Automatic Number Plate Recognition System (ANPR): A Survey

This research paper presents the development and evaluation of an Automatic Number Plate Recognition (ANPR) system using Convolutional Neural Networks (CNN) with Regex correction. The aim is to enhance the accuracy and effectiveness of car verification and security processes at First Technical University, Ibadan. The ANPR system was implemented both without Regex correction and with Regex correction. The evaluation results demonstrate significant improvements in the system's performance when CNN with Regex correction is employed. The CNN-based ANPR system achieves a precision of 1.00, recall of 0.90, and F1-score of 0.95 in accurately identifying number plates. These scores indicate increased accuracy and reduce false positives compared to the system without Regex correction. The integration of CNN and Regex correction effectively handles variations and errors in the number plate data, leading to a reliable and efficient car verification process. Future work can focus on further refining the CNN model and optimizing the Regex correction algorithms to enhance the system's accuracy and robustness. The developed ANPR system, utilizing CNN with Regex correction, shows great potential for enhancing car verification and security in various domains, including law enforcement, parking management, and traffic monitoring

Number Plate Localization (NPL) has been widely used as part of Automatic Number Plate Recognition (ANPR) system. NPL method determines the accuracy of ANPR system. Although it is a mature research, the challenge stills persist especially in crowded situation where many vehicles present. Therefore, a method is proposed to localize number plate in crowded situation. The proposed NPL method uses vertical edge density to extract potential region of number plate then detect the number plate using combination of Histogram of Oriented Gradients (HOG) and Support Vector Machine (SVM). The method employs GPU to deal with multiple number plate detection, to handle multi-scale detection window, and to perform real time detection. The test result shows good results, 0.9883 value of AUC (Area Under Curve), and 0.9362 of BAC (Balance Accuracy). Moreover, potential real time detection is foreseen because total process is executed in less than 50 ms. Errors are mainly caused by background that contain letters, non-standard number plate and highly covered number plate

It might be challenging to locate speeding drivers and those who have breached the law. Traffic signals and car oswner verification are now major issues in every country. As a result of the speed of cars, it is difficult for police to collect numbers from moving cars, so finding methods to deter such people is fruitless. To address this issue, it is crucial to advertise Automatic Number Plate Recognition (ANPR). The suggested estimate included an effective Indian license plate verification method. Unusual prints, dimly lit, overexposed plates are often visible due to unusual prints and dim lighting. The pre-support phase of this proposal used morphometric displacement, Gaussian smoothing, Gaussian thresholding, and Sobel’s edge recognition method to process images. As soon as the license plate is divided, the form is applied using the filter structure, and the path is then determined by taking into account the distinctive angles and spatial boundaries. It is then used to identify omitted characters using optical character recognition (OCR). The collected texts have been organized well and are ready for reference. The total confirmation rate can be significantly affected by variables like vehicle speed, mismatched license plates, car number languages, and varying lighting conditions, so these systems use a variety of methods. In most cases, these limits are far below what systems operate at. This proposal examines several ANPR procedures despite limitations in image size, success rate, and processing time. The paper concludes by proposing an expansion of ANPR.

The city's efforts to improve traffic make a big step forward when license plates can be read. It explains how an intelligent transportation system should work and what steps should be taken for it to be successful. Because the number of cars is growing so quickly, ANPR is a must-have for managing traffic control. Automatic number plate recognition (ANPR) is mostly used to keep an eye on traffic and keep people safe. Number plate recognition uses image processing and the most recent advances in technology to automatically read the characters on a vehicle's license plate. In the last few years, there have been a number of technological advances in the field of studying how to read license plates. Image processing techniques like OCR make it possible for traffic surveillance to solve a wide range of problems that come up during criminal investigations, the collection of tolls, the monitoring of traffic, the regulation of speed, and the management of parking, among other things. If you want to control traffic and keep an eye on a large number of people in a transportation system, you need an ANPR system. Image processing techniques and the collection of photos of vehicles for use in the dataset have made it possible to keep an eye on traffic on a large scale. Automatic License Plate Reader (ANPR) is a way to take the steps needed to run a good intelligent transportation network. Traffic control has become an absolute must because the number of cars has grown so quickly. The main goal of ANPR is to keep an eye on and record traffic for defense purposes. To read the text on license plates, number plate recognition uses image processing, optical character recognition (OCR), and edge detection technology. The model is made up of three different parts called, respectively, the module for car detection, the module for license plate segmentation, and the module for recognition. Image processing made us more determined to stop a wide range of illegal activities, such as armed robberies of cars, breaking traffic rules, and the way law enforcement is handled. This review study looked at all of the different designs for reading license plates that have been put into use so far.

