An Effective Resource Management for Cloud Services using Clustering Schemes

The informationalization construction is playing an increasingly important role for the development of enterprise group.However, there are problems that enterprise group has to be faced with, like the rapid growth of data, the continuous increase in purchase and maintenance costs of software and hardware equipment, the overlapping allocation of IT resources and so on. To solve these problems, a hierarchical model of intensive management of IT resources of enterprise group based on cloud services was established, and intensive management modes of software, hardware and knowledge of enterprise group were proposed as well.

This paper for the 20th anniversary issue of the Journal of Global Information Management (JGIM) looks back on the last ten years of research on two related areas highlighted in Tan and Gallupe’s (1999) manifesto for research on global information management in the decade ahead: global enterprise management and global management of information resources. In particular, the paper examines the relationship between the structure and governance of multinational enterprises (MNEs) and the structure and governance of IT resources in MNEs. Early IS research hypothesized alignment between enterprise organization structure and the structure of the IT function in high-performing organizations. However, research on “structure” in both MNEs and IT resources shifted to the concept of “governance”. This paper argues that IT organization design (structure and governance in combination) should be the focus of future research on IT resources management in MNEs. In addition, the paper argues that the relationship between MNE design and IT resources management is a critical topic. The paper examines three relationships among these two concepts: the contingency theory argument that IT resources management should follow and be aligned with MNE organization design, the universalistic argument that there is one best way to organize IT resources in MNEs, and the co-evolutionary argument that IT enterprise resources management design can lead, as well as follow, MNE organization design.

Sustainable management of IT resources – the problem of e-waste

Due to problems such as lack of interconnectivity between all 33 locations, between secretariats and several other points in the municipality, as well as difficulties in hiring, support, and speed of services provided by the telecommunications company, as well as security risks and adjustments to LGPD 13.709 /2018 and finally better management of IT resources, one of which was server virtualization, it was necessary to implement Cloud Phone telephony systems, Internet Mpls with Virtual Private Network at all points and server virtualization within the scope of the City Hall of Ibiá, Minas Gerais, represented a major transformation of the municipal IT infrastructure. The shift from a decentralized environment to an integrated structure has revolutionized operational efficiency, optimizing resources and increasing cybersecurity, as well as platform-as-a-service usage. The interconnectivity between all municipal public management locations facilitated communication and collaboration between different sectors and departments, enabling remote work and adaptation to new needs as they arise.

Summary form only given. Industry has been wrestling with the complexity of managing business systems for years. The challenge stems from the variety of application and IT resource providers that enterprises use to build their business systems. A range of management systems co-exist to manage the breadth of resources. The management industry and customers have an opportunity to take advantage of the industry trend towards using Web services for business integration and moving to service oriented architectures for business. It is now possible to garner these same advantages seen in business for management. Building manageable resources and management systems on a Web services foundation is going to cause a profound shift in how enterprises and vendors manage their IT resources in the future. Embracing this shift is going to create more flexible IT infrastructures, better integration of business and IT objectives, and greater end to end management of both IT infrastructures and business processes. This presentation provides a bottoms-up tutorial of Web services distributed management (WSDM), the new OASIS Standard that provides the first step in solving this classic management integration problem. The session will begin with an overview of the SOA based management architecture and WSDM's place in that architecture relative to other industry standards and initiatives. The technical tutorial will begin with an introduction on WSDL and WS-addressing, specifications on which WSDM depends. The presenters will build on this with an overview of the Web services for resource framework (WSRF) and Web services notification (WSN) OASIS specifications and discuss how they are used by WSDM. Finally, the session will explore WSDM components, management using WS (MUWS) and WSDM management of Web services (MOWS). MUWS defines how to represent and access the manageability interfaces of any IT resource as Web services. MOWS defines how to manage Web services as resources and how to describe and access that manageability using MUWS. Concrete customer issues solved by WSDM will also be highlighted as well as how CIM modeled resources can be accessed using WSDM. Apache MUSE and IBM Developerworks Toolkits will be used to illustrate the programming techniques

As enterprises struggle to meet the demand for elastic cloud computing services in distributed data centers (DCs), a significant portion of the total expenditure is spent on the procurement and maintenance of server and network equipment. Network and server resource utilization efficiency is therefore crucial to minimize overall costs and increase return on investment. We present an adaptive and synergistic management of both network and IT resources with an autonomous control plane on a converged inter/ intra-DC network to address this issue. The control plane uses its awareness of both network and IT resource usage to provide dynamic resource allocations to meet quality of service guarantees, while also allowing for reduction in operational expenses by consolidating virtual machines to maintain high CPU usage on the active servers. We built a three-node inter-DC experimental testbed to demonstrate the feasibility of our concept and show that our algorithm successfully provisions both network resources and consolidates IT resources under various load conditions.

Mobile Cloud Computing has become as a new IT paradigm because of the growth of mobile device like smartphone and appearance of Cloud Computing environment. This mobile cloud environment provides various services and IT resources according to users‘ requests, so an effective management of service and IT resources is required. Hence, this paper designs a profile on mobile cloud service platform in order to provide distributed IT resources and services to users based on context-awareness information. Domestic and global companies are increasingly using information and communication technologies as a means of delivering their strategic visions and thus maintaining a competitive advantage. The value of information assets has increased as firms’ asset base shifts from tangible to intangible properties, placing a premium on firms’ capacity to develop, manage and utilize their information assets. In this environment, companies aim to strengthen their business control over IT resources, maximizing performance through defining the responsibilities of all staff involved in IT resource management and processes. However, while most managers acknowledge the importance of managing IT assets within a framework of IT governance (ITG), only a small number of academic treatments deal with ITG, meaning that businesses often find themselves making their governance decisions in a vacuum. This chapter therefore aims to clarify the concept of ITG through conducting a literature review, suggesting some implications of this work for practitioners, and indicating directions for the future study of ITG.

