The article explores the processes of global use of information technologies and systems, which allows creating economic benefits and promoting social and political integration, causing general prosperity and sustainable development of society. A review of the networked readiness system is provided, which provides executives with directive information on the key pillars to take into account the full use of information and communication technologies in their economic growth strategies. The essence of the modern model of the Network Readiness Index (NRI), which consists of four main pillars (technology, people, governance and impact), is revealed, each of which is formed from three sub-pillars, defining in a complex the real state of the use of information and communication technologies in a particular country. The rating of Ukraine according to the Networked Readiness Index and its main four pillars is presented. The degree of implementation of information technologies at Ukrainian enterprises by types of economic activity and their use of information and communication technologies, depending on the average number of employees, taking into account access to the Internet, the presence of a website and the purchase of cloud computing services are given. The essence and measurements of the basic principles (scientific validity, competence, timeliness, completeness of content, flexibility and homeostaticity) regarding the adoption of management decisions in the network economy are considered, which allows obtaining a synergistic effect. It is proposed to focus further research on the generation and design of a communication and information technology system, increasing investment in the information and communication technology sector and further popularizing the Internet and developing e-commerce.

The study is devoted to a retrospective analysis of the development of competencies related to the use of information and communication technologies in the educational process. The aim of the paper is to trace changes in the requirements for competencies related to the use of information and communication technologies in the educational process, driven by changes in objective and subjective circumstances. An analysis of the content of competencies related to the use of information and communication technologies in the educational process is carried out. The concepts of “information competence,” “ICT competence,” and “information and digital competence” are analyzed. Information competence is the ability to navigate the information space, obtain information, and operate with it in accordance with one’s own needs and requirements. ICT competence is an integrative personal quality that combines a conscious need to acquire new knowledge and experience in the field of information and communication technologies. Information and digital competence is manifested in the ability to use digital technologies to improve the educational process. It is also manifested in professional interaction with colleagues, students, parents, and other stakeholders, as well as in personal professional development. Information and digital competence is formed on the basis of four equally significant components: knowledge, skills and abilities, communication, and responsibility and autonomy. These components are interrelated and therefore require a comprehensive analysis to understand the level of formation of such competence. A retrospective analysis of the formation of competencies related to the use of information and communication technologies in the educational process allows the following conclusions to be drawn. The structure of competencies related to the use of information and digital technologies is constantly changing under the influence of various objective and subjective factors. The content of competencies related to the use of information and digital technologies changes radically over time. The formation of competencies related to the use of information and digital technologies influences the development of other qualities necessary for a person both in professional activity and in everyday life. The conducted analysis does not exhaust all aspects of the researched issue. Further development is required for the study of the use of artificial intelligence elements within the structure of information and digital competencies.

The development of modern information-communication technologies has enabled the development of electronic knowledge distribution channels that expand the effective level of general and specialist education. This trend is also present in higher education because higher education institutions and institutes increasingly rely on the use of modern information-communication technologies in their operations. The effects of the use of personal computers, the Internet and global social networks are multiple in the higher education system as well. In the process of acquiring new knowledge, developing creativity, as well as ensuring greater activity in the process of education, new learning technologies, with the use of multimedia systems, created the prerequisites for the engagement of all individual and collective resources. The most important source of the state’s competitive advantage is the ability to educate and retain highly educated personnel in the field of information technologies. From that aspect, the paper discusses information technologies as a scientific discipline and general conditions for education in the field of information technologies. The impact of technical and pedagogical changes on education in this area is analyzed with particular attention. It is known that information technologies are suitable for vocational education, and the modern environment sets specific requirements regarding the applicability of knowledge acquired in higher education institutions. The dynamic and turbulent market emphasizes the applicability of knowledge as a key requirement in the educational process. These short researches propose new educational modules that should structure teaching in the field of information technologies in accordance with the global demand in this sector. Every society strives for a more efficient and economical system of education, and therefore the issue of the use of new information technologies in education comes down to the problem of creating a theoretically ideal model of the use of these technologies at all levels of education and work.