the focal idea of following paper is to introduce a system which is more usable and efficient to detect and recognize the vehicle number plate in Pakistani scenario. There are always some constraints in which an automatic number plate recognition (ANPR) system work. The challenges include poor illumination, camera speed and variable background. In this paper, we propose a method where distinct feature matching is applied to get acceptable results in Pakistani conditions where number plates usually don't follow a standard pattern. The developed system is tested on a dataset of fifty images containing variable size and style number plates having Latin script. The initial results show that our system is able to detect and recognize most of the plates and can be tested further to see the feasibility of implementing it in real environment with multi-script recognition.

With the growth of population in urban cities, there is a rapid increase in the number of vehicles and hence there is shortage of parking spaces. In this paper we provide a novel idea of automatic number plate detection and recognition along with allotment of parking space. The parking space is allocated in an efficient manner as distance traveled will be less. The number plate detection is done by extracting the image from the video and the number is identified using Optical Character Recognition. The parking space algorithm uses sequential assignment of parking spaces; the algorithm is eventually improved to solve the real time parking allotment.

Purpose The purpose of this paper is to quantify the effect of the enforcement, which was carried out with ANPRs, on seat belt use. Though the Seat belt Act was enacted in 1992, it did not lead to an expected increase in seat belt use in Turkey including Sanliurfa, which is one of the immense provinces with a population of over 2m. The Sanliurfa Police Department set in an enforcement campaign, in which automatic number plate recognition (ANPR) cameras were used to facilitate an increment in using seat belts in the city center. Under the police leadership, seat belt use enforcement campaign was hugely publicized and sustained throughout the city. Design/methodology/approach The ANPRs did not have a feature to detect seat belt wearing automatically. Thus, this study tested whether automated plate recognition cameras have a deterrence effect on seat belt usage. To assess the efficacy of this enforcement project, the authors employed a pre/post-implementation design. For this study, the records of the 11 ANPR camera sites, 2 non-camera sites and 2 control sites were utilized. Findings The results of this study revealed that the seat belt use rate was around 8 percent, before camera enforcement in Sanliurfa. Overall increases were 12 percent during the warning period, 60 percent for the beginning period and 78 percent three months after enforcement began at camera sites. One-way ANOVA results suggested the differences between means of seat belt use counts were statistically significant F (3, 61,596)=15,456, p=0.000. Research limitations/implications The findings suggest that there are several reasons for the substantial increase in the seat belt use rate. The first reason for the success of the cameras was their deterrent effect on the drivers, because the drivers were aware that the traffic offense had become readily observable via camera detection in the intersections, and the drivers did not want to be penalized. Second, it is considered that a well-organized publicity of the cameras made a significant contribution to the effectiveness of the enforcement by increasing perceived detection risk. Finally, it is considered that the reason behind the sudden increase in seat belt use was the red-light cameras that had been already in use in Sanliurfa. Namely, the experience of the drivers about camera enforcement gave rise to the rapid decrease in seat belt violation rate in the warning period. Practical implications Using cameras (automatic or not) for seat belt enforcement and publicizing this enforcement can help to save resources and lives. Originality/value This study found a lot of news about similar enforcement on the internet, but no study was found in the literature that reveals if the enforcement can produce an effective result. Thus, this is the first study in Turkey, may be in the world, that evaluated if cameras of the ANPRS can generate effective seat belt enforcement. Furthermore, the study betokened that traffic violations, which cannot be automatically detected by cameras such as cell phone use and smoking in a vehicle can be effectively enforced by non-automatic cameras. Therefore, we believe that the study will contribute policing and the traffic safety literature.

