The purpose of the study is to test the hypothesis of the priority role of livestock breeding in the development of rural areas on the basis of an analysis of livestock industries and determine the degree of territorial heterogeneity of this phenomenon. The study was carried out on the example of 29 regions of the Non-Black Earth Zone of the Russian Federation. Methods of ranking, correlation and variational analysis were used. A noticeable correlation was established between the indicators of the development of the livestock industry and rural development (p = 0.5; 0.6). For poultry farming, this relationship is moderate (p = 0.3; 0.3), pig breeding - weak negative (p = - 0.1; - 0.1). Concrete calculations confirmed the lack of influence of the development of pig breeding on one of the important indicators of the development of rural areas - the growth of acreage. The features of territorial heterogeneity in the development of cattle breeding and rural areas have been consistently investigated on the basis of the same methodology. Three equal groups of regions with a relatively high, medium and relatively low level of their development were identified. It is shown that the group of regions with a relatively high level of development of cattle breeding in the Non-Black Earth Region accounts for about half of the volume of milk and 56% of the production of cattle for slaughter. Neighboring regions in group I form two, in group II - one, in group III - three areas. When comparing the results obtained for cattle breeding and rural areas, it was found that the composition of the regions in the corresponding groups coincides by 67-78 %. When calculating the correlation coefficient between the final ranks of the regions, established when determining the heterogeneity of the development of livestock breeding and the heterogeneity of the development of rural areas, a high tightness of the correlation was revealed (p = 0.7). The hypothesis being tested was confirmed.

Objective: The purpose of this study is to explore and propose strategies to promote the return of rural population and effective human resource development in China, and to learn from the successful experience of European countries, especially their education and training systems, social security mechanisms, characteristic industries and infrastructure construction, in order to facilitate the implementation of the rural revitalization strategy. Theoretical framework: Based on literature review, SWOT analysis, and international comparative research methods, this study builds a theoretical framework to identify the key elements of rural population return and human resource development, including vocational education and training, social security system, the cultivation of characteristic industries, the construction of infrastructure, etc., and reveals the similarities and differences between China and Europe in these fields through comparative analysis. Design/Methods/Approach: Adopt a combination of qualitative and quantitative research methods, firstly, through an extensive literature review to build a theoretical foundation; Second, data from official and international agencies are used for quantitative analysis, including processing and visualizing data on rural residents' incomes, investment in education, and population structure. Subsequently, SWOT analysis was used to assess the current state of human resource development in China's rural areas. Finally, the data obtained are exhaustively analysed, combined with European cases and specific strategic suggestions are proposed. Significance: The results of this study will provide a comprehensive strategic framework for human resource development in China's rural areas, emphasizing the implementation of multidimensional strategies such as optimizing investment in education, vocational training, and improving the social security system, which is of great practical importance to promote the healthy return of rural people and promote the sustainable development of the economy and economy. rural society. The proposed strategies can not only guide policy-making, but also provide a scientific basis for the development path of rural areas.

The relevance of the study lies in identifying and explaining the impact of implementing circular economy technologies on the development of rural areas within the framework of the state strategy for regional development in Ukraine, thereby contributing to ensuring the socio-economic stability of communities and the overall security of the country. The purpose of this study was to investigate the influence of utilising circular economy opportunities on the development of rural territories. The abstract-logical method was employed to substantiate the research methodology and formulate theoretical conclusions. The analytical and comparative methods was utilised to organise researchers' scientific approaches to theoretical aspects of circular economy development, refine the methodological basis, and substantiate the applicability of circular economy principles in rural development. The research utilised a graphical method to illustrate the findings and an abstract-logical approach to draw conclusions and recommendations. The study was divided into three main stages. The literature on the contemporary definition of "circular economy" was examined, and the driving forces and barriers to systemic circular economy in rural areas were analysed. The study investigated how European Union countries apply strategies to address environmental and economic issues through the lens of circular economy. The analysis of the experience in implementing circular economy practices in EU countries revealed a clear trend towards more sustainable resource utilisation and reduced environmental impact. The implementation of the "Farm to Fork" strategy under the European Green Deal is a crucial step towards ensuring sustainable resource use and implementing environmentally friendly practices in agriculture and the food industry. An assessment of the impact of implementing circular economy on the socio-economic development of rural areas was conducted, indicating that the development of circular models can be key to optimising resource utilisation, creating new employment opportunities, improving production efficiency, and increasing the profitability of agricultural enterprises. The implementation of circular methods in agriculture can reduce resource costs and provide more stable conditions for development. The results can be beneficial for government bodies, local administrations, agricultural enterprises, and cooperatives in Ukraine striving to achieve sustainable development of rural territories through the implementation of circular approaches in the economy.