The article examines the development trends of information and communication technologies in education as the basis for the formation of an information society. The stages of development of information technologies from manual information to network technology are described. The purpose of the article is to analyze the current trends of the use of information technologies in educational institutions. General scientific methods were used during the research, in particular: analysis and synthesis, comparison, analysis of time series, graphical method, etc. The meaning of information and communication technologies is revealed, as well as the regulatory and legal framework for their development and implementation in the educational process in Ukraine is indicated. Comparison of government forms of statistical reporting is carried out in terms of the use of modern information technologies, namely, the expansion of the ZNZ-1 form with the following indicators: about the technology and speed of the Internet, the availability of Wi-Fi technology, the availability of modern printing devices (including 3D printers by type), educational software used in the educational process and are on the balance sheet of the institution, etc. The current state of the provision of general secondary education institutions with an Internet connection was investigated (less than 100 institutions do not have such a connection, which is less than 1% of the total number). The level of provision of schools' connection to a high-quality Internet network (with a data transfer rate of more than 30+ Mbit/s), as well as the number of students per one stationary or laptop computer by regions, are described.

Currently, Information Technology has developed very rapidly and affects all fields, including the implementation of the TNI's tasks, namely Binter. The Human Resources of Kodam Jaya requires the competency to utilize information technology. The condition of the competency Kodam Jaya of Binter and the competency to adapt for using information technology in the implementation of Binter is the object of this research with the formulation of the problems such as how is the competency of the Human Resources of Kodam Jaya in the field of information technology at this time, how are the obstacles faced in utilizing Information Technology in the implementation of Binter at Kodam Jaya and how Strategy to increase the capacity of Binter Kodam Jaya based on Information Technology to support operational readiness. The purpose of this study is to analyze the formulation of the problem using qualitative methods based on strategy theory, competency theory, information technology theory and territorial management theory to analyze the ability of territorial development in Kodam Jaya based on current information technology; the obstacles faced in utilizing information technology in the implementation of Binter at the Kodam Jaya; as well as a strategy to increase the capacity of Binter Kodam Jaya based on Information Technology to support operational readiness. The method used in this research is descriptive qualitative method with data collection techniques through interviews, indirect observation, document study and FGD. The results of the study show that the ability of Kodam Jaya territorial soldiers in mastering information technology is still limited by utilizing devices to support the implementation of Binter so that a strategy is needed to overcome the obstacles faced and requires leadership transformation in the form of giving orders to the members directly. Further research is recommended to examine the problems of increasing capacity in the field of information technology for the successful implementation of Binter in supporting operational readiness.Keywords: Binter, Competency, Information Technology, Strategy Readiness

Purpose: Payrolling of staff in polytechnics lays significance on prompt rewards and productivity. Payment of salary in polytechnics is a key to performance effectiveness, efficiency and service success. This work discusses the role of Information and communication technologies (ICT) in payroll operation for polytechnics in Nigeria.
 Methodology: This research adopted qualitative method, it focus more on secondary date for analysis. The used of newspapers, journal, policy document and other relevant material was employed for the data collection.
 Findings: Information and communication technologies (ICT) refer to several forms of information exchange between two or more computers through any of the several methods of interconnection. These technologies provide speedy, low-cost and convenient means of communication. The adoption of these technologies in polytechnics in Nigeria federal and state government have been found to have direct positive impact on the institutions efficiency and have led to more rapid acceleration of development in the country. Technology is transforming human resource (HR) practices and activities by improving their effectiveness in managing organizational resources.
 Unique Contribution to Theory, Practice and Policy: The use of relevant technology in HR would increase organizational ability to meet new challenges such as globalization and increase of diversity in workplaces. Computerized payroll system is one of the technologies commonly used in HR and measured as the heart of HR activities. Utilization of Information Technology (IT) is now entered in a very good condition that can be used in every aspect of life. Utilization of good IT will generate benefits for its users in utilizing IT.