Real Time Number Plate Recognition System is an image processing technology which uses number (license) plate to identify the vehicle. The objective is to design an efficient automatic authorized vehicle identification system by using the vehicle number plate. No plate help for movement of traffic securely without any collision. They can reduce the number of accidents on roads like pedestrian accident and right-angle collision of two cars. Number plate recognition (NPR) can be used in various fields such as vehicle tracking, traffic monitoring, automatic payment of tolls on highways or bridges, surveillance systems, tolls collection points, and parking management systems. The developed system first detects the vehicle and then captures the vehicle image. Vehicle number plate region is localized using Neural Network(rcnn) then image segmentation is done on the image. Character recognition technique is used for the character extraction from the plate. The system is implemented and simulated in python, and its performance is tested on real image. Automatic vehicle detection and recognition is a key technique in most of traffic related applications and is an active research topic in the image processing domain. Different methods, techniques and algorithms have been developed for vehicle detection and recognitions but they are not very useful for parking system. In this project we aim to make an application which will help for society and mostly for corporation buldings in each state for doing their work very efficiently and in very small time. Live camera feeds are the primary input we give the system. On the main gate is a camera. When a car or bike passes in front of the camera, the camera reads the number plate number. Using an OCR algorithm, this vehicle can be determined to be authorized or not. If the car is not allowed in the premises the notification will be activated. authorized popup will be on if the vehicle is authorized

Vehicle number plate detection and recognition (VNPR) is a pioneering methodology which has a large impact on the development of road safety, automation in toll collection, transportation efficacy, and support to the traffic authorities. In this paper, a number plate detection and recognition system for toll collection is presented. Use of large sample data sets has made the system efficient and robust enough. Contrast enhancement is a preprocessing used followed by conventional techniques to locate the number plate. The percentage accuracy in locating the number plate in a given image is 94.87%. Horizontal and vertical profiles with a ratio of 1:2 are used to separate characters in the detected number plate. Backpropagation neural network is applied on the extracted characters to recognize them for authentication of license plate. The presented system is compared with other conventional methods for evaluating its effectiveness and efficiency. The average number plate recognition accuracy of the proposed system is 90.21%.

The paper is devoted to the problem of automatic detection and recognition of license plates, the solution of which has many potential applications, from security to traffic management. The purpose of this work was to compare the methods of finding and recognizing car number plates, based on the application of deep learning algorithms, which takes into account different regional standards of car number plates, video quality, different speeds of vehicles, the location of the camera in relation to the vehicle license plate, defects of the car number plate (pollution , deformation), as well as changes in external lighting conditions. The advantages and disadvantages of localization and segmentation of car number plates on cars using image binarization, Viola–Jones and Harr methods are given. It was determined that adaptive approaches are better due to the possibility of compensating the impact of obstacles on different areas of the image, for example, the distribution of shadows due to the heterogeneity of illumination. It was determined that many methods in real algorithms rely directly or indirectly on the presence of number limits. Even if the limits are not used when the number is determined, they have the possibility to be used for further analysis. The methods of templates, image histograms, and contour analysis were compared to identify familiar features in the image (segmentation). It is shown that an effective approach for recognition of car license plates can be based on the application of the methods of Viola-Jones, Harr, the analysis of brightness histograms and the SVM method. Formulated conclusions on the effectiveness of the implementation of each of the procedures were confirmed as a result of conducting experiments with the developed software in the python 3 language using the cv2 computer vision library. The described approach makes it possible to obtain a fairly high recognition accuracy at different angles of rotation of the license plate relative to the camera. Traditional license plate recognition technology mostly uses traditional image processing methods to find out the characteristics of the license plate, and then crop and recognize the characters. The process needs to be modified due to the different environments, scenes and conditions. In recent years, many studies have implemented license plate and character recognition by using deep learning algorithms. Although it has a good recognition accuracy, the calculation speed still cannot reach the level of real-time recognition. This research proposes a real-time license plate recognition system based on YOLOv3, which uses deep learning model to realize the vehicle license plate recognition, lane identification and vehicle trajectory tracking. In this study, a web-based platform is established to present the result of license plate recognition and trajectory, and the streaming roadside video in the campus. In the platform, license plates of driving vehicles can be identified in real-time, and the user can search and track specific vehicle intuitively. In the experiment, the average accuracy of the system performs 84.3% in real-time license plate recognition, and 100% in lane identification. The system can process in 40 FPS, which can meet the level of real-time system. In the future, the system can cooperate with traffic access control in campus or community to improve the efficiency of traffic control.

