5G as Enabler Technology for Smart City Use Cases

A smart city is an urban policy innovation that can improve the community's quality of life by promoting environmental, social, and economic sustainability issues. The involvement and participation of civil society in developing smart cities is a major issue in implementing inclusive smart cities. However, gender issues are often forgotten in developing sustainable smart cities. This article examines two issues. First, the importance of gender issues integration in the development of sustainable smart cities in Indonesia. Second, the importance of gender mainstreaming policy in the development of smart cities in Indonesia. This is a desk study or literature study. Data were obtained from research results published in national and international journals. Data was obtained through accredited journal search engines, namely google scholar, SagePub and Researchgate. The research results show that development of smart city in Indonesia is not yet gender responsive, causing gender inequality gender and excluding women from development. To respond to this, thus there is a need for gender mainstreaming policies in developing smart cities through an overview of the challenges of gender mainstreaming in developing smart cities. Thus, this research recommends a gender mainstreaming strategy as a policy in developing smart cities in Indonesia. Gender mainstreaming policy in smart city development need to be to create a smart city life that is just, inclusive and involves women in development.

The study aims to avoid the phenomenon that thousand cities seem the same in the construction of smart cities and the efforts of all walks of life are jointed to implement the construction of smart cities and the creation of city brands. First, the basic theory of smart city construction is introduced. Second, the restricting and promoting factors influencing smart city construction and development are analyzes, and the evaluation system of smart city development is established. Then, the model for smart city construction and development based on the neural network is implemented. Finally, some domestic cities are selected as the dataset to build a training model, and the city brand optimization strategy is proposed. On this basis, an evaluation system for smart city development based on the intelligent neural network and Grey relational analysis Back Propagation Neural Network (GRA-BPNN) is obtained. The entropy weight method (EWM), grey relational analysis (GRA) method and the evaluation method based on Technique for Order Preference by Similarity to an Ideal Solutionv (TOPSIS) are regarded as the members of the control group, and the results of different methods for evaluating the development of smart cities are compared. The results show that the modeling of smart city construction based on neural networks can help to implement an evaluation model for smart city construction and development, and it can help evaluate smart city construction and development accurately. And then the corresponding strategies are proposed to speed up the construction of smart cities with its local characteristics, and then city brands are built. Compared with other evaluation algorithms, the performance of the algorithm proposed is better and more stable and the evaluation results are more reasonable than those of the others, which can prove that the evaluation algorithm is feasible and scientific. This study provides a new idea for the application of deep learning to smart city construction and city brand building.

In this developing paradigm, heterogeneous network infrastructure is combined with ubiquitous devices for sensing, smart control systems and big data analytics to create “smart cities.” Enhancing the overall quality of life is one of their main goals and they do so through smart services they offer in a broad range of areas such as transportation, healthcare, entertainment (including virtual reality), the environment (including pollution) and energy. To be able to offer those services, the job of big data and their analysis is complicated, since it allows for the extraction of useful insights from the enormous amounts of data that the smart cities produce. The current state-of-the-art research efforts aimed at big data analytics in a smart city setting are investigated and presented in this chapter. In particular, a comprehensive literature review on the big data analytic frameworks for smart cities is provided. Following that, a short talk on IoT and big data is briefed. Owing to different data that the smart cities collect, which frequently have contradictory processing needs, appropriate investigative methods based on the data type are also recommended, depending on the data type. The many smart city applications were investigated and a perspective on the difficulties associated with smart city development was developed. In this chapter, the methods addressing the smart city issues and development are examined, and the possibility for the employment of integrated IoT and big data analytics is presented. Finally, as a case study, a briefing on a call service application for the fire department in a smart city is provided to round up the presentation.

In developing countries especially in African continent, rapid population growth in cities is a major concern. Majority of governments in Africa have made more effort to develop urban areas as compared to the rural ones. Social and economic activities are more concentrated in urban areas. This is a pushing factor for the rapid population growth in cities as many people, especially young generation, tend to migrate from rural to urban. This growth leads to excessive exploitation of natural resources, environmental degradation and increased pressure on social services. Rapid increased population acts as an encouragement to construct smart cities for achieving needs for present and future generations. Tanzania as one of the developing countries in Africa has taken initiatives in establishing smart cities. The aim of this study therefore, is to examine opportunities and challenges in the development of Smart cities in Tanzania with a case study of Mbeya city. In addition, conceptualization about development of smart cities is proposed to prioritize the planning of smart grid among other smart city infrastructure systems. Conclusively, Mbeya city has a full potential of many strengths and opportunities for successful development as a smart city.

Technology transformation in the smart city concept begins with the implementation of policy transfer to local governments. Wonogiri Regency is one of the districts that implement smart city policy transfer from the central smart city policy. So it is necessary to analyse regional strategies in implementing smart cities. Regional smart city strategy analysis is an analysis carried out to assess the strengths weaknesses opportunities and threats in order to get a picture of the capacity and capability of the region in implementing smart city development programmes. This research aims to analyse the smart city development strategy of Wonogiri Regency. With the regional strategy analysis, Wonogiri Regency can map the right programme according to the dimensions of smart city. So that the implementation of this smart city can run smoothly in accordance with the goals of the Indonesian smart city movement. This study took a locus in Wonogiri Regency, which has a sufficient SPBE index and was chosen to be one of the implementers of the Indonesian smart city movement. Researchers used qualitative methods to analyse the strengths, weaknesses, opportunities and threats of Wonogiri Regency to develop appropriate strategies for these conditions. Researchers found that the smart city strategy is combined with other strategies to solve the problems of the Wonogiri community. The smart city action plan is formed from action plans for smart governance, smart environment, smart society; smart living; smart economy, and smart branding. The action plan must adjust to the strategy formed. The focus of the Action Plan from Wonogiri Regency is to provide integrated services ranging from data to applications.