У статті представлено результати теоретичного й емпіричного дослідження впливу інформаційно-комунікаційних технологій (ІКТ) на мовленнєвий досвід дітей молодшого шкільного віку, виявлено напрями подальших досліджень впливу мережі Інтернет середовища на мовленнєвий досвід. Визначено проблему, що полягає у недостатньому врахуванні у педагогічному процесі нецілеспрямованого і неорганізованого використання дітьми інформаційно-комунікаційних технологій. З’ясовано основні теоретичні підходи до вивчення проблеми взаємодії дітей і Інтернет-середовища та основні напрями використання ІКТ у педагогічному процесі. Критичне осмислення наукових теоретичних та практичних розвідок дало змогу виокремити потребу вивчення питання впливу інформаційних ресурсів мережі Інтернет на змістові характеристики мовленнєвого досвіду дітей молодшого шкільного віку. У статті обґрунтовано підхід до вивчення мовлення саме як до мовленнєвого досвіду, докладно описано методику емпіричного дослідження. Дослідження здійснюється в парадигмі теорії мовленнєвого досвіду, згідно з якою останній розглядається як система у свідомості особистості, спрямована на здійснення мовленнєвого освоєння особистістю світу. Зовнішня структура мовленнєвого досвіду, котра складається з мовленнєвої компетентності, мовної картини світу та мовленнєвої культури, виконує функцію опосередкування мовленнєвої взаємодії дитини із світом. У статті визначено провідні функції кожного елементу мовленнєвого досвіду, змістові характеристики та маркери, а також діагностичний інструментарій, за допомогою якого виявляються ці маркери. У результаті здійсненого емпіричного дослідження було виокремлено специфічні змістові характеристики мовленнєвого досвіду дітей молодшого шкільного віку, зумовлені використанням ІКТ: збільшення асортименту та диференціації емоцій одночасно зі зменшенням здатності до їх вербалізації; переважання динамічних фреймових когнітивних структур над статичними; розширення семантичних полів; збільшення ініціативності в комунікації; зменшення ролі правильності мовлення, дотримання граматичних і синтаксичних норм мови; збільшення семантичної гнучкості. Провідним висновком здійсненого дослідження є те, що використання ІКТ здійснює вплив не лише на кількісні показники мовленнєвого досвіду дітей молодшого шкільного віку (рівень мовленнєвого розвитку), а змінює його змістові характеристики.

The world has changed a lot in the past years. The rapid advances in technology and the changing of the communication channels have changed the way people work and, for many, where do they work from. The Internet and mobile technology, the two most dynamic technological forces in modern information and communications technology (ICT) are converging into one ubiquitous mobile Internet service, which will change our way of both doing business and dealing with our daily routine activities. As the use of ICT expands globally, there is need for further research into cultural aspects and implications of ICT. The acceptance of Information Technology (IT) has become a fundamental part of the research plan for most organizations (Igbaria 1993). In IT research, numerous theories are used to understand users’ adoption of new technologies. Various models were developed including the Technology Acceptance Model, Theory of Reasoned Action, Theory of Planned Behavior, and recently, the Unified Theory of Acceptance and Use of Technology. Each of these models has sought to identify the factors which influence a citizen’s intention or actual use of information technology. Drawing on the UTAUT model and Flow Theory, this research composes a new hybrid theoretical framework to identify the factors affecting the acceptance and use of Mobile Internet -as an ICT application- in a consumer context. The proposed model incorporates eight constructs: Performance Expectancy, Effort Expectancy, Facilitating Conditions, Social Influences, Perceived Value, Perceived Playfulness, Attention Focus, and Behavioral intention. Data collected online from 238 respondents in Saudi Arabia were tested against the research model, using the structural equation modeling approach. The proposed model was mostly supported by the empirical data. The findings of this study provide several crucial implications for ICT and, in particular, mobile Internet service practitioners and researchers

The proliferation of Information and Communication Technologies (ICT) coupled with sophisticated network protocols have unveiled new avenues for enterprises and organizations and the hospitality industries cannot be left out. Technology-based systems stand in a pivotal position to offer better service to the populace. Hospitality industries such as hotels can take advantage of the pervasiveness of ICT vis-à-vis technology-based systems to advance some of their operations. This paper seeks to assess the use of Information and Communication Technologies (ICT) in a front office operation of chain hotels in Ghana. The paper determines the extent of the use of information technology in a front office operation of chain hotels in Ghana. The paper continues to assess the effect of the use of information technology in the front office operation of chain hotels in Ghana, thus if the use of ICT has any effect on chain hotels’ front office operations. The paper further makes recommendations to chain hotel operators and the Ghana Tourist Authority (GTA) and policy makers on the use of information and communications technology in front office operation in chain hotels. Three chain hotels in Ghana were assessed.

