Construction QA/QC Systems: Comparative Analysis

There are two main issues stemming from Vallee’s (2002) comments on Dominy et al. (2001b). First, he raises the importance of quality assurance/quality control (QA/QC) during resource estimation programs, and second, he indicates that the resolution and understanding of continuity (grade and geological) issues are paramount in the classification of resources. In particular, continuity is critical at the boundary between the Inferred and Indicated Mineral Resource categories. The original contribution agrees with the importance of these points, and the principal author offers the following discussion and clarification. Further comment is also provided on the reporting of grade uncertainty through grade ranges. It is worth remembering that vein-gold deposits (e.g., shear-zone, lode-gold, mesothermal types etc.), particularly those containing coarse gold particles (e.g., >100 μm), generally show large variations in grade and an erratic grade distribution. In most cases, diamond drilling is a good measure of geological continuity (depending on drill spacing), but a poor measure of grade and its distribution. High-nugget effect deposits rank among the most difficult deposit types in terms of producing an accurate and precise resource estimate, and clearly represent a distinct deposit type. ### Quality Assurance/Quality Control The issue of quality assurance (QA) and quality control (QC) during exploration, estimation/evaluation and exploitation has been at the forefront of industry perceptions since the Bre-X affair in the late 1990s. The need for QA/QC programs is paramount in any mining/minerals project (Vallee, 1998a, 1998b, 2002). Quality is a critical issue at all stages of a minerals project. For example, QA/QC of analytical and test data, and the corroboration of geological data within the resource/reserve estimation process must now be considered mandatory. Indeed, the Canadian National Instrument 43–101 requires mandatory QA/QC programs (CSA, 2001). The 1999 JORC Code does not prescribe QA/QC programs but, for example, QA/QC for sampling/assaying is …

This report addresses issues related to transferring the responsibility for quality control from the Kentucky Transportation Cabinet (KyTC) to construction contractors. Surveys of the KyTC, other state departments of transportation, and Kentucky highway contractors were done to identify the advantages, concerns, and modifications of the Contractor Performed Quality Control (CPQC) program. An advisory committee of experienced KyTC engineers, Federal Highway Administration representatives, and contractor representatives met periodically to identify approaches for handling key issues of the program. Several key topics related to CPQC are presented in this report, with emphasis on quality control/quality assurance (QC/QA) administration, QC/QA procedures, quality acceptance and verification testing, and CPQC training. Specific issues related to CPQC pay items in Kentucky are also discussed. Several recommendations have been proposed to enhance the program. If properly implemented, CPQC can improve a contractor's work performance and help relieve the State's burden for inspection. Additional monitoring of the program is necessary to make further improvements and to include other pay items.

QUALITY CONTROL AND QUALITY ASSURANCE — QC AND QA SYSTEMS IN JAPAN

Aim: The study based on research conducted in twelve EU countries aims to illustrate how and to what extent the quality control and assurance mechanisms, as outlined in the policy cycle for integrated border management in Europe and Frontex's operational strategy, are reflected in the regulation of border management practices in the surveyed countries. Methodology: Document and content analysis and conduct of semi-structured interviews. Findings: In the countries examined, quality control and assurance systems play a crucial role in enhancing border management and internal security. All countries prioritize ensuring that their border management systems remain operational and adaptable to the ever-evolving challenges. During inspections, self-assessments, and internal audits, countries employ various, though often similar, tools and methods aligned with European standards. Value: So far, there has been limited research in this field. The first part of the study examines the standards that regulate the development of integrated border management in the European Union, with a particular focus on provisions related to quality control and quality assurance in border management. In the second part, the authors investigated the quality control mechanisms of the national border administrations in twelve EU Member States. This analysis was conducted through documentary and content analysis, alongside semi-structured interviews with experts from the twelve countries. The findings of the research, and the conclusions drawn from them, may provide a strong basis for enhancing the effectiveness of the quality control and assurance processes within domestic border management.