The article presents the results of an expert survey of managers, chief specialists and heads of structural divisions of agricultural enterprises of Stavropol Krai (Russia). We carried out a factor analysis of the expert assessment of socio-economic contradictions negatively affecting the development of rural areas in the South of Russia. The opinions of the expert community represented by agricultural producers are important, since agricultural enterprises are the backbone economic units of rural settlements. A brief analysis of the publications of the science-intensive Scopus database confirms the relevance of the research topic and allows us to formulate a theoretical model of the problem field affecting the sustainable socio-economic development of rural areas. In the empirical part of the study, a survey was conducted of 205 experts – representatives of agricultural enterprises of Stavropol Krai, holding the positions of managers, chief specialists, and heads of structural divisions. The obtained research results provide an information and analytical basis for the development and improvement of programs for the strategic development of rural areas of Stavropol Krai. The methodology for studying the factors of sustainable socio-economic improvement of rural areas based on the assessment of agricultural producers can be used to analyze the territorial development of rural regions of Russia.

Purpose: The main aim of this paper is to investigate the present state of anti-crisis management of rural areas under conditions of decentralization (by the example of Ukraine) and to formulate a model of integration of the public, rural communities, business and science on the basis of a public-private partnership. Design/methodology/approach: In this research, we used the following methods: cluster analysis, correlation analysis, economic analysis and forecasting, inductive method. The authors worked out a comprehensive programme-targeted approach to rural areas development based on a public-private partnership. Findings: The main concepts of the topic are considered and the authors’ definition of the concept of “anti-crisis public-private partnership in rural areas” is proposed. Anti-crisis public-private partnership in rural areas is interpreted as a form of anti-crisis cooperation between state, social and private sectors, based on the recognition that all parties benefit from the pooling of resources, innovations and managerial decisions for the purpose of realization of anti-crisis principles and socio-economic development of rural areas. Research limitations/implications: The stages of anti-crisis management of rural areas under conditions of decentralization are developed, which clearly define the directions for structural socio-economic transformations in rural areas. The results are evaluated on a differentiated scale. Based on the results of the research, a model was developed for identifying the crisis situation in rural areas in conditions of decentralization. It takes into account the availability of potential (resource, labour), social, ecological and economic components of the development of territories, the risk factor for crisis and the overall coefficient of decentralization. Originality/value: The model of integration of the public, rural communities, business and science on the basis of public-private partnership is developed. It will allow the development of rural areas, increase the efficiency of agriculture and lead the country out of crisis.

Rural development can be considered as a major common problem that needs to be managed correctly for developing countries today. This problem or concept is important for all developing countries in terms of socio-economic development of rural areas and access to urban life standards. For this reason, the development level of countries is directly related to the development of rural areas, and rural development is directly related to rural tourism and agricultural tourism. With this study, the agro-tourism potential of the developing Afyon Ayazini Village was evaluated and the agricultural areas and landscape within the village borders, natural and cultural heritage elements, recreation areas and functional civil architecture examples were analyzed with a holistic approach and architectural perspective and suggestions were made based on the agro-tourism potential. The effects of the existing agro-tourism potential on the farms and agricultural areas in the village on the development of the city were determined and suggestions were made regarding the structure and landscape of 3 farms. By comparing with rural areas that are successful in agro-tourism around the world, the existence of agro-tourism potential for sustainable rural development of Ayazini Village has been revealed.

The aim of the study is to develop a system of economic and mathematical tools for modeling the socio-demographic development of rural areas. In preparing the article, theoretical methods of economic research were used. The sustainable development of rural areas is the most important goal of modern state agrarian policy. Different points of view on the problem under study indicate the need for more in-depth scientific study and concretization of practical measures for the stable development of rural areas. The modern socio-economic situation in the countryside is characterized by high unemployment, poverty, negative trends in the social sphere: a worsening demographic situation, destruction of social infrastructure, processes of outflow and degradation of the labor force. Changing the quality characteristics of rural life negatively affects the reproduction of labor resources as the basis for sustainable socio-economic development of rural areas. Modelling the socio-demographic development of rural areas of the region is one of the necessary strategic goals of agricultural, demographic and social policies, the achievement of which will ensure food security, the competitiveness of the national economy and improving the quality of life of the population. The article substantiates and adapts a system of economic and mathematical tools for modeling the socio-demographic development of rural territories, in which, in conjunction with the scientific provisions of known theories, correlation-regression and deterministic factor models with corresponding indicators from the declared methods were used, significantly expanding the field of their practical application.