The problem is that planning for the development of information and communication technology has not run the pace of development for Tegal City in line with national development planning so that the role of ICT has not been optimal in its implementation and the knowledge, skills and innovative creativity of the Tegal City apparatus, Central Java Province, is still low in the utilization of information technology. The theory used in this study uses Muchlis Hamdi's public policy theory with dimensions: 1) productivity, 2) linearity, 3) efficiency, and the determinant factors that influence supporters and obstacles, 1) substance of the policy, 2) behavior of the executor's task, 3) network interaction, 4) target group participation, 5) resources, policy implementation of information technology utilization in Tegal City, Central Java Province. This study uses a qualitative approach with descriptive methods, namely data collection by interviews, documentation and observation with data analysis, namely data reduction (data reduction), data display (display data), and conclusion drawing/verification (drawing conclusions/verification) with triangulation techniques on the data obtained. Conclusion: the implementation of information technology utilization policies in Tegal City, Central Java Province, is good but not optimal due to problems in the use of SPBE development information technology in the Tegal City government, namely that it has not yet been implemented, not all Human Resources (HR) in OPD The City of Tegal understands the use of information technology, the knowledge, skills and innovative creativity of the Tegal City apparatus and the beneficiaries of community policies, not all layers of Tegal City society can utilize information technology and understand it. The researcher found a new model, namely the name Information Technology Utilization Model "JADIR", a policy for utilizing information technology in the City of Tegal, Central Java Province, can be a solution and optimize the performance of the Tegal City government apparatus in order to implement good governance and provide quality public services through the utilization adequate information technology in an efficient and effective manner.

Purpose: The aim of the article is to analyse the use of information and communication technologies (ICT) in Polish enterprises from the TSL sector. Design/Methodology/Approach: The first stage of research, based on the method of analysis and criticism of the literature, will be prepared in the area of the subject taken, including relations between the main concepts. This stage is auxiliary and constitutes a starting point for further research. The essential data source about the article’s description were reports published by the Statistical Office. The method of literature analysis in terms of TSL sector as well as report analysis and own observations will be used. Findings: The results of conducted analysis show that today’s information and communication technologies (ICT) have revolutionized the way of working, transformed the economy and irreversible affected human activity in the information society. Practical Implications: Research results may be used by TSL sector enterprises and as teaching material at higher education facilities. The article brings a number of valuable information that can be the base material and reference to further research, programs and studies. It may be useful for practitioners and analytics of transport industry to broaden applications of ICT solutions. Originality/value: The results of the analysis and theoretical considerations in this article complement the current research in the field of information and communication technologies, and may become a valuable resource of knowledge and a set of specimens that can be useful in developing dissertations in the field of management.

Despite growing demand, the information technology (IT) field suffers from a labor shortage compounded by the underrepresentation of women in the IT field. This study examined predictors of occupational and organizational commitment outcomes among IT professionals and explored gender differences and similarities in the relative importance of predictors. 1,229 IT professionals provided web-based survey data, which were analyzed using hierarchical linear modeling and relative weight analysis. Satisfaction with growth opportunities, job security, job stress, and work–family culture generally were related to commitment outcomes as expected, accounting for the greatest variance in organizational commitment. Relative weights for men and women differed in the prediction of occupational commitment, where growth satisfaction and work–family culture were weighted more strongly by women and job stress was more strongly weighted by men. For organizational commitment, the relative weights among predictors were similar for men and women, except that men weighted job security more strongly than women. Findings suggest that garnering commitment to the IT field requires a gender-specific approach, highlighting growth and work–family support for women and addressing job stress for men. Increasing organizational commitment for both men and women calls for an emphasis on opportunities for growth and development. This is the first study to simultaneously examine predictors for organizational and occupational commitment among IT professionals and to assess the relative importance of predictors discussed in the extant literature. Results inform efforts to increase retention in the IT field and provide guidance for improving the representation of women in IT.