Cloud computing is challenging conventional wisdom and practices in the management of IT resources and capabilities; at the same time, the technical underpinnings of cloud computing offer unique opportunities and levers for addressing these challenges. In this talk, I will talk about a number of new research thrusts brought forth by the cloud computing paradigm. First, the large magnitude of a typical virtual machine (VM) image and the large volume of common VM libraries have major performance implications for many cloud operations. Fortunately, content similarity that often exists across distinct VM images may be exploited to optimize the transfer and storage of VM images. Second, resource virtualization in the cloud is at odds with the assumptions in traditional software license models, which must be adapted or extended for virtualized environments. There is also a critical need for new license management techniques to help cloud-based software users achieve cost-effectiveness and compliance. Third, cloud infrastructure is evolving towards heterogeneity and is becoming programmable and composable. The so-called Software-Defined Infrastructure promises agility, flexibility, efficiency, and resilience through continuous and proactive optimization of heterogeneous resources to meet the changing requirements of a wide variety of workloads. For each of these research thrusts, I will discuss the specific technical issues and some initial work conducted at IBM Research.

The governance and management of IT resources is essential for the organisations because its practices control costs, risks, and security; thus, optimising the process involving technological resources. Agile governance processes is one type of IT governance. Assess and compare agile governance processes used in the Brazilian Government. Use SWOT, cross-impact analysis and interview techniques to understand and assess the IT governance practices, focused in the Brazilian Government sectors. We raised characteristics, strengths, limitations, and improvement points for the agile governance processes. Experts of the field assessed the relevance of each improvement point. Agile governance processes has some improvement points, which depend on the specific process used - PES or MAnGve.

One of the main driving forces of the growing adoption of virtualization is its dramatic simplification of the provisioning and dynamic management of IT resources. By decoupling running entities from the underlying physical resources, and by providing easy-to-use controls to allocate, deallocate and migrate virtual machines (VMs) across physical boundaries, virtualization opens up new opportunities for improving overall system resource use and power efficiency. While a range of techniques for dynamic, distributed resource management of virtualized systems have been proposed and have seen their widespread adoption in enterprise systems, similar techniques for dynamic power management have seen limited acceptance. The main barrier to dynamic, power-aware virtualization management stems not from the limitations of virtualization, but rather from the underlying physical systems; and in particular, the high latency and energy cost of power state change actions suited for virtualization power management. In this work, we first explore the feasibility of low-latency power states for enterprise server systems and demonstrate, with real prototypes, their quantitative energy-performance trade offs compared to traditional server power states. Then, we demonstrate an end-to-end power-aware virtualization management solution leveraging these states, and evaluate the dramatically-favorable power-performance characteristics achievable with such systems. We present, via both real system implementations and scale-out simulations, that virtualization power management with low-latency server power states can achieve comparable overheads as base distributed resource management in virtualized systems, and thus can benefit from the same level of adoption, while delivering close to energy-proportional power efficiency.

E-Government is recognized globally as an enabler toward transformation of public sector from a bureaucratic agency centric organizational model to a SMART (simple, moral, accountable, responsive, and transparent) citizen-centric government model. Successful planning and implementation of e-Government requires abundant technical and financial resources for capital investment as well as for systems maintenance on a sustained basis, which inhibits the development of e-government in most developing countries. Public Private Partnership (PPP) is being increasingly recognized as a valuable source of new technology, management expertise, and investment capital. Traditional public sector IT environment is characterised by low asset utilization, duplicative systems, and long procurement cycle time. Cloud computing has made it possible to consolidate IT infrastructure for the entire government relieving individual agencies of the burden of investing and managing IT resources. This paper identifies and examines the e-government challenges faced by developing countries in general and Pakistan in particular proposes a solution that combines the benefits of PPPs and the leapfrogging potential of cloud computing technology.

Over the last two decades, the role of information technology in organizations has changed from primarily a supportive and transactional function to being an essential prerequisite for strategic value generation. The organizations based their operational services through its Information Systems (IS) that need to be managed, controlled and monitored constantly. IT governance (ITG), i.e. the way organizations manage IT resources, has became a key factor for enterprise success due to the increasing enterprise dependency on IT solutions. There are several approaches available to deal with ITG. These methods are diverse, and in some cases, long and complicated to implement. One well-accepted ITG framework is COBIT, designed for a global approach. This paper describes a design of a tool for COBIT roadmap implementation. The model is being developed in the course of ongoing PhD research.

There is significant interest in managing IT resources as a portfolio of assets. The concept of IT portfolio management (ITPM) is relatively new, compared to portfolio management in the context of finance, new product development (NPD), and research and development (R&D). This article compares ITPM with other types of portfolio management, and develops an improved understanding of IT assets and their characteristics. It presents a process-oriented framework for identifying critical ITPM decision stages. The proposed framework can be used by managers as well as researchers.

This paper describes a system called Trends for managing IT resources in a production server environment. The objective of Trends is to reduce operational costs associated with unplanned outages, unbalanced utilization of resources, and inconsistent service delivery. The Trends resource manager balances utilization of multiple resources such as processor and disk space, manages growth to extend resource lifetimes, and factors in variability to improve temporal stability of balancing solutions. The methodology applies to systems in which workload has a strong affinity to databases, files, or applications that can be selectively placed on one or more nodes in a distributed system. Studies in a production environment demonstrate that balancing solutions remain stable for as long as the 9–12 months covered by our data. This work takes place in the context of the Lotus Notes distributed database system, and is based on analysis and data from a production server farm hosting over 20,000 databases.