This study aimed to assess the influence of agricultural production and agricultural product exports on economic growth within the Turkish economy. To achieve this, annual data spanning from 1980 to 2022 were utilized to construct a model, employing the ARDL Bounds Test to discern the long-term cointegration relationship among variables and the Fourier Toda-Yamamoto Causality Test to determine causality relationships. The empirical findings from the ARDL Bounds Test indicate that increases in both agricultural production and agricultural product exports positively impact economic growth. Moreover, results from the Fourier Toda-Yamamoto Causality Test unveil a two-way causal relationship between agricultural production and GDP, while a one-way causality relationship is observed between agricultural product exports and GDP. Despite the declining share of the agricultural sector in GDP over the years in Turkey, these findings underscore the enduring importance of agriculture in driving economic growth and creating value. As potential solutions to Turkey's balance of payments challenges, strategies such as boosting domestic demand, expanding the domestic market, and augmenting agricultural sector contributions to foreign exchange earnings through agricultural export subsidies are proposed. Furthermore, efforts to mitigate income disparities between the agricultural sector and other sectors could foster socio-economic development in rural areas, thus promoting a more equitable distribution of national income across society.

Introduction. Currently, rural areas are an important element of the life of any country, where a powerful economic, natural, demographic and cultural potential is concentrated. Its activation and use largely determines the rate of development of a particular region, and also affects the standard of living of rural residents. Therefore, any country should consider the development of rural areas as a promising step to increase production as agricultural products, but also to the growth of the gross product in general. Goal. On the basis of the conducted research, propose an author's approach to understanding the concept of "rural territory" as an object of analysis and management. Method (methodology). To achieve the goal and solve the set tasks, the following research methods were used: abstract and logical (when determining the goal, tasks, formulating conclusions, researching domestic and foreign literary sources, regulatory and legal acts, forming a system of socio-economic development of rural areas). The results. Based on the generalization of the scientists' research, the author's approach to the concept of "rural territory" is proposed as a territory located outside cities, which includes both rural settlements and mainly areas of agricultural production and rural development with its natural resources, socio-cultural living conditions and population, and which performs social, economic and ecological functions.

The article examines the factors influencing the development of rural areas of the Leningrad Region, with an emphasis on the role of engineering and social infrastructure. The objective of the study is to identify a statistically significant relationship between the level of infrastructure development (social and engineering) and key demographic indicators of rural areas: the number of rural settlements, the size of the rural population and its share in the total population of the region. To assess the strength of the relationships, we calculated paired linear correlation coefficients. The study revealed contradictory trends: the size of the rural population of the Leningrad Region in 2005–2024 increased by 71,1 thousand people (12,5%), while in Russia as a whole it decreased by 4,7%; the share of the rural population in the region has been steadily declining (from 34,6% in 2015 to 30,2% in 2025). During the period of the regional program “Comprehensive Development of Rural Areas” (2019–2024), the network of outpatient and polyclinic (4391 visits per shift), educational (3650 places in 2024), and cultural and leisure facilities (3186 places in 2015–2025) was significantly expanded. However, no statistically significant relationship was found between the growth of infrastructure and demographic indicators. It is concluded that traditional approaches to rural development based on the expansion of social and engineering infrastructure do not ensure sustainable growth of the rural population in the Leningrad Region. The availability of infrastructure is an important, but not a determining factor in development. This necessitates the development of new mechanisms for the sustainable development of rural areas that take into account modern trends (remote work, a comfortable living environment independent of the local labor market, etc.).

The purpose of the article is to outline recommendations and determine the directions of progressive development of entrepreneurship in rural areas. Research methods. The methodological basis of the work is institutional theory. To reveal the essence, structural and functional features of the category of entrepreneurship in rural areas the method of theoretical generalization and the dialectical method of scientific knowledge are used. The graphic method is used to visualize the structural and functional system of business development in rural areas. A system approach has been applied to achieve the integral unity of the research elements. With the help of the method of synthesis the generalization of the obtained scientific results is carried out. Research results. The interpretation, role and significance of entrepreneurship taking into account the specifics of rural areas are considered. The structure of entrepreneurship in rural areas is outlined, its main functions and development factors are determined. Inclusive rural development is mentioned as a strategic goal. The role of state support for entrepreneurship is shown. Elements of the institutional environment of rural entrepreneurship are identified. Scientific novelty. The basic principles of entrepreneurship development in rural areas from the standpoint of structural and functional approach are determined. The assumption is conceptualized that ensuring the effectiveness and efficiency of the structural and functional mechanism of business development in rural areas covers a set of multilevel measures to be implemented by the rule of “bottom-up”. Practical significance. Structural and functional characteristics are methodically substantiated. Factors of rural development in a hierarchical sequence from economic growth to inclusive rural development are conceptualized.