Actuality of the conducted research is practically oriented character. Without the use of information and communication technologies (ICTs) in the field of higher education, it is impossible to carry out qualitative training of specialists in engineering, the results of which are necessary for the implementation of a national strategy for modernizing the economy and forming a progressive state of European type. Formulation of the task - the specificity of the use of ICT in the system of higher education has not been studied sufficiently. ICT form a complex environment, which includes a lot of information objects and the links between them. It can be argued that the structural and functional analysis of the use of ICT in higher education is the basis of the theoretical justification in the formation of technical professionalism of future engineers. ICTs form a complex system, which includes not only technical and software-hardware capabilities, but also psycho-pedagogical, organizational, methodological. The use of information technologies in the educational process is the foundation of innovative development of the educational system. The rapid development of ICT provides not only significant pace of innovative progress, but also requires the definition (limitation) of information resources that guarantee the quality of learning, the choice of techniques that are in line with the general strategy for the formation of professional competences. Therefore, the problem of choosing an approach to the process of learning with the use of ICTs remains one of the main tasks of education. Research methods. Introduction. A comprehensive analysis of the development of information and communication technologies in the context of educational practice will contribute to the development of effective strategies for the modernisation of educational systems in the context of global technological change. Modern education can no longer function effectively without the integration of information and communication technologies into the educational process. Information and communication technologies open up new opportunities for personalisation of the educational process, development of independent work skills, creativity, critical thinking, and communication. At the same time, their implementation is accompanied by certain challenges: the need to modernise educational programmes, train teaching staff, provide technical infrastructure, and overcome digital inequality. The study of the historical stages of development of information and communication technologies in education allows us to understand the patterns of implementation of these technologies and identify effective strategies for their use today. Purpose. The purpose of the article is to study the stages of development of information and communication technologies in the context of their introduction into educational practice, to analyse the historical background of integration of information and communication technologies into education, and to identify current trends and prospects for their effective use in the educational process. Methods. The study used theoretical methods of scientific and pedagogical research analysis (dissection of historical and pedagogical material into its component parts (facts, ideas, concepts, events) allows to reveal the essence of certain phenomena, trends in the pedagogical past); synthesis (combining individual facts and provisions into a holistic view of pedagogical phenomena, used after analysis to form a generalised picture); historical and logical method (study of pedagogical phenomena in the chronological sequence and logic of their development, makes it possible to establish the patterns of development of pedagogical ideas); comparative and historical method (comparison of pedagogical phenomena, ideas, education systems in different historical periods or in different countries, allowing to identify common, different and unique); induction and deduction (induction – from individual facts to general conclusions, deduction – from general principles to explanation of individual historical and pedagogical facts); abstraction and generalisation (separation of essential features of pedagogical phenomena, construction of generalisations, concepts, typologies); prognostic method (use of historical and pedagogical experience to predict possible directions of education development). Results. The study has shown that information and communication technologies are the driving force behind the transformation of education, and their integration into the educational process requires not only technical support but also methodological training of teachers, updating of educational programmes, and rethinking of traditional educational models. The study identifies eight stages of the development of information and communication technologies; the periodisation of the development of information and communication technologies reflects the gradual transition from early forms of information storage and transmission to modern information and communication technologies. The further development of information and communication technologies in education will help to increase its accessibility, efficiency, and inclusiveness. Mass computerisation, the Internet, mobile technologies, cloud services, and artificial intelligence. The development of information and communication technologies is a multidimensional process that combines new opportunities with large-scale challenges. Successful digital transformation depends on the ability of society to effectively manage these challenges, ensuring inclusive, secure, ethical, and environmentally responsible development of information and communication technologies. Only by integrating innovation with the principles of sustainable development can a harmonious digital future be shaped. Originality. The article examines the evolution of information and communication technologies in the context of education, analyzes the key stages of their development, as well as current trends in the integration of information and communication technologies into educational practice. Particular attention is paid to the impact of digitalisation on educational processes and the formation of innovative pedagogical approaches. The main challenges and prospects for further implementation of information and communication technologies in education are outlined. In particular, attention is paid to the problems of digital inequality, cybersecurity, ethical aspects of the use of information and communication technologies, and the role of innovation in ensuring sustainable technological progress in the context of education. Conclusion. Information and communication technologies play a key role in the transformation of education, providing new opportunities for accessibility, flexibility, and personalisation of the educational process. The historical development of information and communication technologies shows their growing importance in pedagogical practice. Modern education is actively introducing distance learning formats, digital platforms, artificial intelligence, and other innovations. At the same time, there are challenges, such as digital inequality, the need for digital literacy of teachers, and cybersecurity issues. Effective integration of information and communication technologies into education requires a systematic approach, investment, and methodological support.
