On the one hand, AI/ML tools are enhancing analytical intelligence production by accelerating analytic workflows, predictive modeling and expanding data/information integration capabilities. AI/ML are extending ILP concepts by offering improvements in situational awareness and threat identification and operational efficiencies. On the other, substantial constraints hinder responsible use of these technologies. In the absence of standardized oversight frameworks, data-quality issues, algorithmic bias and the lack of professional development, workforce capacity and critical skills on the part of fusion center analysts will cancel the benefits of these tools.

Introduction The examination and analysis of the condition of athletes is a mandatory and important component of sports monitoring. The focus of this study is on the basic physical qualities. Flexibility is one of the most important physical qualities in physical education and sports. Goniometry is the leading method for studying flexibility. However, goniometric indicators are rarely used to assess the condition of kettlebell lifting athletes. This determined the research direction. Purpose of the study Comparative analysis of the range of movements in the joints of the hands of kettlebell lifting and arm wrestling athletes based on the results of goniometric testing. Participants: 36 athletes practicing kettlebell lifting (KL) and arm wrestling (AW) were divided into groups. Group 1 consisted of 21 kettlebell lifting athletes with an average age of 21.57±2.11 years and skill levels ranging from beginners to International Masters of Sport. Group 2: 15 arm wrestling athletes; average age 21.80±0.49 years, skill level from beginners to Masters of Sport. Methods The amplitudes of active movements were determined using an IGaging® electronic goniometer (USA) in the wrist, elbow, and shoulder joints of the arms. The results were expressed in angular degrees. Flexion, extension, abduction, and adduction at the wrist and shoulder joints were determined. Flexion and extension at the elbow joints were determined. 2-3 measurements of the same movement were measured, and the maximum values were recorded. Asymmetry coefficients were calculated for the studied movements. Differences between groups were assessed using the nonparametric Rosenbaum (Q) criterion. Results An excess amplitude of flexion was found in kettlebell lifting athletes in the wrist joints – right (Q=20, p<0.05) and left (Q=17, p<0.05). The right elbow joint flexion range was greater in AW athletes (Q=7, p<0.05). The extension range of the left elbow joint was greater in kettlebell lifting athletes (Q=12, p<0.05). The range of movements in the shoulder joints was significantly greater in KL athletes (p<0.05). This was confirmed for flexion (Q = 25), extension (Q = 25), and abduction (Q = 24) of the right joint and extension (Q = 20), abduction (Q = 15), and adduction (Q = 15) of the left joint. Asymmetry in the range of movements of the hand joints was observed in kettlebell lifting athletes. The range of extension in the wrist joint was smaller in the right hand (Q=9, p<0.05). The range of adduction in the wrist joint was greater in the left hand (Q=7, p<0.05). Asymmetry was confirmed in the elbow joint for extension. The range of movement was greater on the left hand (Q=10, p<0.05). The amplitude of flexion and abduction was greater in the right shoulder joint, respectively, (Q=8, p<0.05), (Q=9, p<0.05). The adduction amplitude was greater in the left shoulder joint (Q=7, p<0.05). Asymmetry in the range of movements of the arm joints in arm wrestling athletes was established for abduction and adduction of the wrist joint, which was smaller in the right arm in both cases (Q=6, p<0.05). Conclusions Differences in the range of movements of the joints of the hands of kettlebell lifting and arm wrestling athletes have been established. Kettlebell lifting athletes had a greater range of movements in the wrist joints, left elbow joint, right joint (flexion, extension, and abduction), and left joint (extension, abduction, and adduction). The right elbow joint flexion range was greater in arm wrestling athletes. These results illustrate the peculiarities of kettlebell lifting and arm wrestling athletes. The asymmetry was also significantly more pronounced in kettlebell lifting athletes. This also reflects the sports’ specifics. Goniometry is an objective, visual, and informative tool for assessing the condition of athletes. It can be used as a screening test for selecting and monitoring the condition of kettlebell lifting and arm wrestling athletes. The introduction of goniometric testing into practice will increase the effectiveness of athlete training.