As standards in best practices in data quality assurance and quality control evolve, methods for discovery and transport of information relating to these practices must also be developed. An observation’s history, from sensor descriptions, processing methods, parameters and quality control tests to data quality flags and sensor alert flags, must be accessible through standards-based web services to enable machine-to-machine interoperability. This capability enables a common understanding and thus an underlying trust in the expanding world of ocean observing systems. For example, a coastal observatory conducts several tests to evaluate and improve the quality of in situ time series data (e.g. velocity) and then generate an oceanic property (e.g. wave height). Using content-rich webenabled services, a data aggregation center will be able to determine which tests were conducted, interpret data quality flags and provide value added services, such as comparing the parameter with those from near-by observations. These additional processing steps may also be documented and sent along with the data to other participating ocean observing systems throughout the world. By utilizing standards-based protocol (Open Geospatial Consortium (OGC) frameworks) and welldefined community adopted QA/QC (Quality Assurance/Quality Control) tests and best-practices (Quality Assurance in Real-Time Oceanographic Data QARTOD), information about the system provenance, sensor and data processing history needn’t be lost. Are data providers ready, willing and able to describe sensors and processing history? And can we transport the information using a framework that offers semantic and syntactic interoperability? The group developing this community white paper has demonstrated that it can be and is being done. A project called Q2O, QARTOD to OGC (Open Geospatial Consortium), bridges the QARTOD community with the OGC community to demonstrate and document best practices in the implementation of QA/QC within the OGC Sensor Web Enablement (SWE) framework. This paper describes this demonstration project and documents the existence of parallel related efforts. With adequate funding to enable the strengthening and broadening of these communities, a solid foundation for ocean observing systems will be built with the assurance that best-practices of data quality are communicated in a meaningful way.

To ensure quality of healthcare delivery, radiological equipment and personnel working in a medical imaging service require performance evaluation, including radiation safety assessments. It is necessary to establish and implement quality assurance/quality control (QA/QC), radiation protection and maintenance programs—the extent of which depend on the complexity of equipment and procedures. The programs should be established by professionals such as medical physicists or biomedical engineers but can be carried out by staff in the rural health center under the guidance (physical and/or virtual) of the professional experts. For the programs to function adequately, a person among the technical or nursing staff should assume the responsibilities for the QA/QC and maintenance programs. The same person may also function as a radiation safety officer, or such role may be entrusted to a clinical individual. This chapter outlines the elements of such programs and provides references to specific details.

In view of the problems of lagging and poor predictability for ship assembly and welding quality control, the digital twin technology is applied to realize the quality prediction and control of ship group product. Based on the analysis of internal and external quality factors, a digital twin-based quality prediction and control process was proposed. Furthermore, the digital twin model of quality prediction and control was established, including physical assembly and welding entity, virtual assembly and welding model, the quality prediction and control system, and twin data. Next, the real-time data collection based on the Internet of Things and the twin data organization based on XML were used to create a virtual-real mapping mechanism. Then, the machine learning technology is applied to predict the process quality of ship group products. Finally, a small group is taken as an example to verify the proposed method. The results show that the established prediction model can accurately evaluate the welding angular deformation of group products and also provide a new idea for the quality control of shipbuilding.

Simple SummaryStandardization of flow-cytometric assessment of minimal residual disease in acute lymphoid leukemia (ALL) is necessary to allow concordant multicentric application of the methodology. This is a prerequisite for internationally collaborative trials, such as the AIEOP-BFM-ALL and the ALL IC-BFM trial. We developed and applied a comprehensive training and quality control program involving a large number of international laboratories within the I-BFM consortium to complement standardization of the methodology with an educational component as well as with persistent quality control measures to allow large ALL treatment trials which use multi-laboratory FCM-MRD assessments for risk stratification of pediatric patients with ALL.Monitoring of minimal residual disease (MRD) by flow cytometry (FCM) is a powerful prognostic tool for predicting outcomes in acute lymphoblastic leukemia (ALL). To apply FCM-MRD in large, collaborative trials, dedicated laboratory staff must be educated to concordantly high levels of expertise and their performance quality should be continuously monitored. We sought to install a unique and comprehensive training and quality control (QC) program involving a large number of reference laboratories within the international Berlin-Frankfurt-Münster (I-BFM) consortium, in order to complement the standardization of the methodology with an educational component and persistent quality control measures. Our QC and quality assurance (QA) program is based on four major cornerstones: (i) a twinning maturation program, (ii) obligatory participation in external QA programs (spiked sample send around, United Kingdom National External Quality Assessment Service (UK NEQAS)), (iii) regular participation in list-mode-data (LMD) file ring trials (FCM data file send arounds), and (iv) surveys of independent data derived from trial results. We demonstrate that the training of laboratories using experienced twinning partners, along with continuous educational feedback significantly improves the performance of laboratories in detecting and quantifying MRD in pediatric ALL patients. Overall, our extensive education and quality control program improved inter-laboratory concordance rates of FCM-MRD assessments and ultimately led to a very high conformity of risk estimates in independent patient cohorts.