Smart Cities are well planned, designed, and established keeping in mind the growing need of citizens in search of better livelihood. Technology has played a big role in equipping Smart Cities to offer better facilities to its citizens in terms of better living comfort, better atmosphere, better surrounding, better medical facilities, and most importantly ease of doing business, office, and day to day activities. While doing so, IT Infrastructure and online transactions have influenced all the operational processes of Smart Cities and almost acting as its backbone. Obviously, any adverse impact on online transactions can create chaos in Smart City operations. To address this concern, a safe and reliable online transaction is a must. In this paper, we have discussed Blockchain Technology-based solutions for Smart Cities and their potential impact on Smart Cities Development. We specifically tried to address the concern of how Smart City online operational processes for various applications can be made reliable and safe by using Blockchain Technology and how this technology can benefit Smart Cities overall development. Based on the comprehensive research and detailed literature review, we proposed Blockchain Technology based secure framework for Smart Cities. We also identified various applications and process areas that can be highly benefited by using Blockchain Technology and can make these applications smarter and more reliable and fit for use for any Smart City.

The notion of ‘smart cities’ has gained the attention of policymakers, urban developers and government authorities around the world and is emerging as a major response to urbanization, economic regeneration and other environmental challenges faced by cities globally. Smart cities depend not only on a city's endowment of hard infrastructure (physical capital), but also and increasingly so, on the availability and quality of knowledge communication and social infrastructure (human and social capital). This emerging role of cities as information hubs and knowledge repositories is particularly decisive for urban competitiveness. Arguably, many smart city projects die after the pilot stage and the lessons learned from previous projects never scale up to inform subsequent implementations. This is a major impediment in the future development of smart cities, particularly around facilitating successful technological and procedural replication. In line with recent calls for a cautious rethink of the very rationale and relevance of the smart cities debate pointing to new avenues of research into interdisciplinary aspects, this paper reviews the extant smart city literature in an attempt to identify current theoretical streams and provide further insight into the role of Knowledge Management in smart city development. It also explores how cities can realise the full benefits of tacit knowledge, learning and collaboration. A review of forty-eight peer-reviewed articles is conducted. The findings suggest the lack of Knowledge Management models for smart city replication and reveal how socio-technical approaches can help to support collaboration and knowledge sharing. Policy recommendations for local and national governments on how cities can benefit from a shift towards collaborative knowledge-making are also provided.

Smart city development Models: A cross-cultural regional analysis from theory to practice

The increasing urbanisation and technological advancements have driven the global adoption of smart city initiatives, yet regional differences persist due to economic, social, and technological disparities. Despite the numerous studies on smart cities, there remains a research gap in comprehensive global analyses exploring regional differentiations in smart city development. This study aims to examine how smart cities differentiate, especially through associations between regions and smart city dimensions. This study utilises data from the IMD Smart City Index 2023 and applies a multi-step methodology based on the United Nations’ geographic regions, employing geographical and statistical analyses. The findings reveal distinct regional differentiations, highlighting a clear Global North–South divide and notable subregional differentiations, including the North–South divide in the Americas and the East–West divide in Asia. The correlation analysis demonstrates significant relationships between smart city dimensions, with smart mobility and smart living exhibiting the highest association. The correspondence analysis further identifies four major regional concentration groups, notably the Global North, with equi-distant associations with all dimensions, and Asia, which is closely linked to smart governance. The findings confirm that smart city development is not uniform and is shaped by regional socio-economic and technological conditions and emphasises the need for context-dependent regional policies.

“Smart city” is a new model of territorial development, taking into account the growing importance of information, innovation and human capital. One of the main elements of the “smart city” is a developed system of higher education. The aim of this work was to study the impact of higher education on "smart" and innovative cities. The objectives of this work were to obtain quantitative characteristics of the impact of the University on the smart city. Approach to solving this problem was to build indicators based on indicators that characterize the quality of life, and ratings to compare cities on their basis. The hypothesis of the study is that the higher education system has a positive impact on the development of smart and innovative cities. A theoretically justified method of constructing an indicator of a certain direction of socio-economic development is a component analysis of indicators characterizing this direction. As a result, the rankings of Russian and foreign cities based on the characteristics of quality of life, which prove that education is a key indicator of the development of "smart" and innovative cities.

The construction of smart cities is an effective path for sustainable urban development. Determining how to build smart cities and choose effective development models has attracted attention from all walks of life. Consequently, determining how to promote the development of smart cities and how to choose effective development models has also attracted attention. This paper takes 77 prefecture-level cities in China as case studies to explore the impact of technology, organization, and environment on the high-level development of smart cities. In this study, the fsQCA (fuzzy set-based qualitative comparative analysis) method was used to explore the configuration effects of three types of factors. The main findings are as follows: Firstly, no single factor among the three categories is a necessary condition for the high development level of smart cities, indicating that relying solely on technological conditions cannot build high-level smart cities. Secondly, the path of development of a smart city can be summarized into three modes: Both organizational and industrial environment type, both governance and cultural environment type, and balanced development type. Finally, among the three modes, the government’s digital governance capability and industrial environment play a crucial role in achieving a high level of development in smart cities. This article examines the development of smart cities from a systems perspective and provides useful, practical insights for the construction of smart cities.