Automatic Number Plate Recognition system is an application of computer vision and image processing technology that takes photograph of vehicles as input image and by extracting their number plate from whole vehicle image , it display the number plate information into text. Mainly the ANPR system consists of 4 phases: Acquisition of Vehicle Image and PreProcessing, Extraction of Number Plate Area, Character Segmentation and Character Recognition. The overall accuracy and efficiency of whole ANPR system depends on number plate extraction phase as character segmentation and character recognition phases are also depend on the output of this phase. Further the accuracy of Number Plate Extraction phase depends on the quality of captured vehicle image. Higher be the quality of captured input vehicle image more will be the chances of proper extraction of vehicle number plate area. The existing methods of ANPR works well for dark and bright/light categories image but it does not work well for Low Contrast, Blurred and Noisy images and the detection of exact number plate area by using the existing ANPR approach is not successful even after applying existing filtering and enhancement technique for these types of images. Due to wrong extraction of number plate area, the character segmentation and character recognition are also not successful in this case by using the existing method. To overcome these drawbacks I proposed an efficient approach for ANPR in which the input vehicle image is pre-processed firstly by iterative bilateral filtering , adaptive histogram equalization and number plate is extracted from pre-processed vehicle image using morphological operations, image subtraction, image binarization/thresholding, sobel vertical edge detection and by boundary box analysis. Sometimes the extracted plate area also contains noise, bolts, frames etc. So the extracted plate area is enhanced by using morphological operations to improve the quality of extracted plate so that the segmentation phase gives more successful output. The character segmentation is done by connected component analysis and boundary box analysis and finally in the last character recognition phase, the characters are recognized by matching with the template database using correlation and output results are displayed. This approach works well for low contrast, blurred, noisy as well as for dark and light/bright category images. The comparison is done between the ANPR with Adaptive Histogram Equalization and Iterative Bilateral Filtering that is the proposed approach and the existing ANPR approach using metrics: MSE, PSNR and Success rate.

Number plate detection plays a crucial role in various applications such as traffic monitoring, vehicle identification, and law enforcement.In recent years, advancements in computer vision and Machine Learning Techniques have revolutionized Number plate recognition systems.This paper proposes a location-based Number plate detection method that combines K-Nearest Neighbors Algorithm(KNN) and Optical Character Recognition (OCR) to accurately detect and recognize Number plates in real-time.The proposed system consists main stages: Number plate localization and Number plate recognition.In the first stage, a KNN-based approach is utilized to detect the presence and location of Number plates within an input image.The KNN model is trained using a large dataset of annotated images, enabling it to learn the distinctive features and patterns associated with Number plates.This stage aims to accurately identify the regions of interest containing Number plates, even in challenging scenarios such as varying lighting conditions, occlusions, and complex backgrounds.

Automatic license plate recognition (ALPR) is a process of identification of the license plate from an image taken at any signal stop or parking station. The Identified information or the number plate can be used for keeping a check on signal stops or for monetary settlements at parking lots or toll stations. It can also be used around the world for law and administrative works like checking a vehicle if it is registered or not. It also finds its use in safety supervision system. The ALPR can be used upon various types of pictures like color images, black and white images and etc. ALPR may fail a number of times if the quality of the picture is not up to the mark. So, ALPR depend a lot in the image quality, and hence the challenges in its real-life application. It may be used both indoors and outdoors but it must be able to process the images both quickly and successfully in all sorts of environments, be it daytime or night time, sunny or rainy. Our proposed method mainly has three modules: 1) Detection of license plate 2) Segmentation of Characters 3) Text Box Generation. The number plates sometimes may be unclear for the cameras. It may sometimes have dirt and scratches on it and thus increasing the complexities of the ALPR system. Today nationwide ALPR has been adopted by several law and governmental agencies for its efficiency and usefulness. Public safety agencies are using the ALPR system to gather and store relevant information about people and to keep a check on the vehicular activities. It is becoming a significant tool for the Law Enforcement Agencies.

The number plate recognition (NPR) system is one of the categories of smart transportation and detection mechanism (STDM). This is a combination of the technology in which the application enables the system to detect and automatically read the license id of number plate of vehicle from digitally captured images. Automatically capturing the license plate is the process of detecting and transforming the pixels data of a digital image into the plain text data or ASCII text of the number plate. Our project contains a method for the vehicle number plate recognition from the image using mathematical morphological operations (erosion, dilation). The main objective is to use and combine different morphological operations in such a way that the license plate of the certain vehicle can be detected and translatedeffectively. This is based on various operation such as image improvement, Gray scale transformation, Bilateral Filtering edge detection and getting the number plate from the picture of vehicle. After the completion of the above-mentioned steps, now the process of segmentation is being applied to detect the text present on number plate by making use ofmatching of template and OCR. This system is able to detect the license number accurately as well as quickly from the vehicle’s picture.