The California Department of Transportation (Caltrans) awarded a contractor a three-year contract to collect, analyze, and report pavement condition of the state highway system for 2018 and 2019 using automated pavement condition survey (APCS). The contract covers 12 Caltrans districts with roughly 52,000 lane miles of on-system roadways and 6,000 lane miles of off-system roadways. Before investing significant resources on statewide APCS data collection, Caltrans and the contractor initiated a pilot study. The purpose is to establish a workable process for data quality control (QC) and quality assurance (QA), making sure the data collected closely reflect the field condition. The pilot study was conducted on selected routes in Caltrans District 12. The study included a total of 113 lane miles of roadway, representing roughly 5% of the total lane miles in the district. Of these lane miles, 69 lane miles are asphalt pavements and 44 lane miles are jointed plain concrete pavements. The developed data QC/QA process functioned very well. With this process, the contractor was responsible for performing the QC of the APCS data before submitting to Caltrans. Caltrans performed data QA, which included data completeness check; image review; field review and office verification; data upload into Caltrans pavement management system, and year-by-year data consistency check. The joint effort has resolved many data inconsistency issues caused either by interpretation or software issues. The data quality was thus well improved. It is recommended that this QC/QA process be implemented for all APCS data collections in California.

The physical and chemical properties of biochar vary based on feedstock sources and production conditions, making it possible to engineer biochars with specific functions (e.g. carbon sequestration, soil quality improvements, or contaminant sorption). In 2013, the International Biochar Initiative (IBI) made publically available their Standardized Product Definition and Product Testing Guidelines (Version 1.1) which set standards for physical and chemical characteristics for biochar. Six biochars made from three different feedstocks and at two temperatures were analyzed for characteristics related to their use as a soil amendment. The protocol describes analyses of the feedstocks and biochars and includes: cation exchange capacity (CEC), specific surface area (SSA), organic carbon (OC) and moisture percentage, pH, particle size distribution, and proximate and ultimate analysis. Also described in the protocol are the analyses of the feedstocks and biochars for contaminants including polycyclic aromatic hydrocarbons (PAHs), polychlorinated biphenyls (PCBs), metals and mercury as well as nutrients (phosphorous, nitrite and nitrate and ammonium as nitrogen). The protocol also includes the biological testing procedures, earthworm avoidance and germination assays. Based on the quality assurance / quality control (QA/QC) results of blanks, duplicates, standards and reference materials, all methods were determined adequate for use with biochar and feedstock materials. All biochars and feedstocks were well within the criterion set by the IBI and there were little differences among biochars, except in the case of the biochar produced from construction waste materials. This biochar (referred to as Old biochar) was determined to have elevated levels of arsenic, chromium, copper, and lead, and failed the earthworm avoidance and germination assays. Based on these results, Old biochar would not be appropriate for use as a soil amendment for carbon sequestration, substrate quality improvements or remediation.

Appropriate quality assurance (QA) and quality control (QC) procedures have been well developed and validated for dual X-ray absorptiometry (DXA), and are widely applied in multicenter clinical trials to monitor device stability used to check the treatment effects on bone mineral density. This is not yet the case for quantitative ultrasound (QUS) technology, for which no QC approaches have yet been fully tested. The first Achilles (GE-Lunar Corporation, Madison, WI, USA) has been on the market for 10 years (1991). The goal of this study was to develop the QC methodology for the QUS Achilles+ device using its past/current experience (log and maintenance files.) as well as by integrating the progress made over the last years in the ultrasound domain so as to better understand the influence of temperature on ultrasound parameters. Because of the lack of confidence in the external black rubber phantom used in daily QC with the Achilles+, to monitor the device stability, we selected several QC parameters known to be influenced by potential malfunctions as experienced by the maintenance department of GE-Lunar company as well as the physical approach. These are phantom temperature-adjusted speed of sound (PSOS-TC) and broadband ultrasound attenuation (PBUA-TC), water speed of sound error (WSE), water spectrum slope (WSS) and water gain (WG). We used four Achilles+ devices perfectly stable during their entire QC range, to calculate the optimum thresholds (based mostly on 95% confidence interval) for each of these parameters as well as the precision for the in vitro SOS and BUA. An additional not fully stable Achilles device has been used to run a QC procedure example. The precision expressed as the CV was 0.22% and 0.65% for the PSOS-TC and PBUA-TC, respectively. The alarm thresholds used for QC process are +/- 0.6%, +/- 1.9%, +/- 6.8 m/s, +/- 5.3% and +/- 7.3% for the PSOS-TC, PBUA-TC, WSE, WSS and WG, respectively. Applying a logical approach on the impact of each parameter on each other as well as their respective reactivity to malfunctions, we build a QC process flowchart meant to detect real malfunction in the daily QC. We found that in case of real malfunctions, the in vivo SOS should be decreased by 1.33 m/s for each 1 m/s increase in WSE. Unfortunately, in vivo BUA can not be adjusted when real malfunction occurs. Nevertheless, the BUA can be qualified as bad quality data and excluded from the medical interpretation. Using the currently available phantom and parameters, the best possible QC procedures to detect long-term drift in the daily QC of the Achilles+ was developed. To fully validate our approach and gain confidence in the defined limits it is our plan to apply this QC processing to a higher number of QUS devices.