Összefoglalás. A tanulmány célja a mesterséges intelligencia (MI) belügyi és biztonsági célú alkalmazásának bemutatása, különös figyelemmel az arcfelismerő rendszerek és egyéb MI alapú megoldások rendvédelmi, nemzetbiztonsági, valamint önkormányzati és vízgazdálkodási területen való alkalmazásának lehetőségeire, adatvédelmi és kibervédelmi szempontjaira. A tanulmány ennek kapcsán mind az irányadó magyar és európai uniós előírásokat és célkitűzéseket, mind az MI-re irányadó hatósági gyakorlatot számba veszi és ismerteti, valamint ezek tanulságait összefoglalja és kiértékeli az egyes MI alapú megoldások sajátosságainak figyelembevételével. Summary. The purpose of the study is to take a closer look on the application of artificial intelligence (AI) concerning internal affairs and for security purposes, with a key focus on facial recognition systems and other solutions used by law enforcement and national security agencies to answer new challenges posed by cybercrime and criminal networks spreading through the cyberspace. In the light of the above, the study further takes into account the risks associated with the usage of AI solutions concerning internal affairs and for security purposes and tries to find possible measures to minimize them. Bearing this in mind, the study highlights the key relevant Hungarian and European Union requirements and goals, including the approach of the European Union concerning biometric identification and the Hungarian AI Strategy’s vision on the usage of AI based solutions for administrative, law enforcement, defense and military national security purposes. The study further analyzes the practical aspects of the usage of AI solutions by law enforcement agencies and the key aspects of facial recognition systems and other similar solutions. This includes the territory affected by the system, the period of monitoring, the human revision of the results presented by the algorithms, as well as data security minimum requirements and the rights of data subjects affected by AI solutions (e.g. sufficient information provided on the processing of their data in accordance with the national and public interests related to the usage of AI solutions). In addition to the above, the study further discusses the use of AI solutions by national security agencies, including the aspects of monitoring dark web activities conducted by criminal and terrorist organizations and ways for national agencies to intercept messages and gather evidence by new solutions in line with data protection and constitutional requirements. Finally, the study helps us understand, how AI based solutions can be used for facilitating everyday work of local governments (with a key focus on chatbot services and self-service opportunities) and for solving water management related tasks more efficiently, thus creating a more modern administration, where citizens can easily interact with administrative bodies and technical or simpler tasks are undertaken by algorithms. All in all, the study outlines how AI is currently used concerning internal affairs and for security purposes and how it can be used to help law enforcement and national security agencies fight new forms of crime empowered by technology or to further modernize local governments and water management systems and apply AI based solutions in accordance with data protection requirements and procedural laws.

The article is devoted to the peculiarities of public administration features formation in the conditions of strategic changes. The article focuses on the law enforcement agencies’ role in public administration in Ukraine. The main directions of public administration improvement within the framework of European integration reform are considered. Public administration development stages within the framework of state-public relations are determined. The content and state’s law-enforcement function peculiarities are analyzed. Due to major socio-political changes, the importance to develop and implement fundamentally new approaches to state’s law-enforcement function implementation is proved. The consequences of law-enforcement function limitation by legal forms and active use of illegal content forms are analyzed. Firstly, it covers a wide range of public relations and processes through law enforcement activities. Secondly, it promotes non-governmental organizations and citizens involvement in law-enforcement process. Thirdly, it reflects the objective pattern inherent in the rule of law. The law enforcement agencies’ role of a democratic state in law enforcement process is investigated. The law-enforcement agencies are regarded as public authorities empowered to monitor compliance with legislation in a particular defined area of law, to use coercion to enforce their tasks. The content of state’s law-enforcement bodies, their organization and activity determined by law, is revealed. The current problems of administrative decision preparation and organization of law-enforcement activity, in particular anti-corruption, are considered. The public administration elements in relation to each law-enforcement anti-corruption activity entities are considered.

Physical training in the internal affairs of the Russian Federation is an integral part of the institutional system of vocational education and inextricably linked with the processes taking place in the socio-political and socio-economic life of the state. The main changes the basic characteristics of modern society, the growing volume and complexity of the problems solved by the internal affairs agencies, a qualitative change in the need to provide a high crime level of physical readiness of employees to effective work of law enforcement agencies. The underestimation of the degree of physical fitness of the employee admits unjustified losses and gross professional error. Often the causes of this situation lie in the absence of a solid staff skills of martial arts, a low level of formation of professionally important physical and mental qualities, psycho physiological functions and personal qualities, maladjustment, lower productivity, promotion of professional deformation and occupational diseases. In extreme situations, resulting in operational activities, some of the staff are lost, they cannot quickly assess the situation and make the right decision, reduces the overall effectiveness of management performance. On the other hand, it was found that good health and a high level of protection of health, good physical condition and mental stability of the worker, confidently wielding techniques of unarmed combat and other martial arts, as a rule, successfully coping with the important task of professional duties when training.