The article discusses selected issues concerning the influence of ecophysiographic determinants on functional-spatial and socio-economic development in rural areas. Ecological, economic and social processes that have been taking place for the past few decades are examined in the context of the development of local self-governments and transformation of economic processes into market oriented economy following socioeconomic changes in Poland. The process of intense urbanization of the countryside is a common phenomenon that occurs specifically in rural areas that are within the impact zone of a big city. It is caused by i.a. human migration into rural areas as well as by development of areas of business activation. These tendencies, which occur both in the social and economic context, greatly affect ecological processes. Expansion of land development and the ensuing further development of necessary technical infrastructure give rise to numerous problems in natural environment. Ecophysiographic determinants play a vital role in the pursuit of sustainable development of the countryside in the aspect of threats that result from excessive urbanization of rural areas. The author discusses these issues on the example of a study of the village of Lubasz in the wielkopolskie voivodeship.

In the late 1960s and early 1970s, a comprehensive strategy for rural development emerged as the most likely means to achieve objectives of balanced economic growth, more equitable income distribution, and a commitment to meet the basic needs of all sectors of LDC (lesser developed country) societies. This new strategy came to be known as integrated rural development (IRD). IRD generally refers to a package of goods and services that are provided to a targeted population in a designated region. This article examines integrated rural development in general and as it came to be applied in the southern African state of Swaziland. We examine Swaziland's Rural Development Areas and argue that, in order to understand the social and technical constraints which limit the effectiveness of IRD programs, one must also examine the fundamental political contradictions between the IRD approach and the nature of national and local level political elites who are affected by integrated rural development activities. The key to an understanding of why problems have developed with Swaziland's Rural Development Area (RDA) program lies in the nature of the intraclass competition which has evolved in that country since independence. There are two district loci of socioeconomic and political power in Swaziland. One source of influence is based upon the allocation of land while the other is related to links with critical Swazi organizations, public and private. Over the last twenty years, a deadlock has developed between land-based Swazi traditional elites who have dominated Swazi politics since before the colonial era and an emerging organizational bourgeoisie.' The nature of the deadlock is such that Swazi political leaders have felt compelled to centralize control of the Rural Development Areas in a manner which is nonthreatening to aristocratic interests. Traditional elite influence in Swaziland at the local level is linked to the land allocation

The issue of socio-economic development of rural areas was explored. It was substantiated that the state policy should be aimed at mobilizing labor, financial, material and organizational resources, strengthening the social security of rural population, rehabilitation of social infrastructure, development of entrepreneurship, and maintaining ecological stability. It was proved that within the integrated management of the development of rural areas, the development of the system of local self-government in rural territory communities requires special attention. The factors that led to an unprecedented socio-economic and ecological crisis in agricultural land use were explored. Based on the solution of the optimization problem, the negative trends in the dynamics of key indicators of agricultural production, determined especially clearly on the basis of the results of the correlation data analysis. The obtained mathematical model of the dynamics makes it possible to foresee the consequences of unsustainable management of the development and even to predict the sad ending, unless certain priority factors of management are accepted. The prediction based on such a mathematical model of dynamics can be made by any indicators of agricultural production. It was noted that the modern period of development of land relations in rural areas will be able to satisfy the interests of the peasants only on condition of harmonious combination of economy of different spheres of activity in rural areas, which are reinforced one after another. The innovative approach to ensuring deficit-free balance of humus in soil as a condition for the sustainable development of agricultural land use was substantiated. It was determined that the policy, aimed at the environmental land use stabilization is based on the development of organizational-legal forms of economy of a cooperative type, based on the common share ownership of land plots of land share owners.

Quality of life in rural areas is increasingly dependent on transport links to nearest towns and regional centres. In this article, we examine transport connectivity between villages and towns in the Kaliningrad region. We use the travel time access parameter to investigate the influence of transport connectivity on the population size and the prospects of socio-economic development in rural areas with different transport and geographical situations. Although the overall transport connectivity is high in the region, up to 10 per cent of villages score low on this parameter. We conclude that the demographic saturation of the Kaliningrad agglomeration has not been completed. Moreover, the smallness of the local consumer market impedes the formation of subregional centres in the eastern part of the region. The most alarming trend is the incipient concentration of population in peripheral border areas.