Quality control and quality assurance procedures at the THOR BNCT facility

The need for inter-laboratory comparability is crucial to facilitate the globalisation of scientific networks and the development of international databases to support scientific and criminal investigations. This article considers what lessons can be learned from a series of inter-laboratory comparison exercises organised by the Forensic Isotope Ratio Mass Spectrometry (FIRMS) network in terms of reference materials (RMs), the management of data quality, and technical limitations. The results showed that within-laboratory precision (repeatability) was generally good but between-laboratory accuracy (reproducibility) called for improvements. This review considers how stable isotope laboratories can establish a system of quality control (QC) and quality assurance (QA), emphasising issues of repeatability and reproducibility. For results to be comparable between laboratories, measurements must be traceable to the international δ-scales and, because isotope ratio measurements are reported relative to standards, a key aspect is the correct selection, calibration, and use of international and in-house RMs. The authors identify four principles which promote good laboratory practice. The principle of identical treatment by which samples and RMs are processed in an identical manner and which incorporates three further principles; the principle of identical correction (by which necessary corrections are identified and evenly applied), the principle of identical scaling (by which data are shifted and stretched to the international δ-scales), and the principle of error detection by which QC and QA results are monitored and acted upon. To achieve both good repeatability and good reproducibility it is essential to obtain RMs with internationally agreed δ-values. These RMs will act as the basis for QC and can be used to calibrate further in-house QC RMs tailored to the activities of specific laboratories. In-house QA standards must also be developed to ensure that QC-based calibrations and corrections lead to accurate results for samples. The δ-values assigned to RMs must be recorded and reported with all data. Reference materials must be used to determine what corrections are necessary for measured data. Each analytical sequence of samples must include both QC and QA materials which are subject to identical treatment during measurement and data processing. Results for these materials must be plotted, monitored, and acted upon. Periodically international RMs should be analysed as an in-house proficiency test to demonstrate results are accurate.

To deal with the complicated quality tracking and control problem of interenterprise and meet the rapidly changing customer needs in networked manufacturing environment, combined with the similarity of multilayer organization structure and work flow among core enterprise and member enterprises, a multi-agent quality tracking and control model based on fractal for inter-enterprise is proposed. With the aid of fractal concept, the complicated quality tracking and control process of inter-enterprise could be decomposed into multiple quality tracking and control units which are also fractals. Each fractal consists of six function modules: fractal organizer, quality monitor, quality analyzer, quality controller and quality reporter. Using agent technology, each of these modules could autonomously cooperate and negotiate with others while processing its own jobs. By the interaction and negotiation activities of multiagent, quality tracking and control of inter-enterprise could be realized. The dynamic restructuring process (DRP) allows inter-enterprise quality tracking and control to be more efficient and effective by reconfiguring fractals. This research reduces the difficult of inter-enterprise quality tracking and control and lays foundation for the cooperative quality control of manufacturing process.

This document describes the Hanford External Dosimetry Program as it is administered by Pacific Northwest Laboratory (PNL) in support of the US Department of Energy (DOE) and its Hanford contractors. Program services include administrating the Hanford personnel dosimeter processing program and ensuring that the related dosimeter data accurately reflect occupational dose received by Hanford personnel or visitors. Specific chapters of this report deal with the following subjects: personnel dosimetry organizations at Hanford and the associated DOE and contractor exposure guidelines; types, characteristics, and procurement of personnel dosimeters used at Hanford; personnel dosimeter identification, acceptance testing, accountability, and exchange; dosimeter processing and data recording practices; standard sources, calibration factors, and calibration processes (including algorithms) used for calibrating Hanford personnel dosimeters; system operating parameters required for assurance of dosimeter processing quality control; special dose evaluation methods applied for individuals under abnormal circumstances (i.e., lost results, etc.); and methods for evaluating personnel doses from nuclear accidents. 1 ref., 14 figs., 5 tabs.