Modern challenges require improving the system of youth physical education and providing young people with a wide choice of physical activities. The article deals with the practical provisions for improving the system of physical education designed for young males. The study is based on both systems theory and a synergy approach. It also reveals that certain physical qualities and body functions possess a significant correlation. Therefore, a targeted influence on dominating qualities may indirectly improve associated qualities. The authors propose a method for individualizing training in young males taking into account the correlations existing between physical and functional preparedness and paying special attention to the most developed physical qualities. The experimental group practiced physical education incompliance with basic principles of a PE academic program and extra-curriculum activities making a special emphasis on certain physical activities and the most developed physical qualities. The following activities were proposed to young males: “Team sports”, “Track-and-field athletics”,“Fitness aerobics”, “Sambo”. The study justifies the effectiveness of the PE programs developed in compliance with the correlations between physical qualities and body functions. The authors registered a significant improvement in flexibility, coordination, strength endurance, and speed-strength qualities in the experimental group during a 9-month experiment.

Background: The article presents methodological recommendations on the use of ethnic Kyrgyz games to strengthen the health of preschool children (5-6 years old), developed on the basis of the obtained results of the study of the effectiveness of their influence on improving physical development and the physical qualities of this age category. Aim: is to develop guidelines for the use of ethnic games to strengthen the physical health of children 5-6 years old and to identify its effectiveness. Methods. At the research stage, the method of analysis of documentary sources and scientific-methodological modern literature were used. Therefore, we selected and created a database of 51 ethnic games that affect the physical qualities and development of preschool children. A classification of games is given: for physical and mental development, games for the development of fingers and breathe. Results: Methodological recommendations on the use of Kyrgyz ethnic outdoor games for the development of physical and mental qualities, as well as the improvement of breathing of preschool children, were developed for the first time, and their effectiveness was experimentally validated. The classification and characteristics of ethnic games with a description of the game unit for the development of physical, mental qualities and the breath improvement are given. The content of the game, game unit, rules, game strategy, biomechanics of movements are described in detail. It also defines the ethnic principles and ethical norms that underlie in ethnic games. Conclusion: We have designed methodological instructions and a cycle of lessons for the teacher on the use of games to improve physical qualities, muscle groups, and consciousness, the formation of social skills and creative abilities of children. The rapid development of social media has led to its increased use by children and adolescents for health and well-being purposes. Accordingly, social interactions resulting from social media use can be further integrated into physical and health education pedagogy. Given the relationship between increased physical literacy and positive health outcomes, best practices and lessons learned from social media use in the healthcare industry should be adopted by health and physical educators practicing in schools. Thus, the purpose of this paper is to comment on several practical and ethical challenges and opportunities associated with using social media to improve physical literacy among youth. Specifically, two of the most prominent issues are discussed in depth: (1) integration of social media in physical education settings that educate children and adolescents about the biopsychosocial effects of physical activity, and (2) use of wearable technologies among youth to accrue experiences that enhance physical literacy competencies. In our opinion, health and physical educators who utilize the ALL-ENGAGE Playbook described in this commentary will successfully reach, engage, and impact students with popular social media that adequately promotes physical literacy, including through experiential use of wearable technologies.

This study was conducted at SMAN 5 Cimahi with the aim of examining the relationship between students' social skills and their participation in physical education learning. The purpose of this research is to provide an overview of how social interactions and interpersonal competencies correlate with students' engagement and performance in physical education classes. The research employed a descriptive quantitative method, using a random sampling technique to select 58 respondents from a total population of 324 students. Data were collected using a questionnaire developed on a Likert scale, designed to measure levels of social skills and perceptions of physical education learning experiences. The analysis involved descriptive statistical techniques as well as Pearson product-moment correlation to examine the strength and direction of the relationship between variables. The results showed that there is a moderate (sufficient) correlation between students' social skills and their learning in physical education, indicating that students with better social abilities tend to demonstrate more positive engagement and interaction during physical education activities. These findings suggest that social competence plays an important role in shaping students' experiences and learning outcomes in physical education. Teachers are encouraged to incorporate collaborative and socially interactive learning strategies to further support the development of both social and physical competencies in school-based physical education programs.
